Barriers to learning inhibit organisational learning directed at improving the quality of working life for employees and increasing productivity. They exist at all levels of organisation and in some way, explain the discrepancies that exist between the rhetoric of the Learning Organisation and the reality of the workplace. This research investigates such barriers to learning in ADI Benalla.

The growth of voluntary corporate social responsibility (CSR) reporting reflects society's expectations for business to set higher ethical standards and to undertake business in a way that meets the profit imperative (the bottom line). Additionally, the community expects socially and environmentally responsible behaviour practices; the so-called triple bottom line approach. The paper briefly reviews the development of corporate social responsibility reporting from the perspective of two large Australian banks and attempts to understand their motivation for voluntary disclosure. Stakeholder theory and game theory provide a means to analyse why banks undertake CSR reporting. The paper compares Westpac and National Australia Bank's CSR reporting over the period 2004-2005 utilising external rating agencies and CSR reports to determine the extent of disclosure in relation to employees, environment, community and customers. The paper concludes with a discussion of the pros and cons of CSR, the role of regulation and recommendations for future policy direction.

Genetic variation, and the way in which it is partitioned among populations, has implications for a species’ survival and evolutionary potential. Such information is particularly important for the successful conservation and management of species that have experienced past human impacts and potential losses of genetic diversity. Overharvesting of the Australian fur seal Arctocephalus pusillus doriferus in the 18th and 19th centuries resulted in severe population reductions and elimination of an estimated 17 of 26 colonies. Currently, the subspecies is recovering and c. 20 000 pups are produced annually at 13 colony sites, most of which are situated in Bass Strait in south-eastern Australia. Genetic analysis of samples collected from pups captured at nine colonies revealed no difference in allelic diversity or heterozygosity at five microsatellite loci and no differences in haplotype diversity within a 344 bp region of the mitochondrial DNA control region. There was some evidence for isolation by distance but the program STRUCTURE predicted a single cluster of individuals. Gene flow among colonies appears to be substantial at present, indicating that the Australian fur seal is currently a single, panmictic unit.

Today, the Zebra Finch is Australia’s most studied bird and the focus of intensive multi-million dollar research projects throughout the world. Here we briefly summarise the history of the Zebra Finch in science and document the way in which studies of this species have proliferated and dominated a number of quite different fields within the biological sciences. The importance of the Zebra Finch is likely to increase still further after the recent publication of its genome sequence – only the second bird to be the focus of such an intensive research effort – and providing an amazing resource for understanding this species and genome evolution more generally. Finally, we highlight the contribution made by the late Richard Zann with his studies of the ecology, physiology and behaviour of the wild Zebra Finch and his tremendous enthusiasm for the species. Richard would have welcomed the status that the Zebra Finch currently enjoys in science, and looked forward to the many exciting research opportunities that this supermodel species will continue to provide in the future.

The forces of globalisation over the last few decades have created opportunities for intemational business as never before, whilst leaving no organisation immune to competition. With the Global Financial Crisis impacting the world economy, the BRIC economies as a group - Brazil, Russia, India and China, have steadily benefited from continuing growth in 2008 and 2009 (Bhattacharya, Hemerling and Waltermann,2010). Despite China being a key international trading partner for Australia, the number of successful joint ventures and negotiations between the two countries remains limited. A closer examination of the international business interactions between Australia and China is thus urgently needed. When negotiating with the Chinese, Western managers may not always be aware of what they are really negotiating for. To be successful, they have to be equipped with the 'specialised knowledge', a form of 'tacit or implicit knowledge', which comes with experience (Nonaka, 1994, Pavesi, 2003) in communicating and negotiating with their Chinese counterparts. The Chinese way of business negotiation can challenge the logic of Western business thinking. This, coupled with possible generational differences or changes in the Chinese business counterpart's way of doing business, means we must try to understand the business communication and negotiation process from not only the Western but also the Chinese perspective. In particular, in addition to the contextual (Phatak, & Habib, 1996; Risberg, 1997), social (Ghauri, & Fang, 2001), and cognitive factors (George, Gareth, & Gonzalez, 1998) focused on by past researchers, the intangible aspects of negotiation must also be considered. These include trust, reputation, relationship quality (guanxi in the case of the Chinese), and the moods and emotions that shape the processes and outcomes of communication and negotiation (Griffith, 2002; Hartel & Ma, 2006; Ma & Hartel 2005; and Zhao & Krohmer, 2006). This paper reports on a qualitative investigation of the communication processes occurring in negotiations between Australian and Chinese managers and entrepreneurs. The examination is based on a theoretical framework looking at emotions and culture from an affective events theory (AET) perspective. Both interview and focus groups techniques were used. Findings identified guanxi, core to relationship development and maintenance in Chinese culture, together with emotions as major determining factors of negotiation outcomes. Findings also suggest there are generational differences in attitudes among Chinese managers with Gen. X and Gen. Y placing a different emphasis on guanxi in business. These findings suggest that the popular advice to people doing business in China is out of date.

