There has been an increasing interest in the use of inter-organisational groups to address regional implications in sustainable development. These groups bring together local knowledge and expertise and span boundaries between government and industry organisations. Our focus is in understanding how knowledge is shared in such inter-organisational groups. Utilising interviews, observations and social network analysis, we examine the knowledge sharing implications derived from the mixed membership, multilevel interaction, and the need to span boundaries with external organisations in these collaborations.

Parents play a critical role in promoting fruit and vegetable consumption, for eating patterns established early in life tend to persist into adulthood. Despite this, the factors that facilitate or inhibit parents’ capacity to socialise fruit and vegetable consumption into their children’s daily diets remain poorly defined. Thirty-eight semi-structured interviews with residents, allied healthcare professionals, community leaders, community programme leaders and a local government leader living or working in two low socioeconomic suburbs were consequently conducted to ascertain factors exogenous and endogenous to the family unit that shaped parental food socialisation practices. Budgetary and time constraints emerged as exogenous factors that constrained fruit and vegetable socialisation. Constraining effects were also found for a range of endogenous factors, including commensal experiences, children’s food fussiness and the feeding styles employed by parents. As such, while many caregivers may wish to socialise fruit and vegetable consumption into their children’s daily diets, their capacity to do so is often inhibited by factors beyond their volitional control. Failure to take heed of these factors could therefore result in the development of social marketing campaigns that are ineffective at best or give rise to unintentionally harmful outcomes at worst.

The Latrobe Valley region of Victoria, Australia, has the highest rate of asbestos disease in the state due to extensive past use of asbestos in the power industry. Current responses to asbestos disease epidemics in Australia and internationally are dominated by medical, scientific, legal and government perspectives. The voices and perspectives of those most directly affected – exposed and diseased workers, their families and communities – are relatively rarely heard.A qualitative interview study was conducted to determine what people in the Latrobe Valley community think could or should be done following their own asbestos disease epidemic. Analysis identified several themes. Notably, these represent a sophisticated community understanding of issues that is largely consistent with state-of-the-art occupational health and public health knowledge.Some themes are well known already, eg the need for fair and timely compensation, adequate healthcare facilities and services, and more education. Others point to neglected possibilities, such as the need for reconciliation and social healing to complement the dominant individual medico-legal focus. Employer suppression of hazard information and denial of asbestos-related disease in past decades continues to have a profound effect on people's views in the present. Reconciliation in some form, eg acknowledgement of or apology for past wrongs, was identified as a necessary first step in developing new and better policy and practice responses; action in this regard has important implications for the implementation and effectiveness of other policy and practice interventions. Further, a need for substantive community participation in the development of policy and practice responses – currently lacking – was identified. Findings suggest that community is an under-recognised and under-utilised resource in responding to a local asbestos disease epidemic.The Latrobe Valley situation is a microcosm of the broader Australian and international story. It offers insights on the perspectives of those most affected by asbestos issues, how such people and their views can be used to strengthen current policy and practice responses, and how their participation is essential to building comprehensive public and social health responses to this global problem.

The importance of local news is gaining traction with industry and in journalism scholarship. But there is a need for careful analysis of what it means to be “local” and how we might theorise the role and place of news organisations and journalists who serve local audiences. This paper draws on three qualitative case studies of local newspapers serving small towns and cities in Australia to generate concepts that can be used to deepen understanding about this form of news. Our research highlights that to be local is practical and embodied. It requires individuals, groups, organisations or institution to be anchored in a particular locale and have in-depth understanding of that place that has developed over time. We extend the scholarship of Pierre Bourdieu to suggest this may be understood as local habitus—a powerful set of dispositions and practical logic developed within a place—that the small newspaper is inherently tied to. Reading a newspaper is part of one's local habitus while an individual who possesses it in the journalistic field may have a significant advantage in their day-to-day practices. We suggest this theoretical lens can offer rich insights into the future of local news production across the western world.

