Transcranial magnetic stimulation has been used to study changes in central excitability associated with motor tasks. Recently, we reported that a finger flexion–extension task performed at a maximal voluntary rate (MVR) could not be sustained and that this was not due to muscle fatigue, but was more likely a breakdown in central motor control. To determine the central changes that accompany this type of movement task, we tracked motor-evoked potential (MEP) amplitude from the first dorsal interosseous (FDI) and abductor pollicis brevis (APB) muscles of the dominant hand in normal subjects for 20 min after a 10 sec index finger flexion–extension task performed at MVR and at a moderate sustainable rate (MSR) and half the MSR (MSR/2). The FDI MEP amplitude was reduced for up to 6–8 min after each of the tasks but there was a greater and longer-lasting reduction after the MSR and MSR/2 tasks compared to the MVR task. There was a similar reduction in the amplitude of the FDI MEP after a 10 sec cyclic index finger abduction–adduction task when the FDI was acting as the prime mover. The amplitude of the MEP recorded from the inactive APB was also reduced after the flexion–extension tasks, but to a lesser degree and for a shorter duration. Measurements of short-interval cortical inhibition revealed an increase in inhibition after all of the finger flexion–extension tasks, with the MSR task being associated with the greatest degree of inhibition. These findings indicate that a demanding MVR finger movement task is followed by a period of reduced corticomotor excitability and increased intracortical inhibition. However, these changes also occur with and are greater with slower rates of movement and are not specific for motor demand, but may be indicative of adaptive changes in the central motor pathway after a period of repetitive movement.

Numerous theories have been formulated in an attempt to explain the psychological differences between violent offenders and non-offenders. Constructs that have emerged as salient in such scholarship include anger expression, social problem solving, locus of control, attitudes toward women, impulsivity and temper. Although a considerable amount of sound research has been conducted into 'violent offending' per se, in general terms, research into family and domestic violence is yet to be as methodologically and theoretically rigorous. In an attempt to link these areas of work, and to identify the risk factors (or 'criminogenic needs') of specific sub-groups of male offenders, this research compared: (I) property offenders, (2) those who had been· 'violent against strangers', (3) those who had been 'violent against intimates' and (4) non-offenders. In an effort to address one of the shortcomings of prior research, potentially confounding variables such as age, education level cultural identity, and socio-economic status were controlled for in an effort to arrive at more meaningful representations of each offender group's specific psychological deficits and abundances. A number of differences were highlighted between the groups, but few of these remained after demographic
covariates were controlled for. This paper details the nature of these differences, while also proposing that future studies adopt a similar methodology.

In this work a wide range of roughing (deformation in the austenite recrystallised region) and finishing (deformation in the non-recrystallised region) strains and isothermal holding times were used to clarify the effect of processing parameters on the transformation kinetics and mechanical properties of 0.2C-1.55Mn-1.55Si (wt%) TRIP steel. The results have highlighted the complex relationships between multi-phase microstructure and mechanical properties of TRIP steel. The presence of the triclinic carbides, formed during isothermal holding, deteriorated the mechanical properties of steel studied.

We address the blind equalization of finite-impulse-response (FIR), multiple-input multiple-output (MIMO) channels excited by constant modulus (CM) signals. It is known that the algorithms based on the constant modulus (CM) criterion can equalize an FIR MIMO channel that is irreducible and column-reduced. We show in this paper that the CM property of signals can be exploited to construct a zero-forcing equalizer for a non-irreducible and non-column-reduced channel. We also give a lower bound for the order of the equalizer. Simulation examples demonstrate the proposed result.

The effect of additions of Nb, Al and Mo to Fe-C-Mn-Si TRIP steel on the final microstructure and mechanical properties after simulated  thermomechanical processing (TMP) has been studied. The laboratory simulations of discontinuous cooling during TMP were performed using a hot rolling mill. All samples were characterised using optical microscopy and image analysis. The volume fraction of retained austenite was ascertained using a heat tinting technique and X-ray diffraction measurements. Room temperature mechanical properties were determined by a tensile test. From this a comprehensive understanding of the structural aspect of the bainite transformation in these types of TRIP steels has been developed. The  results have shown that the final microstructures of thermomechanically processed TRIP steels comprise 50 % of polygonal ferrite, 7 - 12 % of retained austenite, non-carbide bainitic structure and martensite. All steels exhibited a good combination of ultimate tensile strength and total elongation. The microstructure-property examination revealed the relationship between the composition of TRIP steels and their mechanical properties. It has been shown that the addition of Mo to the C-Si-Mn-Nb TRIP steel increases the ultimate tensile strength up to 1020 MPa. The stability of the retained austenite of the Nb-Mo steel was degraded, which led to a decrease in the elongation (24 %). The results have demonstrated that the addition of Al to C-Si-Mn-Nb steel leads to a good combination of strength (∼ 940 MPa) and elongation (∼ 30 %) due to the formation of refined acicular ferrite and granular bainite structure with ∼7 - 8 % of stable retained austenite. Furthermore, it has been found that the addition of Al increases the volume fraction of bainitic ferrite laths. The investigations have shown an interesting result that, in the Nb-Mo-Al steel, Al has a more pronounced effect on the microstructure in comparison with Mo. It has been found that the bainitic structure of the Nb-Mo-Al steel appears to be more granular than in the Nb-Mo steel. Moreover, the volume fraction of the retained austenite increased (12 %) with decreasing bainitic ferrite content. The results have demonstrated that this steel has the best mechanical properties (1100 MPa and 28 % elongation). It has been concluded that the combined effect of Nb, Mo, and Al addition on the dispersion of the bainite, martensite and retained austenite in the ferrite matrix and the morphology of these phases is different than effect of Nb, Mo and Al, separately.

