An accurate and standardised tool to measure the active range of motion (ROM) of the hand is essential to any progressive assessment scenario in hand therapy practice. Goniometers are widely used in clinical settings for measuring the ROM of the hand. However, such measurements have limitations with regard to inter-rater and intra-rater reliability and involve direct physical contact with the hand, possibly increasing the risk of transmitting infections. The system proposed in this paper is the first non-contact measurement system utilising Intel Perceptual Technology and a Senz3D Camera for measuring phalangeal joint angles. To enhance the accuracy of the system, we developed a new approach to achieve the total active movement without measuring three joint angles individually. An equation between the actual spacial position and measurement value of the proximal inter-phalangeal joint was established through the measurement values of the total active movement, so that its actual position can be inferred. Verified by computer simulations, experimental results demonstrated a significant improvement in the calculation of the total active movement and successfully recovered the actual position of the proximal inter-phalangeal joint angles. A trial that was conducted to examine the clinical applicability of the system involving 40 healthy subjects confirmed the practicability and consistency in the proposed system. The time efficiency conveyed a stronger argument for this system to replace the current practice of using goniometers.

A gas flow unified measurement system (UMS-G) for sequential measurement of gas diffusion and gas permeability of geosynthetic clay liners (GCLs) under applied stress conditions (2 to 20 kPa) is described. Measurements made with the UMS-G are compared with measurements made with conventional experimental devices and are found to give similar results. The UMS-G removes the need to rely on two separate systems and increases further the reliability of the gas properties’ measurements. This study also shows that the gas diffusion and gas permeability reduce greatly with the increase of both gravimetric water content and apparent degree of saturation. The effect of applied stress on gas diffusion and gas permeability is found to be more pronounced at gravimetric water content greater than 60%. These findings suggest that at a nominal overburden stress of 20 kPa, the GCL used in the present investigation needs to be hydrated to 134% gravimetric water content (65% apparent degree of saturation) before gas diffusion and gas permeability drop to 5.5 × 10−11 m2·s−1 and 8.0 × 10−13 m·s−1, respectively, and to an even higher gravimetric water content (apparent degrees of saturation) at lower stress.

This paper explores project management techniques that can support the development of novel product-service systems. Some observations from the development of an airborne earth properties measurement system are provided. The intellectual property and the data this system could potentially deliver was more important than the potential commercial value of the product itself. What was sought was a complete business service solution. A concurrent engineering approach was implemented linking both product development and survey data/analysis services. The blend of product and service was integrated using a function modeling technique. It was observed that the implementation of some functions required radical innovation whilst others could be implemented through incremental improvements to current practice. It is suggested in the paper that adapting production learning curve concepts that reflect the relative degrees of uncertainty involved in individual subsystems can enhance project management forecasting practice © 2013 The Authors and IOS Press.

Purpose: The purpose of this paper is to consider the impact of a major initiative (the National Competition Policy) and pieces of legislation (the Local Government Act and the Local Government Finance Standards) on the internal practices of a large Australian local authority.

Design/methodology/approach
: A theoretical framework is developed using new public management (NPM) and neo-institutional theory literatures to explain the findings. A case study approach was applied to collect the data for the research.

Findings: The findings reveal that the National Competition Policy 1993, the Local Government Act 1993 and the Local Government Finance Standards 1994 mainly have brought about significant changes to the organisation's internal management control processes, such as financial reporting, budgeting and performance appraisal. The changes brought in appeared to be coincidentally similar to NPM ideals. Furthermore, senior managers (such as the chief executive and divisional heads) played a major role in implementing new accounting technologies (activity-based costing and the balanced scorecard type performance measurement system).

Research limitations/implications
: Future research on public sector financial management from the outset of organisational contexts could considerably further the stock of knowledge in this area, especially given the rapid changes occurring within the public sector throughout the world. Future research may wish to extend this study by assessing how external legitimating functions become internal reality, the perceptions of reality of the organisational members, and how these perceptions change over time.

Practical implications: The findings reported provide evidence to further our understanding of how the introduction of private sector styles of organisational practices into large areas of the public sector brought about significant changes in the demand for “new” financial management practices.

Originality/value
: The findings reported on in this paper will open a new path of research that may increase our understanding about the factors that play a role in the design of management and accounting systems in a public sector context. Further, they will help policy makers and public sector managers in their day-to-day decision-making.