Ecosystem-level conservation is increasingly important at global, national and local levels. Many jurisdictions have developed and apply their own protocols for assessing the threat status of ecosystems, often independently, leading to inconsistencies between and within countries which are problematic for cross-jurisdictional environmental reporting. Australia is a good example of these historic legacies, with different risk assessment methods applied nationally and in most states. The newly developed criteria for the International Union for the Conservation of Nature (IUCN) Red List of Ecosystems (RLE) provide a framework to compare and contrast apparently divergent protocols. We critically reviewed the Australian protocols and compared them with the IUCN RLE, based on the following components of a risk assessment protocol: (i) categories of threat; (ii) assessment units; (iii) underlying concepts and definitions; (iv) assessment criteria; (v) uncertainty methods; and (vi) assessment outcomes. Despite some differences in specific objectives, criteria and their expression, the protocols were structurally similar, included broadly similar types of criteria, and produced assessment outcomes that were generally concordant. Alignment with the IUCN RLE would not require extensive changes to existing protocols, but would improve consistency, rigour and robustness in ecosystem risk assessment across jurisdictions. To achieve this, we recommend: (i) more quantitative assessments of functional change; (ii) separation of management and policy considerations from risk assessment; and (iii) cross-referencing of assessment units in different jurisdictions. We argue that the focus on processes and ecological function, rather than only patterns, is key to robust risk assessment. © 2014 The Authors.

Purpose – This article explores challenges for rural Australian local governments during the transition to high-speed broadband infrastructure. Despite the National Broadband Network’s promised ubiquitous connectivity, significant access discrepancies remain between rural and urban areas.Methodology – Empirical findings are drawn from a full-day workshop on digital connectivity, which included participants from seven rural local governments in New South Wales, Australia. Thematic analysis of the workshop transcript was undertaken in order to extrapolate recurring nuances of rural digital exclusion. Findings – Rural communities face inequitable prospects for digital inclusion, and authorities confront dual issues of accommodating connected and unconnected citizens. Many areas have no or poor broadband access, and different digital engagement expectations are held by citizens and local governments. Citizens seek interactive opportunities, but rural authorities often lack the necessary resources to offer advanced participatory practices. Research limitations/implications – While this research draws from a small sample of government officials, their insights are nonetheless heuristically valuable in identifying connectivity issues faced in rural Australia. These issues can guide further research into other regions as well as civic experiences of digital inclusion. Practical/social implications – There is a need to reconceive Australia’s current policy approach to broadband. Greater rural digital inclusion may be achieved by focusing on connectivity as a public interest goal, targeting infrastructure developments to suit local contexts, and implementing participatory digital government practices. Originality/value – The actions suggested would help ensure equity of digital inclusion across Australian municipal areas. Without such changes, there is a risk of rural citizens facing further marginalisation through digital exclusion.

The intertwined relationship between the built and natural environments characterises and defines coastal towns, especially those with significant heritage values. Our research is located in the context of the “sea change” phenomenon, which is fundamentally changing the coastal towns of Australia. Barbara Norman, a past national president of the Planning Institute of Australia (PIA), summarised the current struggle occurring in many of Australia’s coastal regions when she wrote: “the Australian coastline is littered with exhausted communities battling to save the character and environment of their townships” (Norman, 2008). The Australian National Sea Change Taskforce was established in 2004, as a response to these wider community and professional concerns, and seeks “to ensure that coastal development is managed with a focus on the sustainability of coastal communities and the coastal environment” (Gurran et al., 2006) concluded that more detailed research is needed to develop new responses to coastal development, particularly in terms of promoting community wellbeing, strengthening social cohesion, avoiding socio-economic and socio-spatial polarisation and preserving sense of place.

This study explored whether the plains-wanderer (Pedionomus torquatus), a species lacking the criteria outlined in the traditional flagship model, is a suitable local flagship for the Northern Plains Grasslands of Victoria in Australia. Questionnaires and telephone interviews were used to survey residents and natural resource management professionals and volunteers ('NRM participants') in communities living close to the Northern Plains Grasslands. Questionnaires were completed by 146 residents and 69 NRM participants, and 15 interviews were conducted. Results suggest that a significant proportion of the local community was aware of, and valued, the plains-wanderer, and that the species is currently functioning as an effective flagship for the region. Recommendations are provided for the future selection of flagship species in ecosystems where traditional flagships are not present.

In the late 1990s, the author undertook a survey of the public architecture of non-western immigrant communities in Melbourne (Beynon 2002). The survey was undertaken within a social context of rapid recent growth in non-Western immigration to Australian cities, coupled with a political context where at state and local level Australian governments were engaged in managing cultural diversity through multiculturalist policies. By the late 1990s, the number of overseas-born, or with overseas-born parentage, had become almost 40% of Australia's total population (Australian Bureau of Statistics 1998-89). Substantial numbers of such immigrants originated from outside the 'West'. Compared to other Australian cities, Melbourne had at the time of the survey the largest communities of certain birthplace groups: notably Sri Lankans, Malaysians, Turks and Somalis. The purpose of this survey was to see to what extent Melbourne's diversifying demography had changed its architectural landscape, and more broadly, what such changes in the built environment indicated about Melbourne's (and by extension Australia's) cultural identity.
