This paper discusses in its entirety, the CIO (Chief Information Officer) position in the public sector. Governments are increasingly adopting Information Technology for internal processes and for the delivery of service to their citizens. It includes literature on CIO roles and responsibilities which is heavily based on the private sector, due to the recognition of the role in this sector over twenty years. The position is just evolving in the public sector, and due to the context in which the public sector operates there are some similarities as well as vast differences. An evaluation of existing CIO models and theories form the basis for research on CIO roles, responsibilities and future within the public sector.

This article summarizes and aggregates the results of a study conducted of the largest 100 public sector organizations derived from three categories in Sweden. These categories of organizations comprise 40 entities of government, 40 municipalities, and 20 county councils. The objective was to describe the determinants of codes of ethics in Swedish public sector organizations. This research reports on the responses of 27 organizations that possessed a code of ethics. The principal contribution is a 4P-model of seven internal and external determinants in public sector codes of ethics. The identified determinants relate to four principal sectors of a society, namely: public community sector, private corporate sector, private citizen sector, and political/policy conduct sector.

Examines business ethics in Swedish public sector organizations, and in particular, explores the content of public sector codes of ethics; suggests that it is possible through such an analysis to gain an understanding of an organization's performance in this area. Describes the questionnaire survey sent to public sector organizations (government, county councils, municipalities) requesting information on how they developed an ethical ethos into their daily operations, and details the analysis undertaken into their codes of ethics. Draws on case studies with public sector units representing best practice, in respect to codes of ethics, to develop a customized public sector scale (PUBSEC-scale) consisting of seven dimensions and 41 items. Makes suggestions as to how the PUBSEC-scale could be used; points to the differences between the codes of ethics in the public and private sectors; looks at what the private sector can learn from the public sector; makes suggestions for further research.

This paper reports on a case study of the utilisation and users of cost information in a state-owned teaching and research hospital in Australia. The findings indicate that the current utilisation of the cost information resides primarily at higher executive and managerial levels of the organisation. Organisational change, particularly pressure for improved productivity and competitiveness driven by public-sector reforms in Australia, is significantly filtering down throughout the subject hospital. Various productive and unproductive ways that cost information is used, and impediments to the use of costing information in the hospital setting, are identified.

World wide there is a transition towards knowledge-based economies In order to foster them, many economies have built frameworks in conjunction with world forums that promote international cooperation. Our research focuses on Australia, an economy that has been named by the OECD as knowledge-based. Specifically, the paper appraises the transition towards knowledge economies in general. We then examine the Australian context through the implemented eEurope framework with the intent of providing suggestions to Australia in its transition towards building its knowledge management
framework.

This paper presents new methodology towards the automatic development of multilingual Web portal for multilingual knowledge discovery and management. It aims to provide an efficient and effective framework for selecting and organizing knowledge from voluminous linguistically diverse Web contents. To achieve this, a concept-based approach that incorporates text mining and Web content mining using neural network and fuzzy techniques is proposed. First, a concept-based taxonomy of themes, which will act as the hierarchical backbone of the Web portal, is automatically generated. Second, a concept-based multilingual Web crawler is developed to intelligently harvest relevant multilingual documents from the Web. Finally, a concept-based multilingual text categorization technique is proposed to organize multilingual documents by concepts. As such, correlated multilingual Web documents can be gathered/filtered/organised/ based on their semantic content to facilitate high-performance multilingual information access.

The issue of knowledge sharing has been an important topic in multi-agent research. Knowledge sharing leads to that agents analyze, judge and synthesize the told information so as to make agents’ own knowledge. To match these applications, this paper builds a logical framework for knowledge sharing among agents. We develop a multimodal logic for reasoning about both agents’ knowledge and told information. For formalizing the relationship between knowledge and told information, we present a framework of semantics, with respect to which a sound and complete proof theory is given.

Knowledge management has by now exerted a large influence over industrial practice. We propose a multi-agent based system to provide infrastructure service to meet various requirements of knowledge management in view of the complex nature of the task, i.e., covering science and technologies across different disciplines. The paper discusses the use of a multi-agent system to support the knowledge management infrastructure. It will also discuss the design rational and implementation details as well as an application to the problem of feature extraction in weather prediction.

This article examines the results of a study conducted of the top 100 public sector units in Sweden. These units comprise 40 entities of government, 40 municipalities, and 20 county councils. The aim of the study was to examine and describe the codes of ethics in these Swedish public sector units. This research reports on the responses of 27 public sector units that possessed a code of ethics. The principal contribution of this work is a customized PUB SEC-scale to measure and evaluate the content of codes of ethics artefacts in public sector units. The PUB SEC-scale differs to a large extent from the current private sector-scales (PRlSEC-scales) in literature, due to the specific characteristics of the public sector.
