In 2001 China ratified the International Covenant on Economic, Social and Cultural Rights. By so doing the national government became legally bound, "to the maximum of its available resources", to achieve "progressively" full realization of the rights specified in the Covenant. Included amongst these entitlements is the "right of everyone to social security, including social insurance". This paper uses data from Jiangsu to examine the extent to which urbanites agree that previously disenfranchised migrants have the same right to social insurance as the urban population. Many urbanites fear that their existing entitlements to social protection will be diluted if social insurance coverage is extended to include new populations. Accordingly, state agencies and the media have sought to promote acceptance of a more positive view of migrant workers than has traditionally prevailed within towns and cities. We find that younger urban residents, urban residents who already have social insurance and urban residents working in the state-owned sector are more likely to agree that migrants have the same right to social insurance as the urban population. © 2007 Institute of World Economics and Politics, Chinese Academy of Social Sciences.

Purpose: – This paper seeks to examine the adoption of an environmental management system (EMS) in government departments involved in one Australian state and identify the key factors that contribute to successful adoption.

Design/methodology/approach: – Data were collected through semi-structured interviews conducted with environmental coordinators involved in the EMS adoption. The external consultant appointed by the Environmental Protection Authority who provided the training on behalf of the government departments was also interviewed.

Findings: – The results from the analysis shows that environmental coordinators valued the training as it enhanced their knowledge and skills. They experienced a combination of both tangible and intangible benefits. The lack of contribution and support from top management; difficulty in accessing resources; and resistance from employees were the main challenges experienced during EMS implementation. Recommendations made by the interviewees included: providing training to top management to increase their understanding of the EMS process and its benefits; selection of the right champion; provision of adequate resources; and, training of employees.

Research limitations/implications: – The findings are based on interviews conducted in only one Australian state and no follow up interviews could be undertaken to track the progress made by various departments.

Originality/value: – The findings of this paper are original as no other similar study has been undertaken in this Australian state documenting the experiences of environmental coordinators when implementing an EMS. Our findings have practical implications for public sector organisations and government departments implementing EMS.

In Australia, as in other countries that have experienced colonisation, indigenous people are massively overrepresented in all stages of the criminal justice system. If criminal justice agencies are to provide culturally responsive and effective services to this group, it is important that they employ significant numbers of indigenous staff across all levels of their organisations. Despite the positive intentions of many justice agencies to increase the proportion of indigenous staff members they employ, the numbers remain low. In this article, we explore some of the possible reasons for this by reporting the results of focus groups conducted with existing indigenous justice agency employees. The employees raised a number of issues relevant to recruitment and retention. These are discussed in terms of their potential value in improving justice agency indigenous recruitment and retention strategies.

This thesis is a study of the establishment of the music curriculum in state-supported schools in South Australia from the beginnings of such schooling until 1920. There will be a discussion of issues to be explored and the method by which this investigation will proceed. A literature survey of relevant research will be included, after which there will be a sketch of the development of state-supported schooling in South Australia. Several broad themes have been chosen as the means of organising the historical material: the rationales offered for the inclusion of music in schooling, the methodologies, syllabi and materials of such music instruction, the provisions for teacher training in music, both preservice and as professional development for established teachers, and the place and function of music in schooling. Each of these themes will form the framework for a chronological narrative. Comparisons will be made with three neighbouring colonies/States concerning each of these themes and conclusions will be drawn. Finally, overall conclusions will be made concerning the initial contentions raised in this chapter in the light of the data presented. Although this study is principally concerned with the establishment of music in state-supported schooling, there will be a brief consideration of the colony of South Australia from its proclamation in 1836. The music pedagogical context that prevailed at that time will be discussed and this will, of necessity, include developments that occurred before 1836. The period under consideration will close in 1920, by which time the music curriculum for South Australia was established, and the second of the influential figures in music education was at his zenith. At this time there was a new school curriculum in place which remained essentially unchanged for several decades. As well as the broad themes identified, this thesis will investigate several contentions as it attempts to chronicle and interpret the establishment and development of music in state-supported schooling in South Australia up to 1920. The first contention of this thesis is that music in state-supported schooling, once established, did not change significantly from its inception throughout the period under consideration. In seeking a discussion of the existence and importance of the notion of an absence of change or stasis, the theory of punctuated equilibria, which identifies stasis as the norm in the evolutionary growth of species, will be employed as an insightful analogy. It should be recognised that stasis exists, should be expected and may well be the prevailing norm. The second contention of this thesis is that advocates were and continue to be crucial to the establishment and continued existence of music in state-supported schooling. For change to occur there must be pressure through such agencies as motivated individuals holding positions of authority, and thus able to influence the educational system and its provisions. The pedagogical method introduced into an educational system is often that espoused by the acknowledged advocate. During the period under consideration there were two significant advocates for music in state-supported schools. The third contention of this thesis is that music was used in South Australia, as in the other colonies/States, as an agent of social reform, through the selection of repertoire and the way in which music was employed in state-supported schooling. Music was considered inherently uplifting. During the nineteenth and early twentieth centuries, the music selected for school singing carried texts with messages deemed significant by those who controlled the education system. The repertoire was not that of the receiving class but came from a middle class tradition of fully notated art music in which correct performance and notational reading were emphasised. A sweet, pure vocal tone was desired, as strident, harsh, speaking tones were perceived as a symptom of incipient larrikinism which was not desired in schooling. Music was seen as a contributor to good order and discipline in schooling.

