With the increase use of location-based services, location privacy has recently raised serious concerns. To protect a user from being identified, a cloaked spatial region that contains other k-1 nearest neighbors of the user is used to replace the accurate position. In this paper, we consider location-aware applications that services are different among regions. To search nearest neighbors, we define a novel distance measurement that combines the semantic distance and the Euclidean distance to address the privacy preserving issue in the above-mentioned applications. We also propose an algorithm kNNH to implement our proposed method. The experimental results further suggest that the proposed distance metric and the algorithm can successfully retain the utility of the location services while preserving users’ privacy.

Location perturbation and obfuscation are most widely used for location privacy preserving. To protect a user from being identified, a cloaked spatial region that contains other k - 1 nearest neighbors of the user is submitted to the location-based service provider, instead of the accurate position. In this paper, we consider the location-aware applications that services are different among regions. In such scenarios, the semantic distance between users should be considered besides the Euclidean distance for searching the neighbors of a user. We define a novel distance measurement that combines the semantic and the Euclidean distance to address the privacy-preserving issue in the aforementioned applications. We also present an algorithm kNNH to implement our proposed method. Moreover, we conduct performance study experiments on the proposed algorithm. The experimental results further suggest that the proposed distance metric and the algorithm can successfully retain the utility of the location services while preserving users' privacy.

Tracking services play a fundamental role in the smartphone ecosystem. While their primary purpose is to provide a smartphone user with the ability to regulate the extent of sharing private information with external parties, these services can also be misused by advertisers in order to boost revenues. In this paper, we investigate tracking services on the Android and iOS smartphone platforms. We present a simple and effective way to monitor traffic generated by tracking services to and from the smartphone and external servers. To evaluate our work, we dynamically execute a set of Android and iOS applications, collected from their respective official markets. Our empirical results indicate that even if the user disables or limits tracking services on the smartphone, applications can by-pass those settings and, consequently, leak private information to external parties. On the other hand, when testing the location 'on' setting, we notice that generally location is not tracked.

The popularity of online location services provides opportunities to discover useful knowledge from trajectories of moving objects. This paper addresses the problem of mining longest common route (LCR) patterns. As a trajectory of a moving object is generally represented by a sequence of discrete locations sampled with an interval, the different trajectory instances along the same route may be denoted by different sequences of points (location, timestamp). Thus, the most challenging task in the mining process is to abstract trajectories by the right points. We propose a novel mining algorithm for LCR patterns based on turning regions (LCRTurning), which discovers a sequence of turning regions to abstract a trajectory and then maps the problem into the traditional problem of mining longest common subsequences (LCS). Effectiveness of LCRTurning algorithm is validated by an experimental study based on various sizes of simulated moving objects datasets. © 2011 Springer-Verlag.

Mobility has become a key factor around the world, as the use of ubiquitous devices, including laptops, personal digital assistants (PDAs), and mobile phones, are increasingly becoming part of daily life (Steinfield, 2004). Adding mobility to computing power, and with advanced personalization of technologies, new business applications are emerging in the area of mobile communications (Jagoe, 2003). The fastest growing segment among these applications is location-based services. This article offers a brief overview of services and their supporting technologies, and provides an outlook for their future.

Knowing what services are available and how to access them can be challenging in rural areas. The aim of the South West Mental Health Mapping project was to identify the level, accessibility and effectiveness of mental health services for high prevalence psychological disorders amongst the adult population in the South West region of Victoria. This study includes data from a number of sources: regional records of the number and location of health professionals; a telephone survey of 1297 people in five Local Government Areas in the region; and a social network analysis of contact points. Additional qualitative interviews and surveys were conducted with 25 service recipients and 37 health professionals to identify issues from different perspective. This paper will focus on the social network analysis of the project. It highlights the relative prominence of each type of service provider within the overall network. The social network map shows the centrality of the General Practitioner and the wide range of agencies that become involved in supporting people with mental health issues. The discussion identifies primary contact points for people seeking help and places of referral. The main barrier acknowledged by people requiring assistance was lack of knowledge about where to go for help. Enablers included Medicare Better Access funded schemes. The findings show that there is a reasonable range of mental health professionals across the region, although there are challenges with recruitment and retention of staff. Even with available services, a major problem is communicating this information to potential consumers

