Purpose: This study describes the health-related quality of life (HRQOL) of Australians living with Parkinson disease (PD) and compares the findings to international reports.
Methods: The Parkinson’s Disease Questionnaire-39 (PDQ-39) was used to measure HRQOL in 210 individuals with PD living in Australia. In parallel, a tailored literature search identified previous studies on HROQL in people with PD. A quantitative meta-analysis with a random-effects model was used to compare the HRQOL of individuals with PD living in Australia and other countries.
Results
: The mean PDQ-39 summary index (SI) score for this sample of Australians with PD was 20.9 (SD 12.7). Ratings for the dimension of social support and stigma were significantly lower than ratings for bodily discomfort, mobility, activities of daily living, cognition, and emotional well-being. Comparing the Australian and international PD samples revealed a significant heterogeneity in overall HRQOL (I2 = 97%). The mean PDQ-39 SI scores for Australians were lower, indicating better HRQOL relative
to samples from other countries.
Conclusions: This Australian sample with PD perceived their HRQOL as poor, although it was less severely compromised than that of international samples. While further research is required, these findings can inform the clinical decision-making processes of physiotherapists

The Sixth Oceanic Conference on International Studies (OCIS) was held in Melbourne, Australia between 9 and 11 July 2014. The conference was hosted by the School of Social and Political Sciences at University of Melbourne and supported by the Australian Institute of International Affairs, Deakin University, La Trobe University, Monash University, RMIT University and Swinburne University. The Sixth OCIS had a broad organizing theme of ‘transition’ focused on the changing balances of power shaping the Oceanic and Asia Pacific regions and related questions of social and political change in this context. Over 200 papers were presented at the conference, reflecting a wide variety of issues in international studies and related fields of scholarship. Amongst this diversity, the conference did have some recurring themes relating to great power rivalry, the influence of China, and the implications of multilateral frameworks and key bilateral relationships on the security and economic dynamics of the region. Significant attention was also devoted to analysing the foreign policies and political institutions for managing problems of peacebuilding, terrorism, gender inequality and sexual discrimination, people movements, climate change and financial instability at the regional and global levels. This special issue of Global Change, Peace and Security reflects these themes of transition in the Asia Pacific and comprises a diverse array of contributions from scholars attending this conference.

Every social revolution has elicited some form of counter-revolutionary response from the international system. The impulse to reverse revolutionary transformation has much to tell us about the dynamics of social revolution as well as the nature of international order. The purpose of this article is to investigate the relationship between counter-revolution and international order. First it establishes a basic conceptual framework of international counter-revolution and argues that counter-revolution should be understood as more than just an active opposition to revolution and also examines the motives of counter-revolutionaries. Second, using two interpretations of the international system – those of Henry Kissinger and Raymond Aron – the article draws several conclusions about the international tendency to attempt to overturn revolution and concludes that there exist international systemic pressures, of a non-neorealist kind, which provide the basis for international order. These pressures not only produce order but, at certain times, impel states to counter radical transformations in parts of the world which seem, at first glance, to have little consequence for the functioning of international order.

The concept of "the national interest" has been widely analysed by historians and political scientists. However, there has not been a systematic investigation of the term from the range of theoretical perspectives which comprise the discipline of International Relations. This dissertation fills this gap by examining how the term is variously understood by realist, Marxist, anarchist, liberal, rationalist and constructivist theories of International Relations. It is argued that far from having a clear and unambiguous meaning, "the national interest" is a problematic term which is largely devoid of substantive content.

