Background: Evidence on how to reduce the increasing prevalence of youth obesity is urgently needed in many countries.The Pacific OPIC Project (Obesity Prevention In Communities) is a series of linked studies in four countries (Fiji, Tonga, New Zealand, Australia) which is designed to address this important problem.
Objectives: The studies aim to: 1) determine the overall impact of comprehensive, community-based intervention programs on overweight/obesity prevalence in youth; 2) assess the feasibility of the specific intervention components and their impacts on eating and physical activity patterns; 3) understand the socio-cultural factors that promote obesity and how they can be infl uenced; 4) identify the effects of food-related policies in Fiji and Tonga and how they might be changed; 5) estimate the overall burden of childhood obesity (including loss of quality of life); 6) estimate the costs (and cost-effectiveness) of the intervention programs, and; 7) increase the capacity for obesity prevention research and action in Pacific populations.
Design: The community studies use quasi-experimental designs with impact and outcome assessments being measured in over 14,000 youth across the intervention and control communities in the four sites. The multi-strategy, multi-setting interventions will run for 3 years before fi nal follow up data are collected in 2008. The interventions are being informed by socio-cultural studies that will determine the family and societal infl uences on food intake, physical activity and body size perception.
Progress and conclusions: Baseline studies have been completed and interventions are underway. Despite the many challenges in implementing and evaluating community-based interventions, especially in the Pacifi c, the OPIC Project will provide rich evidence about what works and what does not work for obesity prevention in youth from European and Pacific backgrounds.

This paper explores the meaning of ‘inclusive community’ as understood by a major disability service provider in Victoria, Australia. Scope is a major non government agency with 1300 staff, a $50M annual budget and over 4500 clients. The recent adoption of a new Strategic plan for the organisation has focused significant attention on the priority area of building welcoming and inclusive communities. Given this mandate, the organisation has begun research to define and measure outcomes for people with a disability, their families, and the communities with whom they engage, as a result of increased community inclusion. This paper reviews literature on outcomes definition relevant to this task and suggests that outcome measures to date, especially within the field of disability, have offered a set of outcomes that are too limited in their aspiration and breadth. It has been the experience within Scope that people with a disability, including people with intellectual, multiple and complex disabilities, aspire to and experience outcomes across a far broader range of life domains than is currently captured in either existing disability outcome measures or in government policies that frame service delivery. As a result, the paper introduces an emerging outcomes framework which seeks to define outcomes across a range of citizenship domains.

Increasingly, politicians, bureaucrats, the business community, members of our communities and even members of the teaching profession, are asking questions about the professional preparation of teachers: What is the value of teacher education? What should beginning teachers know and be able to do? How can judgements be made about what beginning teachers know and are able to do?

Teacher educators are dangerously close to having little or no impact on the policies being driven by various responses to these questions. Research in teacher education, while copious, is under-funded and consequently teacher education researchers focus on their own programs and conduct small-scale, context specific, studies that are not readily generalisable. As a result, policy makers largely ignore it. I argue that if teacher educators are to retain their responsibility for the preparation of new professionals and for the development of new knowledge for the profession, we need to focus our research on key policy issues regarding the preparation of teachers and we need to ensure that our research connects with and extends the body of relevant research and the questions being asked about the value of teacher education.

The decade “Education for Sustainability” is just emerging and one of its goals emphasized the importance of considering the currícula in a transdisciplinary and community based programs. This includes recognizing local and regional interests as relevant topics into the currícula. “Education for sustainability” does not appear to have a strong basis on their actions as its theoretical discourse does. The study we present here about content analysis in the curricula of two high schools systems in rural Mexican communities is an example. In this research we analyzed: 1) how the curricula is oriented towards forest management and the way is connected to the social reality of the communities; 2) how does the learning process develops in the classroom and its dynamics with teachers and students and 3) how does the environmental learning take place. Results revealed that more research is needed with adolescents in order to change the educational structure in rural Mexican high schools.