This study explored families’ views and experiences of their residential location in relation to their children's health. Thematic analysis of interviews with mothers revealed that decisions to live in an outer Melbourne municipality were strongly influenced by ideals around children however; all spoke of experiencing difficulties in raising children in terms of accessing services, recreation facilities, transport and work. Analysis of these findings using Bronfenbrenner's Social Ecology Model revealed how factors could interact to affect children's health and wellbeing. The study findings highlight the importance of parental perceptions of residential location in understanding the relationship between children's health and place.

Service-oriented content adaptation scheme has emerged to address content adaptation problem. In this scheme, content adaptation functions are provided as services by multiple providers, located across wide area network. To benefit from these services, clients must be able to locate them in the network. This makes service discovery as an important component. In this paper, we propose a service discovery protocol that takes into account searching space, searching time, QoS and physical location of the potential providers. The performance of the proposed protocol is studied in term of discoverability under various conditions and shown to be substantially better than the keyword-based and QoS-based approaches.

Executive Summary

The Deakin University Social Work/Gordon TAFE Community Services Work Geelong Based Project Team (the Project Team) was assisted by Higher Education Partnership and Participation funding made available through Deakin University Participation and Partnerships Program (DUPPP) to carry out research and project work in 2012/13.

In the following submission to the House of Representatives Inquiry into the role of Technical and Further Education (TAFE) system and its operation, this Project Team seeks to establish a case for:

1. Funding to enable TAFE to continue as:

a) an equity pathway to social inclusion, employment, and to university, particularly in regional areas.
b) an integral complement to the University education sector to deliver on the ambitious objectives of the Federal Government’s widening participation agenda, as a mechanism to deliver the skills, knowledge and workforce needed now, and in the future, in the Australian economy.
2. Increased resources for separate and joint sector development
a) Publicly funded TAFEs need funding to be restored and increased to enable them to maintain the high quality education they provide and to maintain their successful work in supporting communities, regions and disadvantaged individuals to gain skills, training and employment.
b) Universities need increased funding to increase staffing levels and therefore free up teaching staff to spend the necessary time to develop relationships with and provide support to students. This is important for the achieving the goals of the widening participation agenda of increasing access without increasing attrition at the same time.
c) TAFEs and Universities need funding to do the work required to further develop and formalise diploma-degree pathways so that disadvantaged individuals can exit into employment at the diploma level or be supported in an efficient and seamless way to undertake further study.
3. Active use of localised and nuanced partnership approaches by education institutions. This includes:
• Cross teaching by TAFEs and Universities in courses that can be articulated, such as professional practice diplomas and degrees
• Programs negotiated and designed according to the needs of students in each location. TAFEs and Universities need resources in order to do this work
• Focus on regional centres where there is a particular opportunity for government to make an impact on TAFE pathways to employment and/or further education
• Workforce development in regional areas due to new industries is a particular area of need
4. Recognise and capitalise on the complementary and symbiotic nature of each sector’s skills, strengths and capacities.
The submission responds to the second, third and fifth points of the Terms of Reference of the Inquiry and is based on the research work carried out by the Project Team in 2012/13.

We provide evidence of Gordon TAFE in Geelong working as an equity mechanism in the particular case of the welfare/ community services diploma to social work degree pathway. The project team considers that there is a strong case for additional resourcing of TAFE to enable it to continue what it does well. TAFE is the key training and education sectorthe ‘education and social hub’that can successfully attract, retain, and graduate people who may not otherwise access education due to one or more combinations of:

1. having a low SES current or past background;
2. living in regional areas;
3. receiving interrupted primary and secondary education;
4. having disabilities;
5. being sole parents;
6. being from refugee backgrounds;
7. having English as an additional language/culture;
8. retrenchment from employment in dying industries;
9. short, medium and long term unemployment;
10. past and/or current caring roles;
11. marriage/relationship breakdowns;
12. domestic violence;
13. gender, class, age, race/ethnicity and dis/ability discriminations; and
14. socialised expectations and fears.

