This paper examines the strategic interaction between firms and governments in two Small Island Tourism Economies (SITEs). In a situation where congestion can threaten the viability of tourism industries in SITEs, we highlight the role of two factors that determine the distribution of tourists across SITEs: whether the tourism market is vertically or horizontally differentiated, and the extent to which tourists care about congestion. Under these circumstances, counterintuitive results are possible: congestion in a SITE may rise in response to tourists caring more about congestion in the SITE. Moreover, maximising tourism tax revenue emerges as a dominant strategy for governments.

This simple and scalable Differentiated Services (DiffServ) QoS control model is acceptable for the core of the network. However, more explicit and stringent admission and reservation based QoS mechanisms are required in the wireless access segment of the network, where available resources are severely limited and the degree of traffic aggregation is not significant, thus rendering the DiffServ principles less effective. In this paper we present a suitable hybrid QoS architecture framework to address the problem. At the wireless access end, the local QoS mechanism is designed in the context of IEEE 802.11 WLAN with 802.11e QoS extensions. At the edge and over the DiffServ domain, the Fair Intelligent Congestion Control (FICC) algorithm is applied to provide fairness among traffic aggregates and control congestion at the bottleneck interface between the wireless link and the network core.

This paper presents a model to explain the stylized fact that many countries have a low ratio of migrants in their population while some countries have a high ratio of migrants. Immigration improves the income of the domestic residents, but migrants also increase the congestion of public services. If migrants are unskilled and therefore pay low taxes, and the government does not limit access to these services, then the welfare of the domestic residents decreases with the number of migrants. Visa auctions can lower the cost of immigration control and substitute legal migrants for illegal migrants. If the government decides to limit the access of migrants to public services, immigration control becomes unnecessary and the optimal number of migrants can be very large.

Congestion in wireless sensor networks (WSNs) is a crucial issue. That is due to the relatively high node density and source-to-sink communication pattern. Congestion not only causes packet loss, but also leads to excessive energy consumption as well as delay. Therefore, in order to prolong network lifetime and improve fairness and provide better quality of service, developing a novel solution for congestion estimation and control is important to be considered. To address this problem, we propose a type-2 fuzzy logic based algorithm to detect and control congestion level in WSNs. The proposed algorithm considers local information such as packet loss rate and delay to control congestion in the network. Simulation results show that our protocol performs better than a recently developed protocol in prolonging network lifetime as well as decreasing packet loss.

At present, companies and standards organizations are enhancing Ethernet as the unified switch fabric for all of the TCP/IP traffic, the storage traffic and the high performance computing traffic in data centers. Backward congestion notification (BCN) is the basic mechanism for the end-to-end congestion management enhancement of Ethernet. To fulfill the special requirements of the unified switch fabric, i.e., losslessness and low transmission delay, BCN should hold the buffer occupancy around a target point tightly. Thus, the stability of the control loop and the buffer size are critical to BCN. Currently, the impacts of delay on the performance of BCN are unidentified. When the speed of Ethernet increases to 40 Gbps or 100 Gbps in the near future, the number of on-the-fly packets becomes the same order with the buffer size of switch. Accordingly, the impacts of delay will become significant. In this paper, we analyze BCN, paying special attention on the delay. We model the BCN system with a set of segmented delayed differential equations, and then deduce sufficient condition for the uniformly asymptotic stability of BCN. Subsequently, the bounds of buffer occupancy are estimated, which provides direct guidelines on setting buffer size. Finally, numerical analysis and experiments on the NetFPGA platform verify our theoretical analysis.

Congestion pricing schemes have been implemented in cities worldwide as a means of addressing externalities associated with inefficient price signals in transport systems. Limited evidence exists however on the secondary impacts of these schemes, which may include both environmental and health benefits associated with a resultant reduction in motor vehicle usage. There is increasing recognition that transport behaviours may play a role as opportunistic population level targets to reduce physical inactivity. Yet limited evidence currently exists on the effectiveness of transport interventions, such as congestion pricing schemes, for improving physical activity levels.This study aims to examine the physical activity effects of congestion pricing, with the health benefits of physical activity well established. Congestion pricing schemes implemented internationally were considered as 'natural experiments' and evidence of modal shift from vehicle to active forms of transport or physical activity effect was reviewed. Twelve studies were included from a search of peer-reviewed and 'grey' literature, with overall evidence for a physical activity or modal shift effect considered weak. The quality of the available evidence was also considered to be low.This is not to say that congestion pricing schemes may not have important secondary physical activity related health benefits. Instead, this review highlights the paucity of evidence that has been collected from real-world implementation of congestion pricing schemes. Given the growing recognition of the importance of distal mediators and determinants of health and the need for an 'all-of-government' approach more and better quality evidence of effectiveness of transport interventions for a broad range of outcomes, including health, is required. Significant barriers to the collection of such evidence exist, with strategies for overcoming some of these barriers identified. Only with a better understanding of the full range of potential health impacts can transport policy be fully utilised as a tool for population health.

