Today, Digital Systems and Services for Technology Supported Learning and Education are recognized as the key drivers to transform the way that individuals, groups and organizations “learn” and the way to “assess learning” in 21st Century. These transformations influence: Objectives - moving from acquiring new “knowledge” to developing new and relevant “competences”; Methods – moving from “classroom” based teaching to “context-aware” personalized learning; and Assessment – moving from “life-long” degrees and certifications to “on-demand” and “in-context” accreditation of qualifications. Within this context, promoting Open Access to Formal and Informal Learning, is currently a key issue in the public discourse and the global dialogue on Education, including Massive Open Online Courses (MOOCs) and Flipped School Classrooms.

This article considers the stabilization by output feedback controllers for discrete-time systems. The controller can place all of the closed-loop poles within a specified disk D(-α, 1/β), centred at (-α,0) with radius 1/β, where | - α|  + 1/β < 1. The design method involves the decomposition of the system into two portions. The first portion comprises of all of the poles that are lying outside of the specified disk. A reduced-order model is constructed for this portion. The second portion comprises of all of the remaining poles of the system and is characterized by an H-norm bound. The controller design is then accomplished by using H-control theory. It is shown that, subject to the solvability of an algebraic Riccati equation, output feedback controllers can be systematically derived. The order of the controller is low, and can be as low as the number of the open-loop poles that are lying outside of the specified disk. A step-by-step design algorithm is provided. Numerical examples are given to illustrate the attractiveness of the design method.

The paper presents a simple approach to the problem of designing low-order output feedback controllers for linear continuous systems. The controller can place all of the closed-loop poles within a circle, C(- , 1/ β) , with centre at - and radius of 1/ β in the left half s-plane. The design method is based on transformation of the original system and then applying the bounded-real-lemma to the transformed system. It is shown that subjected to the solvability of an algebraic Riccati equation (ARE), output feedback controllers can then be systematically derived. Furthermore, the order of the controller is low and equals only the number of the open-loop poles lying outside the circle. A step-by-step design algorithm is given. Numerical examples are given to illustrate the design method.

The research program described focuses on identifying the role of organisational culture, as reflected in workplace systems and practices, and employee and group attitudes in the outcomes of interactions among dissimilar parties. A systematic, theory-testing approach underlies the program, which aims to both develop and validate the diversity openness construct. The Perceived Dissimilarity-Openness Moderator Model developed from the research asserts that the affective, cognitive and behavioural consequences of diversity depend in part upon the perception of difference and subsequent quality and magnitude of the response to the perceived dissimilarity. When individuals or social systems (groups or organisations) are diversity-closed, outcomes are predicted to be less positive than when they are diversity-open.

The availability of critical services and their data can be significantly increased by replicating them on multiple systems connected with each other, even in the face of system and network failures. In some platforms such as peer-to-peer (P2P) systems, their inherent characteristic mandates the employment of some form of replication to provide acceptable service to their users. However, the problem of how best to replicate data to build highly available peer-to-peer systems is still an open problem. In this paper, we propose an approach to address the data replication problem on P2P systems. The proposed scheme is compared with other techniques and is shown to require less communication cost for an operation as well as provide higher degree of data availability.

Many complex problems including financial investment planning, foreign exchange trading, knowledge discovery from large/multiple databases require hybrid intelligent systems that integrate many intelligent techniques including expert systems, fuzzy logic, neural networks, and genetic algorithms. However, hybrid intelligent systems are difficult to develop because they have a large number of parts or components that have many interactions. On the other hand, agents offer a new and often more appropriate route to the development of complex systems, especially in open and dynamic environments. In this paper, it is argued that agent technology is well snited for constructing hybrid intelligent systems (especially loosely coupled hybrid intelligent systems) through a successful case study. A great number of heterogeneous computing techniques/packages are easily integlated into the experimental system under a unifying agent framework, which implies that agent technology can greatly facilitate the construction of hybrid intelligent systems.

