The neglect of racism as an ethical issue in health care

Race and racism has been increasingly implicated in known disparities in the health and health care of racial, ethnic and cultural minorities groups. Despite the obvious ethical implications of this observation, racism as an ethical issue per se has been relatively neglected in health care ethics discourse. In this paper consideration is given to addressing the following questions: What is it about racism and racial disparities in health and health care that these command our special moral scrutiny? Why has racism per se tended to be poorly addressed as an ethical issue in health care ethics discourse? And why, if at all, must racism be addressed as an ethical issue in addition to its positioning as a social, political, cultural and legal issue? It is suggested that unless racism is reframed and redressed as a pre-eminent ethical issue by health service providers, its otherwise preventable harmful consequences will remain difficult to identify, anticipate, prevent, manage, and remedy.

Some of my students are prisoners : issues and dilemmas for social work educators

Higher education recruitment principles and procedures which seek to redress social exclusion have inadvertently resulted in the authors discovering that some of their students are incarcerated. Notwithstanding the important logistical issues which may emerge as a consequence of accepting prisoners into a programme of social work education, it would seem that the inclusion of prisoners is symbolic of a fundamental difference in philosophy with a risk management stance which expects that social work educators act as gatekeepers to the profession, especially in respect of students with criminal convictions.

Risk management and ethical environment : effects on internal audit and accounting control procedures

This study examines the impact of the scope of risk management and ethical environment on internal audit activities and the quality of accounting control procedures (ACPQ). The conceptual framework for the study is guided by COSO’s frameworks on internal controls and enterprise risk management and data from a questionnaire survey of 64 Australian firms are analysed using a structural equation model. The results of the study support that (1) internal audit activities have a significant intervening effect on the relationship between the scope of risk management and ACPQ, and (2) a direct and positive relationship exists between ethical environment and ACPQ. Our findings suggest that widening the scope of risk management activities do not directly improve ACPQ, but that it leads to more extensive internal audit activities and in turn such activities promote better ACPQ. Further, the results indicate that fostering a more ethical environment directly leads to higher ACPQ. These results have implications for the design of internal controls, namely with respect to the role of internal audit activities and ethical environment in enhancing ACPQ.

Is groin injecting an ethical boundary for harm reduction?

Background
Femoral vein (or groin) injecting by street drug users is an emerging public health issue in the UK. It has been proposed that groin injecting is becoming normalised among UK injecting drug users (IDUs), yet harm reduction strategies are currently piecemeal and some may be crossing the boundary of responsible provision of information. This paper discusses the interventions available to service providers dealing with groin injecting and explores the utility of ethical frameworks for informing service provider decisions.

Methods
Methods analysis of possible service provider responses using White and Popovits’ ethical decision-making framework.

Results
The use of ethical frameworks suggest that different types of groin injectors should receive different interventions. Injectors for whom the groin is a site of ‘last resort’ should be given information about how to inject there less dangerously, whereas ‘convenience’ groin injectors should be actively encouraged to inject elsewhere.

Conclusion
Groin injecting is a behaviour which represents a boundary for some harm reduction practices (such as providing ‘how to’ booklets to all injectors) as well as being an argument for more complex and environmentally appropriate harm reduction responses such as drug consumption rooms and training IDUs to maintain healthier injecting sites.

Socio-ethical issues for expertise location from electronic mail

Knowledge workers frequently lack sufficient expertise to perform work effectively. This paper describes a recently developed expertise locator system based on automated key-phrase identification of experts from electronic mail (e-mail) messages. The paper provides an analysis of the key socio-ethical challenges involved in the implementation and use of the e-mail expertise locator system. Findings include a set of complex socio-ethical challenges, and their managerial and theoretical implications are discussed. The paper highlights possible sensitivities of employees with respect to their potential identification by the system as domain experts. It also highlights the potential for employee misuse of e-mail expertise locator systems, which must be carefully managed to reduce the risks involved.

Scandal, censorship and representation in the online world : an ethical conundrum

This research begins by examining the foundation issues of content censorship from a literary perspective and then proceeds in comparison to discuss the issues of online content appropriateness and whether the same censorship principles of literature are transitional to the online world. Currently, uncertainty exists in how to tackle this issue as there appears to be a lack of formal rules or suggested guidelines applied to the content appropriateness, management and availability of online material. Therefore, where does the onus of online content censorship exist in this medium? Or is it left to the ethical and moral standards of the material source/creator, online access provider or the cultural ethics of the wider community to adjudicate?

