Sidney Lumet’s influential film The Pawnbroker (1964) is one of the earliest films to consider the encounter between Holocaust narratives and low-income, urban American racial minorities. As much concerned with contemporary ‘race relations’ in the United States as it is with the Nazis’ persecution of Europe’s Jews, the film intertwines the story of Holocaust survivor Sol Nazerman with the social tensions of 1960s America, represented in his relationship with the young Puerto Rican shop assistant Jesus Oritz. The film stylistically juxtaposes raw footage of concentration camp existence with dismal images of New York slum life. Against these backdrops, the protagonist’s climactic ‘silent scream’ emblematically merges the repressed trauma of the survivor with the filmmaker’s interest in race relations, a theme that has undergone various transformations in a number of films since. One film that contemporizes this encounter is Richard LaGravenese’s Freedom Writers (2007). As opposed to the tragic outcome of the pawnbroker’s induction into urban America, here the Holocaust is a redemptive tool that permits inner-city Black and Latino youth to contextualize their own suffering. After reading The Diary of Anne Frank, this group of ‘at-risk’ sophomores to inspired to collaborate on an ultimately successful effort to bring Miep Geis, the woman who sheltered Anne Frank, to speak at their high school. Foregrounded by the 1992 Los Angeles riots, gentiles teacher Erin Gruwell and savior Miep Geis transform the Holocaust from an amplified parallel of American slums into an event that permits the children of American postcoloniality to triumph in spite of their socio-economic circumstances. Underlining the tension between the Jewish specificity and unprecedented nature of the Holocaust, and the need to generate Holocaust narratives that intersect with intrinsically racialized American narratives, such films have significant implications for how collective memories of suffering are constructed and contested.

Multiculturalism is now seen by many of its critics as the source of intercultural and social tensions, fostering communal segregation and social conflicts. While the cultural diversity of contemporary societies has to be acknowledged as an empirical and demographic fact, whether multiculturalism as a policy offers an optimal conduit for intercultural understanding and social harmony has become increasingly a matter of polarised public debate.
This book examines the contested philosophical foundations of multiculturalism and its, often controversial, applications in the context of migrant societies. It also explores the current theoretical debates about the extent to which multiculturalism, and related conceptual constructs, can account for the various ethical challenges and policy dilemmas surrounding the management of cultural diversity in our contemporary societies. The authors consider common conceptual and empirical features from a transnational perspective through analysis of the case studies of Australia, Canada, Columbia, Germany, New Zealand, the United Kingdom and Uruguay.

This article explores recent shifts in health-care policy and the implications for rural nursing in Australia. Health-care reforms have resulted in the implementation of a 'market forces' ideology, creating tensions between economic imperatives and the need for equity and greater access in rural service delivery. New models of health-service delivery have been developed that have significant implications for the way rural health care is defined, practised and received. The issues surrounding the context of rural nursing practice and service delivery are discussed.

From a European perspective, the wide-ranging social, economic, and political effects of networked computers have generated tensions between 'new' social movements and the 'old' labour movement. From an American perspective on social movements, there is no such tension between old and new social movements. A study of social-movement unionism in Sweden offers a interesting means of testing this emerging American perspective against the European perspective because the labour movement has long been particularly effective and networked technology has been embraced whole-heartedly throughout all aspects of the society, the economy, and the polity. The paper introduces the contrasting European and American perspectives on social movements and presents examples of the practice of social-movement unionism among Swedish social democrats, unionists, and diverse local activists. These examples support conclusions that eschew utopian theories of 'cyberunionism' in favour of developing a theory of articulated unionism in which local unions branches articulate vertically with national and global union bodies, and articulate horizontally with social movements in other arenas of conflict.