Background: National and international strategies to increase physical activity emphasize environmental and policy changes that can have widespread and long-lasting impact. Evidence from multiple countries using comparable methods is required to strengthen the evidence base for such initiatives. Because some environment and policy changes could have generalizable effects and others may depend on each country’s context, only international studies using comparable methods can identify the relevant differences. Methods: Currently 12 countries are participating in the International Physical Activity and the Environment Network (IPEN) study. The IPEN Adult study design involves recruiting adult participants from neighborhoods with wide variations in environmental walkability attributes and socioeconomic status (SES). Results: Eleven of twelve countries are providing accelerometer data and 11 are providing GIS data. Current projections indicate that 14,119 participants will provide survey data on built environments and physical activity and 7145 are likely to provide objective data on both the independent and dependent variables. Though studies are highly comparable, some adaptations are required based on the local context. Conclusions: This study was designed to inform evidence-based international and country-specific physical activity policies and interventions to help prevent obesity and other chronic diseases that are high in developed countries and growing rapidly in developing countries.

Background: Significant changes in the economic, familial and social support aspects in India have occurred in recent times, making it an interesting naturalistic setting to observe the effects of a dynamic socioeconomic environment on behavioral and emotional disorders in adolescents. Objective: This systematic review attempts to synthesize and evaluate the available evidence on mental health disorders and interventions in adolescents in India in last 10 years as well as identify conceptual trends and methodological lacunae in these studies. Method: A systematic search of electronic databases was performed in March 2014 and 27 school and community based studies evaluating behavioral problems, psychiatric morbidity, stress, suicide-related behaviors, depression, anxiety, aggression, self concept in adolescents in India were reviewed. Conclusion: There is a wide variation in the reported prevalence of psychiatric morbidity and behavioral problems in Indian adolescents. Some of the risk and protective factors are similar to those identified by other International studies in this age group. These include female gender, academic difficulties, parental fights, strained familial relationships, school absenteeism, school dropout and other school related factors. However, there are certain variables that appear to be context specific and need further investigation. These are mother's working status, studying in Government institutions or belonging to a nuclear family as risk factors and praying as a coping skill, parental involvement as a protective factor for psychiatric disorders. The suspected upward trend in the psychiatric morbidity in this age group needs more studies to be established. © 2014 Elsevier B.V.

This book is a collection of papers originally presented at a workshop entitled 'After Nine Eleven: Ethics in the Time of Terror' hosted by Monash University on 24 June 2005. The workshop participants included members of the Ethics of War and Peace (EWAP) working group which was inaugurated at the first Oceanic Conference on International Studies in July 2004. EWAP provides a cross-disciplinary forum for scholars and non-academic professionals to exchange and debate ideas on topics including the ethics of armed intervention, the Just War, pacifist ethics, international humanitarian law, ethics in the military profession, and the relationship between law, ethics and politics.

The chapters within this book examine themes including 'lesser evils' and 'dirty hands' in the fight against terrorism, the ethics of intelligence gathering, humanitarian intervention, terrorism and the North-South divide, cultural equality as a response to terrorism, human rights and counterterrorism legislation, and the ethics of defending against 'bioterrorism'.

Percy Spender's pioneering work as External Affairs Minister is often held up as a significant contribution to Liberal policy-making and Australian foreign policy more generally. A closer look at his life and thinking illuminates some of the factors behind his policy-making. Some of the more prominent, shaping factors can be organised under the headings of his overseas travels before becoming External Affairs Minister at the end of 1949; his sense that the mid-twentieth period was one in which Asia suddenly played a big role; and his determination that Australians should be proactive in their relations in their region, rather than merely reactive in foreign policy.

The successive Howard Governments sought not only to make foreign policy in response to new regional and global agendas, but to respond to and to seek to manage new forms of electoral challenge with new forms of nationalism. This has resulted in a set of important departures from the major Liberal tradition in international affairs, the claim to a realist approach to foreign policy, and has led to the need to manage the consequences of those departures. The boundary that realism sought to draw between the domestic and international politics, as the spheres of values and interests respectively, became increasingly blurred. In relations with the Asian region the expression of strong domestic (nationalist and internationalist) agendas led initially to distancing from Asian engagement. However, from 2002, a more realist-focused external policy led to new forms of state to state re-engagement in pursuit of national interests. In the commitment to military operations in Iraq, the Anzac legend is interpreted to supply nationalist legitimation which would not normally be required for wars fought for realist (i.e. defensive) reasons. A future Liberal prime minister would lack Howard's touch here. In the debate in the Liberal Party over defence doctrine, an attempt by the Defence Minister to reformulate the realist doctrine of Defence of Australia into an expeditionary construct was rejected.

