Australia's asylum seeker policies are not widely understood. They are complex, and have changed many times, particularly since 2001. This chapter outlines Australia's policies towards asylum seekers and refugees. First, it highlights the fundamental tenets of the Refugee Convention, which forms the basis of Australia's obligations to refugees. It then explaines the different categories of intake, and the different procedures asylum seekers and refugees encounter to start a new life in Australia. We demonstrate that Australia's policies are based on a distinction between two groups of people needing protection: 'offshore' refugees and 'onshore' asylum seekers. The different reception of these two groups by the Australian government could not be greater. The result is a system of two classes of refugees - a distinction that contravenes our international obligations.

To examine the extent of nutritional vulnerability seen in a cohort of asylum seekers in Australia. Twenty-one asylum seekers (15 males, 6 females) that used a food bank were interviewed over a 6 week period at the Melbourne based Asylum Seeker Resource Centre about foods consumed in the previous 24-h and any non food bank foods obtained. A basket audit was conducted after participants accessed the food bank on the day of interview, Participants obtained significantly less than the minimum requirements for the Australian Guide to Healthy Eating in the vegetables and legumes (P < .001, 95% CI −3.5, −1.7) fruits (P < .001, 95% CI −1.7, −.1.2), dairy (P < .001, 95% CI −1.8, −1.5) and meat and meat alternatives core food groups (P = .001, 95% CI −0.8, −0.3) using foods accessed from the food bank, their primary or sole food source. A high level of nutritional vulnerability was seen in this cohort due to their inability to meet minimum nutritional requirements from their primary food access point. Health professionals working with asylum seeker populations need to be aware of this issue and the resulting potential for longer term ill health as a consequence.

The visibility of bodies of colour in public space can engender responses of anxiety, insecurity and discomfort in cities with white majority cultures. Such embodied responses that privilege the invisibility of whiteness have effects if they mark Aboriginal people and asylum seekers who arrive by boat as ‘out of place’ in public spaces of Australian cities. Drawing on fieldwork conducted in Darwin, I argue, however, that such white spaces are interrupted by habits of touch, multi-sensory events that contribute to fleshy moments of belonging for these racialised bodies that experience dispossession and displacement. Such belonging emerges from the intertwining fleshiness of bodies in a world where we affect and are affected by other bodies and things.

The paper explores two events held in public spaces of suburban Darwin, a weekly painting activity at a beach reserve that engages ‘Long Grassers’, Aboriginal people who live in open spaces, and a cooking session at a community centre that welcomes asylum-seeker families from a detention centre. Felix Ravaisson's philosophy of habit as virtue and spontaneous practice is a starting point for thinking about how haptic knowledges can provide a nuanced understanding of belonging, encounter and ethical engagement in a racially diverse white settler city.

Australia's humanitarian programme contributes to UNHCR's global resettlement programme and enhances Australia's international humanitarian reputation. However, as the recent tragedy on Christmas Island has shown, the arrival of asylum seekers by boat continues to stimulate debate, discussion and reaction from the Australian public and the Australian media. In this study, we used a mixed methods community survey to understand community perceptions and attitudes relating to asylum seekers. We found that while personal contact with asylum seekers was important when forming opinions about this group of immigrants, for the majority of respondents, attitudes and opinions towards asylum seekers were more influenced by the interplay between traditional Australian values and norms, the way that these norms appeared to be threatened by asylum seekers, and the way that these threats were reinforced both in media and political rhetoric.

Objectives: This research explores food insecurity among asylum seekers who are members of the Asylum Seeker Resource Centre (ASRC) in Melbourne, Australia. Methods: Structured person-assisted questionnaires were conducted with 56 asylum seekers. The questionnaires examined issues around access to food, cultural appropriateness of available food, transport issues, use of the ASRC Foodbank and questions about general health. Results: Findings suggest that: 1) almost all asylum seekers in this study were food insecure; 2) most of the asylum seekers using the ASRC Foodbank have no access to food other than that provided at the centre; and 3) the reason that most asylum seekers are food insecure is related to structural problems associated with limitations imposed by different visas. Conclusions and implications: The ability of asylum seekers to achieve food security is limited by their restricted access to welfare and government or work-related income. Given that the current policy situation is likely to continue, providers such as the ASRC will find continuing demands on their services and increasing pressures to provide more than a 'supplemental' food supply.

Objective Issues of refuge and asylum are often controversial in Australia, with misinformation, fear, and emotion often used to sway public opinion. The objective of this study was to understand individuals’ willingness to advocate on asylum seeker issues. Method Using an online survey, this study investigated the attitudes, opinions, and activities of those who had signed up to a Facebook page or newsletter of an asylum seeker support organisation. Results In total, 3,978 surveys were completed; 1,688 from people who were signed up to a regular newsletter, and 2,416 people who ‘liked’ the Facebook site. Most respondents were women, from Victoria, and were educated to at least the university level. Conclusions The findings of this study indicate that the engagement of those who had ‘liked’ the Facebook page were more Internet based, suggesting that when the cost of engaging action is low, people do little more than engage in token support, a number of interpretations for this finding are presented. Organisations need to consider how to engage this group in more ‘meaningful support’.

In April 2009 a boat (named the ‘SIEV 36’ by the Australian Navy) carrying 49 asylum seekers exploded off the north coast of Australia. Media and public debate about Australia’s responsibility to individuals seeking asylum by boat was instantaneous. This paper investigates the media representation of the ‘SIEV 36’ incident and the public responses to media reports through online news fora. 