This paper presents a new measure of sustainability within a welfare economics framework. Gross domestic product (GDP) can be used as an indicator of sustainability if the GDP estimates are undertaken within a cost-benefit analysis framework based on social choice perspectives. Sustainability is dependent on a healthy and functioning socio-economic and environmental (SEE) system. Economic development can damage the SEE system through resource degradation, over-harvesting and pollution. This paper addresses the tensions between economic development and sustainability by undertaking a number of SEE-based adjustments to GDP based on social choice perspectives in order to measure sustainability. These adjustments include the environmental and social costs caused by economic development such as water pollution, the depletion of non-renewable resources, and deforestation. Thailand is used as a case study for a 25 year period (1975-1999). The results show a divergence in terms of GDP per capita and the SEE-adjusted GDP per capita figure. The paper concludes that, with increasing environmental and social costs of economic development, pursuing such extreme high growth objectives without due environmental and social considerations can threaten present social welfare and future sustainability. For the past decade I have been engaged as a management consultant in the area of organisational change and development. This has been primarily within international development environments, and all the professional opportunities, challenges and learning they offer. This thesis therefore employs reflexivity to explore professional practices within this context. These practices are primarily considered within the context of an emerging economy dealing with the challenges of globalisation, against a backdrop of tradition and the old vestiges of colonialism and socialism. Of particular interest have been the tensions between humanist and corporate values that emerge when dealing with the people and learning side of organisations, and within a context of what can be broadly defined as 'where west meets east'. These tensions are explored within a values framework and through consideration of some the themes that feature in the area of postcolonial studies. The intention of the study has been to explore some of the meanings and representations that emerge from professional experience, how they are explained and represented, and what the meanings and representations derived might imply in considering the requirements of 'principled' professional practice. The study is built around the work place and the researcher's role within it and therefore draws heavily on personal reflection and reflexivity. The qualitative methodologies employed draw heavily from the literature dealing with critical social science, and in particular that relating to 'narrative inquiry'. Particular consideration is given to the location of self in the research context and the way in which professional knowledge is constructed.

