Debates over the merits and demerits of globalisation for health are increasingly polarised. Conclusions range from globalisation being essentially positive for health, albeit with a need to smooth out some rough edges, to one of utter condemnation, with adverse effects on the majority of the world's population. Anyone wading into this debate is immediately confronted by seemingly irreconcilable differences in ideology, opinion and interests. Both camps agree that global changes are occurring, and with them many of the determinants of population health status. While some skepticism persists about whether “globalisation” has value beyond being a fashionable buzzword, most agree that we need better understanding of these changes. Two difficult questions arise: (i) What are the health impacts of these changes; and (ii) how can we respond more effectively to them? To move beyond the stand-offs that have already formed within the health community, this paper reviews the main empirical evidence that currently exists, summarises key points of debate that remain, and suggests some ways forward for the research and policy communities. In particular, there is need for an informed and inclusive debate about the positive and negative health consequences of globalisation.

Australia’s encounters with the Middle East have historically been defined initially through its membership of the British Empire, later as a key Commonwealth player and more recently through Australia's close strategic relationship with the US. This book traces the nature of the Australia-Middle East relationship, from an insular ‘White Australia’ ideology through to the global impact of September 11, the wars in Afghanistan and Iraq and the new and menacing terror threat that has arrived on its own doorstep. A comprehensive analysis of this complex relationship provides an essential basis for understanding past encounters, evaluating present policies and developing a framework for future interactions. The book seeks to draw together the various dimensions and themes of this relationship – from trade and migration, to Australia’s increasing strategic interest and current military involvement in the region.

The author poses the question whether the rule of law is a constitutionalist promise that protects all Australians or whether it is simply a juridical principle that may be balanced against certain social factors.  Constitutionalist promises involve the limiting and supporting of state power. The author examines several instances of state power exercised in Australia and concludes that we should not rely on the rule of law as an absolute means of achieving equality, human rights, justice, freedom and even democracy.

Actor Network Theory (ANT) is explored as a useful tool in researching the intersection of English teaching and Information Communication Technologies (ICTs), to understand the complex interaction of influences, both human and non-human, that combine to achieve a particular outcome, in this case the uptake of ICTs by English teachers in an Australian school. What this means is that alongside interviewing the teachers, administrators and technical support people, recognition is given to the influence of inanimate objects such as computers, bluestone walls and curriculum documents. This constructs a more complex picture of the change process accounting both for the invisible ideology of teacher beliefs as well as the technical capacity and incapacity of machines, buildings and policies. At the heart of ANT lies the metaphor of the heterogeneous network which is made up of diverse, not simply human, materials. Often these networks become consolidated as single point actors e.g. the English curriculum, the computer laboratory, the library, which are then seen as fixed entities rather than an amalgamation of parts prone to change. ANT allows for the constituent parts to be investigated, and following Bruno Latour's Aramis, (1996) this can be done creatively by literally giving voice to inanimate objects such as computers.

In discussing the ideology of social inclusion, this paper demonstrates that the composition of community groups in a period of late modernity is worthy of consideration. Although it would appear, on the surface at least, that previously stable community institutions, such as family, organised religion, trade unions, occupation and residential stability, and so on, are being challenged by a broad rejection of the once powerful tool of tradition, society's attachment to a belief in the symbolic value of community remains strong. In an environment however, in which the interaction and interdependence of human activity is subject to continual re-evaluation as the current processes of industrialisation and globalisation unfold, the template of what constitutes 'community' may need to be re-defined. It is to this end that the present paper is concerned, in that it seeks to identify new community formations. Of particular interest, is the rise and reach of modern day 'social movements', and why, when analysing the subject from a macro-sociological perspective, they have come to assume such a pivotal role in occupying community spaces left vacant by the demise of traditional social institutions. The paper is exploratory in its focus, using relevant literature to posit some broad theoretical themes, with the aim of presenting such themes to encourage a shift in community debates away from traditional concerns about 'who' and 'how many', towards questions of why new community forms are emerging.

Little has been written critically about Singapore's approach towards Internet regulation and policy/ing. This paper therefore seeks to disambiguate the social, cultural and political aspects of Internet regulation in Singapore. We provide an analysis of Singapore's Internet content regulation, and an update of the information (technology) scene in Singapore, including its converging broadcasting, (tele)communications and media areas, all of which impact upon 'Internet policy'. We begin with an introduction to Singapore's policy-making style and an up-to-date account of Singapore's information aims and agendas. We then explore the ideology behind Singapore's Internet policy, especially censorship of content, and examine what is known as the 'light-touch' regulatory framework. We conclude that media conservatism is likely to continue in Singapore despite recent moves that would appear to 'open up' Singapore society.