Multiculturalism has gradually retreated as a meaningful concept for Australian identity and has, instead, been replaced by principles of equal citizenship and a commitment to the core values of Australian national identity. This paper firstly locates these shifts in broader theoretical debates underpinning democratic governance and equal citizenship. Secondly, and given that local government is a key constituent of Australia's democratic system, the paper seeks to explore the attitudes of local government representatives towards multicultural services and cultural citizenship in contemporary Australia. The empirical findings of this study show that a minority of local government representatives hold a negative outlook on cultural diversity and multicultural policies. The paper argues that it is important to ensure opportunities for intercultural understanding at the local level are optimised as a way of enhancing full and equal citizenship for all and thus creating greater possibilities for successful integration among religious and cultural minorities

Benchmarking is commonly perceived as a key part of quality assurance and enhancement, and universities have had limited success to date in benchmarking, nationally or internationally, in matters concerning teaching and learning. This is partly due to the paucity of comparable quantitative indicators. The challenges are even greater when benchmarking is at course (program) level. As part of an Australian Learning and Teaching Council fellowship (Benchmarking partnerships for graduate employability), a process was designed to enable course leaders to engage in collaborative and confidential benchmarking at course level, with a particular focus on graduate employability (or, more specifically, the assurance of graduate capability development and achievement). Among the 24 benchmarking partners were three course leaders in undergraduate journalism. This paper describes their collective experiences and some of the outcomes of the benchmarking exercise. It also highlights some of the challenges of benchmarking in a discipline where graduates may follow a range of career paths, and where technology means professional practice is evolving at a very rapid pace. Given these underpinning uncertainties, discussions around employability and appropriate graduate capabilities are best had face to face with adequate time for establishing common understandings. This has also been a focused way of building capacity and scholarly networking.

Species richness and evenness are the two major components of biodiversity, but the way in which they are interrelated is a subject of contention. We found a negative relationship between the two variables for bird communities at 92 woodland sites across Australia and sought an explanation. Actual evapotranspiration (AET) was by far the best predictor of species richness. When AET was controlled for, the relationship between richness and evenness became nonsignificant. Richness is greater at sites with higher AET because such sites support a greater number of individuals. However, such sites have a greater number of rare species, resulting in lower evenness. A complicating factor is that evenness is best predicted by degree of vegetation cover, with sparsely vegetated sites having significantly lower evenness. We conclude that there are two competing ecological processes, related to energy and water availability, that determine richness and evenness. The first drives total abundance (leading to high richness, low evenness), while the second drives productivity and niche availability (leading to high richness, high evenness). The relative strength of these two processes and the observed relationship between richness and evenness are likely to depend on the scale of the analysis and the species and range of habitats studied.

Purpose – The purpose of this study is to examine the accountability structures and the management relationships of internal audit. In particular, related issues such as the predominant internal audit objectives and the related functions, the extent to which internal audit addresses any financial reporting risks and the manner in which internal auditors in Australia perform their tasks, are identified. The study also looks at the extent of compliance with the Institute of Internal Auditors (IIA) Standards.
Design/methodology/approach – Based on a survey of the chief audit executives in Australia, the study identifies the reporting mechanisms, functions and relationships of internal audit, including the contributions made towards good corporate governance. There is, however, some misalignment between the aspirations of internal auditors and their relationships with management.
Findings – While internal audit objectives have been established with a focus on controls, risks and governance, the study has highlighted the fact that there is a lack of correlation between the tasks performed by internal auditors and the important internal audit objectives, with the exception of internal control and risks. The results also suggest that internal auditors have been providing an internal consulting and advisory role in matters concerning IT systems, strategic risks and financial issues. If internal auditors are to proactively contribute to good corporate governance, they need to define how, and in what way, this can be done. In regard to corporate governance processes, the results of the research indicate that issues surrounding internal control, risk assessment and management processes are regarded as the key factors for internal audit to contribute to good corporate governance.
Originality/value – This study complements and contributes to the existing literature in providing insights into the evolving role of the internal audit function in terms of accountabilities and relationships with management. It also provides a valuable insight into how the internal audit profession can build upon its inherent strengths and address any apparent areas of concern. This will assist both the profession and policy makers alike, in better understanding and improving the role of the internal audit process.

Much is made of the potential of lifelong learning for individuals and organisations. In this article we tend to make much less of it, certainly with respect to its use in universities to discipline academics. Nevertheless, we argue that academics now need to re-learn the positions they occupy and the stances they take in response to the marketisation of Australian universities. In particular, we suggest that the position of (pure) critique no longer commands attention in Australian contexts of higher education, although the paper does not suggest a disregard for a critical stance purely for the sake of participation. It is in understanding the interconnections between position and stance , and how they might be strategically performed during the everyday practices of academics, that a more promising way of engaging with the venalities of the market is envisaged; a strategy that could be described as 'sailing into the wind'. In discussing these matters, the paper draws on semi-structured interviews with academics located in university faculties/departments/schools of education along Australia's eastern seaboard.

