Energy efficiency was first mandated for commercial buildings in 2006 in Part J of The Building Code of Australia (BCA) and regulators are already implementing increased measures in 2010 (ABCB 2010). Further increases will follow as part of the co-ordinated effort to reduce building related greenhouse gas emissions. The introduction of the Energy Efficiency Disclosure Bill 2010 will establish a national scheme to promote the disclosure of information about the energy efficiency of office buildings as well as further highlighting the need for efficiency. Increased energy efficiency in the form of insulation, energy efficient light fittings, sophisticated Building Management Systems (BMS), micro-generation such as solar and wind turbines all result in measurable quantifiable reductions in operating costs for owners and tenants. However convincing all building owners about the sound business case for adopting sustainability measures has not been fully realised. To-date the adoption of cutting edge sustainable buildings in Australia is restricted to a few industry leaders, such as Investa and ISPT in Victoria for example. Sustainable building owners and tenants often benefit from reduced operating costs during the building lifecycle although the ‘intangible’ effect on businesses (e.g. employee productivity) is uncertain. This aspect has not been accurately quantified and has not been included as part of the measurement of sustainability in buildings.

This study will allow property stakeholders, including government policy-makers and investors/developers, to better understand the optimal type and level of sustainability to be incorporated into the built environment. In addition this knowledge will enable policymakers to make more informed decisions with regards to the likely impact of the legislative measures they propose in respect of sustainability and buildings in The Building Code of Australia (BCA) and other relevant legislation.

The population in Geelong Region is expected to keep growing. In order to work towards a better future of the region, it is essential to understand the feelings and needs of local communities and empower them in the community affairs. This study used an innovative technique – peoplemap – to investigate local communities’ sense of place. The primary objective of the investigations was to reveal the sense of place of Geelong Region. Local residents (N=166) in Geelong Region were interviewed face-to-face about how they identify themselves, what they love, what they want, and how empowered they feel. This paper reports the sense of place of three areas of Geelong Region: Ocean Grove, Bannockburn and Teesdale, and Corio-Norlane. Thematic analyses revealed the sense of place of these three areas, and identified their similarities and differences. The results of this study have several implications for government policy makers, planners and designers. This study contributes to the sense of place research, in that civic action was found to be a valid dimension of sense of place.

This paper draws on emerging data from in-progress analysis of interviews with 22 teachers/educators who teach the Victorian Certificate of Applied Learning (VCAL) in the settings of schools, Adult Community Education (ACE) and Technical and Further Education (TAFE). The development and implementation of VCAL occurred in 2002 as a response to Victorian government policy initiatives resulting from the Kirby (2000) Report. The VCAL is offered alongside the Victorian Certificate of Education (VCE), in years 11 and 12 of school, as another pathway into employment or further education and training. VCAL is also offered in the settings of TAFE and ACE. The VCAL curriculum uses applied learning as a pedagogical foundation to engage students in relevant, meaningful and authentic learning. In schools VCAL is delivered by qualified and registered teachers. In the TAFE and ACE sectors VCAL is taught by staff who are not necessarily teacher trained. Many pre-service teaching courses (including Certificate IV in Workplace Training and Assessment) do not include applied learning pedagogy in the curriculum. Since VCALʼs implementation there have been calls for greater consultation with, and support given to, VCAL teachers and organisations (Knipe, Ling, Bottrell and Keamy, 2003, p. 6; Harrison, 2006). Additionally VCAL teachers are frequently ill prepared professionally to manage a cohort which includes a high concentration of disengaged young people demonstrating challenging behaviours and attitudes (Pritchard & Anderson, 2006, p.1). Emerging data from the interviews with VCAL educators indicates these issues have not been addressed and many educators and teachers continue to feel unprepared and poorly supported. This is particularly significant in the light of a recent Victorian government announcement that, despite rising VCAL enrolments, VCAL coordination funding to schools is to be cut in 2012. (VALA, 2011, para. 4). To compensate for a lack of structured support and preparation, VCAL educators are frequently sustaining professional practice by their own agency in adapting already held life-skills and knowledge.

