The rapid economic success achieved by the developing countries in general, and India and China in particular, has brought the issue of climate change, which is a spin-off of development, to the fore. Economic growth is essential for the eradication of poverty and generation of wealth. However, it drives energy consumption and demand for energy which, in turn, produces toxic gases like carbon dioxide (CO2 ). Thus, the price of economic growth is climate change. The paradox lies in the fact that when economic growth is the only solution to poverty, the resultant climate change (characterized by emission of greenhouse gases) also affects the poor greatly. In this context, it is observed that while traditionally the developed countries were charged with polluting the environment globally, now the developing countries have overtaken their counterparts as polluters. The developing countries have emerged, over the years, as the agents responsible for growing pollution in the world, though they are also the victims, as most of the poor people belong to the developing countries. The author explores the nexus between climate change and development in the context of the economic growth of the developing countries and its impact on them.

Climate change poses a major threat to heritage of all kinds. Yet much of the work so far on climate change and heritage replicates aspects of the global heritage system, tending to emphasise a European perspective and focusing on the preservation of tangible heritage. We call for a broader understanding of climate change, particularly as it affects heritage in the developing world, especially that of indigenous peoples and small Island states. This is also a call for political engagement by heritage practitioners. We argue that in the struggle against climate change heritage practitioners can make a worthwhile contribution by arguing for a de-commodified form of heritage practice emphasizing the involvement of local communities and recognition of their cultural resources; that resists being coopted into economic growth strategies unless they supplant other forms of unsustainable development; that focuses on heritage as an alternative way of viewing resources and their use.

Empirical studies normally analyze diverse and heterogeneous groups of countries, producing very mixed evidence on the effectiveness of development aid in promoting growth. We focus on whether aid promotes economic growth in transitional economies. We find that aid, on average, has had a positive impact on growth for this specific group of countries. This result is robust to samples, estimators, and the use of alternate instruments to address endogeneity. Aid effectiveness is not conditional on good policy and there is little evidence of non-linear growth effects arising from aid.

The development of the research potential of university staff has been given less attention than many other aspects of professional development, particularly teaching development. Yet there is an important need for the development of staff in the research role in the light of growth of higher education and changes to the organisation of the sector in many countries. This article examines one strategy for research development: the use of writing groups. It argues that writing is best seen as a starting point, rather than an endpoint, of the research process and hence that fostering academic writing is a useful place to do research development work. The article provides details of the use of a number of writing groups over three years in a particular faculty and explores the responses of leaders and participants. It identifies factors important in the use of this strategy and focuses on the contextual conditions required for initiatives of this kind to be effectively implemented.

This paper estimates productivity growth in Malaysian manufacturing over the period 1983-1999. Malmquist productivity Indices (MPIs) have been computed using non parametric Data Envelopment Analysis (DEA) type linear programming, which show productivity growth sourced from efficiency change and growth in technology. Unlike previous studies, this study identifies the sources of productivity growth in Malaysian manufacturing industries at the five digit breakdown of Malaysian Standard Industrial Classification (MSIC) thereby revealing more industry specific efficiency and technical growth patterns. Results indicated that a high majority of the industries operated with low levels of technical efficiency with little or no improvement over time. Growth estimates revealed that two third of the industries (76 out of total 114 categories) experienced average annual productivity improvement ranging from 0.1% to 7.8%. Average annual technical progress was recorded by 95 industry categories while technical efficiency improvement was achieved by 53 industries. Overall yearly average indicated relatively low productivity growth from the mid 1990’s onwards caused by either efficiency decline or technical regress. Summary results for industries showed that some of the high rates of productivity growth have been recorded in glass and glass products (7.3%), Petroleum and coal (7.2%), industrial chemicals (4.9%) contributed from both efficiency improvement and technical progress ranging from 0.8% to 5.4% and from 1.7% to 4.1%, respectively. These results are expected to have some implications for ongoing and future strategic policy reform in Malaysian manufacturing generating a more sustainable growth for specific industry categories.

This paper considers some of the issues relating to diversity for those working in Australian universities as teachers, managers and support staff. It considers the impacts of social, economic and technological change on the organisation of universities as sites of teaching, learning, supervision and research. The consequences of these changes on the ways universities are traditionally organised and operate is considered, and some of the major tensions which occur as a result are discussed. Examples in the areas of professional doctorates, new technology and libraries are explored briefly. Some suggestions are offered for reconceptualising the work of academic and general staff, as are the relationship between these changes in universities and those occurring in TAFE and VET.

