Information infrastructures are an eclectic mix of open and closed networks, private and public systems, the Internet, and government, military, and civilian organisations. Significant efforts are required to provide infrastructure protection, increase cooperation between sectors, and identify points of responsibility. The threats to infrastructures are many and various, and are increasing daily: information warfare, hackers, terrorists, criminals, activists, and even competing organisations all pose significant threats that cannot be sufficiently dealt with using the current infrastructure model. We present a National Information Infrastructure model that is based on defence against threats such as information warfare.

Computer-aided design decision support has proved to be an elusive and intangible project for many researchers as they seek to encapsulate information and knowledge-based systems as useful multifunctional data structures. Definitions of ‘knowledge', ‘information', ‘facts', and ‘data' become semantic footballs in the struggle to identify what designers actually do, and what level of support would suit them best, and how that support might be offered. The Construction Primer is a database-drivable interactive multimedia environment that provides readily updated access to many levels of information aimed to suit students and practitioners alike. This is hardly a novelty in itself. The innovative interface and metadata structures, however, combine with the willingness of national building control legislators, standards authorities, materials producers, building research organisations, and specification services to make the Construction Primer a versatile design decision support vehicle. It is both compatible with most working methodologies while remaining reasonably future-proof. This paper describes the structure of the project and highlights the importance of sound planning and strict adhesion to library-standard metadata protocols as a means to avoid the support becoming too specific or too paradigmatic.

Management control system of an organization is the structured facet of management, the formal vehicle by which the management process is executed. In most organizations, systems exist for planning, organizing, directing, controlling and motivating. Depending on the level of appropriateness and quality of the management control systems, the task of management is either facilitated or hindered. The end goal of a management control system is achieving organizational objectives. Because employees (agents) do not always give their best efforts for achieving organizational objectives, management control systems need to strive for aligning goals of agents (e.g., employees, subordinates) with that of principals (e.g., senior management, owners). Agency theory and its extension, principal agent model, provide insights to the problem of goal congruence and suggest remedies, at least in the Western cultural context. Whether the agency theory presumptions, predictions and prescriptions are universally applicable is an important issue in management. Their validity in different cultural contexts is largely unknown. The available literature to date indicates the possibility that agency theory may not be valid in non-western cultures. However, further empirical research is needed in non-western cultures to shed more light to this issue.

This paper reports part of a study that examines how members of a senior management team in a public sector organisation make decisions under urgency. Four regional managers, who are geographically dispersed around New Zealand were interviewed, either face-to-face or via telephone, regarding their experiences of decision making under urgency.

Preliminary results indicate that only three out of a possible seven steps of a conventional decision making process are used during the urgent decision making process. The study also shows that participants do not fully utilise the information and communication technology available during the decision making process. The implications the findings have for practice and research are discussed.

Over the last few years, perceptions of the importance of eHealth have increased rapidly, together with the use of IS&T in the delivery of health and social services. Although “e” approaches to health and social services have much potential, they are not panaceas, and the use of new technologies in improving the efficiency and effectiveness of such systems cannot be considered in isolation from their wider context. eHealth systems remain complex socio-organisational systems and, as we will argue and illustrate through this case study, require that a balanced approach to feasibility and desirability analysis be taken.

The case study in this paper describes a feasibility study into the potential effectiveness of a smartdevice-based electronic data collection and payment system which was proposed for the provision of disability services. A key finding of the study was that the most significant impediment to such a system was the highly diffused, fragmented, interlocking organisational structure of the social service administration itself. Rather than raise issues specific to the implementation or diffusion of new technologies in designing e-health services, it raised issues associated with decision making and control in such an environment, and with the design of the underlying organisational system: for service provision, the level of detail required in the service data, and the locus of decision-making power among the stakeholders.

In our account we illustrate the existence of multiple, incommensurate but valid perceptions of the human service provision problem, and discuss the implications for developers or managers of information systems in the arena of e-health or governance. We examine this environment from sociological and information systems perspectives, and confirm the usefulness of socio-organisational approaches in understanding such contexts.

With the convergence of paper to electronic, the health industry is relying more on technology to maintain and update the well-being of patients. This reliance on technology requires an acute level of protection from
unwanted technological disasters and/or human threats. Research shows insufficiencies with the implementation and use of security controls; as well as current analysis methods lacking the techniques to analyse technical and social aspects of security. The aim of this paper is to introduce an information security evaluation methodology for health information systems based on UML.

Strategy is a political act, and yet that has received very little attention in IS strategy research. The purpose of this paper is to explore the mixes between politics, power and strategy using a case study of implementation of a Student Administration System. This takes Strategic Information Systems out of the realm of the purely socia-technical view of information systems and moves it into a dimension which deals with the real social interactions that occur within organisations as a result of the implementation of a strategy in the form of a Student Administration System. This case study shows the power struggles, primarily by two Senior Executives and the users of the information system. The discourse behind this project was initially to create uniformity across a system therefore enabling more than 30 universities around Australia to move from a diversified system to a centralized system. It was through this resistance and through their positions that the two Senior Executives were able to create the discourse that framed many of the decisions and implementation of the system. There eventually became an acceptance that it was for the social good of the University that the Student Administration System was adopted across the University of Australia.

Critical Information Infrastructure (CII) has become a priority for all levels of management, It is one of the key components of efficient business and business continuity plans. There is a need for a new security methodology to deal with the new and unique attack threats and vulnerabilities associated with the new information technology security paradigm. Critical Information Infrastructure Protection - Risk Analysis Methodology
(ClIP-RAM), is a new security risk analysis method which copes with the shift from computer/information security to critical information infrastructure protection. This type of methodology is the next step toward handling information technology security risk at all levels from upper management information security down to firewall configurations. The paper will present the methodology of the new techniques and their application to critical information infrastructure protection. The associated advantages of this methodology will also be discussed.