The introduction of a national curriculum into Australian schools coincides with an increasing body of research emphasising the importance of completing Year 12 or its equivalent if young people are to achieve successful transitions beyond school. This research is reflected in Australian government policy targets to achieve secondary school completion rates to at least 90% by 2015. State governments across the country have also embraced these targets, with some states already achieving above this level thanks to innovative curriculum and pedagogical initiatives that are more attuned to applied ways of learning.

In this chapter we examine the challenges faced by school leaders and teachers as they re-conceptualise approaches to youth literacy development through applied learning pedagogy. We begin by exploring definitions and applications of applied learning and examining the relatively recent growth of applied learning in secondary schools. We discuss the impetus for using applied learning approaches to literacy development and consider the challenges manifest in the day-to-day professional practices of secondary school teachers who use applied learning to engage young people who may otherwise leave school early. We conclude by exploring tensions emerging from the use of applied learning approaches to youth literacy development in Australia and the new demands created by a national curriculum.

Purpose – The purpose of this paper is to present an analytical summary of UK housing policies. It aims to evaluate UK government's housing policies, before and after the publication of the Barker Review, to tackle affordability issues in the owner-occupied sector. It examines the extent to which housing policy contributes to or alleviates the problem of the affordability of owner-occupied housing.

Design/methodology/approach – This paper evaluates the impact of UK government housing policies since 2000 on housing affordability by analysing their impact on the dynamics of housing demand and supply.

Findings – The Barker Review, which applied simple economic ideas and techniques in analysing the owner-occupied UK housing market, argued that increases in new housing supply would help to improve housing affordability. The second Barker Review suggested that changes to the planning system were needed in order not only to increase new housing supply, but to make housing supply more sensitive to changing demands. The Barker Reviews brought about a major re-think in government policy towards housing, particularly relating to new build and the planning system. However, the heavy reliance on the private sector to provide additional housing has reduced the effectiveness of policy changes. In addition, the adoption by the government of “demand-side” housing policies has done little to negate the volatility of UK house prices or to raise the overall affordability of owner-occupied housing.

Originality/value – This paper reflects on government failures in UK housing policy in addressing the affordability of owner-occupied housing. The findings will be of interest to policy makers and housing researchers.

Migration has been increasingly used to compensate for demographic trends and skill shortages in developed countries. This has resulted in policies to encourage migration to regional areas in order to relieve pressures on liveability and infrastructure in big cities. Like many other regional cities in Victoria, Geelong actively encourages migrants from overseas, from Melbourne and from other parts of rural and regional Australia, by promoting workforce participation, and enhancing lifestyles to attract and retain a growing population. A number of countries including Australia, Canada, Italy and Spain have policies to encourage immigration to locations other than large urban centres to stimulate regional economic development and to ensure immigrants fill skill shortages in regional areas. However, migrants do not always stay long in the regional locations where they initially settle, and new migrants are needed to replace their skills. Given the Australian and Victorian government policy imperatives of encouraging regional migration there is a need to understand how migrants and their families make the social connections that contribute to wellbeing and their retention in regional areas such as Geelong. This paper emerges from a research project on this challenge at Deakin University, in Geelong It discusses some of the issues associated with regional migration and describes how a sound, theoretically informed understanding of social capital can assist employers, governments and community groups (formal and informal) to effectively assist migrants to make social connections and therefore remain in regional cities.

Purpose – Previous studies suggest that the presence of medical evidence is rare in child sexual assault (CSA) cases, and if present at all, such evidence is unlikely to identify a specific assailant. This study aims to examine the role medical evidence plays in criminal cases of CSA. Specifically, the prevalence of medical evidence in CSA cases, its impact on decisions to prosecute CSA cases, as well as its effect on conviction rates are examined.

Design/methodology/approach –
A systematic literature review was conducted on the impact of medical evidence in criminal child sexual abuse (CSA) cases.

Findings – The results of the review suggest medical evidence increases the likelihood of prosecution; however the impact of medical evidence on conviction rate is equivocal.

Research limitations/implications – The implications of these findings for legal and psychological practice, government policy and future areas for academic research are discussed.

Originality/value –
To the authors' knowledge, no other review has systematically examined the role of medical evidence on the prosecution and conviction of CSA cases.