The paper examines the relation between changing ownership structure and performance of Australian building societies. An analysis and discussion of the theories of organizational development and change is undertaken to explore the mutual building societies' motivation for change. The financial performance measures, provided by financial ratios of the major mutual building societies in Australia, are examined to assess the behaviour of building societies under different governance structures in the 1980s and 1990s. The theoretical and empirical literature has suggested that mutual deposit-taking institutions should have lov^^er profitability and higher operating expenses than their publicly listed counterparts. Accounting ratios are observed over time to investigate if governance change in mutual deposit-taking organizations accounted for any discernable differences in profitability and cost efficiency pre- and post- demutualization. The study finds support for the contention that demutualized building societies will have higher profitability and lower costs than their mutual counterparts. The study is confined to investigation of the six largest building societies that undertook the demutualization process. It could he extended to the entire building society sector. The results have implications for investors, managers and 'ovraers' of firms that retain their mutual structure, suggesting the demutualization vnû benefit these groups. There is no study that compares mutual deposit-taking institutions pre- and post-conversion in Australia.

The overall purpose of this study was to examine whether professional development programs can act as appropriate vehicles for the professional growth of teachers of primary mathematics. A longitudinal study was conducted of primary teachers involved in a Victorian mathematics professional development program — Exploring Mathematics In Classrooms (EMIC). The professional growth of six teacher participants in one EMIC course was examined over a period of 18 months. The teachers selected were from four different schools located in the southern metropolitan region of Melbourne. The central interest of this study was in teacher professional growth and accordingly the perspective sought was predominantly that of the teacher. A case study research approach was adopted and data were gathered through observations, interviews, questionnaire, and the collection of teacher work documents. A theoretical model of teacher professional growth was used to represent the teachers' growth. The study generated data on the nature of teacher professional growth and the features of professional development programs likely to influence teacher professional growth. All of the teachers reported and demonstrated growth with respect to their mathematics teaching, in areas associated with their: Classroom Practice, Knowledge and Beliefs, and Professional Attributes. The teachers' growth was highly individualistic, with no two teachers demonstrating exactly the same professional growth outcomes, or the same growth processes. The data provided evidence to confirm that teacher growth is a complex and gradual learning process. For each of the teachers several different routes to change and growth were evident, drawing attention to the non-linear nature of growth. The teachers' responses to the professional development program were influenced by various contextual and personal factors. The data provided evidence of a strong link between the content and outcomes of professional development programs — the outcomes reported and demonstrated by the teachers reflected the content of the EMIC program. Key factors associated with mathematics professional development programs perceived as influencing growth were: program content; program structure; and program presentation. A significant finding was the strong influence on teacher growth of the presenters of professional development programs—some data suggested that the 'quality' of the program presenter is fundamental to the success of any professional development program. The study provided insight into the processes involved in teacher professional growth and factors associated with the way in which professional development programs influence growth. The theoretical model of teacher professional growth used in this study has been elaborated and recommendations which might inform the design and implementation of future professional development programs have been made.

The acceleration of technological change and trade liberalization in the 1990s have significantly intensified market competition and transformed the world economic infrastructure from a resource- and manufacturing-based economy to one in which knowledge and services are the key drivers of economic growth. In order for an organization to capitalize on its knowledge and truly become a learning organization, it must begin to systematically manage and leverage knowledge existing internally and externally to create and sustain its competitive advantage. Numerous empirical studies on knowledge management have examined the relative effectiveness of various enablers, such as organizational structure, technology, culture, managerial system and strategy on knowledge creation and sharing in organizations. The enablers examined earlier are mostly related to organizational infrastructure that promotes knowledge sharing in organizations. This paper examines specifically the critical role of information and communication technology (ICT) in facilitating and enhancing knowledge sharing and organizational performance. This study adopted a process oriented approach by using Nonaka’s (1994) knowledge sharing model. The results indicate that significant positive effects of ICT support on knowledge sharing and all dimensions of knowledge sharing are significant predictors of organizational performance.

The political process perspective has done much to enhance our understanding of the organizational effects of technological change as a negotiated outcome reflecting the political and power dynamics of the adopting context. In so doing, we suggest, technology has been marginalized as an analytical category and the problem of change agency, although better understood, remains largely unresolved. This article addresses these issues through the articulation of the concepts of socio-technical configurations and technological frames and explores their utility in understanding change agency through an action research project. The project sought a novel form of 'socio-technology' transfer, taking ideas and concepts of 'human-centered' manufacturing embodied in team-based cellular manufacture from a European context into three firms in Australia.
