Since the end of the Cold War, U.S. policymakers have faced the challenge of addressing the technological requirements of both economic competitiveness and national security. Promoting the technological objectives of competitiveness and security poses a daunting task, as these objectives can differ significantly in terms of autonomy, the private sector’s role, and the time frame involved. The difficulties inherent in meeting these competing needs for technological investment and resources are exacerbated by growing technological globalization. American Technology Policy analyzes the ongoing efforts of politicians, legislators, policymakers, and industry leaders to balance their often-conflicting technological requirements. J. D. Kenneth Boutin examines recent trends and developments in American technology policy as it strives to support high-technology firms without undermining national security. He then considers issues of autonomy, relations between the federal government and industry, and the time frame involved in formulating and implementing policy initiatives, all in the context of globalization. Though satisfying the ambitious American technological agenda is difficult, it is impossible for authorities to avoid making the effort, given the high stakes involved. Boutin’s analysis is intended to inform those who are charged with prioritizing and balancing the technological needs of national defense and economic growth. Although the post–Cold War technology policy of the United States has been characterized by efforts to achieve a balance between these two competing priorities, the dominant focus remains on national security. Boutin explains the ways in which American authorities seek to limit the extent of compromise necessary by working with local and foreign actors and by encouraging structural changes in the environment for technological development, application, and diffusion.

After democracy (1994) the doors of teaching and learning in music opened widely to include local indigenous music and culture in South Africa. Since 2005, African music has been a vibrant aspect of the music curriculum within the School of Music, North West University, South Africa. Globally tertiary music educators are challenged to include informal pedagogy of indigenous musics within the formal context of university courses. University music courses in South Africa are still predisposed towards ‘western’ music pedagogies. In October 2012, the School of Music invited a visiting expert in African music and dance to offer onsite teaching and learning of Ugandan dance songs to tertiary students. The initiative to include Ugandan music as part of the teaching and learning workshops on African music at the School of Music was funded by the South African Music Rights Organization. The School of Music has an ongoing policy to invite and include culture bearers to share their skills and expertise with students and academics. Such sharing provides culture bearers the opportunity to transmit much needed skills, which are not often offered by academics. UNESCO (2012) identifies scarce knowledge and skills as intangible heritage.

This article examines the Obama administration’s attempt to rebalance U.S. strategy towards the Asia-Pacific region with special emphasis on Southeast Asia. It argues that America’s regional pivot is occurring at a time of unprecedented domestic fiscal austerity caused by a staggering level of national debt.

The U.S. domestic budget crisis, the current “declinist” debate, concern over the rise of China, and the impact of sequestration on American defence spending are analysed and their implications for Southeast Asia are assessed. The article suggests that the most serious aspect of the U.S. debt crisis may be its impact upon American strategic resilience and geopolitical confidence.

Thus, while many ASEAN nations have welcomed the U.S. strategic pivot as a valuable reinforcement of their security, they remain unsure that it is a sustainable policy. In the future, it is likely that reassuring ASEAN of the longevity of the U.S. commitment to the Asia-Pacific will require of Washington a skilled blend of budgetary reform, military presence, and sustained diplomatic effort.

The constraints that curb visitation to parks have received considerable research attention and remain an important issue. Constraints to outdoor leisure in parks include structural barriers, such as cost of entry, interpersonal barriers, for example, lack of a partner to visit with, or intrapersonal barriers, including lack of interest. Using a meta-analysis approach, this article integrates the findings of 22 North American studies with 541 estimates, conducted over a 30-year period, to determine the key constraints to park visitation based on various socio-demographic factors. The findings highlight the varying roles that constraints play in limiting the visitation of people according to race, age, gender, education and income. Gaps in the literature are identified, with implications for encouraging visitation for more constrained groups discussed. An agenda for future research is presented.

The recent "Arab spring", with its popular uprisings in many Arab countries, has exposed the ambiguity at the heart of American promotion of democracy in the Middle East. The US invasions of Afghanistan and Iraq were packaged as democracy promotion, as heralding the beginning of a new phase in the politics of the Middle East when democracy would replace authoritarian regimes. Many of these authoritarian regimes, however, were sustained by US support. The recent popular uprisings threaten to bring democracy without promotion by the US, and threaten to overthrow regimes previously supported by the US and important for US strategy in the region – hence an initial hesitant response by the US to some of the uprisings. This book explores the contradictions in American democracy promotion in the Middle East. It discusses the principles underlying US democracy promotion, and the debates surrounding US policy formation, and examines the application of US democracy promotion in specific cases. It concludes by assessing the likely future patterns of US engagement with democratic reform in the Middle East.

Much research work on motives has been based on the taxonomy of psychogenic needs originally proposed by Murray and his colleagues in 1938. However, many of these needs have received little attention, and some of them may be less relevant now than they were 70 years ago. Two studies were conducted to investigate current motives. In Study 1, we used the Striving Assessment to elicit the personal strivings of 255 undergraduate university students. Murray’s taxonomy was unable to account for 50% of the 2,937 strivings. These strivings were thematically groups into 11 new categories and combined with 7 Murrayan needs to form the Comprehensive Motivation Coding System (CMCS). In Study 2, Thematic Apperception Test (TAT) stories produced by 143 undergraduate student participants were coded by these two systems. Murray’s system was unable to fully account for 42% of motives identified in the TAT stories, but the CMCS was able to account for 89%. These findings suggest that Murrayan needs may not adequately describe contemporary motivations and that the CMCS has the potential to do so. However, due to the limited demographics of our sample, further investigations are needed.
