This is a major new account of the Soviet occupation of postwar Germany and the beginning of the Cold War. Dr Filip Slaveski shows how in the immediate aftermath of war the Red Army command struggled to contain the violence of soldiers against German civilians and, at the same time, feed and rebuild the country. This task was then assumed by the Soviet Military Administration in Germany (SVAG) which was established to impose order on this chaos. Its attempt, however, intensified the battle for resources and power among competing occupation organs, especially SVAG and the army, which spilled over from threats and sabotage into fighting and shootouts in the streets. At times, such conflicts threatened to paralyse occupation governance, leaving armed troops, liberated POWs and slave labourers free to roam. SVAG's successes in reducing the violence and reconstructing eastern Germany were a remarkable achievement in the chaotic aftermath of war.

This article explores an overlooked aspect of the Soviet occupation of post-war Germany, namely, the influence of wartime violence on German behavioural patterns during the post-war period. Whilst many historians have noted that violent Soviet conduct in Germany merely encouraged the intensification of existing anti-Soviet attitudes therein, few have attempted to thoroughly investigate its influence on German behaviour. The conclusions made by those few historians who have done so are unsupported by the Soviet archival evidence drawn upon in the article. Using this evidence, the article highlights the tentative links between the violent repression of an occupation force and the muted responses of its subjects. It concludes that the nature of the repression and of the broader occupation landscape in which it developed, was integral in ensuring that the characteristically docile behaviour of the German population toward the Soviet occupier continued unabated throughout much of the occupation period.

The wide-ranging changes that have occurred in the public sector over recent years have placed increasing demands on public-sector employees. A survey of employees within a relatively commercially-oriented public-sector organization in Australia was used to test a demand-oriented generic model of employee well-being and a variety of situation-specific variables. The presence of support at work and the amount of control an employee had over their job were found to be key predictors of employee-level outcomes. Perceptions of pay and the perception of a lack of human resources (HR) were also found to predict employee outcome variables. The results emphasize the impact that middle managers and HR managers can have in terms of reducing the detrimental employee effects that can be caused by the introduction of new public management (NPM) and the potential for a positive impact on employees. In particular, public-sector managers can use the design of jobs and the development of social support mechanisms, such as employee assistance programmes, to maintain, if not improve, the quality of working life experienced by their employees. More broadly, this study has found that the job strain model is a useful tool in a public-sector environment and is likely to be of increasing utility with the continuing introduction or consolidation of NPM over time. Managing these issues in the new public sector could be a key means of protecting the key resource of the Australian public sector - the employees.

This paper presents the results of a qualitative study conducted in Quebec, Canada, with occupational therapists working in mental health. Data were gathered through self-reported narratives of four occupational therapists over the 2 years it took to implement the Remotivation Process (de las Heras, Llerena, & Kielhofner, 2003) and develop a research protocol. Through the descriptive analysis of their narratives, the positive changes this intervention approach had on clients and on occupational therapy practice are highlighted. The experience of the therapists in developing a research protocol is addressed. Finally, the research protocol evaluating the effect of the Remotivation Process on the recovery process of people with depression is presented.

This paper investigates the unit root properties of Italy’s inflation rate in the post-war period (1947-1996). To achieve the aim of this study, the Zivot and Andrews (1992) one break test and the Lumsdaine and Papell (1997) two breaks test for unit roots are applied. It is found that inflation for Italy was a non-stationary breakpoint for the period 1947-1996. This result has important implications for econometric modeling and in understanding the behavior of shocks to Italy’s inflation.

This paper examines the experiences of three groups of technical managers: production and operations managers, logistics managers and quality managers in Britain and Australia, who play key roles in maintaining an effective supply chain. The analysis is divided into three sections: entry into the three different occupations, work experiences in them and continuing professional development needs. The paper offers fresh insights into the experiences of technical managers along the supply chain and provides senior management with recommendations for the more effective deployment and training of managers in these key roles.
