Webcasting in Australia is currently the domain of national broadcasters, independent and community radio stations and the two leading football codes. This paper reports on the findings of a content analysis of 20 leading webcasters as to the content and genres they provide. In examining the factors affecting the 'slow' adoption of webcasting in Australia such as the absence ofa high speed broadband infrastructure, the paper analyses and how its various discourses were framed by the parties concerned, and how the clash of conflicting agendas shaped the negotiations between the main stakeholders, taking on the characteristics of a 'horse trade '. Thereafter, the paper critically examines how other technologies such as mobile phones and Pay TV has begun to take on webcasting, instead of waitingfor the major commercial broadcasters to do so or a new broadband network and a national broadband strategy to be implemented.

The striving of nations to build a broadband-based information society is paralleled by individuals striving to improve their personal lot and by organisations seeking a competitive advantage—all supposedly to be achieved via broadband. However, the social and economic impact of broadband may be surrounded in controversies. This paper argues that these controversies need to be identified and addressed if public policy decisions about broadband are to be made with confidence. While literature on broadband abounds, it is rarely directed at the impact of broadband on social and personal issues. Rather, that literature typically focuses on broadband's economic aspects, but with poor benefit identification and measure difficulties, the findings tend to be steeped in rhetoric. Largely, what we are left with is literature on the impact of narrowband Internet. While research on the Internet abounds, its findings are typically indeterminate and often disputed. The paper works with literature on broadband and extrapolates from the literature on narrowband with its disputed impacts to identify possible impacts of broadband. In so doing it identifies a core set of controversies regarding broadband at the national, individual and organisational levels. It then calls for diversity of analysis of possible broadband outcomes. Only with such analysis will it be possible to place the likely broadband future in the context of broader national, individual and organisational aspirations.

Dielectric relaxation measurements as a function of temperature, and of concentration in a non-coordinating solvent, the first reported for an ionic liquid, indicate a crossover in the relaxation mechanism due to varying levels of ion aggregation and the interplay of formation kinetics and relaxation dynamics of associates.

Background. In Australia most chronic disease management is funded by Medicare Australia through General Practitioner Management Plans (GPMPs) and Team Care Arrangements (TCAs). Identified barriers may be reduced effectively using a broadband-based network known as the Chronic Disease Management Service (CDMS).

Aims. To measure the uptake and adherence to CDMS, test CDMS, and assess the adherence of health providers and patients to GPMPs and TCAs generated through CDMS.

Methods. A single cohort before and after study.

Results. GPMPs and TCAs increased. There was no change to prescribed medicines or psychological quality of life. Attendance at allied health professionals increased, but decreased at pharmacies. Overall satisfaction with CDMS was high among GPs, allied health professionals, and patients.

Conclusion. This study demonstrates proof of concept, but replication or continuation of the study is desirable to enable the impact of CDMS on diabetes outcomes to be determined.

RUNX2 is an essential transcription factor required for skeletal development and cartilage formation. Haploinsufficiency of RUNX2 leads to cleidocranial displaysia (CCD) a skeletal disorder characterised by gross dysgenesis of bones particularly those derived from intramembranous bone formation. A notable feature of the RUNX2 protein is the polyglutamine and polyalanine (23Q/17A) domain coded by a repeat sequence. Since none of the known mutations causing CCD characterised to date map in the glutamine repeat region, we hypothesised that Q-repeat mutations may be related to a more subtle bone phenotype. We screened subjects derived from four normal populations for Q-repeat variants. A total of 22 subjects were identified who were heterozygous for a wild type allele and a Q-repeat variant allele: (15Q, 16Q, 18Q and 30Q). Although not every subject had data for all measures, Q-repeat variants had a significant deficit in BMD with an average decrease of 0.7SD measured over 12 BMD-related parameters (p = 0.005). Femoral neck BMD was measured in all subjects (−0.6SD, p = 0.0007). The transactivation function of RUNX2 was determined for 16Q and 30Q alleles using a reporter gene assay. 16Q and 30Q alleles displayed significantly lower transactivation function compared to wild type (23Q). Our analysis has identified novel Q-repeat mutations that occur at a collective frequency of about 0.4%. These mutations significantly alter BMD and display impaired transactivation function, introducing a new class of functionally relevant RUNX2 mutants.

Using the internet to promote or facilitate learning has a relatively long history. As early as the mid-1980s, at a time when the internet itself was relatively experimental, a few early pioneers such as Hiltz were exploring the possibilities that networked computer communications technology could provide for education. Not only were universities the birthplace of the internet as a research network, they also had both staff with interests in using technology for learning as well as the critical infrastructure which might permit early development and adoption. But, with the widespread public uptake of the internet from 1994 onwards, online learning has become much more widespread-through traditional institutions of learning (schools, colleges, and universities), and also through the auto-didactic qualities of both the internet itself and many who use it; and finally through the opportunities which commercial “providers” of education and training imagine might be embedded in this new technology to deinstitutionalize learning.

