This paper examines cross-sector engagement by drawing on a case study of a successful R&D project which involved an Australian Cooperative Research Centre (with CSIRO as a partner), and the eyecare products company Ciba Vision. This project resulted in the market launch of an extended wear contact lens, a break-through product. The engagement process moved through two phases. In an initiation phase, partner reputation and the potential for complementary resources were important in the partnering decision. In an engagement phase, the partners built a relationship and focused on the tasks to be completed. In doing so, they made a number of credible commitments to the venture (most notably to jointly assign project intellectual property between the public and private sector partners), developed a trusting relationship, adopted a disciplined and effective project management approach, learned the capability for cross-sector collaboration management, and put much effort into fostering communication to facilitate team building and the task focus. The management approach taken lead to a positive experience of the project among the partners, and this was positively associated with tangible project outcomes. Such collaborations may persist across projects, but in a disengagement phase negotiations on the conditions of exit may be required. It is concluded that to build a successful cross-sector collaboration requires interpersonal engagement within and across the organizations involved.

As a key element in Australia's national innovation system, public sector organizations, such as universities and public-funded research agencies, have increasingly become involved in R&D collaborations with firms. Government policy has encouraged this cross-sector collaboration, and in the most recent policy "act" has focused on the commercialisation of research findings (through which R&D outputs are translated into marketable commodities) and has encouraged public sector organizations to become more directly involved in this activity. But while the policy rhetoric has contributed to a discourse of marketization, through which cultural change in the research performing organizations is both promoted and legitimised, there are other voices in the unfolding policy drama which point to the complex and multifaceted nature of commercialisation in national economies. These countervailing voices emphasise the multiple roles that public sector organizations play in national innovation systems, and this introduces organizational role ambiguity into the discourse leading to confusion among the research performing actors. It is concluded that, given the complex and subtle nature of innovation processes, the traditional dichotomy between applied (or commercially-focused) research and "public good" research is no longer tenable nor helpful in the policy debates.

Panel unit root and stationarity tests without structural breaks suggest that for eight Pacific island economies real gross domestic product (GDP) per capita contains a unit root. The panel stationarity test that accommodates structural change in the trend function, however, finds evidence in favour of regimewise trend stationarity. This result points to the importance of taking structural breaks into account. The finding implies that, for the period considered, the permanent secular component of output is dominated by transitory fluctuations accompanied by infrequent changes in the trend function. The only exceptions are Fiji and Kiribati, for which individual stationarity tests with multiple structural breaks suggest that real GDP per capita contains a unit root.

This article examines the export-led growth and import-led growth hypotheses for a panel of Pacific island countries—namely, Fiji, Papua New Guinea, Solomon Islands, Tonga and Vanuatu—for the period 1982–2004. The modelling is performed using a panel unit root, panel co-integration and panel Granger causality approach. We find bi-directional Granger causality for the panel of Pacific island countries between exports and economic growth, imports and economic growth, and exports and imports. The results suggest that the poor growth performance of many Pacific island countries reflects their poor export performance; however, if the supply-side constraints on exports are removed, there could be a virtuous cycle between economic growth and exports.

Cultural landscapes are intended to increase awareness that heritage places (sites) are not isolated islands and that there is an interdependence of people, social structures, and the landscape and associated ecological systems. The paper explores whether the recognition of the 1992 World Heritage Cultural Landscape categories, the IUCN Protected Landscapes and the 2005 merging of cultural and natural criteria for World Heritage purposes have been effective in bridging the gap between culture and nature philosophically and in practice. With particular reference to opportunities presented in the Asia-Pacific region, where traditionally culture and nature are not regarded as separate, people are part of nature, the paper will further critically review the nature–culture link and its implications for North American-style national parks where cultural associations may not be seen to be necessary or even desirable. It suggests the imperative of highlighting and respecting in heritage nominations and inscriptions deep cultural associations of traditional communities with natural sites and implications for management to protect cultural and biological diversity and the need for thematic studies.