The research consisted of narrative writing and reflective practice to promote the construction of new understandings between the Indigenous and non-Indigenous peoples of Australia. The research findings propose exemplars of knowledge and practice and approaches to learning that are community centred, immersed in social practices and which include systematic narrative formation.

The research successfully showed how biological communities change in wetlands that are affected by salinity and altered water regimes as a result of irrigation and river regulation. As an outcome of the study, recommendations have been made for the future management of wetlands in the Kerang region in northern Victoria.

Naval training communities use a systems approach to training. This study considers the question "what is effectiveness in naval training?" Instructor courses of five navies were observed and naval instructors surveyed. Conclusions and recommednations are drawn from the data. It is proposed that most problems of effectiveness identified can be overcome without investment in technology or significant system changes.

The authors (with colleagues) have conducted research into Australian doctoral education for over a decade. Two recent projects have produced as part of their outcomes: a database coded by discipline of all Australian PhD theses (dissertations) from 1987–2006. This paper commences with an overview of this work in terms of its purposes, research methods and outcomes. It is contextualized in terms of the current Australian and international debates about the nature, substance and impact of doctoral education on nations, societies, communities and economies. The paper presents some analyses of trends in the 1987–2006 Australian PhD theses. The period 1987-2006 covers several major changes in university education in Australia from the impact of the establishment of the Unified National System in the early 1990s, through the implementation of the Research Training Scheme (RTS) from 2001, the deliberations and demise of the Research Quality Framework (RQF), the rise of Excellence in Research Australia (ERA), through to the review of research training and the research workforce in Australian universities by the House of Representatives. The paper presents and tabulates a variety of trends from the bibliometric and bibliographic data, in particular those relating to the ebb and flow of PhDs in particular disciplines. The implications for national, institutional and disciplinary planners and policymakers with interests in the development and sustainability of research capacity are discussed.

This commences with an overview the research methods and outcomes. It is contextualised in terms of the current Australian and international debates about the nature, substance and impact of doctoral education on nations, societies, communities and economies. Four professional disciplines (architecture and building, education, librarianship and nursing) and four academic disciplines (astronomy, chemistry, cultural studies and demography) are selected for analysis of their 1987–2006 PhD thesis records. These selections were made to reflect a range of professional and academic disciplines in Australia and to illustrate the changes that have occurred over the past two decades. The period 1987-2006 covers several major changes in Australian university education and PhD education in particular.

This presentation brings together the findings of research conducted across three large Australian studies into the recruitment and retention of rural teachers and leaders. Key themes drawn from each study for ways of promoting quality teaching and learning and sustaining rural education communities will be discussed. All studies have highlighted the need to better prepare rural teachers and leaders to create and celebrate a notion of ‘place’ and to identify and strengthen partnerships within and across rural and urban spaces. The presentation will focus in particular on the emerging sub-themes of linking rural school leadership and community renewal, the importance of developing partnerships to sustain the rural workforce and the need for creative enterprise to be acknowledged as important work of rural teachers and leaders.

This review examines the current state of knowledge related to the location of fast food restaurants. Previous studies have revealed some communities are more exposed to fast food restaurants. However, the influence of increased exposure to fast food on dietary behaviours remains unresolved. This is identified as an area of priority for future research.

This article focuses on the qualitative methodologies employed in a research project developed in collaboration with Aboriginal advisors and gaining an in-depth understanding of Aboriginal Victorian peoples' connection to their ancestral lands. It outlines why qualitative methodologies were used and highlights the ethical dimensions of working with Aboriginal Victorian communities. A research partnership was developed between Aboriginal Victorian communities and the non-Aboriginal researcher and this process was emphasised because in the past Australian Indigenous people have been grossly exploited in health research. The methods of semi-structured interviews and focus groups were used to gain a better understanding of this topic. The novel point of this article is that it provides an honest reflection of the benefits and limitations of this qualitative research process from the perspectives of a non-Aboriginal researcher and an Aboriginal participant, when emphasis is placed on a collaborative approach. The paper outlines what a successful qualitative research project looks like in Victorian Aboriginal communities. This can be used as a blueprint not only for working with Victorian Aboriginal communities, who have been marginalised within Australian society, but may also be relevant to other culturally diverse communities throughout the world.

