We examine the performance of financial holding companies (FHCs) in Taiwan after the financial reform that removes the separation of banking, securities, insurance, and other financial services. Using data envelopment analysis, we find that FHCs fail to improve technical efficiencies in the post-reform era. They also do not outperform independent commercial banks after the financial reform. Lower technical efficiency caused by excess operating expenses appears to be the primary source of inefficiency. While scale efficiency may improve as FHCs grow larger, the benefits are marginal and insufficient to offset the potential costs of organizational diseconomies. Our findings suggest that increasing the size and scope of financial activities alone do not necessarily improve the performance of financial firms.<br />

The Switched On Secondary Science Professional Learning (SOSSPL) program consisted of three days professional learning for Victorian DEECD secondary science teachers. Days 1 and 2 were undertaken consecutively, with Day 3 following a break of several weeks. The break allowed sufficient time for teachers to undertake a small classroom-based project within one of the topics they were teaching at the time. The program was designed to build teacher capacity to improve student learning outcomes in secondary science.<br /><br />The program supported teachers to plan and implement classroom sequences that focused on student construction and interpretation of different representations of the science concepts and processes that are described by the Victorian Essential Learning Standards (VELS): Science and the Science Continuum P-10. The Deakin University team in collaboration with the Department of Education and Early Childhood Development (DEECD) produced curriculum resources for the program that encapsulated a representational focus to the teaching and learning of science. The program explored and linked to core DEECD resources such as the e5 Instructional Model and the Science Continuum P-10.<br />The SOSSPL program was delivered in all Victorian DEECD regions in 2010-11 and was evaluated (Hubber et al, 2011). The program was delivered again in all Victorian DEECD regions in 2011-12. The evaluation of the 2011-12 program is reported here with some comparisons made to the findings from the previously delivered program.<br />This evaluation of the SOSSPL program involved an online survey, daily workshop evaluations, focus group and presentations data of the participating teachers&rsquo; classroom-based projects. The aim of the evaluation was to make a judgement about the effectiveness of the SOSSPL program in terms of building teacher capacity to improve student learning outcomes in secondary science.

A botnet is a group of compromised computers, which are remotely controlled by hackers to launch various network attacks, such as DDoS attack and information phishing. Botnet has become a popular and productive tool behind many cyber attacks. Recently, the owners of some botnets, such as storm worm, torpig and conflicker, are employing fluxing techniques to evade detection. Therefore, the understanding of their fluxing tricks is critical to the success of defending from botnet attacks. Motivated by this, we survey the latest botnet attacks and defenses in this paper. We begin with introducing the principles of fast fluxing (FF) and domain fluxing (DF), and explain how these techniques were employed by botnet owners to fly under the radar. Furthermore, we investigate the state-of-art research on fluxing detection. We also compare and evaluate those fluxing detection methods by multiple criteria. Finally, we discuss future directions on fighting against botnet based attacks.

in situ high-temperature X-ray diffraction and thermal gravimetric- differential thermal analysis on room-temperature powder, as well as X-ray diffraction, Raman spectroscopy, and transmission electron microscopy on quenched powder, were applied to study crystal structure and phase transformations in Ba<sub>2sub>Bi<sub>0.1sub>Sc<sub>0.2sub>Co <sub>1.7sub>O<sub>6-xsub> (BBSC). Heating BBSC in air to over 800 &deg;C produces a pure cubic phase with space group Fm3m (no. 225), and cooling down below 800 &deg;C leads to a mixture of three noncubic phases including an unknown phase between 200 and 650 &deg;C, a 2H hexagonal BaCoO3 with space group P63/mmc (no. 194) between 600 and 800 &deg;C, and an intermediate phase at 800 &deg;C. These three phases exist concurrently with the major cubic phase. The weight gain and loss between 300 and 900 &deg;C suggest the occurrence of cobalt reduction, oxidation, and disproportion reactions with dominant reduction reaction at above 600 &deg;C. The thermal expansion of BBSC was also examined by dilatometry. BBSC has a highly temperature-dependent thermal expansion coefficient which relates well with its structure evolution. Furthermore, the oxygen reduction reaction (ORR) of BBSC was probed by symmetrical cell and three-electrode configurations. The presence of hexagonal phase at 700 &deg;C rarely affects the ORR performance of BBSC as evidenced by a slight increase of its area-specific resistance (ASR) value following 48 h of testing in this three-electrode configuration. This observation is in contrast to the commonly held point of view that noncubic phase deteriorates performance of perovskite compounds (especially in oxygen transport applications). Moreover, cathodic polarization treatment, for example, current discharge from BBSC (tested in three-electrode configuration), can be utilized to recover the original ORR performance. The cubic structure seems to be retained on the cathodic polarization - the normal cathode operating mode in fuel cells. Stable 72-h performance of BBSC in cathodic polarization mode further confirms that despite the presence of phase impurities, BBSC still demonstrates good performance between 500 and 700 &deg;C, the desired intermediate operating temperature in solid oxide fuel cells.

In the February 2011 report on its inquiry into the past and present practices of donor conception in Australia, the Australian Senate Legal and Constitutional Affairs References Committee called for the introduction of legislation to regulate donor conception in all jurisdictions that do not have it in place &quot;as a matter of priority&quot;. It further called for the establishment, &quot;as a matter of priority&quot;, of a national register of donors to enable donor-conceived individuals to access identifying information about their donor. The Senate Committee left open the question as to whether the legislation and central register should have retrospective effect. This article focuses upon that question. It shows that arguments concerning the privacy, confidentiality and anonymity of some donors who may wish to remain anonymous are outweighed by the manifest injustice faced by donor-conceived individuals who are denied access to such information, as well as their families and donors who wish to exchange this information.