The recommendations in this submission are based on research findings about important similarities and differences between Gordon TAFE welfare and Deakin University social work students in Geelong, and their respective institutional organisations and contexts. The two institutions employ a repertoire of diverse administrative, teaching, learning and support approaches to meet different mission goals, requirements and needs.

Objective : To compare the location and accessibility of current Australian chronic heart failure (CHF) management programs and general practice services with the probable distribution of the population with CHF. Design and setting : Data on the prevalence and distribution of the CHF population throughout Australia, and the locations of CHF management programs and general practice services from 1 January 2004 to 31 December 2005 were analysed using geographic information systems (GIS) technology. Outcome measures : Distance of populations with CHF to CHF management programs and general practice services. Results : The highest prevalence of CHF (20.3–79.8 per 1000 population) occurred in areas with high concentrations of people over 65 years of age and in areas with higher proportions of Indigenous people. Five thousand CHF patients (8%) discharged from hospital in 2004–2005 were managed in one of the 62 identified CHF management programs. There were no CHF management programs in the Northern Territory or Tasmania. Only four CHF management programs were located outside major cities, with a total case load of 80 patients (0.7%). The mean distance from any Australian population centre to the nearest CHF management program was 332 km (median, 163 km; range, 0.15–3246 km). In rural areas, where the burden of CHF management falls upon general practitioners, the mean distance to general practice services was 37 km (median, 20 km; range, 0–656 km). Conclusion : There is an inequity in the provision of CHF management programs to rural Australians.

The increasing number of people with disabilities surviving to old age raises questions regarding the type of day support programs necessary to meet their needs. In this paper the results of a national survey of specialist disability day programs used by older2 people with a lifelong disability are discussed. A postal survey of 596 day programs for people with disabilities was conducted, with a response rate of 28%. Findings show that only 19% of service users were aged over 55, and the largest subgroup were people with intellectual disability. Many older people attended programs that were not age specific and a typology of the seven program types utilised was constructed. Individualised planning, flexibility and choice were perceived as fundamental to a successful program. The location of activities in the community, maintenance of social relationships, and opportunities to develop new contacts were also seen as important. Little understanding, however, of the diversity of the ageing process or notions of healthy ageing was demonstrated by service providers, many of whom had limited expectations of older people. Challenges identified in providing day support for older people were lack of financial resources, knowledge and expertise amongst staff, and difficulties interfacing with other service systems.

Background: Seclusion is a restrictive intervention that results in some form of containment and social isolation of a person from others. Little is known about the relationships between individual and organisation factors and the use of seclusion in disability services. Method: The reported use of seclusion in disability services in Victoria, Australia, was examined over a 3-year period, with a focus on the characteristics of those who were secluded (n = 146) and the characteristics of organisations that reported seclusion compared to others who were reported to be restrained but not secluded (n = 2,482). Results: Results from a logistic regression showed that the individual factors of age, the presence of autism and/or a psychiatric disorder put people at risk of being secluded. In terms of organisational factors, receiving accommodation services in institutions or in the community and the location of the organisation were risk factors. Conclusions: The findings are consistent with previous research but add to this literature by showing that certain organisational characteristics are also risk factors for seclusion. Understanding these factors is important in order to help disability support staff find other more ethical and appropriate alternatives to seclusion.

With the widespread use of smartphones, the loss of a device is a critical problem, which results both in disrupting daily communications and losing valuable property. As a result, tracking systems have been developed to track mobile devices. Previous tracking systems focus on recovering the device's locations after it goes missing, with security methods implemented on the clients. However, users' locations are stored in untrusted third-party services, which may be attacked or eavesdropped. In this paper, we propose a system, named Android Cloud Tracker, to provide a privacy-preserving tracking client and safe storing of user's locations. We use cloud storage controlled by users themselves as storage facilities, and they do not need to worry about any untrusted third party. We implement Android Cloud Tracker prototype on Android phones, and the evaluation shows that it is both practical and lightweight: it generates a small amount of data flow and its distributed architecture provides strong guarantees of location privacy while preserving the ability to efficiently track missing devices.
