Multiculturalism is now seen by many of its critics as the source of intercultural and social tensions, fostering communal segregation and social conflicts. While the cultural diversity of contemporary societies has to be acknowledged as an empirical and demographic fact, whether multiculturalism as a policy offers an optimal conduit for intercultural understanding and social harmony has become increasingly a matter of polarised public debate.<br />This book examines the contested philosophical foundations of multiculturalism and its, often controversial, applications in the context of migrant societies. It also explores the current theoretical debates about the extent to which multiculturalism, and related conceptual constructs, can account for the various ethical challenges and policy dilemmas surrounding the management of cultural diversity in our contemporary societies. The authors consider common conceptual and empirical features from a transnational perspective through analysis of the case studies of Australia, Canada, Columbia, Germany, New Zealand, the United Kingdom and Uruguay.<br />

Thousands of blood samples taken from Australia&rsquo;s indigenous people lie in institutional freezers of the global North, the legacy of a half-century of scientific research. Since those collections were assembled, standards of ethical research practice have changed dramatically, leaving some samples in a state of dormancy. While some European and American collections are still actively used for genetic research, this practice is viewed as unethical by most Australian genetic researchers, who have closer relationships with indigenous Australians and postcolonial politics. For collections to be used ethically, they require a &lsquo;guardian&rsquo; who has an ongoing and&nbsp;documented relationship with the donors, so that consent to further studies on samples can be negotiated. This affective and bureaucratic network generates &lsquo;ethical biovalue&rsquo; such that a research project can satisfy Australian ethical review. I propose in this article that without ethical biovalue, collections become &lsquo;orphan&rsquo; DNA, divorced from a guardian and often difficult to trace to their sources. Such samples are both orphaned and functionally sterile, unable to produce data, scientific articles, knowledge or prestige. This article draws on an ethnographic study of genetic&nbsp;researchers who are working in indigenous communities across Australia. I present tales of researchers&rsquo; efforts to generate ethical biovalue and their fears for succession; fears that extend to threats to destroy samples rather than see them orphaned, or worse, fall into the wrong hands. Within these material and affective &nbsp;networks, indigenous DNA morphs from biological sample to sacred object to political time bomb.&nbsp;

Many parallels have been drawn between politics and marketing; however, the application of consumer behavior decision making to voter decision making is still an important research focus. Results from general elections around the world show that the turnout among young adults tends to be lower than in the general electorate, suggesting low interest and involvement in politics. This qualitative study investigated low-involvement decision making of young adult voters in Australia. Data were compiled from semistructured face-to-face interviews conducted with 29 young adults to explore their views, and NVivo software was used to assist with thematic analysis. Findings suggest that with low-involvement voter decision making, perceived knowledge and passive information seeking are important factors. Exposure to the media also plays an important role, and young voters rely more on traditional media such as newspapers and television than on social media for current political information.

Following acts of violence in major cities, the future of multiculturalism as a philosophy and a state-sponsored policy to promote peace and interdependence in white majority societies seem uncertain. Ethnographic research that explores the lived experience of multiculturalism in shared public spaces, however, offers the possibility to explore emotional stress as well as possibilities for change in culturally diverse cities. Within this literature, however, there is little grounded research that explores Indigenous-ethnic minority relationships. This paper foregrounds and describes a seemingly mundane event such as catching a bus that entangles my body with an Aboriginal woman and a migrant woman from Fiji in Darwin, Australia. The paper demonstrates how injury, anger, shame and discomfort unfolds when bodies of colour are sites of stress. I explore the emergence of this bodily stress that has outcomes for the capacity of racially differentiated bodies of colour to respond ethically in encounters with strangers. I argue that thick descriptions of events, conceptualisations of agency as distributed and broader understandings of the social have the potential to contribute to anti-racist agendas in Euro-colonial societies with separate Indigenous and multicultural policy frameworks in ways that do not require bodies to 'accumulate' or 'inhabit' whiteness. &copy; 2014 &copy; 2014 Taylor &amp; Francis.

