Weirs are common structure to regulate discharge and flow control inwater conveyance channels and hydraulic structures. Labyrinth weirsconsidered one of economical and effective methods to increase the efficiency of weirs that crest length of weirs increase without a related increase in structure width. Therefore, flow discharge will be increased. Compared to use compound weir, there are some benefits including the simultaneous passage of floating materials such as wood, ice, etc. Also, sedimentations are pass through compound weir. The trapezoidal Labyrinth weir is one of the combined models. In present study 15 physical models that discussion effect changes sidewall angle of labyrinth weir on discharge coefficient of flow over and through the compound trapezoidal one cycle Labyrinth weir. Also, it is developed design curves with various shapes and configurations. The researchshowed here mainly objectives at determining the coefficient of discharge for flow-over trapezoidal labyrinth weir by performing tests at wide range of values of side wall angles (α) from 6° to 35° and compound linear weir to be compared.

The School Innovation in Science (SIS) initiative has developed and evaluated a model to improve science teaching and learning across a school system. The model involves a framework for describing effective teaching and learning, and a strategy that allows schools flexibility to develop their practice to suit local conditions and to maintain ownership of the change process. SIS has proved successful in improving science teaching and learning in primary and secondary schools. Evidence of variations in the nature and extent of the change is used to argue that the process is essentially cultural in nature, and that change occurs at different levels within a school. Processes supporting change thus need to be flexible and responsive.

Issue addressed: The complexities encountered in an Indigenous community when a white project support team assisted a school (Bwgcolman on Palm Island, Queensland) to implement MindMatters, a centralised, national project aiming to promote the psychosocial health of young Australians through the development of a comprehensive, school- based mental health promotion program. Approach: The MindMatters consortium offered pilot schools curriculum materials, professional development for staff, funding and ongoing support at a local level in return for their participation in the project. The support team flew to the island on two occasions to provide support. Conclusion: Whether or not MindMatters constituted a community project at Bwgcolman is debatable. Nevertheless, the project at Bwgcolman was considered a 'success' by key players since initial aims identified by the school were tangible (eg, professional development, curriculum development) and met in a way that the school could take ownership of. Additionally, behavioural management policy was implemented in a manner that was cognisant of a history of coercive relations with Indigenous communities. So what?: It is important in the telling of the success story at Bwgcolman that even though MindMatters endeavoured to be culturally sensitive, it was nevertheless a centralist mental health promotion program. Future mental health promotion initiatives need to be aware that the approach of the support team in attempting to hand back some community control at the local level may have played a role in the school succeeding.

The successive Howard Governments sought not only to make foreign policy in response to new regional and global agendas, but to respond to and to seek to manage new forms of electoral challenge with new forms of nationalism. This has resulted in a set of important departures from the major Liberal tradition in international affairs, the claim to a realist approach to foreign policy, and has led to the need to manage the consequences of those departures. The boundary that realism sought to draw between the domestic and international politics, as the spheres of values and interests respectively, became increasingly blurred. In relations with the Asian region the expression of strong domestic (nationalist and internationalist) agendas led initially to distancing from Asian engagement. However, from 2002, a more realist-focused external policy led to new forms of state to state re-engagement in pursuit of national interests. In the commitment to military operations in Iraq, the Anzac legend is interpreted to supply nationalist legitimation which would not normally be required for wars fought for realist (i.e. defensive) reasons. A future Liberal prime minister would lack Howard's touch here. In the debate in the Liberal Party over defence doctrine, an attempt by the Defence Minister to reformulate the realist doctrine of Defence of Australia into an expeditionary construct was rejected.

Fish-net algorithm is a novel field learning algorithm which derives classification rules by looking at the range of values of each attribute instead of the individual point values. In this paper, we present a Feature Selection Fish-net learning algorithm to solve the Dual Imbalance problem on text classification. Dual imbalance includes the instance imbalance and feature imbalance. The instance imbalance is caused by the unevenly distributed classes and feature imbalance is due to the different document length. The proposed approach consists of two phases: (1) select a feature subset which consists of the features that are more supportive to difficult minority class; (2) construct classification rules based on the original Fish-net algorithm. Our experimental results on Reuters21578 show that the proposed approach achieves better balanced accuracy rate on both majority and minority class than Naive Bayes MultiNomial and SVM.

Over the past two decades private and hybrid forms of policing have grown considerably in Australia. As a result, governments have begun to recognize the role played by non-state police agencies and personnel in the provision of public order and safety, further extending and legitimizing non-state policing. In addition, the private ownership of critical infrastructure and 'communal spaces' has led to a central role for non-state police in the area of 'high policing' counter-terrorism. In response to changes to the auspices and providers of policing, state police were beginning to explore new ways of working with private and hybrid forms of policing, with the emergence of a new type of experiment in policing partnerships, the Police-Private Security Committee (POLSEC). This paper examines these trends and implications for ongoing developments in Australian policing.

