This paper is concerned with envisioning the development of non-government organisations (NGOs) in Australia over the next 200 years. It begins with a discussion of a hypothetical NGO, providing vignettes of its activities in 2104 and 2204, and sketching out contextual factors that might influence NGO development. This discussion is followed by an outline of the methodology upon which the projections indicated in the hypothetical case-study are based. Three methodological approaches are used. The first approach begins from an analysis of current contextual trajectories, and projects the role of NGOs within these trajectories. The second approach postulates that the changes that will occur will be affected by the reflexive nature of social change, involving continual reflection and action. The third methodological approach draws on this notion of reflexivity, but emphasises that social change is not only a reflexive process, it is also a dialectical one. The dialectical approach rests on the premise that change occurs through a process of the accumulation of contradictions, challenge and resolution. Using these methodological approaches the paper proceeds to identify three factors which will influence the Australian NGO sector in the next 200 years. These factors are the shifting relations between the state and civil society, including the rise of the neo-authoritarian state in the 21st century; the ways in which least advantaged people are dealt with and, finally, the idea of risk society. While it is more difficult to identify the contextual and NGO trajectories into the 22nd and 23rd centuries, the paper postulates a more utopian vision for NGOs in Australia in 200 years time, where the category of people who had been previously marginalised disappears, and the major roles of NGOs are to ensure cultural diversity and develop civil labour.

This paper examines changes in the commercial cleaning industry in Australasia which are occurring against a backdrop of significant transformation in the mode of labour market regulation in both countries. Specifically, whereas for most of the twentieth century both Aotearoa/New Zealand and Australia had systems of labour market regulation in which the state provided minimum wage and work protections through the interventions of arbitration courts, in the past few years these courts have either been abolished (in the case of New Zealand) or severely restricted in their ambit (in the case of Australia), all as part of a neoliberal effort to introduce “flexibility” into labour markets. The result has been an erosion of wages and a worsening of conditions of employment for cleaners and many other groups of workers. At the same time, this transformation in the architecture of labour market regulation poses significant challenges to unions seeking to represent cleaners and other low-paid service sector workers.

Many community groups concerned with health issues - women's organisations, patient support groups and older citizens' organisations - were formed long before they were designated as 'consumer' groups. Members of health groups founded in the 1960s and 1970s understood themselves to be activists for social change, not 'consumers'. They challenged established models of health care and mobilised to redress inequities of access to care and inequalities of power between the medical profession and the 'lay' population. The major campaign in this period was to establish universal health insurance.

The article discusses the possible state failure of Kyrgyzstan and the implications of the label of a failed sate. A brief history of the events that have led to failed state status include the Tulip Revolution in 2005, political protests, presidential election protests, and ethnic violence. The response of the U.S., the European Union, and Russia to the events and the national interests of labeling the state as failed are discussed. It is suggested that instead of establishing security other countries have labeled Kyrgyzstan as a failed state which has led to a lack of political legitimacy, an expansion of neoliberalism, and has dangerous implications for the success of the country.

This paper considers the design of state observers for interconnected time-delay systems using a coordinate transformation method. Through such a transformation, the system that has interconnection and state delays is metamorphosed into a new system that injects time-delay information into its input and output terms, before reintroducing them back into the latter system, effectively coupling the delay terms into the IO injection terms and eliminating the delay values from the state variables. Next, full-order and reduced-order observers are designed based on the transformed system. Finally, the observed states of the transformed system that correspond to the original system is used to deduce the estimates of the original system. A numerical example is provided of an interconnected time-delay system.

Faith-based organizations are major providers of welfare services in Australia. Many of these services receive much, if not all, of their funding from the state, which brings expectations that services will be provided to all members of the community irrespective of their religious beliefs, rather than just to members of a particular religion. Furthermore, in order to deliver contracted services, faith-based organizations often need to employ staff who are of another or no religion. It is perhaps not surprising that the distinction between faith-based and secular organizations is sometimes questioned, and is a concern within some faith-based organizations. Drawing on interviews with 20 Australian social workers who were or had been employed in faith-based organizations, this paper examines a range of ways in which organizational spirituality manifests itself in the workings of faith-based welfare organizations that receive state funding. Expressions of organizational spirituality reported by research participants include strategic directions, processes associated with staff recruitment and induction, employment conditions and philosophies underpinning service provision. Nevertheless, in some organizations, expression of organizational spirituality seems to occur on an ad hoc basis, such that some staff were not sure if they were working in a faith-based organization. As to how faith-based organizations express their spirituality when receiving state funding that requires ostensibly secular service delivery is not just an issue for welfare agencies but also for many providers of a wide range of health, social care and education services in many countries. Hence, this paper addresses challenges that go beyond the boundaries of professional disciplines or national borders.