Equity has a long history in education. When compulsory schooling was first introduced in industrialising nations in the mid 1800s, many advocates saw it as a way of improving the circumstances of the poorest and most disadvantaged in their communities. But access to schooling did not prove to be the great equaliser that some had hoped. Instead, it became central in the reproduction of social and economic inequalities (Bourdieu & Passeron 1977). High academic achievement became highly correlated with high socioeconomic status, and vice versa (Teese & Polesel 2003). In Australia, the Karmel Report (1973) proved to be a watershed moment in naming the equity problem in schooling and, among other things, gave rise to the Disadvantaged Schools Program (DSP): an attempt to level the playing field albeit by ‘running twice as hard’ (Connell at al. 1991). Almost two decades later, A Fair Chance for All (1990) signalled official concern for equity in Australian higher education. While access to university was not to be universal, it was to be equitable; all social groups in the Australian population were to be proportionally represented among its university students. Today, Australia is still grappling with the inequities in its schooling and higher education systems, highlighted by renewed interest by governments to address the issues. Although not of the same order of magnitude, there now appears to be an emerging policy agenda around equity in VET. Has equity’s time come for VET? This paper canvasses the history of equity in Australian schooling and higher education, with a view to drawing out principles to inform a rejuvenated equity agenda in vocational education and training.

This paper assesses the Australian Labor Party's current debates over future directions with reference to attempts by the left of centre political parties in other western nations, especially in Western Europe, to deal with the end of the economic "golden age" since the early 1970s and the widespread resurgence of neo-liberal ideologies since the late 1970s. The dominant recent view of such comparisons has been through the ideological lens of the "Third Way". This vision however tends not to see relevant variations between the experiences of social democratic parties in individual Western European nations as they have sought to deal with adverse circumstances since the early 1970s. Nor does the Third Way view sufficiently extend to the widely varying background landscapes: that is, the different levels of historical achievement by left of centre parties in the different nations. Some social democratic parties in European countries are pursuing more progressive political agendas than the British Labour Party under Tony Blair and they are starting from a very different basis of policy achievement and political strength than either the British or Australian labour parties. The nature and extent of these international differences need now to be highlighted from an Australian political perspective in order to better inform the current debate about the range of options for the ALP and the current comparative condition of the Australian party system. As part of this analysis, the relationship between the erosion of the traditional blue-collar support bases of the major left of centre parties in various nations, amid economic restructuring and challenges to traditional immigration patterns, and the rise of support for anti-immigrant policies and parties, need to be carefully examined and evaluated.

The management of human capital is a strategic imperative for knowledge based firms such as universities. Human capital has been described as the investment in people necessary to build the skills and capabilities to operate at their full potential and enable them to act in ways that enhance the competitiveness of organisations. This thesis is set amidst the series of changes made to the Australian Higher Education sector that have had a profound effect on the management of its human capital. The changes have larg ely been driven by government policy in response to globalisation, increased competition and technological advances. As a result the climate of universities has moved to a more cost efficiency-focused managerialism. Various studies have illustrated the significant consequences for the academic workforce and the way in which work has changed in the sector. Academics now face greater accountability for the quality and quantity of their teaching and research at a time when university funding has been constrained. The results have not been all positive for the quality of academics’ working lives and evidence points to heavy workloads and a steadily disengaging workforce. Despite this, many of the sectoral changes rely on an engaged and cooperative workforce to bring about greater productivity and quality of education to attract a larger share of international and domestic students. ... The two aims of this thesis are: to clarify the current definitions of engagement by bringing together the constructs and concepts that contribute to engagement; and to provide insight into the dimensions that shape engagement in Australian business academics ... The thesis also contributes to the dialogue on human capital and in particular, how it can be harnessed in key areas such as the knowledge industries and for targeted purposes such as the management of talent.

This paper discusses a listening initiative aimed at assisting newly arrived ESL adolescents to meet the sociolinguistic challenges they faced in an Australian school. Proponents of a mainstream approach to ESL learning maintain that immersing students into age appropriate classrooms with native speakers provides superior opportunities for ESL students to those of a language school. Listening to native speaking peers is viewed as a way to accelerate sociolinguistic learning. Yet the school where this study took place acknowledged that many of the ESL students were quickly marginalized rather than supported within the school environment, and their academic success was erratic. A listening based initiative was introduced to raise awareness of pragmatics, the knowledge of meaning in context. Observed instances of communication analysed in this paper typify those likely to isolate ESL adolescents in their early years of mainstream secondary school. Furthermore, the positive impact of the outlined peer listening intervention on social inclusion as a precursor of significant language development is demonstrated. This case study has curriculum and welfare implications relevant to schools offering ESL students mainstream education.
