Research on the causal factors underlying sex offender recidivism has not considered the success or failure of the reintegration process by which the offender rejoins the community after prison. The authors developed a coding protocol to measure the quality and comprehensiveness of reintegration planning for sex offenders. The protocol was retrospectively applied to groups of recidivists and nonrecidivists who were matched on static risk level and follow-up time. The protocol demonstrated adequate reliability. Compared to nonrecidivists, recidivists had significantly lower scores relating to accommodation, employment, and the Good Lives Model secondary goods, as well as lower total reintegration plan scores. ANCOVAs showed that when IQ and level of sexual deviance were controlled for, accommodation (a place to live) was significantly related to sexual recidivism and the Good Lives Model—secondary goods was significantly related to any recidivism. These results suggest that poor reintegration planning may be a risk factor for recidivism.

In order to achieve automatic and more intelligent service composition, dynamic description logic (DDL) is proposed and utilized as one emerging logic-level solution. However, reasoning optimization and utilization in such DDL-related solutions is still an open problem. In this paper, we propose the context-aware reasoning-based service agent model (CARSA) which exploits the relationships among different service consumers and providers, together with the corresponding optimization approach to strengthen the effectiveness of Web service composition. Through the model, two reasoning optimization methods are proposed based on the substitute relationship and the dependency relationship, respectively, so irrelevant actions can be filtered out of the reasoning space before the DDL reasoning process is carried out. The case study and experimental analysis demonstrates the capability of the proposed approach.

A case study is used to demonstrate the application of Geographical Information Systems (GIS) to inform sustainable development. The suitability of the landscape to support tourism accommodation in a Local Government Area (LGA) is modelled by integrating existing datasets, including conservation areas, residential zones, major roads and known locations of tourism operators into a logistic regression framework. By using a data-driven approach an indication of the relative importance of each explanatory variable can be accounted for, therefore informing planners of the importance of different assets. In a region where tourism is reliant upon natural features, this use of information systems in conjunction with quantitative statistical modelling can value-add to existing datasets. The provision of this kind of knowledge is important as it would otherwise not factor into the decision-making process had the datasets been considered independently of each other – a concept that applies to both the public and private sectors.

High-mix-low-volume (HMLV) production is currently a worldwide manufacturing trend. It requires a high degree of customization in the manufacturing process to produce a wide range of products in low quantity in order to meet customers' demand for more variety and choices of products. Such a kind of business environment has increased the conversion time and decreased the production efficiency due to frequent production changeover. In this paper, a layered-encoding cascade optimization (LECO) approach is proposed to develop an HMLV product-mix optimizer that exhibits the benefits of low conversion time, high productivity, and high equipment efficiency. Specifically, the genetic algorithm (GA) and particle swarm optimization (PSO) techniques are employed as optimizers for different decision layers in different LECO models. Each GA and PSO optimizer is studied and compared. A number of hypothetical and real data sets from a manufacturing plant are used to evaluate the performance of the proposed GA and PSO optimizers. The results indicate that, with a proper selection of the GA and PSO optimizers, the LECO approach is able to generate high-quality product-mix plans to meet the production demands in HMLV manufacturing environments.

The practice of solely relying on the human resources department in the selection process of external training providers has cast doubts and mistrust across other departments as to how trainers are sourced. There are no measurable criteria used by human resource personnel, since most decisions are based on intuitive experience and subjective market knowledge. The present problem focuses on outsourcing of private training programs that are partly government funded, which has been facing accountability challenges. Due to the unavailability of a scientific decision-making approach in this context, a 12-step algorithm is proposed and tested in a Japanese multinational company. The model allows the decision makers to revise their criteria expectations, in turn witnessing the change of the training providers' quota distribution. Finally, this multi-objective sensitivity analysis provides a forward-looking approach to training needs planning and aids decision makers in their sourcing strategy.

The construction industry in the UK needs to improve its performance and provide clients with an improved level of satisfaction. The inefficient design and construction process is usually criticised as one of the main causes of poor performance.

