Placemaking in the developed world can be understood as a concept where through a social and political process, value and meaning in a particular setting is created. This focus of placemaking revolves around a setting in the urban environment, its role as a unique setting and, importantly, the people that make up this place: all of which is focused on a highly structured and formal participatory planning process.The role of placemaking in Latin America’s informal settlements, however, is largelyuntested. With more than 75% of Latin America’s population living in cities since 2001and over 30% (128 million people) of the urban population estimated to reside in what the United Nations define as slums; these informal settlements can offer alternative ways of thinking about urban space and the transformation of spaces people live in. In essence, informal settlements are, to a large extent, what people make of them through their own initiative and imagination. What they achieve is remarkable considering their limited resources and sometimes nonexistent participation in formal planning.Through empirical data collected in 2013 and 2014, this paper discusses how in theabsence of a formal participatory planning process (as the west or developed worldmay perceive it) and lack of resources the barrio of Caracoli, in Bogotá has been ableto create value and meaning in their place. This has been possible, despite social and economic difficulties –which are not to be forgotten-, through inventiveness and the richness of community members’ lives. In this sense, it can be argued that informal settlements can offer a different path to understanding the concept of placemaking currently dominating the developed world.

Best practice encompasses a transfer of expert knowledge developed in one setting to address a particular issue and, through achieving some recognised benchmark, that technique, model and/or policy is applied in another setting to achieve the same desired improvement. Best practice can sometimes bring with it an inherent structure and assumed knowledge that may largely be absent in the new setting to which it is being applied. This type of “best practice” approach may come to represent the placeless-ness of externally derived and applied planning knowledge; removing itself from deliberative planning, placemaking and coproduction efforts where a collective and jointly aspired-to outcome is desired. The objectives of this paper are twofold: 1) to examine the implementation of a transfer of planning ideas across distances and in planning practice by investigating two very different “best practice” case studies (one in Australia and one in Nepal); and 2) to develop an adaptive “good practice” approach that can be used to structure deliberative planning efforts in placemaking. Central to this paper is the theoretical perspective of the diversity, interdependence and authentic dialogue (DIAD) theory of collaborative rationality and its emphasis on deliberation, collaboration and use of different knowledge types to aid with decision-making. The theoretical ideas of the paper are then worked through the two case studies to also illustrate that the DIAD may be applied to site specific (design/planning) projects, thereby adding a new layer of good practice applicability to the theory.

This chapter describes a process (i.e. placemaking) and the principles one may use when attempting to transform existing and new settings into positive contributions within the urban environment. It does this by introducing a number of early approaches intended to improve the 'setting' in which people live. Following this introduction, I will give a brief conceptual framing of placemaking and highlight the source of inspiration for the chapter's concluding placemaking principles. A detailed discussion of placemaking and its attributes leads to a series of concluding remarks that are intended to fully embrace the process of placemaking and to guard against token efforts when attempting to develop good urban places.

In 2000, Victoria’s largest regional council, the City of Greater Geelong, allocated $200,000 to fund a community art and place-making project in inner Geelong West. The Walk West project was conceptualised and lobbied by a community group for six years. The project addressed the impact of a large section of freeway installed in the seventies and its consequences for quality of life in the locality.

This article reports on an example of highly developed community relations. It examines public art and placemaking as public communication tools and their relationship to political and social activity in post-amalgamation Victoria. In particular it applies the theories of Ulrich Beck and the notion of reflexive modernity in risk society where citizens’ initiative groups will play an increasingly important role in reclaiming the biological and cultural heritage lost as a result of ‘progress’.

The past has its place in the future. Wombeetch Puyuun is teaching Scottish-born settler Isabella Dawson his aboriginal tongue so that her father, James Dawson, can write his book. But how can language preserve the past in a land where time overwhelms words? Meanwhile, contemporary Australians from the Volcanic Plains of Victoria’s Western District meditate over life in a place of sheep, algae, eels, lava and stars. Susan Cole and Janice Austin, descendents of Isabella and Wombeetch’s people united for the first time, reflect on Wombeetch’s friendship with James, and what it means to be ‘the last of your tribe.’

The event 'Flows and Catchments' was held at the Warrnambool Art Gallery on 2/12/2012.