For the last decade, Slavoj Zizek's provocative and insightful interventions have contested the contemporary abandonment of radical politics and the postmodern retreat from the Enlightenment. Rejecting talk of the "victory of liberalism," Zizek calls for a revolutionary analysis of the connection between multinational capitalism and political subjectivity capable of reconstructing the project of global emancipation. In opposition to postmodern relativism, Zizek positions Lacan not as a postmodern theorist but as an Enlightenment thinker. This paper draws on Gramsci's concept of hegemony to examine and explain the circumstances leading to the re-emergence of the public accounting profession in China in the early 1980s. In particular, the paper attempts to understand the political and ideological influence upon the professionalisation process of the Chinese accountants. The paper not only highlights a major difference between the professionalisation process of the public accounting profession in China as compared to the West, but also the authoritative and dominant role assumed by the Chinese state in the whole societal set-up. Through effectively exercising its political and ideological leadership, the state successfully mobilised the Chinese accountants in the implementation of its economic-related agenda. The paper demonstrates that the state has clearly achieved hegemony within the accounting community, and further suggests that the state-accounting profession relationship could be likened to the father–son relationship as encompassed within the Confucian notion of wu lun.

Summary: "In the wake of the September 11 and subsequent terrorist attacks, the academic and media commentaries on Islam the religion and Islam the basis for political ideology haves received an unprecedented high level of exposure and attention. The acts of political violence by extremist groups and the omnipresent war on terror have added fresh uncertainties to an already complex global order. Just as terrorism and counter-terrorism are locked in a mutually re-enforcing symbiosis, the sense of insecurity felt by Muslims and non-Muslims alike is mutually dependent and has the potential to escalate. This general assessment holds true for Muslims living in the Muslim world and beyond. The pervasive sense of being under attack physically and culturally by the United States and its allies has contributed to a growing unease among Muslims and re-enforced deep-seated mistrust of the ʻWestʼ. Public articulation of such misgivings has in turn, lent credence to Western observers who posit an inherent antipathy between the West and the Muslim world. The subsequent policies that have emerged in this context of fear and mutual distrust have contributed to the vicious cycle of insecurity. The present volume is anchored in the current debates on the uneasy and potentially mutually destructive relationship between the Muslim world and certain West countries. It brings together leading international scholars in this interdisciplinary field to deal with such inter-related questions as the nature of Islamism, the impact of the ʻwar on terrorʼ on the spread of militancy, the growing sense of being under siege by Muslim Diasporas and the many unintended ramifications of a security-minded world order. This paper documents the experiences of perceived discrimination by Mapuches, the largest aboriginal group in Chile, focusing on their oral discourse about the phenomenon. As part of a national research project, 100 Mapuches were interviewed about their perception of discrimination toward them. These interviews were analyzed using the four-level method developed by Merino, which is mainly based on local semantic strategies and argumentative sequences and topoi. The analysis suggests that racism is experienced in everyday interethnic interactions by means of four modes: verbal, behavioral, institutional and macro-social. Verbal racism includes name-calling (e.g. 'indio' [Indian]) and stereotyping (e.g. 'primitive'), and prejudiced remarks. Behavioral racism includes looking, ignoring, avoiding, segregating and denial of identity. In the institutional mode, denial of opportunities and discrimination in various public offices, private institutions and services are frequent, with perpetrators acting on behalf of the institution for which they work. The macro-social mode includes cultural dominance of the economic and educational systems, and an ethnocentric perspective of history. The findings suggest the presence of a racist ideology underlying Mapuche's discursive reproduction of the way Chileans talk and think about them and behave toward them.

Critical commentary on Australian artist Bill Henson’s work including the series Untitled 1994-1995 which represented Australia at the Venice Biennale is frequently framed within the discourse of the ‘white cube’. Its contextualisation in predominantly art historical and formalist perspectives tends to operate as a mechanism that denies affective and embodied dimensions of meaning making. Much the same could be said of the work of Marian Drew who uses road kill in her photographic still life works. However, the ‘distancing’ in these works is also achieved through historical allusion, which at the same time reactivates the fl ow of emotional empathy and desire. In this paper, I ask the question: “What distinguishes the work of these two artists with media images of torture?”

My attempt to address this question will involve a narrative re-reading of selected works of Henson and Drew incorporating notions of affect, identification, memory and desire as processes which operate non-discursively, but which are inseparable from memory and lived experiences. This will permit a double exposure of the work of these artists. Within a psychoanalytical context, my re-reading will be used to extend an understanding of the now familiar press and Internet images of the torture of Iraqi prisoners.