This paper examines the different ways in which carbon rights have been verified as property interests. A carbon right is a new and unique form of land interest that confers upon the holder a right to the incorporeal benefit of carbon sequestration on a piece of forested land. Carbon sequestration refers to the absorption from the atmosphere of carbon dioxide by vegetation and soils and the storage of carbon in vegetation and soils. Innovative legislation has been introduced in each state seeking to separate the incorporeal benefit of carbon sequestration from the natural rights flowing from land ownership. The fragmentation of land ownership in this way is a constituent of broader climate change strategies and is particularly important for an Australian emissions trading scheme where carbon rights will acquire value as tradable offsets. This paper will explore the different legislative responses of each state to the proprietary characterisation of the carbon right as a land interest. It will argue that verifying the carbon right as a new statutory property interest, in line with the approach set out in the Carbon Rights Act 2003 (WA), is preferable to aligning it with preconceived categories of common law servitude. By articulating the  carbon right as a new form of statutory interest, unique in status and form, its sui generis character is more accurately reflected. Further, statutory validation of the carbon right as a new land interest is more efficient as legislative rules are more visible and therefore come to the attention of other market participants more quickly and at a lower cost without the burden and complexity associated with expressing the right through the prism of pre-conceived and non-responsive common law forms.

Increasingly Malaysian property and construction firms are seeking to work internationally. Firms enter international markets through various strategies and typically property and construction professionals rely on developing various forms of cooperative and collaborative arrangements. The common modes of entry include international alliances, project joint ventures, partnerships, company joint ventures and large consortiums; which arise as a response to clients seeking expressions of interests from the international community or the firms seeking to internationalise approaching clients and/or potential host country partners. Increasingly project teams on international mega projects are composed of multiple key partners from different countries coming together to achieve a higher level of strategic flexibility. Establishing and maintaining local connections and business networks are therefore critical to ensure the success of exporting firms. This paper reports the findings of a project which explores factors affecting the performance of Malaysian property and construction professionals working internationally through effective joint ventures. The project seeks to develop a performance measurement framework to examine the extent to which Malaysian firms are developing sustainable business models internationally which adapt and respond to changing conditions. A generic framework was initially developed prior to this study through a grounded theory approach merging theory from internationalisation, design management and market knowledge literature followed by a case study empirical investigation and then further literature review based upon the themes which emerged from the case study analysis. A reflexive capability model for firms in managing both economic and non-economic capital; including social, cultural and intellectual capital was developed. This project seeks to build upon the reflexive model by adapting it to the unique contexts related to the specific geographic localities of exporting Malaysian firms. Specifically, the project explores the extent to which the performance measurement framework can be used to map capabilities Malaysian construction firms have and Which they need to develop in relation to developing and maintaining international collaborative partnerships. The preliminary results of one case study Malaysian architectural firm are discussed.

This paper reports on the initial findings of an investigation into the experiences and part-time work practices of undergraduates enrolled in the Bachelor of Property and Construction (BPC) and combined degree courses at the University of Melbourne. Initial data was collected from final year students during 2001 and for all four years of the course in 2002. The results suggest that students in earlier years of the course are more likely to work in non-industry (casual) related employment and work fewer hours. Students in later years of the BPC course are more likely to work in jobs in the construction industry and also to work longer hours than those in earlier years. An analysis of final year students shows that the students employed by contracting organisations work significantly more hours than students employed by other types of organisations including architectural practices. The consequences of part-time semester employment on academic performance and students' well-being are considered and proposals are put forward as to how to better manage the industry experience-University relationship.

This article describes ultra violet (UV) light shielding behaviour of Australian grown bamboo (Phyllostachys pubescens). Optical reflectance showed that untreated bamboo plant has UV absorption properties. To reveal the origin of the UV absorption property, its chemical components were extracted using several polar and non-polar solvents. The extracts in most of the polar and non-polar solvents showed UV absorption property. Protic polar solvents showed better ability to extract UV absorbing chemicals than aprotic and non-polar solvents, except hexane. The chemical components of bamboo were analysed by FT-IR spectroscopy and the findings were correlated with the UV absorbance characteristics. The results confirmed that the UV absorption ability of bamboo originates from nothing but lignin. It is thus indicated that the conventional methods to manufacture bamboo fibres, such as complete degumming or viscose methods, that involve the removal of lignin, cannot retain the unique UV absorption property of bamboo plant in bamboo fibres.