This thesis considers social justice in education in ‘new times’. To facilitate the investigation a number of research questions were pursued. These questions were: • What is meant by the label ‘social justice’? • How is social justice to be understood in contemporary terms? • Are there tensions between traditional and contemporary views of social justice? • How effective are policy developments in delivering social justice via education? • What difference do such policies make at the local level? To answer these questions a critical case analysis of a country community and one of its primary schools was carried out. Data were gathered using a variety of methods. As a researcher who was also a teacher in the school I kept a personal professional journal during 1993 and 1994. During this period I was the teacher in the school with responsibility for curriculum development related to issues of social justice. In 1994 I conducted interviews with twenty students, parents and teachers at the school in relation to social justice issues. I also interviewed the CEO of the town’s Council. A number of relevant Federal and State Government and school policy documents were consulted and an archival search of the local newspaper from 1956 to 1994 was undertaken. Statistical information from the Australian Bureau of Statistics as well as from school records was used. A number of local history books were consulted as well as the minutes of relevant school committee meetings. Contemporary social theory, more specifically the work of Anthony Giddens, provided the major methodological tool. Giddens structuration theory was selected as it provided a way of interpreting society from both macro and micro perspectives, it provided a way of studying the interconnectedness of the individual and society. In addition to this, a metaphor was used as a way of developing an understanding of the data. The river was chosen as the metaphor as it has significance to the case study community and it also provides a way of understanding interconnectedness. At an interpretive level, both social theory and moral philosophy were drawn on, including the work of Geoffrey Sharp, Anthony Giddens and Alisdair MacIntyre. A review of selected literature indicated three main areas of concern in relation to this thesis. We live in a time of constant and ongoing change, understanding how this change impacts on the lives of individuals and society is important. Such an understanding relates directly to issues of ontology. In addition it was necessary to consider schools in these ‘new times’. The literature revealed that the changes occurring in the wider society were related to the changes currently being seen in schools. Specifically this related to the increasing emphasis on economics and on individualism, emphases also reflected in the findings of this thesis. Finally the literature related to social justice was discussed, the focus here was on distributive theories of justice and the way these are reflected in programs such as the DSP. The data, as expressed in the metaphor of the flowing river, revealed dominant and marginal currents in social justice in education in ‘new times’. The dominant social group are the intellectually trained and the dominant issues were related to technology, globalisation and economic and bureaucratic rationalism. In the marginal currents we find the under-employed and the unemployed and marginal issues relating to housing, the black economy, poverty and the survival of rural communities. The data also revealed a marginal tributary running into the river. This tributary shows that social cohesion is still a part of life in ‘new times’, albeit a marginalised part. The dominant and marginal currents in social justice in ‘new times’ reveal changes at a deep cultural level. Social justice in ‘new times’ is set within the limits provided by economic rationalism. Such a position is closely linked to the rise of liberal democracy as a political ideology. A rise which has been on a global scale. This valorizes the individual as compared with the group, and the family as compared to the social whole, within the context of expanded economic groupings and markets. Such an ideological position sees the role of the state as providing the ‘legitimising muscle’ to advance the cause of individuals and their families as compared to larger social groupings. These perceptions were applied in Australia, even under a Labor Government. In this sense social justice policies in ‘new times’ are ideological, they act as a political lever to legitimate economic restructuring. They are policies designed to carry disparate groups forward and together on a common wave of economic reform. They are used to ‘sell’ economic reform as being ‘good’ for all of society. Against the backdrop of economic rationalism and liberal democratic ideals there emerges a language geared to the production of an economically viable self, self image, self identity, self esteem and self confidence. As a result, the sense of identity as ‘social’ is lost from view. This thesis argues that what is needed is a new way of looking at social justice in education. A way that reaches beyond the solutions forwarded by the political Left and the Right. It is about the development of an understanding of the way in which an assimilation of the hyper individual and the social group can result in the emergence of the socially responsible individual. This is a cultural shift that sees the individual/society dualism presented in a new way. The categories enter into a new relationship where the balance shifts away from the individual towards society. A shift to a culture where the individual’s rights and responsibilities are respected within a social whole. Such a cultural shift would result in a curriculum which would build social identity, promoted socially responsible independent thought and make space for creativity and the aesthetic. A ‘curriculum for social responsibility’ would be a socially just curriculum.

This paper locates the development of Aboriginal Studies curricula within the context of Aboriginal political activism and 20th century reconstruction of Aboriginal identity in Australia. It is suggested that the incorporation of the reconstructed Aboriginal identity in Aboriginal Studies curricula institutionalised a radical conceptual change. Using the senior secondary Aboriginal Studies curriculum as an example, it is argued that unresolved tensions exist in the syllabus, the conceptualisation of community and the social process of identity formation inherent in recent reconstructions of Aboriginal identity. The question posed is whether these tensions will ultimately act as a form of oppression for Aboriginal people in the cross-cultural environment of contemporary Australia.

Migration, Citizenship and Intercultural Relations reflects on the tensions and contradictions that arise within debates on social inclusion, arguing that both the concept of social inclusion and policy surrounding it need to incorporate visions of citizenship that value ethnic diversity. Presenting the latest empirical research from Australia and engaging with contemporary global debates on questions of identity, citizenship, intercultural relations and social inclusion, this book unsettles fixed assumptions about who is included as a valued citizen and explores the possibilities for engendering inclusive visions of citizenship in local, national and transnational spaces.

Michael White, the Australian narrative practitioner, died in April this year. Given White trained in social work and has had a large impact on many social workers, it is timely to investigate the opaque relationships linking White and his work with his discipline-of-origin. The present examination proceeds in three steps. First, a schematic outline of White’s intellectual influences and achievements is set out; second, the alignments, as well as tensions, between White’s work and his discipline-of-origin are considered; and, third, it is argued that White was informed by, and went on to produce a body of work that further informed, the contesting spirit that is the wellspring of the discipline of social work. This conclusion is reached mindful of the fact that White remained antagonistic to the role played by the professions in general and that he did not identify with the title ‘social worker’ in particular.