As a metaphor for desire and ideology, photography operates within manifest and latent registers. I will argue that certain forms of photographic practice may be understood in terms of a politics of abuse — instantiating an uneven differentiation of power between actants, the winning (forcefully or otherwise) of consent or complicity, the silencing of refusal of resistance and/or the incriminating of the ‘victim’ — whilst at the same time upholding the claim of verisimilitude and aesthetic or ethical intent. Critical engagement with such practices is crucial to an understanding of the relationship between institutional discourses, trauma and abuse in contemporary society.

The analysis of Syed Hussein Alatas, provides us with a basic framework from which to engage the way creativity and change can be articulated in education without slipping into a neo-colonial mindset. The core binary that Alatas presents us is between the ‘captive’ mind and the ‘creative’ mind. Contemporary Malaysian educational literature recognises that the demands of the knowledge economy and globalization necessitate engaging with socially constructivist pedagogy as a way of addressing the limitations and narrowness of what are referred to as traditional authoritarian ‘top down’ teaching methods. However this retheorization of pedagogical practice needs to be approached in a fashion that recognises and respects local values and culture. The social values and capital that inform pedagogy both in its formal level as officially sanctioned techniques but also in its informal level as the implicit practices that characterise human interaction on campus require a much closer look at the relationship between pedagogy, social structure and social values. The clear yet very deep insight of Syed Hussein Alatas, on the importance of the creative mind as an alternative to captivity provides us with a Malaysian theorization that is both local but also global and relevant to how we understand reform and education in the higher education sector.

The central argument of the thesis is that the dominant modes of the supervision of teaching are in need of critique and reconstruction. From a critical perspective, supervision is viewed as a political and ideological process enacted through asymmetrical relations and structures of communication. It is underpinned by a discourse of technocratic rationality and control Clinical supervision, a currently popular model of teacher supervision, has (despite its emancipatory origins) been accommodated by the dominant ideology and is employed as a hegemonic mechanism of evaluation, control and even dismissal of teachers. However, historical analysis reveals that teachers have contested and resisted authoritarianism and centralized control in favour of developing more democratic and participatory forms of professional development. In these moves can be found a rationale for a reconstruction of the theory and practice of clinical supervision around the concepts of symmetrical communication and critical pedagogy. The researcher engaged in a self-reflective study with a group of supervisors and teachers in N.S.W. schools to explore the possibilities and limitations of a critical and counter-hegemonic practice of supervision. The outcomes, in the form of three case studies, are analysed in terms of a dialectic of reconstruction and maintenance of the status quo. The evidence reveals that some of the research participants sought to reconstruct their supervisory relationships in ways which challenged the bureaucratic structures of their workplace. Others, however, rejected the emancipatory possibilities and resolved to maintain their traditional hierarchical relationship.

The thesis examines historical novels written in Australia during the 1930s and 1940s, providing close readings of Xavier Herbert's Caprocornia, Miles Franklin's All That Swagger, M. Barnard Eldershaw's Tomorrow and Tomorrow and Tomorrow, Katherine Susannah Prichard's goldfields trilogy, and Eleanor Dark's The Timeless Land. No attempt has been made at encyclopaedic completeness. The organising principle behind the study relates, instead, to the question of the status of the historical novel as a genre. The thesis considers the importance of genre in literary theory, and reflects on the construction of Australian literary history, which in the post-war period has consistently involved a debunking of historical fiction. In the first chapter, various approaches to historical fiction are considered, special attention being paid to Lukacs's The Historical Novel. This leads on to an examination of Marxist approaches to literature, including Frederic Jameson's The Political Unconscious, in order to establish some of the coordinates of the subsequent analysis. While Lukacs's study represents an inadequate theoretical basis for an examination of the historical novel, his popular frontism suggests a useful context for an examination of historical fiction written in Australia during the 'thirties and 'forties, raising the question of the relationship between literature and ideology during this period. The thesis, however, embraces a wider ideological spectrum than the Popular Front, including P.R. Stephensen's 'Australia First' Movement, as well as Katherine Susannah Prichard's communism. The next two chapters are devoted to a consideration of Capricornia and All That Swagger, novels P. R. Stephensen praised in the columns of The Publicist for being 'authentically Australian'. The thesis is generally concerned with the question of the relationship between Australian nationalism and literary production, a concern which is taken up in the following chapter, where Tomorrow and Tomorrow and Tomorrow and Prichard's goldfields trilogy are examined in connection with the Popular Front. Eleanor Dark's development as a writer forms the subject matterof the concluding chapters of this study, when the significance of the historical novel for writers of her generation is established through considering the importance of the historical novel within her oevre.