Denpasar City is one of cities in Bali Province which faces the problem of landscape change. Most land use is for rice fields, dry lands, crops, housing, grave yards, fish ponds, forests and other functions. Based on Agriculture Office, in 2010 Denpasar City has 20% rice fields of the city’s total area, compared to 41% rice fields of the city’s area in 1992. This shows that Denpasar landscape has changed from agriculture field to commerce, housing, industry etc. and that changing landscape also happened in several green belt areas. This fact is supported by the Agriculture Office report that Denpasar City lose rice field about 25 hectares every year. In contrast, Denpasar City must provide at least 30% of land for open spaces. Furthermore, Denpasar City should keep city based on traditional philosophy such as Tri Hita Karana concept, Rwa Bhineda concept, etc. This paper examines the causes of landscape changes due to growing of population, tourism facilities, economic, and lack of government policy. There are the negative impacts of landscape changes which are associated with social economics and environmental issues. This study seeks to offer guidance for the legitimate use of landscape planning for sustainability development in Denpasar City. Some recommendations could be applied such as prevention of population growth, tourism development base, strict building regulation and increase tax property, and provide the policy and institutional options in land use planning.

Purpose – The aim of this paper is to outline key social marketing issues apparent in deceptive weight-loss advertising, from the perspective of government policy-makers, manufacturers, the media, and consumers. The purpose is to examine the complexity of one aspect of the obesity battle and provide a framework for coordinated and integrated social marketing initiatives from a multiple stakeholder perspective.

Design/methodology/approach – The results of deceptive weight-loss advertising are framed using the harm chain model, and the paper offers recommended solutions based on a framework of marketing, education and policy changes across the network of stakeholders.

Findings – This paper concludes that a resolution to the harm created by deceptive weight-loss advertising can be achieved by the creation of a more holistic, system-wide solution to this important health and policy issue. This networked approach must involve all aspects of harm in a multi-stakeholder solution, including both upstream and downstream integration. Specific recommendations are made for policy-makers, manufacturers, the media, and consumers to achieve this goal.

Social implications – From a marketing perspective, analyzing the issue of deceptive weight-loss advertising using the harm chain allows for the creation of a more holistic, system-wide solution involving stakeholders in all aspects of harm for this important health and policy issue.

Originality/value – This research examines the problem of obesity and weight-loss advertising from the unique perspective of the harm chain framework. The authors make unified recommendations for various stakeholders including industry, media, government and consumers, in order to direct integrated social marketing and consumer-oriented strategies within this industry.

Life annuities offer retirees an assured income stream for as long as they live. This makes it surprising that they are unpopular in most markets where their purchase is not compelled by government policy. With the numbers of retirees in the population set to increase dramatically, this low take-up rate of life annuities could exacerbate financial insecurity. Consequently, it is in society’s interest to implement non-coercive policies that increase annuitization levels. Although there is research that has focused on the possible causes of low annuitization rates, much of this research falls short of suggesting comprehensive strategies for persuading retirees to annuitize their savings.


This article discusses what mix of policies would increase the attractiveness of life annuities. It does this by determining the salient characteristics of the few markets where life annuities are popular. It then suggests how the correct policy settings could make such characteristics a feature of the mainstream annuity market. It also discusses other policies, including limited tax incentives or subsidies on annuities that might play an important role. It is argued that policy innovations such as these are preferable to making the purchase of annuities compulsory. This is because the one-size-fits-all approach will not be ideal for everyone, and it interferes with freedom of choice, an important right in a capitalist society. An alternative is to make annuity purchases a default choice. But this is effectively compulsion by stealth as it relies on inertia and, therefore, carries some of the disadvantages of mandatory annuitization. The article concludes with a discussion of how the appropriate marketing and innovation of different life annuity products could supplement annuity-maximizing policies and further improve annuitization rates.

Government policy in many countries encourages migration to regional centres to relieve pressure on major cities and to boost economic development. Migrants are more likely to remain in a new location if they have meaningful work and establish social connections there. This article explores how organisations and groups in a regional city provide newcomers with access to social capital resources which migrants can use to forge social connections. Past research has shown that migrants require a mix of linking, bridging and bonding social capital to form an effective primary social contract with their new home. This research suggests that regional cities – such as Geelong, Victoria – which are proactive in assembling diverse social capital resources and making them accessible to migrants, are more likely not only to receive more newcomers but also more likely to retain migrants and a skilled workforce. The findings have relevance to other regional centres.
