The study described in this paper focuses on testing the short-run and
long-run relationships between house price and consumer price indices in Australia’s capital cities from 1998 to 2008. The autoregressive distributed lag model is adopted to obtain the estimates of the short-run relationships, while the error correction model is used to investigate the long-run relationships. The t-statistic is used to compute the significance of these relationships. The research results give no evidence that house price indices are correlated with consumer price indices in the short run. However, the long-run relationships between house and consumer price indices exist in most of the cities.

A widely recognized theme of construction economics suggests that the cost of construction per square meter increases as building height rises. However, over a number of years, research conducted regarding the height and cost issue has established a classic relationship between the two factors which can be represented by a U-shaped curve. This paper describes the study of the height-cost relationship of high-rise residential buildings in Shanghai in terms of the total construction cost and elemental costs while considering the context and commonality of buildings. This research was developed as an extension of the previous work, which examined data for buildings in Hong Kong. Initial findings indicate that the curves illustrating the relationships between height and cost of residential buildings in Shanghai and Hong Kong exhibit different profiles. The dissimilarities indicate that different sets of criteria should be applied in the judgment of height that affects cost in different locations. In terms of elemental costs, the findings suggest that there are differences in the way these costs react to changes in the building height.

The management of incontinence in residential aged care facilities presents staff with considerable challenges. In order to support the residential aged care workforce to provide evidence-based continence care, we developed a suite of evidence-based continence assessment tools and an accompanying educational resource for use in the residential aged care sector. The tools comply with international and accreditation standards. They address urinary and faceal incontinence and other bladder and bowel symptoms. They also include a number of cues to guide staff to assess and manage residents’ continence care needs and refer as needed. An evaluation of the tools conducted in 18 residential aged care facilities across three states revealed that staff members found the tools helpful, clear, simple and user-friendly. This paper provides a description of the newly developed suite of continence assessment tools for residential aged care and the accompanying education resources, and presents staff perspectives on their clinical usefulness.

The challenge of an ageing population has placed a great pressure on the Australian aged care sector in the coming decades. Technology-enabled solutions such as health information systems (HIS) can be seen as a way to improve care quality, safety and process efficiency. Compared to the overall healthcare sector, the adoption of HIS in the aged care sector has been slower. One reason for this is that aged care providers are not well informed therefore not yet convinced of the positive impacts of technology solutions on their service provision. This paper reports findings from an evaluation of the impact of HIS adoption at an aged care provider in Victoria. The evaluation was conducted in two distinct areas, residential aged care and residential disability services. Overall, the findings show positive impacts of the system on individual work of the care staff and on service provision of the organisation as well as suggesting opportunities for improvement in later implementation stages. The evaluation will also inform other aged care and disability service providers of the benefits of HIS and useful lessons in adoption of technology solutions.

The continued outward growth from a central business district has been the dominant characteristic of most cities in Australia. However, this feature is seen as unsustainable and alternative scenarios to contain the outward growth are being proposed. Melbourne is currently grappling with this issue while simultaneously trying to reduce per capita greenhouse gas emissions. Housing size, style and its location are the three principal factors which determine the emissions from the residential sector. This paper describes a methodology to assess the combined impact of these factors on past and possible future forms of residential development in Melbourne. The analysis found that the location of the housing and its size are the dominant factors determining energy use and greenhouse gas emissions.

New housing supply in Australia has been experiencing a low rate of increase in conjunction with a dramatic increase in residential construction costs since the 1990s. This study aims to estimate the relationship between new housing supply and residential construction costs with the regional heterogeneities. Based on a panel error correction model, it can be identified that there is a causal link as well as a significant correlation between new housing supply and construction costs in the Australian sub-national housing construction markets. The model developed in this research assists policy makers to better understand the nature of the supply side of the housing sector and then enact appropriate policies to improve the new housing supply in Australia.

This paper reports on the preparation and management processes of inconsistent data on damage on residential houses in Victoria, Australia. There are no existing specific and fully relevant databases readily available except for the incomplete paper-based and electronic-based reports. Therefore, the extracting of information from the reports is complicated and time consuming in order to extract and include all the necessary information needed for analysis of damage on residential houses founded on expansive soils. Data mining is adopted to develop a database. Statistical methods and Artificial Intelligence methods are used to quantify the quality of data. The paper concludes that the development of such database could enable BHC to evaluate the usefulness of the reports prepared on the reported damage properties for further analysis.

The supply of new housing in Australia has been experiencing a low increase rate since the 1990s in conjunction with an increasingly strong housing demand. On the contrary, residential construction costs across Australia?s states maintained dramatic increases simultaneously. Economic theory suggests that new housing supply is correlated to the costs of residential constructions. However, few empirical studies have focused on examining this relationship for Australian housing markets. To comprehensively investigate the relationship between the supply of new housing and residential construction costs a function for new housing supply considering the effects of regional heterogeneities is introduced in this study. By estimating a panel error correction model (ECM) applicable for quantifying the correlation with regional heterogeneities, this research identifies that a causal link and a strong correlation exist in between new housing supply and residential construction costs in Australia.

A holistic approach to low-energy building design is essential to ensure that any efficiency improvement strategies provide a net energy benefit over the life of the building. Previous work by the authors has established a model for informing low-energy building design based on a comparison of the life cycle energy demand associated with a broad range of building assemblies. This model ranks assemblies based on their combined initial and recurrent embodied energy and operational energy demand. The current study applies this model to an actual residential building in order to demonstrate the application of the model for optimising a building’s life cycle energy performance. The aim of this study was to demonstrate how the availability of comparable energy performance information at the building design stage can be used to better optimise a building’s energy performance. The life cycle energy demand of the case study building, located in the temperate climate of Melbourne, Australia, was quantified using a comprehensive embodied energy assessment technique and TRNSYS thermal energy simulation software. The building was then modelled with variations to its external assemblies in an attempt to optimise its life cycle energy performance. The alternative assemblies chosen were those shown through the author’s previous modelling to result in the lowest life cycle energy demand for each building element. The best performing assemblies for each of the main external building elements were then combined into a best-case scenario to quantify the potential life cycle energy savings possible compared to the original building. The study showed that significant life cycle energy savings are possible through the modelling of individual building elements for the case study building. While these findings relate to a very specific case, this study demonstrates the application of a model for optimising building life cycle energy performance that may be applied more broadly during early-stage building design to optimise life cycle energy performance.