Historically, gendered boundaries and their impacts on education have been widely contested. The global gender policy debate over the last sixty years has significantly vacillated between prioritising issues of educational and social practice that appear to privilege one gender over another (Lingard, Martino & Mills, 2009). The very nature of the title ‘Boys’ school’ conveys a hard gendered boundarying. In a socio-political climate where boys’ supposed underachievement has been attributed to the presumed “feminisation of teaching” (Hoff Sommers, 2000) it is not surprising that the rhetoric around the purpose and intent of boys’ education privileges masculinist discourses and practices. Physical Education (PE) and sport is often implicated as prominent curriculum spaces where the tensions produced through gendered discourse-power relations are played out, often at the expense of marginalised others.

The ongoing evolution of the global heritage movement has been marked by a move away from fabric-centred understandings of heritage, towards a language of ‘place’, ‘values’ and ‘stakeholders’. Recent initiatives like the ‘Vienna Memorandum on Historic Urban Landscapes’ and the ‘Seoul Declaration on Heritage and the Metropolis in Asia and the Pacific’ represent important steps in such directions for managing the heritage of urban environments. This paper examines these developments in the context of Srinagar, the capital city of Indian administered Kashmir. With the conflict in the region enduring for more than fifteen years, the city - regarded as one of the most important pre-modern urban landscapes in South Asia - has suffered extensive physical damage. Nonetheless, the city remains the cultural and political heart of a wider collective identity rooted in the Kashmir Valley. As such, Srinagar presents a rich example of a city that would strongly benefit from the insights gained from Seoul and Vienna; an approach that recognises how a sense of ‘place’ arises through an intimate dialogue between the built environment and the socio-cultural context within which it sits. However, as we shall see, a framework oriented around ‘values’ and ‘context’ opens up unfamiliar and difficult questions and challenges. If a city like Srinagar is to be discussed in more holistic, less fabric-based terms, the interfaces between heritage and its wider social values, such as cultural sovereignty, multi-culturalism or democracy require far greater attention than they have received to date.

Responding to gentrification has become a key planning issue for many urban municipalities. Local governments need to balance the often-competing agendas of urban regeneration, social inclusion and arts access and participation. This paper argues that arts and cultural units within local government bear the impact of such tensions. More importantly, however, local government policies and their implementation represent a third position in the polarised discussion on the cultural impact of gentrification. The example discussed here is the rapidly gentrifying City of Maribyrnong in Melbourne’s western suburbs: a municipality where any potential realisation of the economic benefits of gentrification is balanced against the needs of a significant population of resident professional artists, and the social inclusion needs of socio-economically disadvantaged residents. Maribyrnong’s arts and cultural unit, like those within many municipalities in the developed world, has had to develop cultural policies and plans as tools for negotiating complex relationships and diverse needs of community members by considering the economic, social and cultural benefits of the arts for all residents.

While the global neo-liberal agenda has increased the impoverishment and marginalisation of many women, it has also created possibilities for pursuing gender justice. Deepened and broadened understandings and measures of equity brought about by the processes of globalisation and insights from feminism have disturbed neo-liberal regimes and produced action around the pursuit of gender equity goals. Moreover, new configurations of ‘the global’ have strengthened transnational feminist networks and coalitions and generated multiple and varied spaces for feminist engagement. Against this backdrop, this article draws attention to the ways in which these shifts have brought to light previously unrecognised complexities and tensions that continue to hinder the pursuit of global gender justice. Focusing on the feminist work of NGOs and CSOs and, specifically, issues of social capital and cultural context, the article examines the problematics and possibilities regarding these organisations' promotion of gender change at local, national and transnational levels. Such examination foregrounds the significance of a coherent feminist politics and activism that responds to the social conditions and cultural nuances that impact on gender relations in particular contexts and is supported by broader facilitative structures and social networks.