ABSTRACTIn The Films of John Hughes: A history of independent screen production in Australia filmmaker and academic John Cumming tells the ongoing story of Hughes&rsquo; work illustrating the delicate balance of individual, collective and corporate agendas that many contemporary artists need to negotiate. This story begins in the 1960s with a generation of intelligent, socially engaged young people who challenge established power structures, conventions and stereotypes in art, politics and the media. Experiments were being made with grassroots democracy, with new social formations and new ways of seeing and communicating. The book also pays attention to earlier periods of cultural and political activism that captured Hughes&rsquo; imagination in the 1970s and became the subject of a number of his films over a period of nearly forty years. Through these films Cumming traces the outline of post-war film culture and production in Melbourne from the 1940s and sets this history within the context of international trends in independent filmmaking throughout the 20th Century and into the 21st.The work of an independent filmmaker has always included a great deal more than directing films. Working in an artisanal mode, he or she often performs, or has a hand in, every aspect of craft at the same time as engaging in discussion and organisation around the wider sphere of screen culture and industry. In addition to having proficiency as a producer, photographer, sound recordist, editor, distributor and exhibitor of films, there is research, organisation, lobbying, entrepreneurship and mentoring to be done. As an independent producer-director, John Hughes has engaged in all of these activities &ndash; often simultaneously. He is also a scholar, writer, organiser, activist and teacher. As a television bureaucrat he was both eminent and innovative, and through his filmmaking he has become a leading historian of Australian documentary cinema. &lsquo;&hellip; that view &ndash; that art and politics are inherently at odds &ndash; is still lurking around. It is at the heart of cultural conservatism; and John Hughes&rsquo;s film-making, from the 1970s to the present, confounds its proponents. BACKGROUND: Civil and political participation lies at the core of citizenship. Increasingly, people with intellectual disability are members of disability advisory bodies. This study investigated the political orientations of advisory body members with intellectual disability, their participatory experiences, and the types of support they received. METHOD: The 9 people with intellectual disability who in 2005 were members of disability advisory bodies at a state, national, and Victorian local government level were interviewed, together with 12 other members or secretariat staff of these bodies. Observations were also conducted of advisory body meetings. RESULTS: The political perspective of members with intellectual disability varied, but all had a background in self-advocacy. They found the work hard but rewarding and encountered both practical and intangible obstacles to participation. Members received varying types of practical support, but a supportive collegial milieu was characteristic among members who felt most confident about their participation. CONCLUSIONS: The milieu, structures, and processes of advisory bodies must all be adjusted to accommodate people with intellectual disability if they are to participate meaningfully.

This paper reports on a recent study of aspirations for higher education by secondary school students from disadvantaged backgrounds in regional Australia. At the same time, it goes in search of explanations that transcend a Bourdieuian account of aspirations as produced by and reproductive of cultural histories and dominance, given the apparent inadequacy of these accounts in redressing disadvantage. To this end the authors distinguish between historicising and spatialising aspirations, taking up Appadurai&rsquo;s notion of navigational capacity as a way of advancing greater agency for disadvantaged groups. Data from the research inform the analysis, including the mediation of students&rsquo; desired futures by their perception of what is possible given their differentiated locations and access to resources. It is concluded that while this spatial turn in theorising aspiration has potential for changing the terms of recognition internal to disadvantaged communities, there remain structural limits on change &lsquo;from below&rsquo;.

In the 1980s and 1990s, Australian-Malaysian relations reached a critical juncture due to a series of crises, such as the 1986 capital punishment of convicted drug smugglers Barlow and Chambers, and the 1993 &quot;recalcitrant&quot; jibe by Australian Prime Minister Paul Keating. Following the election of the Howard government in 1996, relations continued to be on a roller coaster with the Malaysian Prime Minister Mahathir Mohamad leading anti-Australia protests over the &quot;Howard Doctrine,&quot; the Australian leadership of the 1999 intervention in East Timor, and the &quot;Deputy Sheriff&quot; controversy. Despite this, defense relations between the two remained strong. The success of this cooperation rests on shared political commitment to the security of the region. This article examines the impact that positive cooperation in &quot;high politics&quot; has had in mitigating the negative aspects of crises in &quot;low politics.&quot; It argues that close bilateral defense relations have worked to prevent the emergence of further critical junctures in 2012 following the collapse of the Australian-Malaysian refugee swap deal and statements by Australian politicians about Malaysia's poor treatment of asylum seekers, and in 2013 over the overt support by many Australian politicians of the opposition, especially Anwar Ibrahim, during the Malaysian general elections.

This paper draws on research by Australians on Australian education to explore the tension between being critical and being marginalised. In it, I examine how research is positioned in the changing field of education in relation to government, society and the economy in the context of the rise of edu-capitalism globally. I then explore the policy shifts framing the cultural and gender politics of the research/policy problematic in Australia from the perspective of policy critique, policy service and policy advocacy. I consider how the global reconfiguring and reframing of higher education is impacting on the nature and institutional base of educational research, and it&rsquo;s gendered implications. Finally, I argue that critical educational research is what makes educational research distinctive and also &lsquo;makes a difference&rsquo; within a democratic society.

