Witnessing the wide spread of malicious information in large networks, we develop an efficient method to detect anomalous diffusion sources and thus protect networks from security and privacy attacks. To date, most existing work on diffusion sources detection are based on the assumption that network snapshots that reflect information diffusion can be obtained continuously. However, obtaining snapshots of an entire network needs to deploy detectors on all network nodes and thus is very expensive. Alternatively, in this article, we study the diffusion sources locating problem by learning from information diffusion data collected from only a small subset of network nodes. Specifically, we present a new regression learning model that can detect anomalous diffusion sources by jointly solving five challenges, that is, unknown number of source nodes, few activated detectors, unknown initial propagation time, uncertain propagation path and uncertain propagation time delay. We theoretically analyze the strength of the model and derive performance bounds. We empirically test and compare the model using both synthetic and real-world networks to demonstrate its performance.

Solvent uptake in thin, amorphous samples of poly(ether ether ketone), poly(ether imide) and a 50/50 blend has been measured as a function of temperature. Diffusion coefficients, percentage weight increase and apparent activation energies have been calculated. The 50/50 blend shows anomalous diffusion behaviour which may be attributed to specific interactions between the homopolymers and density changes on blending.

At present, governments in many countries are actively engaged in the development of electronic trading and certification standards to enable the smooth operation of export markets. Standards and their usability underpin confidence in the operations of markets and their effective functioning. In institutional markets, an important role for government agencies lies in developing the initial specifications for standards for interoperable systems. Once these specifications are accepted, governments can then facilitate the eventual diffusion of a standard to the B2B marketplace. Acceptance of an industry standard can determine demand, which defines the viability of that market. In this paper, we describe an initiative by a government agency, the Australian Quarantine and Inspection Service (AQIS), in developing EXDOC, a standard for export documentation and the role that AQIS played in its implementation and diffusion. Our case study illustrates a successfully facilitated B2G implementation. It demonstrates how a standard can be supported and promulgated for the effective functioning of markets in the transition from manual to online export documentation. Once the overarching specifications for related industries have been established and diffused by government, opportunities arise for private sector markets to develop across these industries. Government agencies can promote the effective operation of standards for electronic markets. The EXDOC implementation and its iterations provide an exemplar of active engagement in the development of electronic trading and certification standards for an institutional market. Its successful diffusion provides a model of the implementation process for other export sectors and agencies.

Telemedicine emerged as a possible solution to New Zealand health providers in reaching out to rural patients, by offering medical services and conducting administrative meetings and training. However, despite the rapid growth and high visibility of these projects in countries like the United States, relatively few patients are now being seen through telemedicine. Accordingly, this research attempts to investigate telemedicine's effectiveness in New Zealand by using a theoretical framework. Thus, the purpose of this paper is to explain factors influencing the adoption and diffusion of telemedicine utilising the video conferencing technology (TMVC) for dermatology within Health Waikato Ltd. (HW).

The microstructural processes of Cr(N,C) coating formation by thermoreactive deposition and diffusion (TRD) on pre-nitrocarburised H13 tool steel were studied. Both nitrocarburising and TRD were performed in fluidized bed furnaces at 570 °C. During TRD, chromium was transferred from chromium powder in the fluidized bed, to the nitrocarburised substrates by gas-phase reactions initiated by reaction of HCl gas with the chromium. Addition of 30% H2 to the input inert gas was found to increase the rate of coating formation, although hydrogen reduction resulted in rapid loss of nitrogen to the surface. The reason for the increased rate of coating formation could not be established without further investigation, although several possible explanations have been proposed. It was found that porosity and the formation of an iron nitride ‘cover layer’ during nitrocarburising were the biggest influences on the microstructure of the Cr(N,C) coating. Microstructural characterization of the coatings was performed by scanning electron microscopy (SEM), X-ray diffraction (XRD) and glow discharge optical emission spectroscopy (GDOES).

The well developed economic theory of tort liability has never been able to comfortably accommodate negligence cases causing pure economic loss as opposed to physical damage or injury. In fact, contrary to received opinion, Australian Courts at least, are increasingly allocating pure economic losses to achieve predominantly an efficiency objective, with corrective justice notions relegated into the background. Consequently, it is difficult to classify these cases as anomalous in the sense of falling outside the efficiency paradigm.

Constructivists often argue that International Organizations (IOs) diffuse norms throughout the international system. This article asks the question: if IOs promote and diffuse specific norms within world politics, where do these norms come from? In particular, this analysis seeks to formulate how IOs' identities emerge in issue areas where rationalist theories give limited explanation, such as the environment. This article posits that IOs interact with and consume norms from non-state actors such as transnational advocacy networks, a process overlooked by the constructivist analysis of institutions. This is examined through a case study of the World Bank's environmental identity where transnational advocacy networks played an important role in the Bank's shift towards sustainable development, through processes characterized here as direct and indirect socialization. This article demonstrates that the Bank's shift was more than instrumental as a result of this interaction, and that constructivists therefore need to examine the role of IOs as norm consumers as well as norm diffusers.

International Organizations (IOs) promote and diffuse norms within world politics. This prompts the question: where do these norms come from? This inquiry analyses how IOs have been perceived within the emerging norms literature where IOs are 'norm diffusers' within the international system, and finds that the way in which IOs themselves internalize norms has not been taken into account. This poses a potentially fruitful new avenue of inquiry into why and when IOs behave as norm diffusers. An interpretation of when and why IOs internalize norms is offered by positing that IO identities are not fixed and that they are 'norm consumers' socialized by state and non-state actors.

The paper examines the adoption and diffusion of Digital Television (DTV) in Australia and the United States, identifying historical, technical, regulatory, marketing, and other commonalities and differences that appear to be most significant to its adoption, as both countries have experienced a 'sluggish' diffusion and adoption of DTV so far. Using library research and borrowing the cross-impact matrix method from futures research, the authors develop J J events related to the various influences and groups of stakeholders that had shaped the policy making and adoption of DTV. We then carry out a comparative analysis between the two countries to make evident their impacts, strengths, and directions of influence. The authors suggest that the implementation of DTV in these two developed countries appears to be nearly identical. Even though Australian and US broadcasting models are fundamentally different, the diffusion process for DTV is primarily affected by the nature of digital technology and globalisation, two trends that may be diminishing the import of the nation-state in the technology adoption process. The paper concludes that these broader economic and technical events may have greater import to DTV's successful diffusion than do traditional, cultural, and nationalistic factors suggested in earlier comparative broadcast studies.

With the rapid diffusion of innovative technologies in the healthcare industry, the potential of telemedicine has increasingly come into focus. Touted as a catalyst for an equitable healthcare framework among nations, research is wide and one spotlight is on the potential of this innovation to diffuse among the wider society. In this paper, we attempt a preliminary evaluation of the potential of telemedicine through the components of [Diffusion of Innovations (4th ed.). NY: The Free Press] diffusion of innovations theoretical lens, drawing also as relevant from reported literature. We expect that this preliminary evaluation will facilitate further academic research and make other stakeholders, such as regulators, medical practitioners, telecommunication providers and vendors, aware of potential steps to be taken to leverage telemedicine diffusion.