The heat-transfer coefficients around a workpiece immersed in an electrically heated heat treatment fluidised bed were studied. A suspension probe designed to simulate a workpiece of complex geometry was developed to measure local total and radiative heat-transfer coefficients at a high bed temperature. The probe consisted of an energy-storage region separated by insulation from the fluidised bed, except for the measuring surface, and a multi-thermocouple measurement system. Experiments in the fluidised bed were performed for a fluidising medium of 120-mesh alumina, a wide temperature range of 110–1050 °C and a fluidising number range of 1.18–4.24. It was found that the workpiece surface temperature has a more significant effect on heat transfer than the bed temperature. The total heat-transfer coefficient at the upper surface of the workpiece sharply decreased at the start of heating, and then steadily increased as heating progressed, while a sharp decrease became a rapid increase and then a slow increase for the radiative heat-transfer coefficient. A great difference in the heat-transfer coefficients around the workpiece was observed.

This article focuses on the evaluation of outcome in child and adolescent mental health services. We examined the outcomes of 46 children with persistent conduct problems by gathering at baseline and six months information from multiple informants on multiple domains including the functioning of the child, risk factors, and parents’ and children’s perceptions of the treatment process. A statistically significant reduction in oppositional/conduct symptoms was reported six months after the initial clinical contact. However, the majority of the group still scored within the clinical range. The various outcome measures are correlated to only a mild to moderate degree. Teachers did not notice the same degree of change at school, despite the changes noticed by parents. Symptom improvement and satisfaction with a service are two separate issues. Parents’ satisfaction was related to their perception of the therapist and the therapy offered. Their satisfaction was high if they perceived that the therapist was able to communicate well, show care and concern, and if the therapy was perceived as organized. Much can be learned from a comprehensive outcome measurement system within a mental health service.

The aim of this study was to compare three calculation methods to determine the load that maximises power output in the power clean. Five male athletes (height=179.8 10.5cms, weight 91 .8 8.8kg, power dean 1RM = 117.0 20.5kg) performed two per cleans at 10% increments from 50% to 100% of 1RM. Bar displacement data was collected using a Ballistic Measurement System (BMS) and vertical ground reaction force (VGRF) data was measured by a Kistler 9287B Force Plate. Power output was calculated for BMS (system mass), BMS (bar mass) and VGRF/BMS system mass. Optimal load was determined to be 70% for the BMS (system mass) and VGRF BMS (system mass) methods and 90% for the BMS (bar mass) method. Sports scientists should be aware of the technical issues underlying these findings due to the practical ramifications for athlete testing and training.

Vision-based tracking of an object using perspective projection inherently results in non-linear measurement equations in the Cartesian coordinates. The underlying object kinematics can be modelled by a linear system. In this paper we introduce a measurement conversion technique that analytically transforms the non-linear measurement equations obtained from a stereo-vision system into a system of linear measurement equations.We then design a robust linear filter around the converted measurement system. The state estimation error of the proposed filter is bounded and we provide a rigorous theoretical analysis of this result. The performance of the robust filter developed in this paper is demonstrated via computer simulation and via practical experimentation using a robotic manipulator as a target. The proposed filter is shown to outperform the extended Kalman filter (EKF).

This paper proposes a constrained optimization approach to improve the accuracy of a Time-of-Arrival (ToA) based multiple target localization system. Instead of using an overdetermined measurement system, this paper uses local distance measurements between the targets/emitters as the geometric constraint.Computer simulations are used to evaluate the performance of the geometrically constrained optimization method.

Abstract. Both physical and social environmental factors influence young children’s physical activity, yet little is known about where Hispanic children are more likely to be active. We assessed the feasibility of simultaneously measuring, then processing objective measures of location and physical activity among Hispanic preschool children. Preschool-aged Hispanic children (n = 15) simultaneously wore QStarz BT100X global positioning system (GPS) data loggers and Actigraph GT3X accelerometers for a 24- to 36-hour period, during which time their parents completed a location and travel diary. Data were aggregated to the minute and processed using the personal activity location measurement system (PALMS). Children successfully wore the GPS data loggers and accelerometers simultaneously, 12 of which yielded data that met quality standards. The average percent correspondence between GPS- and diary-based estimates of types of location was high and Kappa statistics were moderate to excellent, ranging from 0.49-0.99. The between method (GPS monitor, parent-reported diary) correlations of estimated participant-aggregated minutes spent on vehicle-based trips were strong. The simultaneous use of GPS and accelerometers to assess Hispanic preschool children’s location and physical activity is feasible. This methodology has the potential to provide more precise findings to inform environmental interventions and policy changes to promote physical activity among Hispanic preschool children.

Purpose - the purpose of this paper is to emphasise on a balance between quantitative and qualitative measures, and examine the use of Balanced Scorecard to evaluate and estimate the performance of information and communication technologies (ICT) in delivering valuable e-government services through the internet. Design/methodology/approach - This study tests the hypotheses of e-government effectiveness using Balanced Scorecard technique by incorporating qualitative measures within a quantitative research methodology with data collected by means of a survey questionnaire. The survey sample of 383 stakeholders includes common customers, employees of e-government, and employees from the IT sector. The survey data were analysed to test the hypothesis in measuring e-government effectiveness from Balanced Scorecard's four dimensions: customer perspective, financial perspective, internal business process perspective, and innovation and learning perspective. Findings - The results show that the Balanced Scorecard factors fit very well with monitoring and measuring the performance of e-government in Jordan, and also in evaluating their success in IT project investments. Originality/value - This study attempts to address this gap in the literature and would benefit future studies in applying Balanced Scorecard for performance evaluation of various IT projects that are gaining huge investments from governments and organisations .