In this paper, the zero-order Sugeno Fuzzy Inference System (FIS) that preserves the monotonicity property is studied. The sufficient conditions for the zero-order Sugeno FIS model to satisfy the monotonicity property are exploited as a set of useful governing equations to facilitate the FIS modelling process. The sufficient conditions suggest a fuzzy partition (at the rule antecedent part) and a monotonically-ordered rule base (at the rule consequent part) that can preserve the monotonicity property. The investigation focuses on the use of two Similarity Reasoning (SR)-based methods, i.e., Analogical Reasoning (AR) and Fuzzy Rule Interpolation (FRI), to deduce each conclusion separately. It is shown that AR and FRI may not be a direct solution to modelling of a multi-input FIS model that fulfils the monotonicity property, owing to the difficulty in getting a set of monotonically-ordered conclusions. As such, a Non-Linear Programming (NLP)-based SR scheme for constructing a monotonicity-preserving multi-input FIS model is proposed. In the proposed scheme, AR or FRI is first used to predict the rule conclusion of each observation. Then, a search algorithm is adopted to look for a set of consequents with minimized root means square errors as compared with the predicted conclusions. A constraint imposed by the sufficient conditions is also included in the search process. Applicability of the proposed scheme to undertaking fuzzy Failure Mode and Effect Analysis (FMEA) tasks is demonstrated. The results indicate that the proposed NLP-based SR scheme is useful for preserving the monotonicity property for building a multi-input FIS model with an incomplete rule base.

Axisymmetric forward spiral extrusion (AFSE) accumulates large strains in its sample while extruding it through a die with engraved spiral grooves. A three-dimensional finite element model of AFSE has been developed using ABAQUS to investigate the deformation mode in detail, including the effect of groove geometry and the heterogeneity of plastic deformation. The numerical results demonstrated that the strain distribution in the AFSE sample cross section is linear in the radial direction within a concentric core while the distribution, outside the core, in the vicinity of the grooves is non-linear and non-axisymmetric. Mechanical properties and grain structure changes of the deformed sample were investigated. Improvements of mechanical properties in the processed samples can be attributed to the domination of the shear deformation mode in a plane normal to the extrusion axis and consequently the elongation of grains in the tangential direction

Purpose – The aim of this paper is to identify the competency expectations for property
professionals in Australia. It further discusses differences in competency expectations between property professionals who have different professional backgrounds, such as valuers or non-valuers, and property professionals who work in different sectors or different-sized companies and who have differing amounts of experience. The competencies identified in this paper include knowledge areas, skills and attributes.

Design/methodology/approach
– This paper presents the research findings of a questionnaire survey sent to Australian Property Institute members, which aimed to gather Australian property professionals’ views on the knowledge, skills and attributes required to perform their roles effectively.  The percentage of the respondents who provided different choices of given answers for each of the 31 knowledge areas, 20 skills and 21 attributes was identified and discussed. The professional backgrounds of the respondents were also identified to see whether these impact on competency expectations for property professionals. Content analysis was used to analyse written comments collected in the questionnaire.

Findings –
The most important categories of knowledge, skill and attribute for Australian property professionals are valuation, effective written communication and practical experience, respectively.  The least important are international real estate, second language and creativity. Knowledge of rural valuation is very important in Australia, although this has not been mentioned in previous studies.  Professional backgrounds have a large influence on Australian property professionals’ views on knowledge requirements, but less so on skills and attributes.

Practical implications
– The findings of this paper can be used as guidance for property professionals in their professional development plan. In addition, property course providers can use the research findings of this paper to inform their curriculum development and redesign.

Originality/value
– This project is the first to identify the comprehensive competency expectations of property professionals as a whole in Australia. At the same time, it identifies differences in the competency expectations of property professionals who have different professional backgrounds.  Similar types of study have been conducted in the UK, the USA, Hong Kong and New Zealand but not yet in Australia. An understanding of the knowledge, skills and attributes required for property professionals is important for continuing professional development, curriculum development and the redesign of relevant property courses in order to maintain performance and competitiveness in the property sector.

The focus of this paper is on handling non-monotone information in the modelling process of a single-input target monotone system. On one hand, the monotonicity property is a piece of useful prior (or additional) information which can be exploited for modelling of a monotone target system. On the other hand, it is difficult to model a monotone system if the available information is not monotonically-ordered. In this paper, an interval-based method for analysing non-monotonically ordered information is proposed. The applicability of the proposed method to handling a non-monotone function, a non-monotone data set, and an incomplete and/or non-monotone fuzzy rule base is presented. The upper and lower bounds of the interval are firstly defined. The region governed by the interval is explained as a coverage measure. The coverage size represents uncertainty pertaining to the available information. The proposed approach constitutes a new method to transform non-monotonic information to interval-valued monotone system. The proposed interval-based method to handle an incomplete and/or non-monotone fuzzy rule base constitutes a new fuzzy reasoning approach.
