For several decades,Singapore has experienced a high rate of outbound degree mobility with around 1 in 10 higher education students currently studying outside the country according to UNESCO figures. Singapore’s successful economic development strategy, which has seen it become a key Asian hub for knowledge-intensive industries for internationalized services, has benefited from the presence of large numbers of graduates who have been educated abroad. However, significant numbers of Singaporean students do not return home after their studies, and since the late 1990s, the government has expressed concern about the resulting “brain drain.” This article examines four strategies that have been used by the Singapore government to address this concern: reducing the number of outbound students through improvements to domestic study options, promoting the return of graduates after their studies, engagement with the Singaporean diaspora, and recruitment of incoming international students into the workforce. While data are limited, the measures adopted to support each of these approaches appear to have had some success over the past decade. While the circumstances of each sending country vary, the case of Singapore is illustrative of the types of practical measures that are effectively adopted by governments to moderate the negative impacts of student emigration.

There are many excellent publications outlining features of assessment and feedback design in higher education. However, university educators often find these ideas challenging to realise in practice, as much of the literature focuses on institutional change rather than supporting academics. This paper describes the conceptual development of a practical framework designed to stimulate educators’ thinking when creating or modifying assessments. We explain the concepts that underpin this practical support, including the notions of ‘assessment decisions’ and ‘assessment design phases’, as informed by relevant literature and empirical data. We also present the outcome of this work. The Assessment Design Decisions Framework. This provides key considerations in six categories: purposes, contexts, tasks, interactions, feedback processes and learning outcomes. By tracing the development of the Framework, we highlight complex ways of thinking about assessment that are relevant to those who design and deliver assessment to tertiary students.

BACKGROUND: In the United States, disparities in health literacy parallel disparities in health outcomes. Our research contributes to how diverse indicators of social inequalities (i.e., objective social class, relational social class, and social resources) contribute to understanding disparities in health literacy.

METHODS: We analyze data on respondents 18 years of age and older (N = 14,592) from the 2003 National Assessment of Adult Literacy (NAAL) restricted access data set. A series of weighted Ordinary Least Squares (OLS) regression models estimate the association between respondent's demographic characteristics, socioeconomic status (SES), relational social class, social resources and an Item Response Theory (IRT) based health literacy measure.

RESULTS: Our findings are consistent with previous research on the social and SES determinants of health literacy. However, our findings reveal the importance of relational social status for understanding health literacy disparities in the United States. Objective indicators of social status are persistent and robust indicators of health literacy. Measures of relational social status such as civic engagement (i.e., voting, volunteering, and library use) are associated with higher health literacy levels net of objective resources. Social resources including speaking English and marital status are associated with higher health literacy levels.

CONCLUSIONS: Relational indicators of social class are related to health literacy independent of objective social class indicators. Civic literacy (e.g., voting and volunteering) are predictors of health literacy and offer opportunities for health intervention. Our findings support the notion that health literacy is a social construct and suggest the need to develop a theoretically driven conceptual definition of health literacy that includes a civic literacy component.

The purpose of this paper is to examine how Regulatory Impact Assessment (RIA) can contribute to decision-making processes of Official Development Assistance (ODA) loans and grants. The point of departure for the discussion is the phenomenon that RIA, within a context of ODA, is applied by International Finance Institutions mainly in the context of Development Policy Loans, to introduce or strengthen country systems for Regulatory Impact Assessment. However, ODA grants, and loans, particularly when specific policy or regulatory conditions are attached to them, significantly impact economic and social conditions within the beneficiary country. This article examines what role RIA can play in facilitating a coherent decision-making process affecting the ODA allocation within a context of conditionalities requiring the introduction of new, or changes to existing, policies and regulations. The discussion considers the nexus between development aid effectiveness, conditionality and ownership, and RIA. The article argues a justification for applying RIA to ODA loans and grants which carry regulatory and policy conditionalities.

The issue of boys' education continues to dominate the gender agenda in Australian Education. Whilst concerned with the direction much of this debate has taken, we recognise that there are issues for some boys stemming from the ways in which certain masculinities have been valorised within the various communities that different boys inhabit. This paper will draw on a range of voices from schools to stress the importance of providing boys with curricula, pedagogies and assessment tasks that provide them with opportunities to explore and critically analyse their personal experiences of what it means to be 'masculine'. We argue that such an approach to boys' education has to avoid treating boys as 'disadvantaged' and instead has to be cognisant of the complexities surrounding gendered relations of power operating within boys' various communities. We suggest that the productive pedagogies framework provides an avenue through which such an approach to boys' education can be taken up in schools. We are mindful, however, that the gender just enactment of this pedagogical framework requires that teachers draw on key threshold knowledges about gender, masculinity and schooling. We present some of these knowledges and demonstrate their imperative in moving beyond reinscription to transformation of the gendered relations that constrain boys' and girls' schooling experiences.

Digital forms of participation with significant places, such the Sydney Opera House, are increasing. What can they reveal about communities of this World Heritage site? How do contingent forms of participation evidence the interconnectedness of tangible, intangible and digital forms of cultural heritage? Critical heritage scholars assert that social value is a central issue in cultural heritage. In an Australian context, ‘social value’ is used to denote the significance that communities have for places of cultural heritage. Unlike other forms of place-significance such as scientific, historic or aesthetic values, the assessment of social value is complex and difficult to evidence. This theoretical paper explores participation in place through two digital instances, buying a real tile on eBay and a virtual one on Own Our House a crowdfunding venture by the Opera House Trust. The paper seeks to reveal the way in which such online artefacts demonstrate how cultural significance is entangled in the everyday and the individual experience. It argues that these seemingly insignificant moments of participation are implicated in the personal and the emotional by connecting work within critical heritage studies with the work of media scholar Jose van Dijck. Then the paper reflects on the way in which these everyday forms of participation through digital technologies disrupts and complicates established ideas about communities upon which local, state, national and international heritage systems are based.