Context. There is an increasing reliance on the use of camera-trap technologies for surveys of medium to large terrestrial mammals. Camera trapping may, however, also have significant applications for broad-scale surveys of small mammals.
Aims. The present study aims to compare results from camera-trapping surveys to those of the more traditional live trapping techniques. Specifically, it aims to test the effectiveness of the techniques for detecting species, and the cost effectiveness of both approaches.
Methods. Surveys were conducted across 36 sites in the Grampians National Park, Victoria, Australia, between April and July 2009. At each site, independent surveys were conducted for small mammals by using a combination of Elliot and cage trapping, then camera trapping. Results for the two different approaches were compared for both their ability to generate small-mammal presence data and their cost effectiveness.
Key results. Camera-trapping surveys of 36 sites in the Grampians National Park compared favourably with those of live trapping surveys. Similar species were detected across the sites, and camera trapping was a considerably more cost effective than live trapping.
Conclusions. Camera-trapping surveys of small terrestrial mammals may provide a new and cost-effective technique for surveying terrestrial small mammals. This is particularly the case when presence data are the main requirement of the survey, with no requirement to capture and tag animals.
Implications. Given the cost-effective nature of camera trapping, there is potential to use this approach to increase the level of replication and spatial coverage of small-mammal surveys. Improving the replication and spatial coverage of studies has the potential to significantly increase the scope of research questions that can be asked, thus providing the potential to improve wildlife management.

Many small rural communities with ageing populations and limited opportunities for young people are not attracting skilled workers, but have a flow of skilled people through the community as locums, seasonal workers or contractors. This project investigated the question: how can rural communities capture maximum benefit from professional and other highly skilled workers in the context of an increasingly mobile and transitory workforce? It found that rural communities derive a wide range of benefits from mobile skilled workers. Effectiveness of the integration process determines the nature and extent of mobile skilled worker contribution to the community. Community settings that encourage and support mobile skilled worker integration are identified in terms of culture, leadership and interactional infrastructure. These same settings also influence mobile skilled worker retention in rural communities. Rural communities need to be proactive in matching worker and community characteristics, and this begins with the recruitment process. Mobile skilled workers need assistance and support to develop a primary social contract, and the process needs to be monitored. This is a community-wide responsibility and requires a coordinated, whole-of-community approach. This is the first Australian study to explore how rural communities can capture the advantages from highly skilled mobile workers. Rural communities that make the most of the available pool of skills can increase resilience, identification and uptake of opportunities such as new enterprises, good practice in natural resource management, enhanced social and leisure opportunities, and the quality and range of local services. The importance of this report is that it provides a broad range of strategies for rural communities wanting to know how to optimise the benefits they derive from mobile skilled workers, regardless of their location or rural industry base.

This article discusses how work on an AusAID-funded impact study of major elementary school reforms influenced the research design of a subsequent Australian Development Research Award project investigating the development of sustainable professional learning communities for primary school teachers in remote places of PNG. The authors reflect on how their different backgrounds, roles, experiences and expertise influenced the design and conduct of the projects and, in particular, how the experiences of the action research and survey methods used on the first project shaped the design of the second. The participating elementary school teachers were encouraged, through action research approaches, to develop self reflexive attitudes to their professional work, and to engage in critical reflection of their roles and practices. Accordingly, this article adopts a self-reflexive position towards the authors’ work as academics and researchers as they endeavoured to produce methodologies that are academically rigorous, contextually suitable, and epistemologically appropriate for PNG.
