Heather Wallace contrasts the language and strategies used by policymakers, particularly from Australia, to the understanding and knowledge of Pacific Islanders.

Religion is not new to development. Indeed, religious institutions and individuals motivated by faith have been at the forefront of service provision since long before states and other actors became involved in development. Moreover, more than eight out of ten people self-profess religious belief. In developing countries, religious belief is often higher still. These facts alone suggest development agencies should seriously engage with religious beliefs and religious institutions, as they work to improve well-being, address inequality and alleviate poverty and vulnerability. For many, faith acts as a central organising framework for their core beliefs and values, and thus draws their internal map of reality and sets their compass of acceptable norms, behaviours and relationships. As a result, faith plays a significant role in shaping worldviews, laws, behavioural norms, public policy and social practices in the developing world, as has been extensively discussed in this volume.

Eighty per cent of the world's population professes religious belief. Such beliefs provide precepts on how individuals should conduct their private lives and (often) how society should be organized. Given there are 2.1 billion Christians worldwide and 1.3 billion Muslims, understanding the religious approach to social life based on sacred texts and social teachings of Christianity and Islam has a strong relevance to those interested in implementing international economic development policies. This paper argues that religion can thus play a positive role in development and specifically support development economic policies at the international level. The purpose of this paper is not to present a fully formed development economic policy, but rather to identify teachings of the world's two largest religions – such as preferencing the poor, minimizing inequality and having the economy serve wider realms of society – that directly speak to how sustainable economic development is understood within these faith traditions and how these teachings could scaffold and support and international policy frameworks aimed to achieve sustainable economic development. The nexus between religion and development is now well recognized in scholarship but the implications for development policies are relatively unexplored. The challenge with analysing religion as a policy construct is to ensure that its rich anthropological dimensions are not lost, but rather that these inform the conception and implementation of development planning, especially in diverse, multireligious societies. The aim of this special issue is to unpack the complex anthropological, sociological and even theological dimensions of religion that can enable development policymakers to identify the ways in which religion shapes the society, the environment and the economy. Therein also lie the opportunities to articulate policies that are truly responsive to serious structural issues of inequalities and oppressions. The authors address five foci that are central to sustainable development policymaking – urbanization and spatial equality; gender justice; environment and human/animal tensions; economic growth; and postsecularity and governance.

Experience has shown that development NGOs typically do not succeed in transforming themselves into financially sustainable providers of financial intermediation services. The reasons for this failure are complex (see Dichter 1999). Nonetheless, the role that NGOs play as microfinance providers is important and the contribution they could make to poverty reduction would be greatly enhanced if they adhered to some simple but essential parameters of success.

This paper examines some of the practices and assessments of community development today. It begins with two tales, one recounting the apparent unfulfilled policy promises for community development, the other recounting a situation where there is no community development policy agenda and no community development rhetoric, but where real grass roots community development is apparent. These two tales lead us to consideration of the nature of community development and the issue regarding the match between the discourses of community development with the practices. The paper moves to a discussion of reasons to celebrate community development in 2005. This discussion is followed by consideration of current contextual factors constraining the practices of community development. In the context of the arguments for optimism it is also important to recognise and reflect on the orthodoxies of community development. Six orthodoxies are discussed. The paper concludes with three practical suggestions for community development activities that could begin immediately.

Four fields of national policy - general economic policy, industry policy, education policy and specific research and development policy - are strongly interrelated. Unfortunately, in Australia, policy makers in the four fields have not recognized that the discipline of Entrepreneurship - with its emphasis on managing the innovation process - holds the key to effective co-ordination between the four vital policy areas. The paper argues that innovation strategy, not cost reduction or research expenditure, is the key to developing successful, export-oriented products and world competitiveness. Viable innovation strategy depends on the relationship between government, capital availability, development capital and industrial developers. In turn, this relationship requires a cadre of entrepreneurial business managers educated not in the 'traditional' MBA mainstream but in the discipline of Entrepreneurship, specifically focused on learning the practical skills involved in venture evaluation and management of the innovation process. The paper concludes by describing the philosophy and performance of Swinburne University of Technology's School of Innovation and Enterprise, a school at the forefront of entrepreneurial education in Australia and thus a school with important implications for the nation's industry policy priorities.

In this article, we argue that leadership of schools is a form of performance that has become ritualised and routinised through the official scripting of policy texts that mandate how leadership of schools should occur. Our interrogation of recent policy scripts in Australia reveals that there is limited scope for leadership in schools to occur as accountability mechanisms and policy directives codify the professional expertise that leaders are required to possess, act out and act on.

