Interim, discontinuous or 'acting' management is an increasingly ubiquitous feature of universities. This paper asks: What are the implications of this for good academic governance? Should we understand this managerial dance as a symptom of the collapse of good managerial order or, by contrast, as a symptom of the robustness and flexibility of the organisational culture of the university? Or both? This paper answers 'all of the above' to these questions. It reaches that conclusion by examining relevant literature, theorising a methodology for reading the field of interim management, and by applying this theorising to an analysis of qualitative data collected as part of a national collaborative research project conducted in Australia.

This paper examines the perspectives of primary school teachers, administrators and personnel working in eastern suburban Melbourne as they consider the rationale for, and the purposes of, gifted education within the broader landscape of teachers' work. The data for this presentation are drawn from a single case qualitative case study where semi-structured interviews were held four years after the school participated in the Bright Futures gifted professional development. The school proudly proclaims a tradition of scholarship and excellence within a friendly, caring, cooperative and democratic ethos. Teachers welcomed the opportunity to express their thoughts, sentiments and opinions on curriculum, assessment and reporting practices, their attitudes to the aims of gifted education, the selection of children for pull-out programs, and their views to school management and to parents in relation tho these matters. Using a Foucoultian framework, I analyse how teachers juggle many goals within the complex reality of daily classroom teaching, and how they are wedged between the power of formal school rhetoric and educational policy working to improve learning outcomes for all students. This, in turn, has significant repercussions for addressing the needs of gifted students and generates considerable ambivalence about the implementation of gifted programs. I propose that such responses are important elements in the contemporary landscape of teacher's work

This chapter begins by exploring the concept of primary health care (PHC), linking this to relevant international and national policy documents, and introducing the concept of PHC developed by the World Health Organization. The chapter then focuses on the UK. It explains how PHC is not just found within the NHS, reviews the different sectors involved in PHC, and then discusses the current structure of PHC in the NHS. Key concepts, including the primary health care team, primary care trusts and integrated heath and social care trusts, and the relevant current UK policy documents are introduced.

The chapter then moves on to discuss four important issues in the provision of primary health care in the community: health promotion; tackling health inequalities; health and regeneration; and, tackling domestic violence. The subsection on each of these will explain why the issue is of particular significance and review briefly a number of studies/projects which illustrate what is happening/can be done; this will introduce a range of current research. The chapter concludes with a short review of challenges for the future, emphasising the important role that the nursing profession has to play in meeting these challenges.

This paper explores the notion of African music as a way forward to negotiate a 'space' in contemporary society. The word 'space' is used as a metaphor to explore and experiment with the dynamics of culture and hybridity. The authors view themselves as 'agents of change' and knowledgeable professionals in the teaching of African music, one based in South Africa (Johannesburg) and the other in Australia (Melbourne). They reflect on examples from their own teaching and learning experiences as they argue that the translation of 'traditional' African music can only be brought about by means of cultural dialogue, within cultures and between cultures. This paper also addresses the issues of cultural authenticity as a redefined and renegotiated space when teaching and learning African music. The authors also consider the difficulties of addressing 'difference' and 'otherness' when teaching African music, with South Africa and Australia both previously seen as outposts of the British Empire. They contend that such differences can prove to be productive and rewarding through subtle mediation and accommodation when crossing cultural borders.

Foundational to both the operation and legitimation of our traditional media is the idea of representation: in some sense the images of television, the sounds of radio, the narratives of film, and the various public personalities stand in or in place of ourselves. Likewise our contemporary political system function as an elaborate representational system, where regions, "seats", electorates, the nation, and the nationstate are represented by individuals, parties and symbols. Although, there are differences between and among modern nation-states as clearly different political and cultural agendas are at play, the interplay of contemporary media, culture and politics has produced what can be called a 'representational regime' that more or less operates globally, albeit fragmented into national and regional groupings.

This paper explores the initial stages in the breakdown of this system of representation that has allowed a certain organization of culture and politics to expand and develop over the last two centuries. It acknowledges that central to this regime is something Nick Couldry has identified as "the myth of the mediated centre" (Couldry, 2003). What the paper argues, and therefore differs from Couldry's conclusion, is that there are cracks in the glue that holds the system together and they are emerging in the uses of new media. Through an exploration of presentational media - that is, media that is more involved with the presentation of the self for public/private and networked consumption than traditional media's effort to embody their audience in its narratives - the paper reaches for conclusions that identify a more elaborate legitimation crisis looming in our political and cultural worlds.

This paper documents the experiences of perceived discrimination by Mapuches, the largest aboriginal group in Chile, focusing on their oral discourse about the phenomenon. As part of a national research project, 100 Mapuches were interviewed about their perception of discrimination toward them. These interviews were analyzed using the four-level method developed by Merino, which is mainly based on local semantic strategies and argumentative sequences and topoi. The analysis suggests that racism is experienced in everyday interethnic interactions by means of four modes: verbal, behavioral, institutional and macro-social. Verbal racism includes name-calling (e.g. 'indio' [Indian]) and stereotyping (e.g. 'primitive'), and prejudiced remarks. Behavioral racism includes looking, ignoring, avoiding, segregating and denial of identity. In the institutional mode, denial of opportunities and discrimination in various public offices, private institutions and services are frequent, with perpetrators acting on behalf of the institution for which they work. The macro-social mode includes cultural dominance of the economic and educational systems, and an ethnocentric perspective of history. The findings suggest the presence of a racist ideology underlying Mapuche's discursive reproduction of the way Chileans talk and think about them and behave toward them.

Aquaculture of the striped catfish, Pangasianodon hypophthalmus (Sauvage 1878), in Vietnam has become one of the fastest growing primary food production sectors in the world. Although a demand on quantity of fingerlings is currently reached, it is likely that the long term quality of the stocks may be uncertain due to lacking of genetic broodstock management measures. The present study employed five microsatellite loci to investigate levels of genetic variation of the stripped catfish of the current wild stocks as well as of the selected hatcheries in Vietnam. The study included four hatchery populations and two wild populations spawned in 2005 in the Mekong and Bassac Rivers, and one wild population (spawned in 2006) in the Bassac River. The results showed no genetic differentiation among populations as revealed by FST and a model-based clustering method. AMOVA also showed no genetic differentiation between pooled wild and pooled hatchery populations while variation within groups was significant. Genetic variation of wild (mean number of alleles per locus, A = 4.80–6.20; allelic richness, Ar = 4.54–5.06; mean effective number of alleles per locus, Ae = 2.86–3.20; observed heterozygosity, Ho = 0.62–0.65; expected heterozygosity, He = 0.62–0.64) and hatchery populations (A = 4.60–5.20; Ar = 4.10–4.83; Ae = 2.80–3.11; Ho = 0.61–0.66; He = 0.61–0.64) were not statistically different. There were no evidences for recent genetic bottleneck in all populations. Therefore it is implied that the hatchery stocks of striped catfish in Vietnam were founded from sufficient numbers of brooders and current population size is large. The domestication process is in an early stage.
