The structural behavior of Mg3N2 has been investigated up to 40.7 GPa at room temperature by means of angle-dispersive X-ray diffraction. A reversible, first-order structural phase transition from the ambient cubic phase (Ia3̅) to a high-pressure monoclinic phase (C2/m) is found to start at ~ 20.6 GPa and complete at ~ 32.5 GPa for the first time. The equation of state determined from our experiments yields bulk moduli of 110.7(2) and 171.5(1) GPa for the cubic and monoclinic phases, respectively, indicating higher incompressibility of the high-pressure phase of Mg3N2. First-principles calculations reproduced the phase stability and transition pressure determined in our experiment. In addition, a second phase transition from the monoclinic phase to a hexagonal phase (P3̅m1) was predicted around 67 GPa for Mg3N2. The electronic band structures of three phases of Mg3N2 are also calculated and discussed.

Against the background of the recent international trend of a greater reliance on deterrence measures in managing the flow of asylum seekers, this paper discusses the implementation of the temporary protection visa (TPV) in Australia. It focuses on the psychological impact of the TPV policy on individual asylum seekers and how this unlimited temporary status affects the overall process of settlement. This study is based on personal narratives constructed by individual asylum seekers during one-on-one interviews aimed at sketching the mental and psychological manifestations of stressful events in their lives as TPV holders. What is particularly revealing among many of these TPV holders is the fact that their pre-migration traumatic experiences are compounded by a post-migration condition of being in indefinite "temporary" protection. This is further exacerbated by a prevalence of racialized discourses and exclusionary policies advocated by the host government. Past trauma and persecution, combined with present family separation and social exclusion, and further compounded by uncertainty about the future, had resulted in almost chronic states of anxiety and depression among a significant number of TPV holders.

Z-pinning is a newly developed technique to enhance the strength of composite laminates in the thickness direction. Recent experimental and theoretical studies have shown that z-pins significantly improve mode I and mode II fracture toughness. In practice, buckling accompanying delamination is a typical failure mode in laminated composite structures. For a complete understanding of the z-pinning technique towards improvements of the overall mechanical properties of laminated composites, a numerical model is developed in this paper to investigate the influence of z-pins on the buckling composite laminates with initial delaminations under edge-wise compression. The numerical results indicate that z-pinning can indeed effectively increase the compressive strength of the composite laminates provided that the initial imperfection is within a certain range. The magnitude of the improvement is consistent with available experimental data.

The National Australia Bank’s (NAB) experience of corporate governance has been contrary to current standards of good corporate governance, accountability and risk management. Over the last few years NAB’s misadventures have brought it under intensive media scrutiny with the HomeSide losses and the investigation by the Securities and Exchange Commission in the USA for breaches of auditor independence. More recently the unauthorised trading by its foreign exchange dealers violated NABs risk management practices and the subsequent board crisis resulted in significant downgrading of the share price on the Australian Stock Exchange (ASX). This paper briefly reviews the international history of corporate accountability and its growth in Australia. The increasing shareholder and legislative pressure to improve sustainability, accountability and board functionality have driven these issues to the forefront of Governing Boards’ agendas worldwide. The board remains ultimately responsible for all actions of the company and this is highlighted by APRA’s recent release of the new governance standard APG510 for implementation by October 2006. The impact of NAB’s board dysfunction on its overall performance is compared with the other major banks in Australia. Cost efficiency ratios, share price and total shareholder return are used as measures of performance and profitability. It is clear, from NAB’s recent experience, as the worst performer of all the majors, with a 19.7% fall in net profit and a cost to income ratio of 57.4% in 2004, that the NAB board needs to improve its performance and accountability to meet a sustainable increase in profitability and higher return for investors.

This paper draws on empirical evidence to demonstrate that a heuristic framework signals collapse with significantly higher accuracy than the traditional static approach. Using a sample of 494 US publicly listed companies comprising 247 collapsed matched with 247 financially healthy ones, a heuristic framework is decisively superior the closer one gets to the event of collapse, culminating in 12.5% more overall accuracy than a static approach during
the year of collapse. An even more dramatic improvement occurs in relation to reduction of Type I error, with a heuristic framework delivering an improvement of 66.7% over its static counterpart.

There is widespread disagreement over whether transnational citizenship provides defensible extensions of, or meaningful complements to, national citizenship. A significant strand of criticism relies upon empirical arguments about political motivation and the consequences of transnationalism. This paper addresses two questions arising from empirical arguments relating to the nation state and democracy. Do the alleged cultural requirements for effective political action provide an insuperable barrier to transnational citizenship? Does transnational citizenship necessarily require a commitment to transnational democracy? I argue that these largely empirical criticisms do not succeed in casting doubt upon the normative plausibility or practical viability of transnational projects. On the first question, I point to a growing transnational political culture that serves to motivate transnational citizens. On the second question, I argue for a legitimate category of transnational citizenship that, although inspired by cosmopolitan morality, is different from it, and that does not require transnational democracy.