Complex adaptive systems (CAS) theory is gaining mainstream recognition in development policy and management. This article looks to the correlations between development theory and CAS theory to support an argument for the validity of community level development as a complex adaptive system. The article describes some theoretical and practical implications of using CAS theory as a framework for community level development. This includes a call for researchers and practitioners to understand more thoroughly the contextualised nature of development, and the communities in which development interventions are implemented.

In the period since the end of the Second World War, thinking about the ways in which development takes place and can be fostered has gone through a series of fundamental shifts, and in each of the paradigms that have been dominant at particular times the role of aid has been given a quite different emphasis. In this chapter the nature of each of these major periods in development thinking is outlined, along with an exploration of changing priorities for aid policy, and hence of the criteria that might be used to evaluate aid effectiveness. The aim, then, is to develop an understanding of the political economy of aid policy, moving well beyond restricted economic criteria to encompass political considerations as well as insights from a range of other disciplines. Particular attention is given to the current neoliberal agenda, which in spite of many attacks since the Global Financial Crisis has retained its dominant position. It is argued that this produces a development and aid agenda that enhances a starkly unequal income distribution, and that ways in which a new paradigm that places more emphasis on the common good can be created must be explored.

Advanced connectivity offers rural communities prospects for socio-economic development. Despite Australia’s national broadband infrastructure plans, inferior availability and quality of rural Internet connections remain persistent issues. This article examines the impact of limited connectivity on rural socio-economic opportunities, drawing from the views of twelve citizens from the Boorowa local government area in New South Wales. The available fixed wireless and satellite connections in Boorowa are slow and unreliable, and remote regions in the municipality are still without any Internet access. Participants identified four key areas in their everyday lives that are impacted by insufficient connectivity: business development, education, emergency communication, and health. Rural citizens often already face challenges in these areas, and infrastructure advancements in urban spaces can exacerbate rural-urban disparities. Participants’ comments demonstrated apprehension that failure to improve connectivity would result in adverse long-term consequences for the municipality. This article suggests that current broadband policy frameworks require strategic adaptations to account for the socio-economic and geographic contexts of rural communities. In order to narrow Australia’s rural-urban digital divide, infrastructure developments should be prioritised in the most underserved regions.

The purpose of this paper is to examine how Regulatory Impact Assessment (RIA) can contribute to decision-making processes of Official Development Assistance (ODA) loans and grants. The point of departure for the discussion is the phenomenon that RIA, within a context of ODA, is applied by International Finance Institutions mainly in the context of Development Policy Loans, to introduce or strengthen country systems for Regulatory Impact Assessment. However, ODA grants, and loans, particularly when specific policy or regulatory conditions are attached to them, significantly impact economic and social conditions within the beneficiary country. This article examines what role RIA can play in facilitating a coherent decision-making process affecting the ODA allocation within a context of conditionalities requiring the introduction of new, or changes to existing, policies and regulations. The discussion considers the nexus between development aid effectiveness, conditionality and ownership, and RIA. The article argues a justification for applying RIA to ODA loans and grants which carry regulatory and policy conditionalities.

The movement toward a sustainable future has begun in many parts of the world, as the seriousness of the environmental problems faced by the planet become more widely recognised. Waste reduction, improved efficiency of energy use, water saving devices and changes in modes of transport are the first steps in the transition to a sustainable future. The students of today will be the decision makers of tomorrow and, thus, can have a significant effect on future development and the environmental
impacts of that development. If students today are to become active participants in the environmental decision-making process, education for sustainability becomes a key component in ensuring sustainable futures. There is a need to establish data describing students’ attitudes toward environmental and resource sustainability issues so that challenges to implementing sustainable development policy can be better recognised. The aims of this study were to identify the perceptions of students in
the south west region of Victoria regarding environment and resource sustainability, and to identify their level of participation in sustainable behaviours. A survey of students has found that global environmental issues perceived by students as being in urgent need of attention were access to freshwater, loss of tropical rainforest and exhaustion of natural resources. At the local level the most urgent issues identified were water pollution, salinization and soil degradation, and clearing of native vegetation. Students perceive that Australians are overusing natural resources. They indicated particular concern for the sustainability of fossil fuels, water, coastal environments and fisheries resources. The results of this study indicate that students are responding to concerns for the environment and resource sustainability by embracing some forms of sustainable behaviour. However, as educators we need to ensure that
the link is made between environment and resource sustainability and the implementation of policies that will further encourage sustainable behaviour.