This book examines the important role of consumer activism within health policy in different national contexts. In an age of shifting boundaries between state and civil society, consumer groups are potentially drivers of democratization in the health domain. The expert contributors explore how their activities bring new dynamics to relations between service providers, the medical profession, government agencies, and other policy actors. This report is the third in a series with the two previous reports published in 2006 and 2008. This report details major conservation initiatives that have occurred in Australia since the last report, in which data was current to 2006, and highlights emerging issues. A major enhancement on previous reports is the inclusion of ecosystem and threatened species gap analyses, and the reporting on Australia's protected area systems on both land and sea. We define a minimum standard for an adequate, representative, and comprehensive reserve system by sampling ecosystem and species level diversity. Using the latest protected area and national species and ecosystem spatial data, we quantify the gaps: those areas needing to move from the current reserve system to one which meets the minimum standard. We also use data provided by various parks agencies, from responses to a questionnaire or as published by the agencies, to detail financial investments in protected areas, and estimate the investment levels needed to fill the documented gaps. We also identify critical policy changes needed to more effectively fill the identified gaps.

Myanmar was not only a ‘fragile state’ by most definitions during the 1990s and 2000s, but was concurrently isolated as an international ‘pariah’. The complexity of this paradoxical combination of poverty, fragility, pro-economic growth polity and international isolation created an enigmatic context for international agencies, and one in which existing frameworks for development in ‘fragile states’ do not appear overly relevant. Nonetheless, Myanmar experienced a surprising level of development activity, with equally surprising signs of effectiveness. This paper explores this activity, identifying actors, roles, approaches, and modalities of interaction with structures and authorities found to be most effective. The paper is divided into four sections, offering an overview of the historical context, summarising field observations, considering the effectiveness of interventions, and discussing these observations in the light of fragile state policy.

Faith-based organizations are major providers of welfare services in Australia. Many of these services receive much, if not all, of their funding from the state, which brings expectations that services will be provided to all members of the community irrespective of their religious beliefs, rather than just to members of a particular religion. Furthermore, in order to deliver contracted services, faith-based organizations often need to employ staff who are of another or no religion. It is perhaps not surprising that the distinction between faith-based and secular organizations is sometimes questioned, and is a concern within some faith-based organizations. Drawing on interviews with 20 Australian social workers who were or had been employed in faith-based organizations, this paper examines a range of ways in which organizational spirituality manifests itself in the workings of faith-based welfare organizations that receive state funding. Expressions of organizational spirituality reported by research participants include strategic directions, processes associated with staff recruitment and induction, employment conditions and philosophies underpinning service provision. Nevertheless, in some organizations, expression of organizational spirituality seems to occur on an ad hoc basis, such that some staff were not sure if they were working in a faith-based organization. As to how faith-based organizations express their spirituality when receiving state funding that requires ostensibly secular service delivery is not just an issue for welfare agencies but also for many providers of a wide range of health, social care and education services in many countries. Hence, this paper addresses challenges that go beyond the boundaries of professional disciplines or national borders.