A new construction process system, CONstruction Best Practice System (CONBPS), has been developed based on the use of an expert system. CONBPS is based on the traditional procurement strategy as it is probably the most popular procurement method in the UK and yet it is subject to most criticism. This model clearly identifies the roles and responsibilities of the major parties within the building team and identifies the activities and the key issues within the project cycle. The completed model reflects the full project cycle from inception to completion.

The prototype of this system has been demonstrated to the construction participants for their comments. The practitioners included architects, quantity surveyors, planning supervisors, private and public clients. The method of collecting data was through the use of semi-structured interviews.

Following feedback from practitioners, the CONBPS has been updated. This version is more robust; besides, it is more practical and user-friendly as it incorporates the comments from practitioners, who are also the potential users.

The primary aim of this paper is to discuss the development of the updated CONBPS. The improvement of the updated CONBPS includes the information for constructing the system, the computerised functions, system structure, knowledge representation structure and the system operation.

The objective of this chapter is to argue a case for the need to include teachers and professional educators in the policy making and implementation processes of the World Bank's Education Sector Strategy 2020. By drawing on evidence from the Consultation Plan, the chapter investigates how communicative practices about teachers are embedded in the discourse of the plan and how these influence the rationalisation of the policy. In doing so, the chapter will examine the relationships between social actions, systems rationalisation and life world rationalisation. Much like commercial and entrepreneurial organisations focus on the voice of the customer (VOC), that is on satisfying the stakeholders and end users in their processes, in this chapter, the voice of the teacher (VOT) is highlighted. The skills and knowledge of key stakeholders need to be leveraged and engaged in order to ensure that the policy achieves its desired aims. In order to frame this argument, notions of Habermas’ communicative action theory is used to show how policy engages in systems steering. Rather than understanding education strategy and reform as a process of engaging only government and policy makers, this chapter suggests that by engaging the practitioners and listening to the practical discourse around reform, teachers can be leaders of reforms rather than obfuscated agents.

Construction projects have been criticised for low performance for many decades. One of the reasons for this situation is the temporary multi-organisation of the construction team; the ultimate reason may be due to the divergent background and specialist skills of the project team members. The aim of this paper is to investigate the different opinions of construction participants within the construction process. It focuses on the projects which use the traditional procurement strategy in the building sector as this process is often perceived as being far from efficient. The methodology used in this research is by interview; the targeted interviewees include architects, quantity surveyors, clients and planning supervisors. An expert system which has been developed to model the construction process, called the CONstruction Best Practice System (CONBPS), has been demonstrated and the participants’ comments sought. The findings are that different construction parties have different perceptions of the construction process and their understanding of each other’s role is ambiguous.

Coal handling is a complex process involving different correlated and highly dependent operations such as selecting appropriate product types, planning stockpiles, scheduling stacking and reclaiming activities and managing train loads. Planning these operations manually is time consuming and can result in non-optimized schedules as future impact of decisions may not be appropriately considered. This paper addresses the operational scheduling of the continuous coal handling problem with multiple conflicting objectives. As the problem is NP-hard in nature, an effective heuristic is presented for planning stockpiles and scheduling resources to minimize delays in production and the coal age in the stockyard. A model of stockyard operations within a coal mine is described and the problem is formulated as a Bi- Objective Optimization Problem (BOOP). The algorithm efficacy is demonstrated on different real-life data scenarios. Computational results show that the solution algorithm is effective and the coal throughput is substantially impacted by the conflicting objectives. Together, the model and the proposed heuristic, can act as a decision support system for the stockyard planner to explore the effects of alternative decisions, such as balancing age and volume of stockpiles, and minimizing conflicts due to stacker and reclaimer movements.

Local governments are increasingly seeking new ways to engage with communities through a variety of productive avenues. Yet strategic planning lags behind with an accepted method to consult and engage with communities about proposed policy changes. When engagement methods are used which go beyond those which are legislated for, the process often involves members of communities who are familiar with planning processes, or have time to participate, thereby excluding large sections of the community. In addition, consultation methods often lack rigour in data collection upon which major strategic decisions are based, thereby undermining government's capacity to make quality and informed planning decisions. The aim of this paper is to assist local government urban planners with their community engagement practice in order to form policies which are acceptable to the affected communities. The paper proposes a community engagement framework which introduces rigour within the community engagement process by drawing on research methods from psychology and political science.

