The trend away from full-time permanent employment raises questions about the relevance of traditional approaches to managing and compensating employees. Employment in the Australian building industry is characterised by short-term, project-based employment. Employers and unions in the industry have adopted alternative compensation models to accommodate the short-term nature of employment, most notably through portable benefit schemes. In 1997, the Victorian building industry extended the range of portable benefits to include sick leave. Empirical evidence suggests a relationship between employee absence behaviour and accrual entitlement models. Research reported here supports this link, and suggests that both employers and employees can benefit from an alternative, portable, approach to accrued entitlements. Employers can benefit because employees may be less likely to take an instrumental approach to their entitlements. Employees benefit because they are able to accrue entitlements for the period they remain in the building industry, irrespective of the extent to which they change jobs.

Housing, employment and economic conditions in many nations have changed greatly over the past decades. This paper explores the ways in which changing housing markets, economic conditions and government policies have affected vulnerable individuals and households, using Australia as a case study. The paper finds a substantial number and proportion of low income Australians have been affected by housing and employment that is insecure with profound implications for vulnerability. Importantly, the paper suggests that in Australia the economic gains achieved as a consequence of mining-related growth in the early 2000s were translated as greater employment security for some on low incomes, but not all. Enhanced access to employment in this period was differentiated by gender, with women largely missing out on the growth in jobs. For the population as a whole, employment gains were offset by increased housing insecurity as accommodation costs rose. The paper finds low income lone parents were especially vulnerable because they were unable to benefit from a buoyant labour market over the decade 2000–2010. They were also adversely affected by national policy changes intended to encourage engagement with paid work. The outcomes identified for Australia are likely to have been mirrored in other nations, especially those that have embraced, or been forced to adopt, more restrictive welfare and income support regimes.

This article focuses upon temporary' agency workers' capacity to balance work/life needs. Two extremes are identified within the Victorian temporary agency labour market. On the one hand, there are skilled temporary agency workers employed in areas of high demand accompanied by labour shortages. Nurses are one such group. At the other extreme, there are skilled and semi-skilled temporary agency workers who face a shortfall in demand for permanent, direct hire employees. Drawing upon a survey and focus groups of temporary agency workers, their potential for achieving a satisfactory work/life balance is assessed in relation to control over working time, income and employment security, and a narrow band of employment conditions. The findings differ substantially between the two groups of agency workers, contributing to significantly different perceptions of the personal benefits of working through a temporary employment agency.

The problems of entrenched high unemployment in Australia, and the need to improve the support given to people who are affected by unemployment, require new thinking and new ideas in order to bring about policy change.Therefore, Jobs Australia commissioned this research paper to ask Professor Andrew Scott to elaborate on his analysis of the possible relevance to Australia of the Danish approach to employment security which he expounded in his 2014 book, Northern Lights.In particular, we asked Professor Scott to outline practical steps which Australia might consider taking which are feasible and realistic: cutting ‘with the grain’ of Australia’s own distinctive institutional and policy approaches in order to shape new, better-designed policies which might reduce the poverty and uncertainty now faced by so many people in this country.It is very important that Australia now learn from overseas, and not only look at English-speaking countries in which, after all, in many cases, the problems are worse than ours in terms of higher inequalities and larger numbers of long-term unemployed.It is appropriate, in a true spirit of embracing globalisation, to look at the best performing nations in terms of tackling unemployment, and what may possibly be learned from them to apply in the challenges we face here in Australia.Jobs Australia is the national peak body representing not-for-profit organisations that help disadvantaged people find work.We are the largest network of employment and related service providers in Australia and we are funded and owned by our members.I am pleased to endorse the thrust of the arguments put forward in this paper and for Jobs Australia to publish it in this format in order to open up debate and to seek more engagement from key policy-makers with the ideas presented here.

The Australian Council of Trade Unions (ACTU) commissioned me to work during October-December 2015 to prepare this preliminary research report on ways to strengthen leave entitlements for workers in Australia. The report considers how portable entitlements might be extended in a highly casualised Australian workforce continually affected by new technological arrangements.

IT Security Certification is an increasingly important qualification for information technology (IT) professionals seeking employment in IT security. Yet currently there is a lack of rigorously developed approaches to support the evaluation and selection by key stakeholders of the most appropriate IT security certification scheme from among hundreds of vendor-neutral and vendor-specific schemes. This paper develops a framework based on categories, characteristics and criteria to support user evaluation and selection of an (IT) Security Certification scheme that satisfies user priorities and requirements. The paper illustrates the use of the framework to support an experienced IT Professional’s evaluation. Theoretical and practical implications of the framework and trial evaluation are discussed.

Objective
To investigate the associations between sociodemographic factors and both diet indicators and food security among socio-economically disadvantaged populations in two different (national) contextual settings.

Design
Logistic regression was used to determine cross-sectional associations between nationality, marital status, presence of children in the household, education, employment status and household income (four low income categories) with daily fruit and vegetable consumption, low-fat milk consumption and food security.

Setting
Socio-economically disadvantaged neighbourhoods in the UK and Australia.

Subjects
Two samples of low-income women from disadvantaged neighbourhoods: (i) in the UK, the 2003–05 Low Income Diet and Nutrition Survey (LIDNS; n 643); and (ii) in Australia, the 2007–08 Resilience for Eating and Activity Despite Inequality (READI; n 1340).

Results
The influence of nationality, marital status and children in the household on the dietary outcomes varied between the two nations. Obtaining greater education qualifications was the most telling factor associated with healthier dietary behaviours. Being employed was positively associated with low-fat milk consumption in both nations and with fruit consumption in the UK, while income was not associated with dietary behaviours in either nation. In Australia, the likelihood of being food secure was higher among those who were born outside Australia, married, employed or had a greater income, while higher income was the only significant factor in the UK.

Conclusions
The identification of factors that differently influence dietary behaviours and food security in socio-economically disadvantaged populations in the UK and Australia suggests continued efforts need to be made to ensure that interventions and policy responses are informed by the best available local evidence.