Community development and environmentalism : the dilemmas of being a good ecological citizen

This paper explores some of the dilemmas in operating as both a good community development practitioner and a good ecological citizen. It begins with a brief casestudy of an experience of community development engagement with nongovernment organisations (NGOs) concerned about illegal logging in a South East Asian country. This is followed by a discussion of the different ways of understanding and evaluating the threats to the natural environment today and the various strategies that might be invoked. The paper then considers why operating as a 'good ecological citizen' can be a challenging task for community development practitioners and it discusses some ways forward.

Ethical, economic and efficient sector : is it a gamble? The case of New Zealand Health

The New Zealand public sector has gone through major reform as a result of fiscal deficit in 1984 (KettI, 1997; Schwartz, 1997), resulting in shift of emphasis from quality service provision to establishing financial supremacy (Kettl, 1997). This raises concern as to how public sector employees are attaining balance between their service objectives with financial ones and how is the ethics negotiated in this process. Following this concern, this paper focuses on determining the organisational variables consisting of organisational policies in the District Health Boards (DHBs) and hospitals of New Zealand on ethical behaviours of managers and the ethical climate of these departments. The aim of this study is to increase our understanding of the ethical climate of the public health. Our findings suggest that little emphasis has been provided to the aspect of ethics in New Zealand health sector. There is no reward for employees who exhibit exemplary ethical behaviour, no hot line to consult/report about ethics, any detailed guidelines and policies, and not enough ethics-related training provided to staff.

Security and ethical issues in the virtual world of Second Life

In recent times, Virtual Worlds such as Second Life have generated substantial publicity due to the participation of Fortune 500 companies, and other public and private organisations. As practitioners continue to discuss how organisations could derive business value from Virtual Worlds, new security and ethical issues in Virtual Worlds have emerged to challenge Virtual World users and stakeholders. This paper discusses privacy, intellectual property and a host of other security and ethical issues in Virtual Worlds. It contributes to practice and research by (i) providing insight into emerging security and ethical issues in Virtual Worlds, (ii) analysing the implication of these issues, within and beyond Virtual Worlds, and (iii) raising awareness on security and ethics among Virtual World users and stakeholders.

Designing ethical systems for online systems

Ethics is an important element in all aspects of Information Systems (IS), from the design, operation and delivery of such systems. Most research has focused upon traditional IS system design and the associated ethical issues. There are many aspects of ethics that can impact the design and operation of Information Systems, but online system design is often overlooked. The paper will focus upon a design approach that allows for the design on online systems and considers the ethical issues. The approach was developed and validated in regards to a tertiary environment.

The Wikipedia : experts, expertise and ethical challenges

Participatory models are replacing the traditional models of experts and expertise that are based on individuals, their credentials and domain experience. The Wikipedia is a well-known and popular online encyclopedia, built, edited and administrated by lay citizens rather than traditional experts. It
utilises a Web-based participatory model of experts and expertise to enable knowledge contributions and provide administration. While much has been written about the Wikipedia and its merits and pitfalls, there are important ethical challenges stemming from the underlying Wikipedia model. Ethical concerns are likely to be important to Wikipedia users, however as yet, such
concerns have not been systematically explored. By reviewing and synthesising existing literature, this paper identifies six key ethical challenges for existing and potential Wikipedia users, stemming
from the underlying Web-based participatory model of experts and expertise. Important implications arising from the findings are also discussed.

Ethical evaluations and behavioural intentions of early career accountants : the impact of mentors, peers and individual attributes

This study examined how mentoring support, peer influence and individual attributes of early career accountants (ECA) influence their ethical evaluations and behavioural intentions. Respondents indicate that their evaluation of the seriousness of the ethical conflict is affected by the perceived standard of ethical conduct of their peers, their personal ethical orientation, the extent of ethics education at university, and gender. ECAs' evaluation of a senior colleague's unethical behaviour is affected by mentoring support and the perceived standard of ethical conduct of peers. In terms of ECAs' willingness to contact accounting professional bodies for ethical advice, the size of the accounting firm and the extent of their ethics education at university are significant factors. Furthermore, the likelihood of respondents choosing a more ethical decision is correlated with his or her individual ethical orientation and the extent of ethics education at university.

Accountability and dignity : ethical issues in forensic and correctional practice

Our aim in the special issue is to address some of the more abstract and fundamental ethical problems evident in the criminal justice system and to inquire into their significance for those individuals who assess and deliver rehabilitation programs to offenders. In order to provide an appropriate theoretical framework for an investigation of ethical concerns in the forensic and correctional practice domains, we first outline an ethical framework that is intended to help practitioners reflect systematically on their practice [Ward, T., & Syversen, K., (2009). Vulnerable agency and human dignity: An ethical framework for forensic practice. Aggression and Violent Behavior, 14, 94–105]. Second, we explicitly examine the relationship between two normative frameworks evident within the criminal justice system, punishment and rehabilitation, and inquire into their relationship. Finally, we briefly describe each of the papers comprising the special issue.
