Marine Protected Areas (MPAs) play an important role in conserving the marine environment. An integral part of managing MPAs is communicating to its users and the broader community the existence of the park and its regulations. In two studies looking at the Victorian Marine National Parks and Sanctuaries it was found that there was a low level of awareness of the parks existence [1]. Television news was found in both studies to account for the majority of respondents awareness yet television advertisements were the main media used to inform the community, along with signage at parks and sanctuaries [2].

Education and communication are the main ways that management agencies inform the broader community about the parks and the regulations governing their management. They are generally directed at two main groups: formal education within schools and universities and communication towards the wider community. Communicating to the broader community the existence of an MPA is achieved through signs, brochures, self guided or ranger walks. These are developed by education experts within management agencies. Yet little is known of the public’s level of knowledge about MPAs or the marine environment. Therefore, our research aims to discover the communities existing knowledge of MPAs and the marine environment and how this can help create effective communication strategies. This research focuses on the public who use MPAs and the wider community in Victoria, Queensland and Western Australia.

 Problem based learning has been implemented as a pedagogical tool world-wide across a range of health professions since its inception at McMaster University, Canada, in 1969 (Neville & Norman, 2007). In addition to enhancing knowledge and understanding it is also claimed that PBL develops communication skills, encourages teamwork, sharing of information and respect for others, furthers problem solving skills, and allows students to assume responsibility for their own learning (Wood, 2003). However, the cognitive outcomes of PBL and traditional pedagogy (based on didactic teaching) are similar and hence widespread adoption of PBL has been questioned (see Colliver, 2000). Criticisms of PBL include its resource hungry nature, requiring, as it does, experienced tutors to facilitate .learning across several clusters of students dealing with the same problem. Given the actual and anticipated increase in numbers of medical students in Australia other strategies that retain the advantages of PBL, while minimising the demands on faculty, should now be explored. This paper reports our experience with a modification of the traditional PBL approach, termed PBLplus. This innovation was trialled in a regional clinical school, attached to a hospital, with a group of 19 graduate entry students, who had completed an integrated Year 1 / 2 of the MBBS. PBLplus involved allocating students from the whole class to three task directed groups. Groups had specified assignments to complete to facilitate learning across the whole class. A tutor listened to student presentations and provided an interactive presentation. Hence use of tutors was made more efficient, and faculty input was more specialised.

Technological advancements made it possible to create learning environments which can integrate learning from different sources and approaches. Moving between different modes and media become easier than ever before. Present day learner can record his/her learning journey in electronic databases and reflect upon them, identify the gaps and take initiatives towards future career goals. A cultural shift is required in our schools and universities to allow learners to be more responsible and have the ownership of their own learning. Changes such as integration of Web 2.0 tools and electronic portfolios in formal system will provide the opportunities to develop critical thinking skills, reflective skills, communication skills, decision making skills and foster collaboration and creativity. Some of the innovative learning environment design studies conducted by the authors are discussed in the article

With multimedia dominating the digital contents, Device-To-Device (D2D) communication has been proposed as a promising data offloading solution in the big data area. As the quality of experience (QoE) is a major determining factor in the success of new multimedia applications, we propose a QoEdriven cooperative content dissemination (QeCS) scheme in this work. Specifically, all users predict the QoE of the potential connections characterized by the mean opinion score (MOS), and send the results to the content provider (CP). Then CP formulates a weighted directed graph according to the network topology and MOS of each potential connection. In order to stimulate cooperation among the users, the content dissemination mechanism is designed through seeking 1-factor of the weighted directed graph with the maximum weight thus achieving maximum total user MOS. Additionally, a debt mechanism is adopted to combat the cheat attacks. Furthermore, we extend the proposed QeCS scheme by considering a constrained condition to the optimization problem for fairness improvement. Extensive simulation results demonstrate that the proposed QeCS scheme achieves both efficiency and fairness especially in large scale and density networks.
