There are cities in the world which have experienced substantial numbers of foreign buyers in the local housing markets, thereby pushing up the real estate prices to the levels beyond the affordability of local residents. To suppress foreign influences in the forming of housing bubbles, governments have resorted to short-term measures of stamp duty or raising the duty rate for non-local buyers, increasing down payments and restricting or even forbidding non-local purchases. These new measures may help contain the demand for housing, but short of being the first-best optimal housing policy for an open economy with significant non-local and foreign buyers. We argue that the first-best policy is to tax non-local and foreign buyers and then use the tax revenue generated to subsidize domestic low- and middle-income buyers. The optimal tax rate under this compensated scheme is smaller than the tax rate under the lump-sum transfer of tax revenue to all residents. © 2014 Springer Science+Business Media New York.

Housing is a key social determinant of health. The relationship between housing outcomes and health outcomes is bi-directional: housing affects healthoutcomes, and health affects housing outcomes. There are clear links between the quality and location of housing and health outcomes. The impacts of housing on health vary between geographic and climatic locations and contexts. There is a wide range of housing interventions that positively impact Indigenous health. One way of categorisingthese is: infrastructure improvements; addressing behavioural factors; and adjustments to policy environments.

This report examines both Australian and international evidence around the nature of housing stress for many low–moderate income households, as well as ways to assist these families into sustainable, affordable housing that meets a variety of individual needs. The findings suggest that whilst there are existing initiatives which make a positive difference in their lives, more needs to be done to alleviate their housing stress.Interventions from across Australia, the US, Canada and Europe are described here and recommendations emerge for further action to address the housing needs of low–moderate income households in NSW.

 Abstract: Prefabricated and modular solutions have formed a small part of the overall housing industry. This is particularly evident in Australia, where the market is dominated by hand-built housing using traditional construction techniques built by large-scale builders. This paper evaluates the ideal and the reality of prefabricated modular housing procurement in China for the Australian market. While there have been prefabricated components for the housing industry, primarily, most solutions are of volumetric nature. The findings question our understanding and methodology to prefabrication for Australia. The experiences of introducing building services into modules (pods) from overseas fabrication also have shortcomings. The case study presented indicates several of these problems and suggests a hybrid solution to volumetric delivery.

Zhai Xiaolin undertook a study of off-site construction in China's housing construction industry during her past four years PhD study. Her research provides an original thinking of embracing offsite construction as a method to help China's construction industry towards a more sustainable built environment. Also her research findings provide possible implications for other developing countries that are also seeking to identify and overcome sustainable crisis in construction industry.

The performance of footings in residential construction is influenced by the degree of ground movement, particularly in reactive soils, which is driven by the magnitude of change in soil moisture. New patterns of climate are affecting residential foundations and causing serious and expensive damage. This paper produces a map of potential risk for housing damage from ground movement due to climate change. Using a geographic information system, it combines information on (1) soil moisture change related to climate, using TMI as the indicator, and (2) population growth. Preliminary results, having Victoria, Australia, in the last decade as the case study, suggest that effects of climate change on soil, and resulting impacts on house foundations, are not being taken into consideration in current planning strategies for urban development. Most of the urban growth priority zones in the study area are susceptible to medium and high risk for damage. Producing new and renovated buildings that are durable in the long term is essential for the economy, environment and social welfare. The map presented here can assist policies and strategies towards urban resilience in the context of climate change.

That capitalism, in all its variants, produces material inequality is beyond dispute.What is less clear, however, is not only whether Hayek’s ‘equality of opportunities’is immune to the inegalitarian trend, but also whether liberalism itself is the occultsource of this outcome. This paper delves into this by offering a post-nationalcontextualisation and partial critique of Renato Cristi’s 1984 and 1998scholarship on Hayek’s decisionism. The aim is to investigate the relationshipbetween liberal thought and wealth inequality in light of the global-order projectand crisis in democratic decision-making procedures. This will uncover a clearzone of interaction between Hayek’s notion of legal liberty and Schmitt’ssovereignty that was not spotted by Cristi and that will shed new light on thedehumanising and inegalitarian essence of the universalisation of liberalism andits notion of ‘civilised economy’.

Bali Island is known not only for its culture and flourish of nature, but it is also for its traditional architecture which is embedded by the traditional philosophies including Tri Hita Karana, Tri Angga, Tri Loka etc. The Indigenous villages, as rural settlements, disclose their Indigenous traditions and values of Balinese culture and architecture which have been inherited from generation to generation. Many scholars have documented the Indigenous villages of Bali in relation to the nature, socio-culture, norms, as well as its architecture. In this paper, through an extensive literature review, and the use of observation, interview and documentation of extant Indigenous villages in Bali, the author explores how the village pattern is relational to the housing pattern in the Indigenous villages in Bali within the landscape that is Bali Island.

 Housing, employment and economic conditions in many nations have changed greatly over the past decades. This paper explores the ways in which changing housing markets, economic conditions and government policies have affected vulnerable individuals and households, using Australia as a case study. The paper finds a substantial number and proportion of low income Australians have been affected by housing and employment that is insecure with profound implications for vulnerability. Importantly, the paper suggests that in Australia the economic gains achieved as a consequence of mining-related growth in the early 2000s were translated as greater employment security for some on low incomes, but not all. Enhanced access to employment in this period was differentiated by gender, with women largely missing out on the growth in jobs. For the population as a whole, employment gains were offset by increased housing insecurity as accommodation costs rose. The paper finds low income lone parents were especially vulnerable because they were unable to benefit from a buoyant labour market over the decade 2000–2010. They were also adversely affected by national policy changes intended to encourage engagement with paid work. The outcomes identified for Australia are likely to have been mirrored in other nations, especially those that have embraced, or been forced to adopt, more restrictive welfare and income support regimes.
