No framework that provides practical approach for the assessment of quality of service level offered by digital libraries exists.This thesis aims to address this gap. The thesis develops a service level agreement (SLA) based mechanisms for the digital libraries to measure and assess the quality of service they deliver to their customers. An SLA is a formal contract between the digital content providers and the digital library consumers.

Digital libraries offer a massive set of digital services to geographically distributed library patrons. The digital services are commonly sourced from third-party service providers for charge. As externally sourced digital services are becoming prevalence, issues regarding their quality assessment are gaining critical importance. Unfortunately, sourcing digital services from external providers has brought with it stringent quality of service (QoS) demand from the library service users. Currently, there is no way for ensuring QoS between the digital service providers and the library management. In this paper, we propose service level agreements (SLAs) to capture the QoS requirements of the digital service users and the commitments, as well as adherence of the digital service providers.

The widespread adoption of cluster computing as a high performance computing platform has seen the growth of data intensive scientific, engineering and commercial applications such as digital libraries, climate modeling, computational chemistry, computational fluid dynamics and image repositories. However, I/O subsystem performance has not been keeping pace with processor and memory performance, and is fast becoming the dominant factor in overall system performance.  Thus, parallel I/O has become a necessity in the face of performance improvements in other areas of computing systems. This paper addresses the problem of parallel I/O scheduling on cluster computing systems in the presence of data replication.  We propose two new I/O scheduling algorithms and evaluate the relative performance of the proposed policies against two existing approaches.  Simulation results show that the proposed policies perform substantially better than the baseline policies.

The relationship between traditional knowledge and intellectual property rights has become a topic for intensive debates at the national level, in various international settings and within and among different UN agencies, including the World Intellectual Property Organisation (WIPO), the UN Food and Agriculture Organisation (FAO), UNESCO, UNCTAD and the United Nations Environment Programme (UNEP). However, a consensus on a definition of traditional knowledge has yet to emerge due to persistent differences in perception. On the one hand, indigenous communities hold locally specific and holistic views of traditional knowledge, which are difficult to place within the framework of current intellectual property rights. Governments of developing countries, on the other hand, mostly focus on clearly defined aspects of traditional knowledge and their interpretation in the national interest and as expressions of national culture. Asian governments, in particular, have advocated the latter view. The Philippines provide an exception due to a tradition of recognising indigenous people as separate "cultural communities". However, the practical implementation of so-called "community intellectual rights" thus far is largely confined to access and benefit sharing rules, compensation requirements for traditional farmers and defensive protection measures such as digital libraries documenting traditional knowledge.

Composing a multimedia presentation may require creation or generation of suitable images and video segments, as well as animation, sound, or special effects. Obtaining images or video sequences can be prohibitively expensive when costs of travel to location, equipment, staff, etc, are considered. Those problems can be alleviated with the use of pictorial and video digital libraries, such libraries require methods for comprehensive indexing and annotation of stored items and efficient retrieval tools.

We propose a system based on user oriented perceptions as they influence query formation in image and video retrieval. We present a method based on user dependent conceptual structures for creating and maintaining indexes to images and video sequences.

Digital humanities is a rapidly growing global interdisciplinary field, reflected in a proliferation of conferences, events, journals, associations, research centres, grants, and courses. Digital humanities has a high profile because of its collaborative activity in building tools, developing services, carrying out projects, and producing ground- breaking research findings. There is a high level of interest from the library community in the digital humanities. This paper looks at the relationship between libraries and the digital humanities from an Australian perspective. The paper draws on the authors’ involvement within the digital humanities community, and especially their experience with developing HuNI: the Humanities Networked Infrastructure, a major digital infrastructure service for the humanities.
