Digitisation and copyright compliance for course materials and library reserve materials at Deakin University

A digitisation effort employed by Deakin University Library has proven to be of great benefit to its distance and lifelong learners. This paper discusses issues involved with digitisation and copyright compliance issues associated with producing electronic information resources made available to distance and lifelong learners at Deakin University. The authors discus the balance between print and e-reserves, the differences in course-pack content and electronic reserves and the copyright compliance issues that regulate fair access. Budgetary concerns, in terms of staff time, computer equipment were weighed to determine efficiency. The project was carried out in several phases, beginning with the digitisation of class notes, exams, class presentations, and finally with the materials covered within copyright regulations. A respective project would complete the project. It was found that there was a significant financial savings in the digitisation of electronic reserves, yet the main goal was to better serve the remote user with enhanced access. TEALS (Tool for Evaluation of Academic Library Spaces) project : evaluating physical library spaces

The aim of TEALS project was to establish a setting for evaluation of academic library spaces. The outcomes of such evaluation were anticipated to provide insights into the impacts of library spaces on students’ learning experiences, faculty’s teaching and research and lead to identifying the area of weakness and strength, developing improvement plans and defining specific goals and means for project decision-makers.

Building a digital library : what to expect as a technology project manager on a library construction project

The Taylor Family Digital Library is the central library opened in 2011 at the University of Calgary dedicated to supporting digital scholarship, creativity, analysis and a supportive learning environment for students. The new building is a technologically advanced converged cultural institution, with mandates to continually evolve in order to meet the needs of students and researchers. The infrastructure to support these mandates required research, collaboration and intense planning, resulting in new construction and technology standards for library renovation and construction projects. This pragmatic article is written for those who will follow in similar footsteps; it provides a roadmap for those embarking on the construction of a new technologically advanced library building.

Program management: the next step in the evolution of project management?

The term ‘program management’, while referred to occasionally in journals, organisation publications and by training consultants, is not a widely acknowledged notion. While literature on project management is plentiful and the concept is well entrenched in both a practical and academic
sense, program management is a term that is used differently by various sectors. Its meaning is less defined and more broadly applied than that of project management. For example, although Program Managers are sometimes recruited under that title, the definition still remains somewhat
obscure. Seen mostly in the health and education public sectors, program management is commonly thought of as separate to project management but, as this paper will suggest, program management is more likely an extension of project management and a complementary tool to achieving
organisational outcomes. This paper attempts to clarify the distinctions between the management approaches by looking at existing literature and comparing it to common practice in a government instrumentality. It will become apparent that further research is needed regarding this significant
step in the evolution of management practices.

Collaborative social work practice in opposing paradigms: Issues to emerge from a sexual assault and mental health project

The following paper discusses my experiences of coordinating a community development project to develop collaborative links between a mental health and a sexual assault service. It presents a critically reflective description and analysis of this work to outline how post modern ideas were used to maximise the possibilities of using feminist frameworks in practice.

Project quality management for small and medium enterprises (SMEs) in trade

Managing project quality is becoming focal issue in major enterprises as popular quality programs from International Standard Organization (ISO) such as ISO9000 certification processes gain momentum. Large organizations as well as small-medium enterprises (SMEs) seem to implement this program, albeit for varied reasons. In this paper, we have reported the findings from an action research project conducted in SMEs who are implementing quality management. The findings indicate that external pressures such as regulations, competition and perceived success - defined on their own parameters, may be the drivers and the certification does not necessarily result in better performance. We are in the process of developing a cost-effective guideline/framework - based on this research, for SMEs involved in the certification process. In addition, the results are aimed at informing academia as well as certification bodies of specific concerns with SMEs.

Financial accounting and library collections : the bottom line

The valuation and depreciation of library collections is an increasing challenge in the context of financial accounting requirements. The depreciation implications of major collection management strategies have become of increasing concern to Deakin University library in regard to accrual accounting reporting procedures. Changes to library collections, such as the transition to online journals, are moving the financial value of library collections from capital to operating budgets. Major collection management projects such as weeding print assets can have unexpected implications for depreciation and library budgets. Gratis publication acquisitions can also significantly affect valuation and depreciation. Many other libraries are facing similar challenges and this paper will incorporate a range of experiences and practices.

