This thesis examined whether wikis, online lectures and Drupal could be used to support community, culture and collaboration in an e-Learning environment. A series of information technology usability studies informed the iterative development of the technologies, culminating in a framework for implementing e-Learning technologies to support community, culture and collaboration.

“… university libraries, while differing in the specifics of their goals, generally embrace the obligation to collect, preserve, and make available primary source materials for both current scholarship and future research” (Hewitt 1998).

This paper explores some of the challenges faced by the Fryer Library, the special collections branch of the University of Queensland Library responsible for manuscripts and pictorial materials, as well as theses and rare books. The challenges are not dissimilar to those being met by other cultural agencies or institutions as well as other academic libraries. The challenges covered include collection development, access and preservation, making appropriate responses to the research imperative, as well as promotion of services and collections, and servicing the community at large. The paper outlines the research library context and concludes with experiences of cross-sectoral collaborations and future opportunities.

Background: There is growing evidence that community-based interventions can reduce childhood obesity in older children.
Objective: We aimed to determine the effectiveness of the Romp & Chomp intervention in reducing obesity and promoting healthy eating and active play in children aged 0–5 y.
Design: Romp & Chomp was a community-wide, multisetting, multistrategy intervention conducted in Australia from 2004 to 2008. The intervention occurred in a large regional city (Geelong) with a target group of 12,000 children and focused on community capacity building and environmental (political, sociocultural, and physical) changes to increase healthy eating and active play in early-childhood care and educational settings. The evaluation was repeat cross-sectional with a quasiexperimental design and comparison sample. Main outcome measures were body mass index (BMI), standardized BMI (zBMI; according to the Centers for Disease Control and Prevention 2000 reference charts), and prevalence of overweight/obesity and obesity-related behaviors in children aged 2 and 3.5 y.
Results: After the intervention there was a significantly lower mean weight, BMI, and zBMI in the 3.5-y-old subsample and a significantly lower prevalence of overweight/obesity in both the 2- and 3.5-y-old subsamples (by 2.5 and 3.4 percentage points, respectively) than in the comparison sample (a difference of 0.7 percentage points; P < 0.05) compared with baseline values. Intervention child-behavioral data showed a significantly lower intake of packaged snacks (by 0.23 serving), fruit juice (0.52 serving), and cordial (0.43 serving) than that in the comparison sample (all P < 0.05).
Conclusion: A community-wide multisetting, multistrategy intervention in early-childhood settings can reduce childhood obesity and improve young children's diets. This trial was registered with the Australian Clinical Trials Registry at anzctr.org.au as ACTRN12607000374460.

The study explored how African migrant communities living in North-West Melbourne, Australia, conceptualise and interpret the Australian food system from an intergenerational perspective and how this impacts on their attitudes and beliefs about food in Australia. Using a qualitative approach that involved 15 adolescents and 25 parents, the study found significant intergenerational differences in four themes that characterised their new food environment: (1) an abundance of cheap and readily available processed and packaged foods, (2) nutrition messages that are complex to gauge due to poor literacy levels, (3) promotion of a slim body size, which contradicts pre-existing cultural values surrounding body shapes and (4) Australian food perceived as being full of harmful chemicals. In order to develop effective culturally competent obesity prevention interventions in this sub-population, a multigenerational approach is needed.

It’s Your Move! was a 3-year community-based obesity prevention project conducted in secondary schools across the Barwon-South West Region in Victoria. The project ran from 2005-2008, with five intervention schools from the East Geelong/ Bellarine Peninsula area as well as seven comparison schools.

Children and adolescents spend a substantial amount of time in school; consequently schools have been identified as a key setting for influencing their nutrition behaviour [1]. In the face of increasing obesity levels among children and adolescents, it is essential that the school environment is conducive to encouraging healthy eating.

The Food@School Resource was developed in response to baseline results from the It’s your Move! project in order to facilitate the implementation of intervention strategies around creating whole-of-school healthy eating environments. Using the Health Promoting Schools Framework, teachers and students were involved in the development and implementation of a number of initiatives and environmental changes to their school around healthy eating. This process of engagement and collaboration ensured that the interventions complemented their existing structures and support e.g. curriculum, canteen and culture. The Food@School Resource is a document to help secondary schools through the process of developing a healthy eating policy.

In order to ensure that the resource was valid beyond the confines of the It’s Your Move! schools, the Department of Human Services funded a six-month pilot project. The Food@School Resource was pilot tested in six diverse secondary schools across both rural and metropolitan Victoria as well as being expertly reviewed by Home Economics Victoria.