 We investigate all shear-free perfect fluid solutions of the Einstein field equations where the pressure and energy density satisfy a (Formula presented.)-law equation of state with (Formula presented.). We prove that such a fluid is either non rotating or non expanding. As a consequence, it follows by combining our result with those of Collins and Wainwright that any such shear-free perfect fluid which models either an expand universe or a collapsing star must in fact be a Friedmann–Robertson–Walker spacetime.

This paper draws on interview data gathered as part of a broader study around issues of equity and schooling. It features the voices of the Executive Director and four Head Teachers from one of England's top performing academy chains, ‘CONNECT’. The notion of neoliberal responsibilisation is drawn on to examine, first, the ways in which Head Teachers describe their work and, second, the chain's expectations of them as CONNECT leaders. Responsibilisation of the self was apparent in Head Teachers' construction of themselves as ideal neoliberal workers – performing and enterprising subjects who readily accept the business principles and results-orientation of their ‘data-driven’ environment. Responsibilising of Head Teachers by the organisation was evident in the rigorous ‘non-negotiable’ standards and accountabilities at CONNECT that they were expected to comply with. These non-negotiables cultivated and rewarded Head Teachers’ entrepreneurial identity of achievement motivation. The paper illustrates how such neoliberal responsibilisation is both a crucial and highly troubling element in the work of academy chains as new modalities of state power.

Background: Few methodologically rigorous international comparisons of student-reported antisocial behavior have been conducted. This paper examines whether there are differences in the frequency of both antisocial behavior and societal responses to antisocial behavior in Victoria, Australia and Washington State, United States. These 2 states were chosen due to their similarities on sociodemographic characteristics and their differences in policy frameworks around problem behavior including antisocial behavior and substance use.

Methods: State representative samples of students (N = 5769) in school grades 5, 7, and 9 in Victoria and Washington State completed a modified version of the Communities That Care self-report survey of behavior and societal responses to behavior. Chi-square analyses compared frequencies of antisocial behavior, school suspensions, and police arrests in the 2 states. Multivariate logistic regression analyses were conducted for each outcome measure to examine the effect of state, controlling for sample design, clustering of students within schools, age, socioeconomic status, and urbanicity.

Results:
Few state differences in student-reported antisocial behavior were found, although frequencies varied across behavior type and grade level. Differences in societal responses were observed across grade levels with grade 5 Washington students reporting higher rates of school suspension. Older Washington students reported more arrests.

Conclusions:
Rates of student antisocial behavior appear similar in these 2 states in Australia and the United States. However, youth in the United States relative to Australia may experience greater societal consequences for problem behavior. Further research is required to examine the impact of these consequences on subsequent behavior.

From 1980 until 2006, the Great Socialist People’s Libyan Arab Jamahiriya (Libya) was considered by the United States as a “Rogue State”. However, in May 2006, the U.S. Secretary of State, Condoleezza Rice, welcomed Libya back into the world community and declared that this erstwhile enemy had reformed. But has the American public registered this change in Libya’s status? Has this return to the fold influenced U.S. public opinion about Libya and its eccentric leader, Colonel Qaddafi? Or is it merely a case of new foes pushing old ones out of mind? What might some of America’s new “Rogue State” enemies learn from Libya’s example? This paper explores the nexus between the tumultuous U.S.-Libyan relationship and the U.S. public, and analyses how and why perceptions of Libya have changed.

A common architecture in today's development of distributed systems is the service-oriented architecture (SOA) implemented using Web services. Until recently, it was difficult to build a SOA based grid/distributed system using Web services due to the inability to learn the state of services. The state of a Web service could only be accessed through specialized clients and/or services. Should the specialized client or service fail, the state can't be accessed. This paper shows the innovative resources via Web instances (RVWI) framework. RVWI grants to web services the ability to show the state of dynamic resources in their WSDL. This was achieved via software components called connectors which watch for any changes in a resource and updates the web service. The significance of this report is the support for resources which can change state between requests and the innovation is the improvement of state updates between the service and discovery services.

Australian women faced the last two decades of the twentieth century, optimistic in their capacity to contribute positively to social change in the restructuring state. Encouraged by the relative euphoria of the late 1970s and early 1980s, women had a fleeting glimpse of the possibilities of woman-friendly legislation and feminist inspired government policy. What eventuated was the dismantling of supportive welfare structures, under the guise of economic rationalist state action, which undermined and eventually halted women’s economic and social advancement. This research project examines the impact of government policy on the welfare of Victorian women, through a feminist analysis of state and federal decision-making, framed in the context of case studies in the areas of employment, education and health. The promotion of ‘gender-neutral’ policy, by generally conservative bureaucracies, effectively exposes the mythical woman-friendly state. The implications do not auger well for Victorian women in the new millenium.
