Global Democratic Theory is the first comprehensive introduction to the changing contours of democracy in today’s hyperconnected world. Accessibly written for readers new to the topic, it considers the impact of globalization and global forms of governance and activism on democratic politics and examines how democratic theory has responded to address these challenges, including calls for new forms of democracy to be developed beyond the nation-state and for greater public participation and accountability in existing global institutions. Divided into two parts, the book shows how globalization provides both new obstacles and new opportunities for democracy. Part I explores the shifts underway at the national and international levels that are challenging democracy within nation-states around the world. In response, new proposals for global and transnational democracy have emerged. Part II critically analyses five main approaches of ‘global democratic theory’ Ð liberal internationalism, cosmopolitan democracy, deliberative democracy, social democracy and radical democracy, focusing on their specific interpretation of the problems facing democracy, their normative claims, and the feasibility of their proposed pathways of democratization. The book’s extensive account of the problems and possibilities facing democracy today will be essential reading for students and scholars of politics, political theory and political philosophy.

Global public health agreements are heralded as a success for the affirmation of the right to health within a complex and contested political landscape. However, the practical implementation of such agreements at the national level is often overlooked. This article outlines two radically different global health agreements: The Doha Declaration on the Trade-Related Aspects of Intellectual Property Rights (TRIPS) agreement and Public Health; and the Framework Convention on Tobacco Control (FCTC). We identify significant challenges in their implementation, particularly for low and middle income countries. Shifts in the policy network constellations around these two agreements have allowed for some positive influence by civil society. Yet industry influence at the national level constrains effective implementation and those affected by these policies have largely been left on the periphery. The broader provisions of these two agreements have been watered down by vested interests and donor conditions. We advocate for both activist and academic actors to play a significant role in highlighting the consequences of these power asymmetries. Deliberative democracy may be the key to addressing these challenges in a way that empowers those presently excluded from effective participation in the policy process.

The shift from an international to a global world order has substantially transformed how health is produced at the global level and, consequently, how health can be regulated at the global level. This entails that analysts concerned with global health need new sets of theoretical tools to analyse global health governance. This chapter presents three different case studies (Framework Convention on Tobacco Control, trade agreement on intellectual property rights in relation to access to medicines and national policies on global health) analyzing major governance issues through different theoretical perspectives (implementation theories, a critical discourse analysis, theories on the formulation and circulation of policy ideas). This chapter ends with a tentative way to make sense of global health governance research that accommodates different research questions and theoretical perspectives.

Since the late 1990s, the Chinese government has engaged in a process of attempting to reform the technical global internet governance regime, which is currently dominated by the US government and non-state actors. This article aims to contribute to the literature on Beijing’s approach to this issue by providing a detailed empirical account of its involvement in a few core regime organisations. It argues that Beijing’s reform approach is guided by its domestically derived preferences for strong state authority and expanding China’s global power, but that its reform efforts are unlikely to succeed based on countervailing structural hard- and soft-power factors.

 This dissertation examines Chinese engagement with core norms structuring technical global internet governance. It finds that China has been a norm-taker globally, but more of a norm-maker both regionally and domestically. Beijing seeks to restrict US government and non-state actor authority, but cannot due to limited support and power constraints.

Cosmopolitan arguments for global forms of democracy and governance have intensified in the last decade because of the increasing significance of transnational interconnections and the increased impact of global problems. However, questions remain as to how cosmopolitan structures are going to be realized in practice, given the continued significance of the state in global politics. This paper advocates the importance of considering republican arguments for redeveloping the state alongside the proposals for global democratic structures advocated by political cosmopolitans such as David Held. It contends that many forms of cosmopolitan thought are too quick to dismiss the state as a potential locus of ethical global governance and that republican conceptions of the state and political practice are important counterpoints to political cosmopolitanism. Consequently, this paper critically considers the assumptions embedded in the literature of political cosmopolitanism in relation to the proposals for global democracy and governance. Then the paper considers republican arguments that developing civically minded citizens and responsive state institutions could be a crucial foundation for transnational forms of governance to be realized in practice. The paper then concludes by considering the practical tensions between republican and cosmopolitan proposals.