Active transport bridges many shared concerns in the public health and transport sectors. To positively affect opportunities for active transport, public health and transport professionals are engaging with other sectors, including urban planning, housing, recreation, retail, education, and employer groups. A first step in such inter-sectoral collaboration is to understand the perceptions of key players in all of these sectors. This paper describes the results of structured interviews with senior and middle-level administrators from public, private, and community groups in a rapidly developing region in Queensland, Australia, to assess the perceived barriers and enablers to active transport. Key themes emerged relating to infrastructure delivery, public transport services, walk- and cycle-friendly community attributes, political leadership and government coordination, and societal travel norms and culture. There were also themes relating to limits due to resources and limited relevant technical expertise, institutional and practitioner cultures, and agencies not identifying with their roles in active transport. Policies and cross-government initiatives were seen to hold promise, including economic incentives and built environment guidelines, campaigns targeting public attitudes and opinions, and community participation in policy-making. These elements are potential keys to positively promoting comprehensive active transport initiatives among gatekeepers and leaders across different sectors.

The study aimed to understand how capacity-building was operationalised within obesity prevention projects. It clarified definitions of capacity building and identified patterns in the process of building capacity. A potential framework to guide communities to formalise and contextualise capacity building, and prioritise action for leveraging existing capacities was proposed.

Objective: Systemic inflammation is associated with both the dietary intake of magnesium, and depression. Limited experimental and clinical data suggest an association between magnesium and depression. Thus, there are reasons to consider dietary magnesium as a variable of interest in depressive disorders. The aim of the present study was to examine the association between magnesium intake and depression and anxiety in a large sample of community-dwelling men and women. This sample consisted of 5708 individuals aged 46–49 or 70–74 years who participated in the Hordaland Health Study in Western Norway.

Methods: Symptoms of depression and anxiety were self-reported using the Hospital Anxiety and Depression Scale, and magnesium intake was assessed using a comprehensive food frequency questionnaire.

Results: There was an inverse association between standardized energy-adjusted magnesium intake and standardized depression scores that was not confounded by age, gender, body habitus or blood pressure (β=−0.16, 95% confidence interval (CI)=−0.22 to −0.11). The association was attenuated after adjustment for socioeconomic and lifestyle variables, but remained statistically significant (β=−0.11, 95%CI=−0.16 to −0.05). Standardized magnesium intake was also related to case-level depression (odds ratio (OR)=0.70, 95%CI=0.56–0.88), although the association was attenuated when adjusted for socioeconomic and lifestyle factors (OR=0.86, 95%CI=0.69–1.08). The inverse relationship between magnesium intake and score and case-level anxiety was weaker and not statistically significant in the fully adjusted models.

Conclusion:
The hypothesis that magnesium intake is related to depression in the community is supported by the present findings. These findings may have public health and treatment implications.

Objective: Examine associations between parental concern about adolescent weight and adolescent perceptions of their dietary intake, home food availability, family mealtime environment, and parents' feeding practices.

Design: Cross-sectional study.

Setting: Adolescents, aged 12-15 years from 37 secondary schools in Victoria, Australia, and their parents completed surveys in 2004-2005.

Participants: 1,448 adolescent–parent pairs.

Main Outcome Measures:
Parental concern about adolescent weight; adolescent perceptions of their food intake and home food environment.

Analysis: Chi-square tests, exploratory factor analysis, independent t tests (P < .01).

Results: Although 12% of parents perceived their adolescent as overweight, 27% were concerned about their adolescent's weight (under- or overweight). Adolescents of concerned parents reported lower intakes of energy-dense snacks and less home availability of these food items, and they perceived that their parents less often listened to and considered their food preferences when shopping and cooking, than did adolescents of unconcerned parents. Concerned parents were no more likely to provide fruits and vegetables in the home or a positive family mealtime environment than unconcerned parents, at least as reported by their adolescents.

Conclusions and Implications:
Parental concern about adolescent weight was associated with lower intakes of energy-dense snacks among adolescents, less home availability of these food items, and less supportive parental feeding practices. Parents should be encouraged to listen to and consider their adolescents' food preferences, and provide supportive family mealtime environments and healthful food in the home.

Background: The rising burden of obesity in Tonga is alarming. The promotion of healthy behaviours and environments requires immediate urgent action and a multi-sectoral approach. A three-year community based study titled the Ma’alahi Youth Project (MYP) conducted in Tonga from 2005-2008 aimed to increase the capacity of the whole community (schools, churches, parents and adolescents) to promote healthy eating and regular physical activity and to reduce the prevalence of overweight and obesity amongst youth and their families. This paper reflects on the process evaluation for MYP, against a set of Best Practice Principles for community-based obesity prevention.
Methods: MYP was managed by the Fiji School of Medicine. A team of five staff in Tonga were committed to planning, implementation and evaluation of a strategic plan, the key planks of which were developed during a two day community workshop. Intervention activities were delivered in villages, churches and schools, on the main island of Tongatapu. Process evaluation data covering the resource utilisation associated with all intervention activities were collected, and analysed by dose, frequency and reach for specific strategies. The action plan included three standard objectives around capacity building, social marketing and evaluation; four nutrition; two physical activity objectives; and one around championing key people as role models.
Results: While the interventions included a wide mix of activities straddling across all of these objectives and in both school and village settings, there was a major focus on the social marketing and physical activity objectives. The intervention reach, frequency and dose varied widely across all activities, and showed no consistent patterns.
Conclusions: The adolescent obesity interventions implemented as part of the MYP program comprised a wide range of activities conducted in multiple settings, touched a broad spectrum of the population (wider than the target group), but the dose and frequency of activities were generally insufficient and not sustained. Also the project confirmed that, while the MYP resulted in increased community awareness of healthy behaviours, Tonga is still in its infancy in terms of conducting public health research and lacks research infrastructure and capacity.