 This thesis has developed a sensor-Cloud system that integrates WBANs with Cloud computing to enable real-time sensor data collection, storage, processing, sharing and management. As the main contribution of this study, a congestion detection and control protocol is proposed to ensure acceptable data flows are maintained during the network lifetime.

One of the major challenges in healthcare wireless body area network (WBAN) applications is to control congestion. Unpredictable traffic load, many-to-one communication nature and limited bandwidth occupancy are among major reasons that can cause congestion in such applications. Congestion has negative impacts on the overall network performance such as packet losses, increasing end-to-end delay and wasting energy consumption due to a large number of retransmissions. In life-critical applications, any delay in transmitting vital signals may lead to death of a patient. Therefore, in order to enhance the network quality of service (QoS), developing a solution for congestion estimation and control is imperative. In this paper, we propose a new congestion detection and control protocol for remote monitoring of patients health status using WBANs. The proposed system is able to detect congestion by considering local information such as buffer capacity and node rate. In case of congestion, the proposed system differentiates between vital signals and assigns priorities to them based on their level of importance. As a result, the proposed approach provides a better quality of service for transmitting highly important vital signs.

Recently a number of highly publicised incidents of Distributed Denial of Service (DDoS) attacks have made people aware of the importance of providing available securely the grids’ data and services to users. This paper introduces the vulnerability of grids to DDoS attacks, and proposes a distributed defense system that has a mixture deployment of sub-systems to protect grids from DDoS attacks. According to the simulation experiments, this system is effective to defend grids against attacks. It can avoid overall network congestion and provide more resources to legitimate grid users.

In the last a few years a number of highly publicized incidents of Distributed Denial of Service (DDoS) attacks against high-profile government and commercial websites have made people aware of the importance of providing data and services security to users. A DDoS attack is an availability attack, which is characterized by an explicit attempt from an attacker to prevent legitimate users of a service from using the desired resources. This paper introduces the vulnerability of web applications to DDoS attacks, and presents an active distributed defense system that has a deployment mixture of sub-systems to protect web applications from DDoS attacks. According to the simulation experiments, this system is effective in that it is able to defend web applications against attacks. It can avoid overall network congestion and provide more resources to legitimate web users.

Increasingly, replicated anycast servers are being used to deliver network applications and service ever increasing user requests. Therefore, the strategies used to guarantee network bandwidth prerequisites and perform load balancing across the nodes of an anycast group are critical to the performance of online applications. In this paper, we model user requests, network congestion and latency, and server load using a combination of hydro-dynamics and queuing theory to develop an efficient job distribution strategy. Current, anycast research does not explicitly consider the system load of nodes within an anycast groups when distributing requests. Therefore, the performance of a heavily loaded anycast system can quickly become congested and uneven as jobs are routed to closely linked nodes which are already saturated with requests. In comparison, the nodes of further away systems remain relatively unused because of other issues such as network bandwidth and latency during these times. Our system redirects requests from busy systems to the idle, remotely linked nodes, to process requests faster in spite of slower network access. Using an empirical study, we show this technique can improve request performance, and throughput with minimal network probing overhead.

Tourism has been regarded as a major source of economic growth and a source of foreign exchange. It has also been viewed as an activity that imposes costs on the host country. Such costs include increased pollution, congestion and despoliation of fragile environments, and intra-generational inequity aggravation. One aspect that has been ignored is the general equilibrium effects of tourism on other sectors in the economy. This paper presents a model that captures the interdependence between tourism and the rest of the economy, in particular agriculture and manufacturing. An important result obtained is that the tourist boom may 'immiserize' the residents.

Pinacolyltellurium(IV) dihalides, (t-BuCOCH2)2TeX2 (X ) Br (1b), I (1c)) and Ar(t-BuCOCH2)TeCl2 (Ar == 1-C10H7 (Np) (2a), 2,4,6-Me3C6H2 (Mes) (3a)), are readily prepared at room temperature by the oxidative insertion of elemental tellurium into the Csp3-Br or -I bond of the α-halopinacolone and by the reaction of ArTeCl3 with the pinacolone t-BuCOCH3. The bromides Np(t-BuCOCH2)TeBr2 (2b) and Mes(t-BuCOCH2)TeBr2 (3b) can be prepared by the addition of bromine to the telluride Ar(t-BuCOCH2)-Te or of α-bromopinacolone to ArTeBr. Variable-temperature 1H and 13C NMR of the separate signals for the o-Me groups in 3a,b indicate a very high barrier to rotation about the Te-C(aryl) bond. Crystal diffraction data for 1c, 2a-c, and 3b show that intramolecular 1,4-Te …O(C) secondary bonding interactions (SBIs) are retained even in the presence of bulky aryl groups and intermolecular Te …X SBIs are subject to electronic population and steric congestion around the Te(IV) center in the solid state.