Australia has experienced difficulties engaging with Asia-Pacific regional integration. Despite Australian attempts to punch above its weight in regional forums and to be a regional leader, it is still not regarded as a full member or as quite fitting into the region. It is an ‘awkward partner’ in the Asian context, and has experienced the ‘liminality’ of being neither here nor there. The former Rudd government’s proposal for an ‘Asia Pacific Community’ (APC) by the year 2020 was a substantive initiative in Australia’s ongoing engagement with Asia. It has, however, attracted a high level of criticism both at home and abroad. The main critical analysis of the proposal has focused on institutional building or architecture, or its relationship with existing regional institutions, but overlooks a host of often fraught questions about culture,
norms, identities, and international power relations. The APC concept needs to be scrutinized in terms of these questions with a critical eye. This paper examines the cultural, cognitive, and normative dimensions of Rudd’s proposal. It analyses four dilemmas or awkward problems that the APC faces.

Information Systems (IS) research is characterized by plurality of methodologies, perspectives and contexts giving rise to various communities within the discipline. Studies of IS communities in North America, Europe and Asia-Pacific highlight the cognitive diversity, institutional distribution and research themes based on geography. While regional variations have been acknowledged, the debate on the identity and status of IS is on-going. In this paper we conduct an exploratory study of the IS research paradigm in India and contribute to IS discipline studies by bringing in the India perspective. We analyse the ‘cognitive’ and ‘behavioural’ legitimacy of IS discipline in India based on interviews conducted with Indian business school professors from IS and non-IS disciplines. The focus of the study is to understand the current state of IS research community in India. We find a need to establish a ‘collective identity’ of IS research in India, which will benefit both the Indian and larger IS community to work on unique research possibilities presented by the socioeconomic context of India.

This chapter discusses research undertaken into the developmental role of museums and heritage sites in Thailand and the Greater Mekong Subregion, a geographical area that also includes Cambodia, Laos PDR and Myanmar. It contextualizes an international project, the Lampang Temples Project, to explore the potential role that museums and heritage sites can play in place-based development work, particularly in an Asian context where sacred places are simultaneously valued by local members of the community and as desinations for religious pilgrims and international tourists. The discussion of the Lampang Temples Project is located within an understanding of the international discourse concerning the roles of museums in development, including those contributions to the discourse that have originated in the Asia-Pacific region. It is also situated within an understanding of the roles of international agencies and local governments in the promotion of programmes and infrastructure for the preservation of Buddhist heritage and the relationship of this development strategy with tourism. Furthermore, due to the participatory and observational experience of the authors in the Lampang Temples Project, the chapter also considers the issues involved in applying cross-cultural pedagogies to the management of cultural tourism sites, including UNESCO World Heritage Sites. The results of the Lampang Temples Project support the contention that colaborative training models and pedagogies can be adapted, provided that differing cultural contexts and suppositions are appropriately articulated and integrated. Further, it suggests that this type of collaborative approach to the management of cultural tourism sites has the potential to play an important role in Buddhist heritage development processes.

The Politics of Timor-Leste explores the critical issues facing the Asia-Pacific's youngest nation as it seeks to consolidate a democracy following years of international intervention. The authors study the challenges that have burdened the state since it broke from Indonesia amid the violence of 1999 and formally achieved full independence in 2002. They assess the notable accomplishments of Timor-Leste’s leaders and citizens, and consider the country’s future prospects as international organizations prepare to depart. A close study of Timor-Leste sheds light on ambitious state-building projects that have been initiated, with varying success, across the globe.

Contributors to this volume map the nation’s recent political evolution through studies of its constitutional debates, political parties, and foreign policy responses to powerful neighbors. They address the social and economic conditions that complicate Timor-Leste’s political development, such as gender discrimination, poverty, corruption, and security-sector volatility. The contemporary history of Timor-Leste reflects the experiences of many postcolonial and developing countries that have sought to establish a viable state following conflict and a declaration of independence. This small nation has been the subject of five consecutive UN missions with varying mandates. The Politics of Timor-Leste ought to serve as a key source for comparative postcolonial studies and a guide to future trends in international state-building and assistance.

The report, for Asialink at the University of Melbourne, reports the findings of the Asialink Commission, which examined Australia's relations with Southeast Asia. It argues that, at a time of shifting power relations in the Asia-Pacific region, Australia take a more multilateral approach by orienting its foreign and trade policies towards Southeast Asia. By committing more attention to the Southeast Asia region, Australia will enhance its relationships with the region's two principal powers, the United States and China.