This paper examines recent debates over national history in post-colonial East Timor. It is argued that beneath a broadly unifying theme of ‘national’ resistance to colonial occupations lies a more complex and ongoing postcolonial struggle over the ownership of core historical narratives, identities and symbols.

The aim of this paper is to identify the challenges that a social marketing campaign, which is predicated on Anzac Day and its commemorations and aimed at developing nationalistic behaviour in Australians, might face in the future. Questions posed for this paper are: Is this a viable campaign to promote nationalistic behaviour in Australia? Are there risks associated with such a campaign? In this discursive and exploratory paper Anzac Day and its commemorations are examined using generic marketing tools available to social marketers, specifically the Product Lifecycle (PLC) and consumer profiling, namely generational research. The results indicate that it is possible to predicate a social marketing campaign on Anzac Day and its commemorations to develop nationalistic behaviour in Australia, but there are some inherent risks associated with such a campaign. Issues are raised with regard to the mono-cultural nature of such a campaign; which generational segment(s) might take ownership of the commemorations in the future; and the surrounding structural and community-based strategies that will enhance such a campaign.

This paper presents a comparison of values of wildlife held by stakeholder groups and public samples in Victoria, Australia, with a sample of wildlife managers' beliefs about these groups. It also examines the managers' views of the importance of utilizing human dimensions information in their decision-making. In-depth interviews were conducted with wildlife/environmental managers in a sample of state and local government agencies and members of wildlife management stakeholder groups. Questionnaires were used to explore values of wildlife held by stakeholder group members and the Victorian public. There are several instances of interviewed managers misunderstanding the values held by stakeholder groups and subsets of the Victorian public. Such discrepancies can be reduced by incorporating systematically obtained human dimensions information into management decisions. Interviewed wildlife managers appear to appreciate the importance of human dimensions information; however, there was some uncertainty about how it could be applied.

There is ample evidence that in many countries school science is in difficulty, with declining student attitudes and uptake of science. This presentation argues that a key to addressing the problem lies in transforming teachers’ classroom practice, and that pedagogical innovation is best supported within a school context. Evidence for effective change will draw on the School Innovation in Science (SIS) initiative in Victoria, which has developed and evaluated a model to improve science teaching and learning across a school system. The model involves a framework for describing effective teaching and learning, and a strategy that allows schools flexibility to develop their practice to suit local conditions and to maintain ownership of the change process. SIS has proved successful in improving science teaching and learning in primary and secondary schools. Experience from SIS and related projects, from a national Australian science and literacy project, and from system wide science initiatives in Europe, will be used to explore the factors that affect the success and the path of innovation in schools.

The OWA operators gained interest among researchers as they provide a continuum of aggregation operators able to cover the whole range of compensation between the minimum and the maximum. In some circumstances, it is useful to consider a wider range of values, extending below the minimum and over the maximum. ST-OWA are able to surpass the boundaries of variation of ordinary compensatory operators. Their application requires identification of the weighting vector, the t-norm, and the t-conorm. This task can be accomplished by considering both the desired analytical properties and empirical data.

We generalize the concepts of neutral and absorbent elements of aggregation operators. We introduce two types of tuples of values: the neutral tuples and the absorbent tuples. the neutral tuples are useful in situations in which information from different sources, or preferences of several decision makers, cancel each other. Absorbent tuples are useful in situations in which certain decision makers may decide the outcome irrespective of the opinion of the others. We examine the most important classes of aggregation operators in respect to their neutral and absorbent tuples.

The desire to understand the behavior of sport consumers has been a long-standing goal for sport marketers. This paper critically examines models of sport consumption by undertaking a comparative analysis of the major works completed to the present time. It is suggested that while past works have identified important motivational and behavioral differences, they frequently provide only partial explanations of sport consumer behavior. They are often constrained by an overemphasis on social-psychological traits, and give only limited attention to the cultural and economic context in which behaviors take place. Moreover, they rarely explain how fans might move between different segments, or how relationships with sport teams are formed in the first place. Sport consumer research will be enhanced by a more holistic analysis of values and beliefs that illuminates some of the more shadowy aspects of sport consumer formation, commitment, identity, and game attendance patterns.

This article reports on research undertaken with members of a Melbourne urban community garden to explore the extent to which such a natural amenity provides opportunities for enhancing social capital. It is apparent even from this small qualitative study that membership of 'Dig In' community garden offers many benefits to its members. These benefits include increased social cohesion (the sharing of values enabling identification of common aims and the sharing of codes of behaviour governing relationships), social support (having people to turn to in times of crisis) and social connections (the development of social bonds and networks). However, the study indicates that, at least in the early stages of development, such benefits do not necessarily extend beyond the garden setting. This raises a question about the time required to develop high levels of social capital, and points to the need for further research into 'time' and 'space' aspects of community gardens.