This introduction to the Broadband Futures: Content, Connectivity and Control special issue begins with the claim that we are at the start of a new period of debate and analysis about network infrastructure and use that declares government failure and reinvigorates the drive to a free-market solution in Australia and New Zealand. But questions remain about the effectiveness and social value of network developments, regardless of the degree of government investment and regulation. As canvassed in this introduction, and the articles that make up the special issue, we can only move forward, both in research and practical implementation, if we accept the intricate weaving together of past, present and future interactions between governments, service providers and their consumers in broadband development

The remote real-time detection of specific arsenic species would significantly benefit in minerals processing to mitigate the release of arsenic into aquatic environments and aid in selective mining. At present, there are no technologies available to detect arsenic minerals in bulk volumes outside of laboratories. Here we report on the first room-temperature broadband 75As nuclear quadrupole resonance (NQR) detection of common and abundant arsenic ores in the Earth crust using a large sample (0.78 L) volume prototype sensor. Broadband excitation aids in detection of natural minerals with low crystallinity. We briefly discuss how the proposed NQR detector could be employed in mining operations. BACKGROUND: Cultural Respect Encompassing Simulation Training (CREST) is a learning program that uses simulation to provide health professional students and practitioners with strategies to communicate sensitively with culturally and linguistically diverse (CALD) patients. It consists of training modules with a cultural competency evaluation framework and CALD simulated patients to interact with trainees in immersive simulation scenarios. The aim of this study was to test the feasibility of expanding the delivery of CREST to rural Australia using live video streaming; and to investigate the fidelity of cultural sensitivity - defined within the process of cultural competency which includes awareness, knowledge, skills, encounters and desire - of the streamed simulations. DESIGN AND METHODS: In this mixed-methods evaluative study, health professional trainees were recruited at three rural academic campuses and one rural hospital to pilot CREST sessions via live video streaming and simulation from the city campus in 2014. Cultural competency, teaching and learning evaluations were conducted. RESULTS: Forty-five participants rated 26 reliable items before and after each session and reported statistically significant improvement in 4 of 5 cultural competency domains, particularly in cultural skills (P<0.05). Qualitative data indicated an overall acknowledgement amongst participants of the importance of communication training and the quality of the simulation training provided remotely by CREST. CONCLUSIONS: Cultural sensitivity education using live video-streaming and simulation can contribute to health professionals' learning and is effective in improving cultural competency. CREST has the potential to be embedded within health professional curricula across Australian universities to address issues of health inequalities arising from a lack of cultural sensitivity training. Significance for public healthThere are significant health inequalities for migrant populations. They commonly have poorer access to health services and poorer health outcomes than the Australian-born population. The factors are multiple, complex and include language and cultural barriers. To address these disparities, culturally competent patient-centred care is increasingly recognised to be critical to improving care quality, patient satisfaction, patient compliance and patient outcomes. Yet there is a lack of quality in the teaching and learning of cultural competence in healthcare education curricula, particularly in rural settings where qualified trainers and resources can be limited. The Cultural Respect Encompassing Simulation Training (CREST) program offers opportunities to health professional students and practitioners to learn and develop communication skills with professionally trained culturally and linguistically diverse simulated patients who contribute their experiences and health perspectives. It has already been shown to contribute to health professionals' learning and is effective in improving cultural competency in urban settings. This study demonstrates that CREST when delivered via live video-streaming and simulation can achieve similar results in rural settings.

Advanced connectivity offers rural communities prospects for socio-economic development. Despite Australia’s national broadband infrastructure plans, inferior availability and quality of rural Internet connections remain persistent issues. This article examines the impact of limited connectivity on rural socio-economic opportunities, drawing from the views of twelve citizens from the Boorowa local government area in New South Wales. The available fixed wireless and satellite connections in Boorowa are slow and unreliable, and remote regions in the municipality are still without any Internet access. Participants identified four key areas in their everyday lives that are impacted by insufficient connectivity: business development, education, emergency communication, and health. Rural citizens often already face challenges in these areas, and infrastructure advancements in urban spaces can exacerbate rural-urban disparities. Participants’ comments demonstrated apprehension that failure to improve connectivity would result in adverse long-term consequences for the municipality. This article suggests that current broadband policy frameworks require strategic adaptations to account for the socio-economic and geographic contexts of rural communities. In order to narrow Australia’s rural-urban digital divide, infrastructure developments should be prioritised in the most underserved regions.

A longitudinal analysis of computer usage by commencing students in Deakin University's undergraduate engineering and technology programs over the period 1998 to 2001 revealed that; access to computers was at high levels; mean computer usage for off campus students had not changed significantly, but had risen significantly for on campus students; while access to the Internet / WWW had not increased significantly, reported regular use of the Internet / WWW had risen significantly; while most students continued to report their source of Internet / WWW access as either home or university, the proportion reporting home as their source of access had risen significantly; and the reported regular use of email rose significantly. Other results are also presented.

These results imply that commencing engineering and technology students are well placed to adopt online delivery and support of teaching and learning. However, while it might now be reasonable to assume that all students have access to computers and the Internet, the experiences of on campus students in computer laboratories with broadband network access will be different from off campus students accessing the Internet via a dialup modem connection. A small proportion of commencing students were unaware of the computing facilities provided by the university; an orientation program covering computing facilities and services would benefit all commencing students.

Much has been written in the United States about Generation Y and it adoption of, and attitudes towards, media and digital communication technologies.  But relatively little is known about this generation's attitudes to these things in Australia.  This paper provides a snapshot of media and technology use by year 2 and 3 public relations and journalism majors at Deakin University in Australia.  It is based on a survey conducted in March 2006 at the university's Waurn Ponds campus in Victoria.  Because of the nature of the sample, it should be noted that this is a snapshot of one group of students.  It is not possible to extrapolate these findings to other groups in other states or countries around the world.  That is the role of further research.  This survey does provide a revealing snapshot of one group of students at one place in time.  All of the students studied have a mobile phone and all have fast access to the Internet at university.  Almost all have access to the Internet at home (two thirds via broadband).  But they spend far less time on the Internet compared with their counterparts in the United States.  Almost all are avid consumers of broadcast news.  They prefer the print forms of books and magazines.  Yet they appear to be indifferent to the form of the newspaper they consume - print or online are equally acceptable.