This is a project sponsored by the Asia Pacific Association for Gambling Studies (APAGS) and supported by funds from the MSAR’s Bureau of Gambling Inspection and Coordination (DICJ). The research team comprises as Chief Investigators: Prof. Zhidong Hao of the University of Macau; Prof. Linda Hancock of Deakin University, Australia, and Prof. William Thompson, University of Las Vegas (UNLV). The project research was conducted between the end of December 2012 and July 2013.
The starting point for the research was to select four out of the six casino companies licensed to operate in Macau that also operate transnationally, that is, either in Las Vegas or Melbourne. Hence, the Venetian, Wynn, MGM, and the Melco-Crown Entertainment are the focus of research. The main objectives of the project are to explore how responsible gambling is framed in each of the three jurisdictions (Macau, Las Vegas and Melbourne); how it is approached cross-jurisdictionally by each of the companies; and to assess current approaches within a broader comparative context against international best practice. The research explores Responsible Gambling measures taken by a range of stakeholders including the government/regulators in each of the three jurisdictions, casino managements, problem gambling counselling services, unions and community organizations. The research emphasizes what problems prevail, and the implications of this research for enhancing Responsible Gambling in Macau.

The increase in the incidence of food allergy is a growing problem for the western world. This review will focus on the findings from several macromolecular epithelial transport experiments and drug permeability studies to provide a recent comprehension of food allergen intestinal epithelial cell transport and the allergen-epithelial relationship. Specifically, this review will aim to answer whether allergens can permeate the intestinal barrier directly via intestinal epithelial cells, and whether this mode of transport affects downstream immune reactions. By improving our understanding of the interactions which take place during exposure of food allergens with the intestinal epithelium, we can begin to understand whether the epithelial barrier plays a major role in the allergic sensitization process rather than simply restricting the entry of allergens to the underlying lamina propria.

The subject of my lecture is Australian-Japanese relations since the end of the Second World War, but I’m keen to explore these relations in the context of ideas, efforts and practical results in relation to collaborative and other efforts towards regionalism in the Asia Pacific. My general argument is that, on the one hand, Australian-Japanese relations have developed with a strength that would have been hard to imagine in 1945, and with an important focus on regional growth and security. The incremental steps taken may have been small and at a steady pace but, given the legacy of deep scars resulting from the Second World War and given the limitations on the defence aspects of Japan’s postwar involvement in regional affairs (ie the self defence requirement of the Constitution and the practice of spending not more than one per cent of Gross National Product on defence), these have been very successfully negotiated steps. On the other hand, there are some opportunities for greater joint leadership in the region which may or may not be realized. The incremental steps took place in difficult and changing circumstances; and what I would like to do now is remind us of how many unknowns attached to what might happen in Australian- Japan relationships after the Second World War, partly because there were so many unknowns about how the post-war international order would settle, and partly because Australian-Japanese relations started from such a desperately low point. I will try to walk through some of the key features of different periods, as I see the periodisation logically falling out after the war, and draw some thoughts together in relation to more recent initiatives on regional and bilateral co-operation. My training is as a historian, and that shapes the way this lecture works, and for most of my career I have been an Australian historian of international relations, looking particularly at Australia’s changing role in world affairs, and that is also likely to show in what follows-possibly at the expense of greater detail from Japanese perspectives. But I hope you will understand that, and also the limitations involved in trying to paint with a broad brush on a huge historical canvas.

Concepts about space and time, such as the Asia-Pacific and the Asian Century, are not articulated lightly in international relations discourses. When a spatial or temporal term comes into vogue, it often comes with political connotations and policy implications. This is the context in which we ought to consider the making of the spatial term Indo-Pacific, which has recently made it into the lexicon of official speeches, think-tank reports, government white papers and scholarly works. While many pundits and practitioners are embracing this new formulation, others cast doubt on its usefulness or even question its actual existence. Yet, despite its sudden stardom in foreign policy circles and some debate around its policy implications, how the Indo-Pacific as a political spatial concept came about has not been well understood.To address this gap, this chapter will first briefly survey the Indo-Pacific debate and examine how the debate has not paid adequate attention to the issue of the Indo-Pacific as a discursive construct. It then turns to how the United States, Australia, Japan, India and China together contribute to the formation of this concept amid ongoing geopolitical anxieties about the shape and trajectory of future Asian regional order. While acknowledging China's role in this constitutive process, I argue that as a discursive construct the Indo-Pacific has been motivated primarily by geopolitical anxieties about a perceived emerging regional order dominated by China. Driven by such anxieties, the concept is not an innocent description of a natural region out there; it has the potential of fuelling regional rivalries and exacerbating security dilemmas. Given its possible destabilising consequences, the chapter concludes with a call for a critical reimagination of this now increasingly accepted term.