A biocompatible ionic liquid, tributyl(methyl)phosphonium diphenylphosphate, P1444DPP (IL1) was investigated as an antiwear additive and compared against Amine Phosphate (AP), one of the commonly used conventional antiwear additives in biodegradable lubricants. IL1 showed excellent antiwear performance, using a pin-on-disc tribometer, when blended in biodegradable base stocks. The steel balls after the test were analyzed using SEM-EDS techniques which confirmed the presence of phosphorous. The tribological properties under reciprocating conditions were also carried out using Optimol SRV oscillating friction and wear tester and the steel discs were observed under Atomic Force Microscopy (AFM), to show the buildup of tribofilm formed by IL1. The thickness of the lubricant film was confirmed by Elastohydrodynamic (EHD) Ultra Thin Film Measurement System. It was observed that IL1 has a better film forming ability than AP. © 2014 Elsevier Ltd.

This paper introduces an ambulatory energy expenditure technique using a single inertial sensor, and compares the performance with an industry standard metabolic measurement system. Wearable energy expenditure estimation systems are key instruments in athlete evaluation. The cost and size of traditional oxygen intake measurement systems (VO2 systems) limits usage of such technology in everyday athlete training and evaluation events. This project describes a method of estimating energy expenditure during treadmill exercise, from limb angular velocity and metabolic measurements. The feasibility of using such a system was evaluated using experimental results.

Agricultural soils are a major source of nitrous oxide (N2O) emissions and an understanding of factors regulating such emissions across contrasting soil types is critical for improved estimation through modelling and mitigation of N2O. In this study we investigated the role of soil texture and its interaction with plants in regulating the N2O fluxes in agricultural systems. A measurement system that combined weighing lysimeters with automated chambers was used to directly compare continuously measured surface N2O fluxes, leaching losses of water and nitrogen and evapotranspiration in three contrasting soils types of the Riverine Plain, NSW, Australia. The soils comprised a deep sand, a loam and a clay loam with and without the presence of wheat plants. All soils were under the same fertilizer management and irrigation was applied according to plant water requirements. In fallow soils, texture significantly affected N2O emissions in the order clay loam > loam > sand. However, when planted, the difference in N2O emissions among the three soils types became less pronounced. Nitrous oxide emissions were 6.2 and 2.4 times higher from fallow clay loam and loam cores, respectively, compared with cores planted with wheat. This is considered to be due to plant uptake of water and nitrogen which resulted in reduced amounts of soil water and available nitrogen, and therefore less favourable soil conditions for denitrification. The effect of plants on N2O emissions was not apparent in the coarse textured sandy soil probably because of aerobic soil conditions, likely caused by low water holding capacity and rapid drainage irrespective of plant presence resulting in reduced denitrification activity. More than 90% of N2O emissions were derived from denitrification in the fine-textured clay loam-determined for a two week period using K15NO3 fertilizer. The proportion of N2O that was not derived from K15NO3 was higher in the coarse-textured sand and loam, which may have been derived from soil N through nitrification or denitrification of mineralized N. Water filled pore space was a poorer predictor of N2O emissions compared with volumetric water content because of variable bulk density among soil types. The data may better inform the calibration of greenhouse gas prediction models as soil texture is one of the primary factors that explain spatial variation in N2O emissions by regulating soil oxygen. Defining the significance of N2O emissions between planted and fallow soils may enable improved yield scaled N2O emission assessment, water and nitrogen scheduling in the pre-watering phase during early crop establishment and within rotations of irrigated arable cropping systems.

In this paper, a neural network (NN)-based multi-agent classifier system (MACS) utilising the trust-negotiation-communication (TNC) reasoning model is proposed. A novel trust measurement method, based on the combination of Bayesian belief functions, is incorporated into the TNC model. The Fuzzy Min-Max (FMM) NN is used as learning agents in the MACS, and useful modifications of FMM are proposed so that it can be adopted for trust measurement. Besides, an auctioning procedure, based on the sealed bid method, is applied for the negotiation phase of the TNC model. Two benchmark data sets are used to evaluate the effectiveness of the proposed MACS. The results obtained compare favourably with those from a number of machine learning methods. The applicability of the proposed MACS to two industrial sensor data fusion and classification tasks is also demonstrated, with the implications analysed and discussed.
