The effect of climate change on the shallow expansive foundation conditions of resident dwellings is costing several hundred billion dollars worldwide. The design and costs of constructing or repairing residential footings is greatly influenced by the degree of ground movement, which is driven by the magnitude of change in soil moisture. The impacts of climate change on urban infrastructure are expected to include accelerated degradation of materials and foundations of buildings and facilities, increased ground movement, changes in ground water affecting the chemical structure of foundations, and fatigue of structures from extreme storm events. Previous research found that residential houses that were built less than five years ago have suffered major cracks and other damage caused by slab movement after record rainfall. The Thornthwaite Moisture Index (TMI) categorises climate on the basis of rainfall, temperature, potential evapotranspiration and the water holding capacity of the soil. Originally TMI was mainly used to map soil moisture conditions for agriculture but soon became a method to predict pavement and foundation changes. Few researchers have developed TMI maps for Australia, but generally, their accuracy is low or unknown, and their use is limited. The aims of this paper are: (1) To produce accurate maps of TMI for the state of Victoria for 100 years (1913 to 2012) in 20 year periods using long-term historical climatic data and advanced spatial statistics methods in GIS, and (2) Analyse the spatial and temporal changes of TMI in Victoria. Preliminary results suggest that a better understanding of climate change through long-term TMI mapping can assist urban planning and guide construction regulations towards the development of cities which are more resilient.

Governments have traditionally censored drug-related information, both in traditional media and, in recent years, in online media. We explore Internet content regulation from a drug-policy perspective by describing the likely impacts of censoring drug websites and the parallel growth in hidden Internet services. Australia proposes a compulsory Internet filtering regime that would block websites that ‘depict, express or otherwise deal with matters of… drug misuse or addiction’ and/or ‘promote, incite or instruct in matters of crime’. In this article, we present findings from a mixed-methods study of online drug discussion. Our research found that websites dealing with drugs, that would likely be blocked by the filter, in fact contributed positively to harm reduction. Such sites helped people access more comprehensive and relevant information than was available elsewhere. Blocking these websites would likely drive drug discussion underground at a time when corporate-controlled ‘walled gardens’ (e.g. Facebook) and proprietary operating systems on mobile devices may also limit open drug discussion. At the same time, hidden Internet services, such as Silk Road, have emerged that are not affected by Internet filtering. The inability for any government to regulate Tor websites and the crypto-currency Bitcoin poses a unique challenge to drug prohibition policies.

Localized corrosion can occur under disbonded coatings threatening the safe operation of industry infrastructures such as underground oil and gas pipelines. Currently the assessment of localised corrosion under coating defects is a major technical challenge. The application of corrosion probes to monitor corrosion under disbonded coating also remains a difficulty. This paper presents a new corrosion sensor concept capable of electrochemically measuring corrosion rates under disbonded coatings on cathodically protected structures such as energy pipelines. Examples of its capabilities are illustrated with experimental data obtained in low conductivity aqueous solutions.

We construct a dynamic general equilibrium model of tax evasion where agents choose to report some of their income. Unreported income requires using a payment method that avoids recordkeeping in some markets-cash. Trade using cash to avoid taxes is the 'shadow economy' in our model. We then calibrate our model using money, interest rate and GDP data to back out the size of the shadow economy for a sample of countries and compare our measures to traditional reduced form estimates. © 2014 Elsevier B.V.

Underground pipeline corrosion monitoring is a complex technical challenge. Currently there is no corrosion monitoring probe that is able to provide in situ information on corrosion under disbonded coatings. This paper presents a proof of concept of a novel corrosion monitoring probe intended to simulate corrosion under disbonded pipeline coatings and monitor its rate under Cathodic Protection (CP). The probe's capabilities to measure corrosion rates and simulate disbonded coating conditions are illustrated by a typical experiment that involved testing of the probe in 0.1M NaCl at -850mVCSE. Estimated metal thickness losses based on results measured by the probe were compared against corrosion patterns and profilometry measurements of control specimens exposed to the same conditions.

This study investigates the fracture mechanism of fluid coupled with a solid resulting from hydraulic fracture. A new loading machine was designed to improve upon conventional laboratory hydraulic fracture testing and to provide a means of better understanding fracture behavior of solid media. Test specimens were made of cement mortar. An extensometer and acoustic emission (AE) monitoring system recorded the circumferential deformation and crack growth location/number during the test. To control the crack growth at the post-peak stage the input fluid rate can be adjusted automatically according to feedback from the extensometer. The complete stress-deformation curve, including pre- and post-peak stages, was therefore obtained. The crack extension/growth developed intensively after the applied stress reached the breakdown pressure. The number of cracks recorded by the AE monitoring system was in good agreement with the amount of deformation (expansion) recorded by the extensometer. The results obtained in this paper provide a better understanding of the hydraulic fracture mechanism which is useful for underground injection projects. © 2014 Springer-Verlag Wien.

During the Cenozoic, Australia experienced major climatic shifts that have had dramatic ecological consequences for the modern biota. Mesic tropical ecosystems were progressively restricted to the coasts and replaced by arid-adapted floral and faunal communities. Whilst the role of aridification has been investigated in a wide range of terrestrial lineages, the response of freshwater clades remains poorly investigated. To gain insights into the diversification processes underlying a freshwater radiation, we studied the evolutionary history of the Australasian predaceous diving beetles of the tribe Hydroporini (147 described species). We used an integrative approach including the latest methods in phylogenetics, divergence time estimation, ancestral character state reconstruction, and likelihood-based methods of diversification rate estimation. Phylogenies and dating analyses were reconstructed with molecular data from seven genes (mitochondrial and nuclear) for 117 species (plus 12 outgroups). Robust and well-resolved phylogenies indicate a late Oligocene origin of Australasian Hydroporini. Biogeographic analyses suggest an origin in the East Coast region of Australia, and a dynamic biogeographic scenario implying dispersal events. The group successfully colonized the tropical coastal regions carved by a rampant desertification, and also colonized groundwater ecosystems in Central Australia. Diversification rate analyses suggest that the ongoing aridification of Australia initiated in the Miocene contributed to a major wave of extinctions since the late Pliocene probably attributable to an increasing aridity, range contractions and seasonally disruptions resulting from Quaternary climatic changes. When comparing subterranean and epigean genera, our results show that contrasting mechanisms drove their diversification and therefore current diversity pattern. The Australasian Hydroporini radiation reflects a combination of processes that promoted both diversification, resulting from new ecological opportunities driven by initial aridification, and a subsequent loss of mesic adapted diversity due to increasing aridity.

This paper presents a framework for motion capture and musculoskeletal analysis of underground mining procedures. The framework discusses suitable motion capture solutions, musculoskeletal modelling and best practices. Preliminary analysis was conducted to assess quantitative musculoskeletal risks of rod handling and fitting with the drilling rig. The preliminary results of the analysis provide recommendations to minimise risks of potential muscular injuries.
