Examines the relationship between anthropology and native administration in the Australian territories of Papua and New Guinea and the Northwest of Australia between 1920 and 1950. Is is argued that anthropology needed colonialism rather than colonialism needing anthropology.

Measurements of total, filterable and DGT-labile concentrations of nine metals (Al, Cd, Cr, Cu, Fe, Pb, Mn, Ni and Zn) have been made at five sites up to 4.2km from a deep sea tailings outfall operated by Lihir Gold Ltd. at Lihir Island, Papua New Guinea. At each site, pairs of DGT units (one containing a 0.4mm and the other a 0.8mm diffusive gel layer) were deployed at three depths (50–70; 105–130; 135–155m) for 4–7 days. Comparison of predicted water column DGT-labile metal concentrations in field deployments showed the 0.8mm DGT units were relatively enriched in metals, with the effect being greatest closer to the outfall for Pb and Mn and least for Fe, Cr, Ni and Zn. The most likely explanation for this is that in addition to simple ion diffusion, kinetic factors associated with ageing or desorption processes govern release of metals from iron and aluminium oxyhydroxide colloids which diffuse through the gels. The thicker gels have a longer residence time over which metals can be released for adsorption. This model explains why enrichment is most pronounced near the outfall; more distant sites have lower colloid concentrations because of the longer time for coagulation to increase particle sizes to the extent they cannot enter the gels. Total and filterable metal (FM) concentrations were frequently below the limits of detection (LOD) achievable by conventional ICP-AES (1–52gL−1) and this limited their usefulness for assessing environmental risk and for metal speciation determination. Because of its pre-concentration step DGT gave metal concentrations above their LODs and these decreased exponentially with distance from the outfall. Concentrations of DGT–labile metal fell below Australian water quality guidelines for protection of 99% of marine organisms within 0.13km of the outfall for Cd, Cr and Ni and below that for protection of 95% of marine organisms within 0.4, 0.7 and 3.6km for lead, zinc and copper, respectively.

This article examines the export-led growth and import-led growth hypotheses for a panel of Pacific island countries—namely, Fiji, Papua New Guinea, Solomon Islands, Tonga and Vanuatu—for the period 1982–2004. The modelling is performed using a panel unit root, panel co-integration and panel Granger causality approach. We find bi-directional Granger causality for the panel of Pacific island countries between exports and economic growth, imports and economic growth, and exports and imports. The results suggest that the poor growth performance of many Pacific island countries reflects their poor export performance; however, if the supply-side constraints on exports are removed, there could be a virtuous cycle between economic growth and exports.

This paper reports on a study of the use of action research for remote primary school teachers’  professional learning in two provinces in PNG. There is significant international literature and research available on the characteristics of professional learning models that lead to quality outcomes for teachers and students alike. Action research is one approach to professional learning that includes a number of these internationally recognised characteristics. It constitutes an inquiry-based approach that encourages teachers to reflect on their own practices, and take ownership of the solutions to problems occurring in their own contexts.

The project draws on the international literature and research on effective professional learning, as well as the particular requirements of teachers in remote areas of Papua New Guinea, to develop a model for professional learning that could be adopted as a sustainable and effective approach to improving student learning outcomes. Improving such outcomes is essential in countries such as Papua New Guinea as they strive to achieve the Millennium Development Goal of Universal Basic Education.

The paper first provides a rationale for using action research in the context of remote schools in Papua New Guinea. A critique follows of the issues associated with the methodology and how these issues were resolved throughout the action research process and, finally, the paper concludes with some suggestions on how this model can be appropriated in other countries’ contexts.

Over the last seven decades, Papua New Guinea (PNG) has grown from a disparate collection of traditional societies loosely governed by its neighbour, Australia, to a thriving, developing state. The story of how PNG came to lose its colonial shackles and gain independence is one of collective endeavour, as the tiny group of Papua New Guineans who gathered in the dusty streets of Port Moresby transformed into the leaders of the new nation. One of them was the young teacher, Ebia Olewale, who in his own journey from the village to the nation experienced many triumphs and tragedies. PNG’s story – from the village to the world – is retold in this book, through the experiences of Ebia Olewale.

In eastern Papua, Christian missionaries found a social structure unparalleled in most areas of religious expansion in the world: it apparently lacked chiefs and any identifiable leadership. Nearly all the Massim societies of eastern Papua were matrilineal, and land was passed through females. Here, women enjoyed a higher status than elsewhere in what is now Papua New Guinea. By drawing on the records of missionary agents, both European and Polynesian, this paper shows how the Methodist, Anglican and Kwato (London Missionary Society) missions in eastern Papua all encountered difficulty in fostering a cadre of male leaders, but — as became evident after World War II — they experienced greater success in fostering women's leadership.