Developments in medicines R&D, production, access, and regulation are situated within broader shifts in the global political economy. This enables an understanding of specific events over time, including turning points, major actors and interests served.

The recent OECD Principles on Corporate Governance provide a framework for the convergence of global corporate governance practice. This paper considers the implementation of these global ‘best-practice’ standards of governance as part of the continuing post-economic-crisis reform throughout Asia. These initiatives have explicitly acknowledged that no single model of governance can exist, and instead have focused on those elements apparently common and, therefore, applicable to all countries. Notwithstanding the existence of these elements, this paper investigates the difficulties involved when attempting to implement general rules across countries at different stages of economic and legal development. While implementation will be hindered by obvious cultural disparities, long-term change in practice requires a cultural shift in the philosophical and financial bases of the firm.

The toppling of Saddam in 2003 brought with it the re-emergence of the free press in Iraq. This has seen Iraq shift from only a handful of state media outlets that served as propaganda machines, to a vast array of Iraqi-owned newspapers, radio stations and television channels which are being fervently produced and avidly consumed across the nation. This paper therefore reviews the developments in Iraq’s post-Saddam media sector and finds that it has been central to the return of an Iraqi public sphere which has openly debated and discussed the issues surrounding the nation’s shift from despotism to democracy. This is perhaps best evidenced by the role that the Iraqi media played in hosting a rich tapestry of debate, discourse and deliberation from a panoply of political, religious and ethno-sectarian factions throughout the elections and the referendum held across the nation in 2005. Despite their respective biases and particular persuasions, the net effect of such a rich media sector has been an Iraqi populace who are both concerned and informed about the nuances of democratic governance.

Multiculturalism has gradually retreated as a meaningful concept for Australian identity and has, instead, been replaced by principles of equal citizenship and a commitment to the core values of Australian national identity. This paper firstly locates these shifts in broader theoretical debates underpinning democratic governance and equal citizenship. Secondly, and given that local government is a key constituent of Australia's democratic system, the paper seeks to explore the attitudes of local government representatives towards multicultural services and cultural citizenship in contemporary Australia. The empirical findings of this study show that a minority of local government representatives hold a negative outlook on cultural diversity and multicultural policies. The paper argues that it is important to ensure opportunities for intercultural understanding at the local level are optimised as a way of enhancing full and equal citizenship for all and thus creating greater possibilities for successful integration among religious and cultural minorities

Web 2.0 tools, while mobilising citizens to make informed choices, may also manipulated public opinion. This hypothesis forms the central theme of this research investigation through the historiography lens. Based on concurrent research from decade, the authors take a closer look at citizen-to-citizen engagement, so as to trace the role of web 2.0 tools, in perhaps manipulating public opinion or enabling democratic governance through reversal of some existing defects in the Indian context. Specifically, they raise these questions: Has ICT enabled civic engagement manipulated public opinion in this developing democracy? Has it succeeded in reversing apparent defects in the electoral system, which is regarded pivotal in democracies? Focusing on the elections, the authors present a synopsis of the use of web 2.0 tools which were seemingly efficiently and prolifically used during the elections albeit to reach out to the large population base in this country.

The rising profile of the G20 in the aftermath of the Global Financial Crisis has led to various forms of concern about the legitimacy of this forum. While debates about the legitimacy of the G20 are important and ongoing, they overlook the important observation that the G20 is also attempting to perform a key role in legitimating global capitalism. This role of legitimating global capitalism emphasises the importance of the G20 to act, and be seen to act, to normalise global capitalism, to strengthen global economic governance, and also facilitate a political consensus with regard to key policy issues. This essay critically examines the role that the G20 plays in legitimating global capitalism and contends that the G20 is not just a technical forum of international policy-making but also a political forum for creating and performing visible responses to problems which are seen to be socially responsive.