Richard Casey was involved in shaping Australian foreign policy for over four decades. Casey's attitudes, ideas, policies and actions towards the rest of the world are therefore an important part of a Liberal tradition in Australian foreign policy. To examine Casey's place in the Liberal tradition this article explores Casey's positions on the great international issues of two periods: the 1930s and the 1950s. The conclusion of the article is that three key ideas shaped Casey's foreign policy, and therefore also lie at the centre of the Liberal tradition; firstly, a strong attachment to the idea of the English speaking alliance; secondly, a realist perspective on international affairs; and, thirdly, a consistent strand of anti-communism.

Background: A strong association between persistent infection with oncogenic types of human papillomavirus (HPV) and cervical cancer is well established. Small numbers of international studies examining adolescent HPV infection and the risk factors associated are published, but there is currently no evidence on the prevalence and risk factors for HPV in an Australian, sexually active female adolescent population. Methods: To provide prevalence and risk factors for HPV in a female sexually active, senior high school population in the Australian Capital Territory (ACT), a convenience sample of 161, 16–19-year-old females attending a senior high school was evaluated. The sample formed part of a larger sample recruited for a study of sexually transmitted infections and blood-borne viruses in senior high school students. A clinical record was used to collect information about sexual and other risk behaviours, while self-collected vaginal swabs were tested for HPV DNA detection and genotyping using polymerase chain reaction. Results: The prevalence of HPV DNA in this sample overall was 11.2%, with multiple genotypes in 38%. No statistically significant associations were found between HPV DNA and the number of male partners, age of coitarche, time since first sexually active, condom use, smoking or alcohol intake. Conclusions: This is the first Australian study that has examined the prevalence and risk factors for genital HPV in this demographic group. The prevalence of HPV infection is slightly lower than reported in similar age groups overseas and is lower than other Australian studies in older women and those attending sexual health centres. Of HPV-positive young women, high-risk genotypes were found in over half, with more than one-third of HPV existing as multiple genotypes. Large community-based prevalence studies are needed to guide the development of recommendations for the vaccination of young women against HPV and to support other health promotion initiatives.

There is widespread disagreement over whether transnational citizenship provides defensible extensions of, or meaningful complements to, national citizenship. A significant strand of criticism relies upon empirical arguments about political motivation and the consequences of transnationalism. This paper addresses two questions arising from empirical arguments relating to the nation state and democracy. Do the alleged cultural requirements for effective political action provide an insuperable barrier to transnational citizenship? Does transnational citizenship necessarily require a commitment to transnational democracy? I argue that these largely empirical criticisms do not succeed in casting doubt upon the normative plausibility or practical viability of transnational projects. On the first question, I point to a growing transnational political culture that serves to motivate transnational citizens. On the second question, I argue for a legitimate category of transnational citizenship that, although inspired by cosmopolitan morality, is different from it, and that does not require transnational democracy.

Sustainable finance is a burgeoning area of international relations that cross-sects trends towards financial liberalization and global environmental governance. This article seeks to examine the role of the United Nations Environment Program (UNEP) in the emergence of a global sustainable finance regime through its finance initiative in 2003. Specifically, the article proposes research on the establishment and robustness of UNEP's finance initiative and the extent to which it has been taken up by the global finance industry. It aims to compare UNEP's finance initiative with the Equator Principles established by the International Finance Corporation (IFC) in 2004, which determine environmental policy targets for the banking industry. The comparison reveals institutional differences which maintain UNEP's position as a contributor although not necessarily a leader in the emerging sustainable finance regime.