We examined three key questions: 1) Does the media reporting refer back to and support previous policies of the Howard Government? 2) Does the press and public discourse portray asylum arrivals by boat as a risk to Australian society? 3) Are journalists following and applying industry guidelines about the reporting of asylum seeker issues?

Our results show that while there is an attempt to provide a balanced account of the issue, there is variation in the degree to which different types of reports follow industry guidelines about the reporting of issues relating to asylum seekers and the use of ‘appropriate’ language.

In Australian cities, culturally diverse suburban landscapes are often sensed as discomforting sites of fear and anxiety, particularly after dark. Imagined risks of encounters with bodies of colour easily policed during the day when vision is clear, but who escape biopolitical regimes of securitisation and surveillance at night contribute to such atmospheric qualities of place. These affective atmospheres of fear and anxiety that haunt bodies and limit their ability to inhabit public space, however, can provide a sense of freedom for bodies who claim suburban spaces of darkness through tactile and sonic senses. This paper draws on the contemporary literature on affective atmospheres to show how racialised Indigenous and asylum seeker bodies become present in different ways in suburban places in Darwin after dark. The paper focuses on two events – spontaneous dancing to Indigenous music at Mindil beach market and a Vigil commemorating asylum seeker lives in a suburban courtyard. Drawing on ethnographic research I explore these affective intervention that illuminate dark suburban atmospheres in Darwin. Such interventions that draw attention to the attunement of bodies to difference unsettle biopolitical regimes that victimise and patronise visible non-white bodies and contribute to rethinking racism and darkness in suburban Darwin and the Top End.

This article examines some of the tensions implicit in performing in peace contexts. Drawing on the community-based performance form playback theatre, the article interrogates the (citizen) artist/performer within the demands of improvised performance. The article investigates the demands on the actor in a practice context that features refugee and asylum-seeker audience members/participants: the way in which performative risk, the risk of intimacy, the risk of getting it wrong and the risk of shaming self and other are considered in light of the challenges associated with the specificity of the ethnicity, cultural context/s, values and protocols of these audiences.

Emerging debates on anti-racism within white majority cultures centre emotion and affect to explore the visceral nature of racialised encounters that unfold in public spaces of the city. This paper builds on such understandings by conceptualising whiteness as a force that exerts affective pressures on bodies of colour who are hypervisible in public spaces. I show that these pressures have the potential to wound, numb and immobilise bodies affecting what they can do or what they can become. This paper argues, however, that affective energies from human and non-human sources are productive forces that are also sensed in public spaces such as the suburban beach. These energies entangle sensuous bodies with the richness of a more-than-human world and have the potential to offer new insights into exploring how racially differentiated bodies live with difference. The paper draws on ethnographic research conducted in Darwin, a tropical north Australian city at the centre of politicised public debates on asylum seeker policy, migrant integration and Indigenous wellbeing. My attention to affective pressures and affective energies contributes to understanding how bodies with complex histories and geographies of racialisation can inhabit a world of becoming. © 2014 Elsevier Ltd. Objective Migrants constitute 26% of the total Australian population and, although disproportionately affected by chronic diseases, they are under-represented in health research. The aim of the present study was to describe trends in Australian Research Council (ARC)- and National Health and Medical Research Council (NHMRC)-funded initiatives from 2002 to 2011 with a key focus on migration-related research funding.Methods Data on all NHMRC- and ARC-funded initiatives between 2002 and 2011 were collected from the research funding statistics and national competitive grants program data systems, respectively. The research funding expenditures within these two schemes were categorised into two major groups: (1) people focused (migrant-related and mainstream-related); and (2) basic science focused. Descriptive statistics were used to summarise the data and report the trends in NHMRC and ARC funding over the 10-year period.Results Over 10 years, the ARC funded 15 354 initiatives worth A$5.5 billion, with 897 (5.8%) people-focused projects funded, worth A$254.4 million. Migrant-related research constituted 7.8% of all people-focused research. The NHMRC funded 12 399 initiatives worth A$5.6 billion, with 447 (3.6%) people-focused projects funded, worth A$207.2 million. Migrant-related research accounted for 6.2% of all people-focused initiatives.Conclusions Although migrant groups are disproportionately affected by social and health inequalities, the findings of the present study show that migrant-related research is inadequately funded compared with mainstream-related research. Unless equitable research funding is achieved, it will be impossible to build a strong evidence base for planning effective measures to reduce these inequalities among migrants.What is known about the topic? Immigration is on the rise in most developing countries, including Australia, and most migrants come from low- and middle-income countries. In Australia, migrants constitute 26% of the total Australian population and include refugee and asylum seeker population groups. Migrants are disproportionately affected by disease, yet they have been found to be under-represented in health research and public health interventions.What does this paper add? This paper highlights the disproportions in research funding for research among migrants. Despite migrants being disproportionately affected by disease burden, research into their health conditions and risk factors is grossly underfunded compared with the mainstream population.What are the implications for practitioners? Migrants represent a significant proportion of the Australian population and hence are capable of incurring high costs to the Australian health system. There are two major implications for practitioners. First, the migrant population is constantly growing, therefore integrating the needs of migrants into the development of health policy is important in ensuring equity across health service delivery and utilisation in Australia. Second, the health needs of migrants will only be uncovered when a clear picture of their true health status and other determinants of health, such as psychological, economic, social and cultural, are identified through empirical research studies. Unless equitable research funding is achieved, it will be impossible to build a strong evidence base for planning effective measures to reduce health and social inequalities among migrant communities.