Knowledge in the field of environmental health is growing rapidly. Within the context of external factors that define its boundaries, environmental health has evolved over time into a complex, multidisciplinary and ill-defined field with uncertain solutions. Many of the key determinants and solutions to environmental health lie outside the direct realm of health and are strongly dependent on environmental changes, water and sanitation, industrial development, education, employment, trade, tourism, agriculture, urbanization, energy, housing and national security. Environmental risks, vulnerability and variability manifest themselves in different ways and at different time scales. While there are shared global and transnational problems, each community, country or region faces its own unique environmental health problems, the solution of which depends on circumstances surrounding the resources, customs, institutions, values and environmental vulnerability. This work will contain critical reviews and assessments of environmental health practices and research that have worked in places and thus can guide programs and economic development in other countries or regions.

The growth of the international education market with increasing export income has created a highly competitive environment among education providers worldwide. WTO reports that this market is now worth around $27 billion a year (Alderman, 2001) while IDP Australia has estimated an increase in the number of students seeking higher education overseas at 7.2 million by 2025. This alludes to the attractiveness of the international education market in the form of both pecuniary and non pecuniary benefits to provider nations and the higher educational institutions and hence the need for strategies to maintain a globally competitive position. This paper looks at the impact of the learning environment and the learning context on student satisfaction among international postgraduate students from Asia studying in Australian universities. The growing competition requires provider institutions to be highly responsive to the needs and aspirations of the diverse student community and to deliver services to create satisfaction and loyalty, which would be critical in sustaining a competitive position. The study, based on the expectancy-disconfirmation paradigm, and a model of post choice satisfaction in the educational setting, uses logistic regression, MANOVA, ANOVA and chi square testing, investigates factors relevant to student learning environment and the learning context to assess satisfaction levels of these students. The sample size used in the study is 371 and is drawn from a mail survey of five leading universities in Australia.

The article investigates the interactional effects of internal and external university learning environments, and the influence of personal values, in the satisfaction formation process of international postgraduate students from Asia. Past research on student satisfaction has been narrowly focused on certain aspects of the university internal environment such as teaching, learning and support services. While acknowledging the impact of the internal learning environment on student satisfaction, the article argues that the external community environment, where students spend most of their academic life, has a much stronger influence on their satisfaction. It is also argued that students’ personal values have a mediating influence on the impact on student satisfaction of the internal and external learning environments. A sample of 411 international postgraduate business students from five Australian universities is used in the study. Structural equation modelling is used to analyse the data. Practical implications for universities are provided.

The Nepean Conservation Group Inc (NCG) was formed in 1973. The jurisdiction of the NCG covers the whole the Nepean Peninsula, the tiny sliver of land between Port Phillip Bay and Bass Strait, at the end of the Mornington Peninsula, Victoria, Australia. Much of the Nepean Peninsula is moonah woodland. The NCG Constitution states that their primary object is “To make every effort to ensure that the land and waters of the Sorrento Portsea Blairgowrie Area are used with wisdom and foresight and that the competing demands upon them are resolved in the best long terms interests thereof …” The NCG deals with issues as diverse as vegetation and development overlays; heritage; townscapes; public access; neighbourhood character; hooded plovers; historic towns and fire protection. The NCG coordinates Friends Groups that care for bushland parks and coastal reserves, for flora and fauna, on the Nepean Peninsula. The NCG is an advocate for a dynamic fragile coast. Implicit is an expectation that such a local community group is the guardian of their coastal environment. After thirty-eight years of dedicated voluntary work it is timely to reconsider the role of community activism in the sustainable development of coastal regions and towns. This paper examines a number of significant recent issues: public rights to access; subdivision; historic coastal town development and fire protection. The author acknowledges the NCG Committee for their support and access to the NCG papers and archives. This case study is situated in a larger ongoing research investigation.

The climate change focus in Australia has shifted from mitigation to adaptation with an emphasis on place-specific case studies. The Barwon Estuary Complex (BEC) on the Bellarine Peninsula, central Victoria, was the focus of this place-specific study in which 37 local stakeholders were consulted through a series of semi-structured interviews on the impacts of climate change on their coastal community. Overall there was uniformity in stakeholder perceptions of the climate change impacts and vulnerabilities pertaining to the BEC. In contrast, discussion on adaptation drew a diversity of responses. While 53 per cent of stakeholders indicated a need to limit the use of hard structures, and rather plan around a changing estuarine environment, opinion amongst the community group was divided. Some believed ‘retreat is the only option’ whilst others felt ‘there won’t be much leaving’. The present level of confusion around adaptation highlights the imperative of commencing discussions now to allow sufficient time to develop strategies which are both environmentally and socially responsible. This is important as ultimately it will be the community that will determine whether adaptation strategies are adopted or met with resistance.
