Various physical, biological and chemical attributes were investigated for the Fitzroy and Merri River estuaries. This research found algal communities were most influenced by high nitrogen concentrations at times of low flow. Mangement of nutrients within each catchment is therefore of high importance to reduce the possibility of future blooms.

Fish communities in the shallow flooded margins of an intermittently open estuary were examined over an 18 month period. A distinct shift in the fish assemblage occurred when the mouth of the estuary closed and was associated with changes in the hydro-period, food availability and physico-chemical changes in the main channel.

This thesis addresses the physical aspects of farming on soldier settlement blocks in south west Victoria. The undeveloped land, high establishment costs, stock losses through animal diseases and lack of managerial skills all contributed to the settlers' inability to meet their financial commitments. These factors are analysed, as are the effects of declining rural commodities prices during the 1920s and 1930s. In addition, the relationship between the settlers and the successive administrative agencies is examined. The scheme was administered by the Closer Settlement Board from its inception until 1932 and much of the discussion during this period concerns the interaction between settler and inspector. Soldier settlement after World War One represented one of the last attempts to create a large body of 'yeoman' farmers. From the early 1920s there was an increasing dichotomy between the 'yeoman' and the 'managerial' ideologies. This dichotomy placed additional pressure on soldier settlers who were expected to be 'efficient' without adequate finances. In the post C.S.B. era, the focus shifts to the attempts by the Closer Settlement Commission to salvage the scheme and its greater understanding of the problems faced by the settlers. While this part of the thesis necessarily becomes more political, the physical and financial environment in which the soldier settlers worked was still an important factor in their success or failure. Unlike the C.S.B. which tended to blame soldier settlers for their situation, the Commission acknowledged that settlers' ability to succeed was often constrained by circumstances beyond their control. Under the latter administration, instalments were written off, additional land was allocated and finally the blocks were revalued to guarantee the men at least some equity in their farms. Those settlers who had survived until these changes were instituted received a 'successful outcome of their life's work'.

Over a three-year period, impacts of changed flow regimes in small western-Victorian estuaries with Mediterranean climates were investigated. Ecosystems with artificially increased and reduced freshwater inflows were compared using a whole-system, process-based approach. Studies on such systms are rare despite their vulnerability and ecological importance.

Community involvement in monitoring Victoria’s Marine Protected Areas (MPAs) engages coastal volunteers in looking after their marine ‘front yards”. The Management Strategy for Victoria’s System of Marine National Parks and Marine Sanctuaries dedicates an entire theme to community engagement with core key performance areas. This includes community participation. The Sea Search community based monitoring program was developed in 2003 to engage volunteers in meaningful ecological data collection for future sustainability of Victoria’s MPAs. Deakin University, an academic institute, and Parks Victoria, the management agency for Victoria’s MPAs, through a research partner program, trialled three different habitat monitoring methodologies. The trails assessed volunteer ability to collect scientific data, and social science aspects for their involvement in a community-based monitoring program. Information collected by volunteers, feeds directly into their local MPA management strategies to address issues such as climate change, introduced pests and human impacts and natural ecological variation.

The Sea Search program addresses the two action programmes, Agenda 21 and the Rio Declaration on Environment and Development, created at the United Nations Earth Summit, held in 1992. Both documents highlight the need for community engagement and capacity building for sustainability, health and integrity of the earth. Involvement in the Sea Search program builds the volunteer’s capacity by learning scientific skills, interacting with other like minded community members, and creating relationships with all organisations involved in the delivery of the program. In this regard, Sea Search is a citizen science program involving all sectors in society by promoting public-interest and research for decision making and planning of Victoria’s system of Marine National Parks and Marine Sanctuaries.

Change occured rapidly and was far reaching in Victoria's educational system in the 1980's and early 1990s. The Labour Party for the first time in 27 years formed a government in 1982. The Educational Minister sought input from many of the groups within the education community and the resulting Ministerial Papers set scence for change. Principles of Victorian Schools were now required to operate within a climate of participative democrary and this brought changes to the way ion which they had been used to operating. As more and more changes took place there were some changes of direction which affected the context within which affected the context within which principals principals operated. How did this affect the role of of the principals? What were the changes in their practices and organisation of work?

This paper explores the sayings and stories of the ancient Chinese philosophers Guanzi, Hanfeizi, Xunzi and Yanzi. Their way of ruling the state and managing the people are analysed and discussed in line with thoughts from the mainstream and modern Western management gurus, such as Warren Bennis, Peter Drucker, Mary Parker Follett, Douglas McGregor, Rosabeth Moss Kanter, Elton Mayo, and Jeffrey Pfeffer. Striking similarities call for addressing key issues in human resource management. East and west thinkers across 3000 years are identified. The principles-based ruling and management were found difficult to be taken seriously in ancient times as it is today. However, these principles must be rekindled to protect organisations and the world from mischievous behaviour that has caused much human suffering.

This chapter reviews the legacy of several ancient Chinese sages (i.e. Guanzi, Hanfeizi, Shangyang, Xunzi, and Yanzi) and explores their thinking of ruling the state and managing the people. The thoughts of the old are compared with those known in the mainstream Western management texts. Striking similarities in thoughts and key organization and management issues of old and new are identified. For contemporary organizations to be successful, essential people-management principles must be espoused to sustain organizations for a long term as to preserve ancient states. Nonetheless, the world is in ceaseless change, dynasties and nations rise and fall as organizations acquire, merge, die, or emerge as new. Despite perpetual principles, management techniques require constant adaptation to meet modern challenges.

The meiofauna of a mangrove forest in the River Barwon estuary was studied by means of surveys and field experiments. Distinctive assemblages of meiofauna were described from the sediment and pneumatophores of the ecosystem. Fine resolution of phytal habitats was demonstrated, and particular assemblages of meiofauna were characteristic within habitat provided by dominant epibionts. Distribution of the meiofauna within leaf litter revealed high turnover rates of nematodes, and some factors controlling detrital assemblages were assessed. The vertical profile of sedimentary meiofauna was examined, and changes in abundance were related to the tychopelagic habit of many taxa at high tide. Dispersal within the water column was confirmed by pelagic trapping, and colonisation of mimic pneumatophores was investigated. The amount of algal cover, effects of grazing by gastropods, and rugosity of the colonised surface were shown to influence meiofauna colonisation of mimic pneumatophores. Establishment and persistence of patchy distributions of meiofauna at scales of less than 10 m in an intertidal environment was demonstrated, and it was concluded that this was due to the dynamic nature of assemblages rather than their integrity.

Age data revealed that growth of sand flathead samples caught within Port Phillip Bay is very different compared to those caught from outside the Bay. Results also show that recruitment is variable (dependent of several environmental parameter), and that this variability is largely responsible for trends in abundance.

The influence of land cover on water quality and quantity was examined using a multidisciplinary approach that integrated land use maps, historical databases, and statistical modelling. Systematic changes in the Glenelg Hopkins landscape were identified, in addition to a relationship between greater proportions of vegetation and better water quality.