Australia&rsquo;s inner cities experienced an upheaval in the 1960s and 70s which left them changed forever. People from all walks of life who valued their suburbs &ndash; places like Balmain, Battery Point, Carlton, Indooropilly, North Adelaide or Subiaco &ndash; resisted large-scale development projects for freeways, &lsquo;slum clearance&rsquo; and mass-produced high-rise. Unlikely alliances of post-war migrants, university students and staff, construction workers and their unions, long-term residents and city workers,challenged land-grabs and inappropriate development.When the dust settled, Australian cities were different. Many suburbs kept their village qualities. Shopping strips were revived and cultures celebrated. While areas like Fitzroy or Redcliff were derided as &lsquo;Trendyville&rsquo;, the fate many American cities suffered &ndash; a &lsquo;hollow core&rsquo; &ndash; had been avoided. In the process, heritage conservation, party politics, and Australian assumptions about domestic life, education and lifestyle had all been transformed. This book is an in-depth examination of the causes and consequences of urban protest in a democracy. It shows how it changed the built environment as well as its participants, and resonated in many of our institutions including politics, media and multiculturalism.

Curatorial considerations, aims and objectives:The title for this exhibition (37 &deg; South to 19 &deg; North) refers to the Latitude of Melbourne, Australia and Cuernavaca, Mexico.My curatorial objective for making such a reference to the geographical was to invoke a sense of both distance and connection between the two locations of Australia and Mexico and to also create a sense of sharing, not only between our distant landscapes and cultures but also between the feelings and emotions that we all experience in response to the places in which we live out the moments which make up our daily lives.In developing this project I considered the work of more than 35 contemporary Australian photographers and finally selected 15 photographers (including myself). Most of these artists have or have had close connection to Melbourne and to the southern/eastern line of Australian continent. The final selection ranged from Hobart to Maroochydore and one artist who had lived in Melbourne for many years but was now living in Mexico. These photographers (and the specific works) were selected because their long term creative practice captures a sense of location (place and space) with a deep introspective sensibility which I feel offers a viewer a personal and softly spoken vision of some particular aspect of an Australian location, be that exterior landscape or interior place and a sense of unique connection to such places. These images are not documents but rather representations of feelings, stories, memories and dreams which emerge in the milieu of our inhabitants.In selecting the works, careful consideration was also given to diversity of approaches to photographic practice in conjunction to thematic content. Formats and media included black and white, pin hole photography, toy camera, large format (both 4&rdquo; x 5&rdquo; and 10&rdquo;x 8&rdquo;), phone camera, various digital camera images and other experimental approaches. The local art scene in Cuernavaca is very strong and there is a strong interest in photography. This is partially due to the number of local arts schools and universities which offer studies in photography as well as the political dimension regarding Mexican art in general - as a tool of both political media, reportage and documentary work, photography is a significant medium for many of the people who would be visiting the exhibition. I therefore felt it was important to address the diversity of approaches to the medium which are currently being explored by Australian practitioners.The City Museum of Cuernavaca provided two large walls and some smaller sections of side walls on both the grounds level and the upper level of the main museum galleries for exhibition.The works were arranged with a simple thematic structure. Top level, left to right, then bottom level, left to right starting with images which presented a sense of wilderness and landscape (which were also quite abstract and reductive) to more representational landscape images moving to landscape with small figures (people) emerging within the images (Ash Kerr) to landscapes with larger figures and the emerging presence of man-made elements to urban landscapes and then to interior urban scapes and finally to interior locations with people and finally finishing on the metaphorical image by Harry Nankin of Bogong Moths and the politics of climate change. (It is also interesting to note that the migration path of the Bongong moth matches well the distribution of the artists selected for this project)Broadly speaking the images started outside with broad landscape to intimate interior locations. With these works a great deal of personal content from each photographer was presented. Most artists chose to present 3 large format images while some only presented 2 images. Other graphic and visual elements were considered in the final placement of the images.It must also be noted that the artists selected ranged broadly from very highly established and significant local artists to mid-career/younger establishing artist to some lesser known and emerging artists. From a curatorial perspective I feel this is offers the possibility of what I shall term, a more balanced representation of the local Australian practice and it provides a context in which both established and emerging artists / works must engage on a dialogue, within the exhibition. I believe it also placing the curatorial premise on the strength of the work rather than on whom the artists are and their status. It also supports the younger emerging artists and provides a less formal and predictable outcome for the established artists and for as a collective presentation as a whole.

From the moment Australia&rsquo;s newly elected Labor government announced in 2008 its intention to introduce a national assessment scheme for Australian schools, and to publish the results of these assessments on a public website, it courted controversy. The National Assessment Program &ndash; Literacy and Numeracy (NAPLAN) and the MySchool website were introduced as part of the new government&rsquo;s &lsquo;transparency agenda&rsquo; and have been widely discussed and debated. NAPLAN is seen not only as an assessment of students, but also of the schools they attend. On the MySchool website, all of Australia&rsquo;s nearly 10,000 government and non-government schools that receive government funding are required to present a range of information, including their NAPLAN results. The results are displayed in a comparative format, against the results of 59 other similar schools, as well as against its own past performance. Only selective special purpose schools are exempt from reporting their NAPLAN results.