There are many large, easy-to-observe anseriform birds (ducks, geese, and swans) in northern Australia and New Guinea and they often gather in large numbers. Yet, the structure of their populations and their regional movements are poorly understood. Lack of understanding of population structure limits our capacity to understand source-sink dynamics relevant to their conservation or assess risks associated with avian-borne pathogens, in particular, avian influenza for which waterfowl are the main reservoir species. We set out to assess present-day genetic connectivity between populations of two widely distributed waterfowl in the Australo-Papuan tropics, magpie goose Anseranas semipalmata (Latham, 1798) and wandering whistling-duck Dendrocygna arcuata (Horsfield, 1824). Microsatellite data were obtained from 237 magpie geese and 64 wandering whistling-duck. Samples were collected across northern Australia, and at one site each in New Guinea and Timor Leste. In the wandering whistling-duck, genetic diversity was significantly apportioned by region and sampling location. For this species, the best model of population structure was New Guinea as the source population for all other populations. One remarkable result for this species was genetic separation of two flocks sampled contemporaneously on Cape York Peninsula only a few kilometers apart. In contrast, evidence for population structure was much weaker in the magpie goose, and Cape York as the source population provided the best fit to the observed structure. The fine scale genetic structure observed in wandering whistling-duck and magpie goose is consistent with earlier suggestions that the west-coast of Cape York Peninsula is a flyway for Australo-Papuan anseriforms between Australia and New Guinea across Torres Strait.

The article focuses on the comments concerning the Australian government's Pacific Seasonal Worker Pilot Scheme in Papua New Guinea. It has been perceived that it could not help the employment problems in the country and other countries included. Its objective has been questioned by Opposition Leader Brendan Nelson. Many believed that few people to be included in the scheme would only make an insignificant difference to the problems of under-and unemployment with which they are faced.

Monotremes are the only oviparous mammals and exhibit a fascinating combination of reptilian and mammalian characters. They represent a component of synapsidal reproduction by laying shelled eggs which are incubated outside the mother’s body. This is accompanied by a prototherian lactation process, marking them as representatives of early mammals. The only extant monotremes are the platypus, and the short- and long- beaked echidnas, and their distributions are limited to Australia and New Guinea. Apart for a short weaning period, milk is the sole source of nutrition and protection for the hatchlings which are altricial and immunologically naive. The duration of lactation in these mammals is prolonged relative to the gestational length and period of incubation of eggs. Much of the development of monotreme young occurs in the non-sterile ex-utero environment. Therefore the role of milk in the growth, development and disease protection of the young is of significant interest. By sequencing the cDNA of cells harvested from monotreme milk, we have identified a novel monotreme- specific transcript, and the corresponding gene was designated as the EchAMP. The expression profile of this gene in various tissues revealed that it is highly expressed in milk cells. The peptides corresponding to the EchAMP protein have been identified in a sample of echidna milk In silico analysis indicated putative antimicrobial potential for the cognate protein of EchAMP. This was further confirmed by in vitro assays using a host of bacteria. Interestingly, EchAMP did not display any activity against a commensal gut floral species. These results support the hypothesis of enhancement of survival of the young by antimicrobial bioactives of mammary gland origin and thus emphasize the protective, non- nutritional role of milk in mammals.

The challenges of nation building in Melanesia and Timor-Leste have often been neglected in the regional focus on state-building challenges. High levels of ethno-linguistic diversity, combined with an array of regional, historical and cultural divisions, continue to present obstacles to the creation of a cohesive sense of national political community leading these nations to be labelled ‘fragile’. This paper presents the findings of a comparative study on the attitudes of tertiary students in Melanesia and Timor-Leste to national identity and nation building. A strong pan-Melanesian pattern of group identification was identified, common to Papua New Guinea, Solomon Islands and Vanuatu. The ongoing importance of traditional authority and custom in informing conceptions of political community and identity was evident in all four case study sites, but was in each case matched by indicators of respect for modern state authority. The survey also reveals some significant gender differences in key attitudes towards national identity, including the role of traditional authorities. Most importantly, the study reveals high degrees of national pride, and faith in democratic principles and citizenship; but conversely, low levels of pride in contemporary democratic performance and inter-group tolerance.