Deakin University has established a major integrated corporate technology infrastructure in the last two years to enhance and bring together its distance education and on-campus education. This environment has been called Deakin Online. With Deakin Online rapidly developing, efforts are beginning to focus more fundamentally on how the potentials of the environment can be realised to create enduring teaching and learning value. This search must be understood in the context of the University’s commitment to the values of relevance, responsiveness and innovation. The question is: how can these values be realised in the digitally-based evolving educational enterprise using the new corporate technologies and new concepts of organisational structure and function? We argue for the transforming role of the academic teacher and new forms of open academic collegiality as being critical to realise strategic and enduring educational value. Moreover, change in role and process needs to be grounded in more systemic organisation and program-wide approaches to designing and working within the new contemporary learning environments. We believe the shift from the dangers of product centricism to system-wide education design modelling situating e-learning within broader curricular and pedagogical concerns represents the best strategy to create enduring educational benefits for all stakeholder groups (notably academic teachers and their learners) while preserving teachers’ sense of agency in the changing learning environments of higher education.

Control of tele-operated remote robot’s is nothing new; the public was introduced to this 'new' field in 1986 when the Chernobyl cleanup began. Pictures of weird and wonderful robotic workers pouring concrete or moving rubble flooded the world. Integration of force feedback or 'haptics' to remote robot's is a new development and one that is likely to make a big difference in man-machine interaction. Development of haptic capable tele-operation schema is a challenge. Often platform specific software is developed for one off tasks. This research focussed on the development of an open software platform for haptic control of multiple remote robotic platforms. The software utilises efficient server/client architecture for low data latency, while efficiently performing required kinematic transforms and data manipulation in real time. A description of the algorithm, software interface and hardware is presented in this paper. Preliminary results are encouraging as haptic control has been shown to greatly enhances remote positioning tasks.

Many complex problems (e.g., financial investment planning, foreign exchange trading, data mining from large/multiple databases) require hybrid intelligent systems that integrate many intelligent techniques (e.g., fuzzy logic, neural networks, and genetic algorithms). However, hybrid intelligent systems are difficult to develop because they have a large number of parts or components that have many interactions. Thus, this paper discusses the development of an agent-based hybrid intelligent system for financial investment planning, in which a great number of heterogeneous computing techniques/packages are easily integrated into a unifying agent framework. This shows that agent technology can indeed facilitate the development of hybrid intelligent systems.

A system-of-systems (SoS) conceptualization is essential in resolving issues involving heterogeneous independently operable systems to achieve a unique purpose. Successful operation as an SoS requires communication among appropriate individuals and groups across enterprises through an effective protocol. This paper presents a position on the creation of a consortium of concerned system engineers and scientists worldwide to examine the problems and solutions strategies associated with SoS. The consortium could lead efforts in clarifying ambiguities and in seeking remedies to numerous open questions with respect to SoS analysis, SoS engineering (SoSE), as well as differences between systems engineering (SE) and SoSE. The mission of this consortium is envisioned to: 1) act as a neutral party; 2) provide a forum to put forth Calls to Action; and 3) establish a community of interest to recommend a set of solutions.

A reduced dynamics stabiliser for multi-machine power systems is presented in this paper. The design of the stabiliser is based on the theory of linear functional observers and the solution of a simple parameter optimisation problem. The order of the stabiliser could be as low as the number of machines in the system. The design is applied to an open-loop unstable multi-machine power system.

Trust is a fundamental issue in multi-agent systems, especially when they are applied in e-commence. The computational models of trust play an important role in determining who and how to interact in open and dynamic environments. To this end, a computation trust model is proposed in which the confidence information based on direct prior interactions with the target agent and the reputation information from trust network are used. In this way, agents can autonomously deal with deception and identify trustworthy parties in multi-agent systems. The ontological property of trust is also considered in the model. A case study is provided to show the effectiveness of the proposed model.