There appears to be little consistency across libraries in how collections are valued and accounting procedures can differ greatly across institutions. The seemingly arbitrary and often questionable nature of financial policies in relation to library collections can create problems for libraries when used to inform decision making and budgets. Libraries increasingly need to work in partnership with financial managers to ensure the financial reporting requirements do not result in adverse implications for collections and budgets and that the capacity of the library to meet its strategic objectives is not impeded. This paper explores the issues and challenges facing many libraries and outlines some strategies to assist library managers in dealing with this financial conundrum

Nurse practitioner standards project : report to the Australian Nursing & Midwifery Council

The aims of the project have been to conduct research that will inform a description of the core role of the nurse, core competency standards for the nurse and standards for education and program accreditation for nurse preparation leading to regsitration and authorisation.

Library learning space design : a good student fit

We are seeing a renewed interest nationally and internationally in the design and development of new learning environments. There is, at Deakin and more generally in the higher education sector, recognition that the students' experience of a flexible and supportive educational environment is central to excellent teaching and fosters student success. Recent Carrick Institute (now the Australian Learning and Teaching Council) grants have supported the need for a greater understanding of good practice, with workshops being held around the country.

The student experience is integral to planning the re-purposing of Library spaces at Deakin's two larger campuses, Waurn Ponds and Burwood. The physical spaces within the Library will be flexible and provide support for individual learning and study, group learning and discussion, with ubiquitous ICT access and assistance services readily accessible. The improvement to the amenities, including contemporary, wired casual spaces, will encourage students to come on to campus and stay, strengthening opportunities to build a learning community. This learning community can extend through opportunities for social networking to students studying online and off-campus.

Library services and spaces will align with the new pedagogical needs of the university, providing holistic support for students' flexible learning experiences.

There is value from bumping into someone and having a casual conversation. There is value from hands on, active learning as well as from discussion and reflection. There is value in being able to receive immediate support when needed and from being able to integrate multiple activities [and multiple information sources] to complete a project." Classifying Australian PhD theses : linking research and library practices

This paper draws on the findings from, and the methods and approach used, in the provision of a database of Australian PhD thesis records for the period 1987 to 2006, coded by Research Fields, Courses and Disciplines (RFCD) fields of study. The project was funded by the Research Excellence Branch of the Australian Research Council. Importantly, the project was not merely the creation of yet another database but constitutes a valuable research resource in its own right. It provides an alternative source of data about research training with a focus on research output and research capacity building rather than input as does data on enrolment. The database is significant as it can be used to track knowledge production in Australia over a twenty year period and contains approximately 54,000 bibliographic records. The database of Australian PhDs has been constructed from downloaded bibliographic records from Libraries Australia. Recommendations for practice relate to university libraries, doctoral candidates, and the coded database. We suggest that libraries are more consistent with cataloguing procedures, including the thesis ‘publication’ date, and that they are more timely in uploading their thesis records to Libraries Australia or, alternatively, Australian Research Online. We also suggest that PhD candidates code their own theses using the new ANZSRC scheme (which replaced the RFCD classification in 2008), and also use clear and communicative thesis titles and thesis abstracts. With regard to the coded database, we suggest it becomes a requirement for universities to provide the ANZSRC coding of submitted theses

Lunchroom to boardroom : an audio digitization project

The University of Queensland Cybrary in partnership with the Distributed Systems Technology Centre (DSTC), has created a searchable, web based digital oral history resource, based on a collection of stories of women involved in the Queensland Labor movement. A Trades and Labour Council of Queensland oral history collection was used to develop a framework for retrieval of audio materials on the web. A system for linking digitized media files to indexes created from transcripts (Meggie) has been developed. This allows the media file itself to be searched via key words. A trial was conducted and work is now proceeding on completing the collection. The final product will be made available via the Library's web site. The process followed, the choices made, the problems overcome, and the results achieved, will be outlined.
