Around the world coastal areas are witnessing dramatic changes due to the consequences of the growth of human settlements. Rapid urban expansion in coastal settlements due to ‘life style migration’ impacts negatively on environmental coastal amenities that are the driving factor behind the attraction of these areas. The Victorian Coast in Australia is under stress, with the growth pattern of coastal settlements in a sprawling linear fashion resulting in devastating effects on the natural coastal environment, biodiversity and the loss of cultural heritage. The Victorian coast is rich in history, and the coastal towns are often described in literature as places with ‘sense of place’, or referred to as place character. This place character has been formed over many years with the interaction between social histories and natural environments woven together across time. This paper reviews the transition of the landscapes along the Great Ocean Road coastal region, and ask the question how can a potential Generative Plan be developed to establish a process to keep the place character of coastal towns. The proposed plan considers the interrelationships of nature and people as fundamental to forming place character, from the time of Indigenous habitation before European settlement, to the current day of rapid increased developments scattered along this coast.

Technology usage for better healthcare delivery is being emphasised in the USA and other advanced nations. Electronic health records (EHR) are being widely seen as improving operational efficiency and reducing medication errors in clinic practices and hospitals. Further, hospitals and clinics stand to gain incentives from the federal government if they implement EHRs and demonstrate meaningful use of EHRs. While numerous other aspects of HER implementations is found in literature, financial models have not been well studied. Before implementing EHR, one must take into consideration investment recovery period considering the costs, savings and possible tax incentives. In this paper, we develop financial model for computing investment recovery period in EHR implementations assuming constant patient visits. We further develop required growth rate formula if investments need to be recovered in fixed number of years. The model is illustrated with numerical example.

BACKGROUND: There have been some disagreements on the comparison of disc pressures in the standing and sitting postures in literature. Most research on in vivo pressure needle measurement found higher disc pressure in sitting than in standing. The disc pressure data can help to advocate better postures for clinical advice. OBJECTIVE: The aim of this paper is to develop a procedure to study the compressive load on intervertebral joint in the standing and sitting postures through the approach of motion capture and musculoskeletal modeling. METHODS: The marker data of six subjects performing various standing and sitting postures was obtained during the motion capture experiment and used to train the musculoskeletal model with an enhanced discretized spine developed for subject in the inverse and forward simulations. RESULTS: Compressive loads on L3-L4 and L4-L5 joints are found higher in upright sitting than in upright standing. Slumped sitting, cross-legged sitting and flexion sitting can introduce higher compressive loads on intervertebral joints compared with upright sitting. CONCLUSIONS: These findings indicate the effects of standing and sitting postures on the spinal joint loads. The results can provide doctors and therapists with more information on clinical advice on better postures for people with spinal problems.

Machine-to-Machine (M2M) paradigm enables machines (sensors, actuators, robots, and smart meter readers) to communicate with each other with little or no human intervention. M2M is a key enabling technology for the cyber-physical systems (CPSs). This paper explores CPS beyond M2M concept and looks at futuristic applications. Our vision is CPS with distributed actuation and in-network processing. We describe few particular use cases that motivate the development of the M2M communication primitives tailored to large-scale CPS. M2M communications in literature were considered in limited extent so far. The existing work is based on small-scale M2M models and centralized solutions. Different sources discuss different primitives. Few existing decentralized solutions do not scale well. There is a need to design M2M communication primitives that will scale to thousands and trillions of M2M devices, without sacrificing solution quality. The main paradigm shift is to design localized algorithms, where CPS nodes make decisions based on local knowledge. Localized coordination and communication in networked robotics, for matching events and robots, were studied to illustrate new directions.

As governments attempt to focus more intently on how to deal with alarming measures of health disadvantage and inequities, a reformist gaze seems to have settled on the primary care sector. Simultaneously, in literature about this area, whether intended or not, primary health care and primary care are terms that are increasingly interchanged. This article argues that the slippage in language is counter-productive, first because it disguises the transformative potential of strategies and approaches that can make the fundamental changes necessary to improve health status, and second because the structures and practices of the primary care sector are not necessarily compatible with notions of comprehensive primary health care. There is much to be lost if primary health care and health promotion are disguised as primary care, and not understood for their capacity to make a difference to health inequities although of course in some circumstances, comprehensive primary health care is interdependent with services provided by primary care. In this article, characteristics of primary care and primary health care are juxtaposed to show that if the strengths and limitations of each model are understood, they can be mobilised in collaborative partnerships to deal more effectively with health inequities, than our system has so far been able to do.

Business schools are under increasing pressure to enhance the learning capability and employability of graduates. Business professional institutes and employer organizations are demanding more than the technical knowledge and skills required to perform discipline/professional specific tasks. They want graduates who can demonstrate capabilities in communication, teamwork, risk taking, decision making, problem solving, critical thinking, analytical reasoning, visioning and innovation, leadership, ethical practices, appreciation of diversity, and a commitment to social justice. Evidence in literature and reports (Karpin, 1995; Kirby, 2000; Commonwealth of Australia, 2002; Nelson, 2002) and in test data (McCowan & Richardson, 1998; Employer Survey, 1998; DETYA, 2000) shows that the employability gap7 is closed when graduates possess these generic capabilities. What is important, however, is the increasing research showing that the strategies used to develop generic capabilities lead to improved learning, both in university courses and in the workplace.

This article examines the results of a study conducted of the top 100 public sector units in Sweden. These units comprise 40 entities of government, 40 municipalities, and 20 county councils. The aim of the study was to examine and describe the codes of ethics in these Swedish public sector units. This research reports on the responses of 27 public sector units that possessed a code of ethics. The principal contribution of this work is a customized PUB SEC-scale to measure and evaluate the content of codes of ethics artefacts in public sector units. The PUB SEC-scale differs to a large extent from the current private sector-scales (PRlSEC-scales) in literature, due to the specific characteristics of the public sector.

This dissertation employs the methodologies of postcolonial theory and hyperreal theory (following Baudrillard), in order to investigate articulations of identity, nation and representation in contemporary Australian poetry. Informed by a comparative analysis of contemporary Latin American poetry and cultural theory (in translation), as a means of re-examining the Australian context, this dissertation develops a new transnational model of Australian poetics. The central thesis of this dissertation is that contemporary Australian poetry engages with the postcolonial at its limits. That is, at those sites of postcoloniality that are already mapped by theory, but also at those that occur beyond postcolonial theory. The hyperreal is understood as one such limit, traceable within the poetry but silenced in conventional postcolonial theory. As another limit to the postcolonial, this dissertation reads Latin American poetry and theory, in whose texts postcolonial theory is actively resisted, but where postcolonial and hyperreal poetics nevertheless intersect. The original critical context constructed by this dissertation enables a new set of readings of Australian identity through its poetry. Within this new interpretative context, the readings of contemporary Australian poetry articulate a psycho-social postcoloniality; offer a template for future transactions between national poetry and global politics; and develop a model of the postcolonial hyperreal.