Actors in the built environment are increasingly considering environmental issues alongside functional and economic aspects of development projects. However, to date in Australia and internationally, there have been few practical examples of integrated applications of sustainability principles in the built environment across all lifecycle phases. In response to this gap, this paper proposes a conceptual framework based on the principal that early intervention is the most cost-effective and efficient means of implementing effective strategies for sustainability. A strategic environmental assessment (SEA) approach is forwarded as an umbrella analytical framework, assembled from analytical methods which are strategically 'tiered' to inform stages of the project decision-making process. Practically applied and timed accordingly, the framework can allow assessments to be targeted towards appropriate decision making levels and enable better decision-making and more efficient resource allocation for major infrastructure development projects.

Change has engulfed the coastal fringe of Australia. In balancing the built and natural environment, community needs, cultural significance and economic sustainability, planners aim to improve quality of life and create vibrant communities. Yet managing place change, particularly in coastal areas, is fraught with tensions. Most planning discussions about the rapidity of change, the impact of the Sea Change process and increased development have focused upon the extensiveness of residential expansion and the housing styles that challenge the essence of the character of these coastal towns. Character and sense of place qualities are the very reasons that sea changers desire to engage with and reside within these communities. One aspect missing from this discussion and analysis is the impact that large-scale transformations of iconic buildings are having upon these places. This paper examines the consequences that major commercial development projects have upon the communities of Sorrento and Queenscliff. It considers changes (proposed or realised) to four landmark historic hotels: The Koonya and Continental in Sorrento; and the Ozone and Vue Grand in Queenscliff. This paper focuses on issues of planning, social engagement and community debate.

Urban planning has the potential to draw on allied and remote disciplines to improve community consultation processes for strategic planning projects. Urban design and landscape architecture have quantitative and qualitative methods which can be utilised to visualise different options of urban intensification which may fit within communities’ expectations of change. Furthermore political science has long used scientifically established psychometric techniques to collect data from broad sections of the population, analysing demographic profiles of communities and understanding their perceptions and attitudes. By appropriating quantitative and qualitative methods from other disciplines, urban planning policies can be developed which may reflect communities’ aspirations of amenity and neighbourhood character. The aim of this paper is to assist local government urban planners with their community engagement practice in order to form policies which are acceptable to the affected communities. The paper draws on Victoria as a case study of community engagement practice, examines research methods from allied and remote disciplines and proposes a community engagement framework which introduces rigour within the community engagement process.

Nearly one-half of the adult population in Fiji between the ages of 15–64 years is either overweight or obese; and rates amongst school children have, on average, doubled during the last decade. There is an urgent need to scale up the promotion of healthy behaviors and environments using a multi-sectoral approach. The Healthy Youth Healthy Community (HYHC) project in Fiji used a settings approach in secondary schools and faith-based organizations to increase the capacity of the whole community, including churches, mosques and temples, to promote healthy eating and regular physical activity, and to prevent unhealthy weight gain in adolescents aged 13–18 years. The team consisted of a study manager, project coordinator and four research assistants (RAs) committed to planning, designing and facilitating the implementation of intervention programs in collaboration with other stakeholders, such as the wider school communities, government and non-governmental organizations and business partners. Process data were collected on all intervention activities and analyzed by dose, frequency and reach for each specific strategy. The Fiji Action Plan included nine objectives for the school settings; four were based on nutrition and two on physical activity in schools, plus three general objectives, namely capacity building, social marketing and evaluation. Long-term change in nutritional behavior was difficult to achieve; a key contributor to this was the unhealthy food served in the school canteens. Whilst capacity-building proved to be one of the best mechanisms for intervening, it is important to consider the cultural and social factors influencing health behaviors and affecting specific groups.

The objective of this paper is to demonstrate the ability of visualization and simulation techniques to aid and simulate current and future directions in coastal planning. The process of visualization will interrogate the coastal cities of Portland, Apollo Bay, Anglesea and Hobsons Bay in south-eastern Australian coastal seaboard through a progression of projections and simulated forecasts from 2014 to 2050 to see if a process(s) or methodology could help in planning the future growth of coastal settlements. The analysis uses Geographic Information Systems (GIS) associated with planning application software.
