A strategic framework for arts and cultural development for the Maribyrnong City Council, prepared by consultant researchers at Deakin University. The framework acknowledges that Maribyrnong is a municipality on the cusp of great demographic and economic change, and that arts and culture are both the driver and potential victim of this change. Arts and culture must be an urgent priority for Council.

This framework forms the basis for future planning of arts and cultural development in the City of Maribyrnong, and sits under the strategic directions identified in the Maribyrnong City Council Plan. This framework is based on new research into the environment in which arts and culture occurs in Maribyrnong and the strategic role Council plays in supporting this sector.

Purpose – The purpose of this paper is to identify the value of the arts play in public spaces in replicating a contemporary commons. Design/methodology/approach – The study is an exploratory investigation which uses a case study of cultural events in public parks – the Vancouver Parks Board’s fieldhouse residency program (2012-2015). The study uses content analysis of the social media sites created for these projects to identify how the sites and the cultural events were valued by stakeholders and participants. Findings – The paper finds that, in combination, the park events and the social media discussion of them function as a form of the commons, in which new urban communities are formed or defined around specific common social interests. Practical implications – It is anticipated that cultural programs will increasingly interact with common public places. Social implications – The study supports the increased use of and recognition of public places as culturally significant. Networks are increasing in number and in importance across the security field as a means of providing inter-agency coordination. Based on a large qualitative study of networks in the field of national security in Australia, this article aims to advance our knowledge of the internal properties of public sector networks in the field of national security and the conditions shaping their performance. It puts forward a multi-level theoretical framework involving five interdependent levels of analysis—structural, cultural, policy, technological, and relational—which aims to account for the internal properties of networks and examines each of these levels in relation to public sector networks in the field of national security. Using detailed interviews with senior members of security, law enforcement, and intelligence agencies, the article aims to highlight the potential lessons this framework has for strategically organizing and managing dynamic networks within and beyond the field of national security.

Why would the MPACs need more funding? After all, they are already among the best-funded cultural organisations in the country. Opera Australia is the single largest recipient of Australia Council funding, receiving $20.5 million in 2014, plus another $4.2 million from the New South and Victorian governments. All up, Opera Australia receives more government funding than the 145 small-to-medium organisations put together. But such an imbalance is par for the course in performing arts funding.

This chapter explores the extent to which the direction of Australia’s official multicultural and civic integration policies, reflects the social attitudes and networking practices of migrant youth. The chapter pays particular attention to the Federal Government’s “Anti-Racism Strategy” announced in 2012 as part of its Multicultural Policy. On a theoretical level, direct efforts to mitigate racism have the potential to augment strategies that reaffirm pluralism and address disadvantage often associated with the migrant experience. On an empirical level, it is important to explore the extent to which such top-level discourses have actual founding in the social lives of migrant youth. Therefore this chapter presents the empirical findings of an empirical longitudinal on “Social Networks, Belonging and Active Citizenship among Migrant Youth” (Australian Research Council Linkage project 2009–2013). Migrant youth in this study pointed to a number of instances of racism, which act as significant barriers to cross-cultural networking. Analysis of the data shows, among other things, that there is a persistent tendency among migrant youth to point to their social distance from the metaphorical “Aussie Aussie” people of Anglo origins who are perceived as symbolising Australia’s mainstream. Such manifestations of racial discrimination preclude the emergence of a genuinely inclusive society that supports and nurtures cultural diversity as a significant part of the Australian national identity, as well as the stated objectives of its social policy repertoire.

This paper examines the tensions between modernisation and heritage protection in the Lao capital, Vientiane. Vientiane provides an interesting case study of the dilemmas facing small cities in developing countries as those countries try to manage the pressures that result from greater integration in regional and global processes of economic and cultural change. While modernisation appears to be winning out over heritage  protection, the paper concludes that they are not necessarily mutually exclusive, and that heritage protection in Vientiane is largely aimed at  reinforcing monumental and nation-building elements, emphasising the  development of a contemporary national capital of a modern nation state.

This paper draws upon critical discourse analysis, cultural studies and communication theory, studies on media and educational reform, and the work of Bernstein, Bourdieu and Luhmann in particular, to explore how the print and media 'mediated' a period of educational change marked by moves to self-management in schools in Victoria, Australia. It considers how the media was mobilized by various education stakeholders, and in turn informed relations between schools and government, through policy discourses and texts. It considers why and how particular themes became media 'issues', how schools and teachers responded to these issues, and how the media was used by various stakeholders in education to shape policy debates. It is based on a year-long qualitative study that explored critical incidents and representations about education in the print media over a year in the daily press. It illustrates the ways in which a neo-liberal Victorian government mobilized the media to gain strategic advantage to promote radical education reform policies, considers the media effects of this media/tion process on schools and teachers, and conceptualizes how school and system performance is fed from and into media representations, public perceptions and community understandings of schools and teachers' work.

The cultural contexts of home, school and community all have important parts to play in the music education of children, but at present in Australia, these three entities are insufficiently connected on a number of fronts, not the least being an understanding about the purpose(s) of young people's engagement with music. This paper puts forward two specific proposals for action aimed to help build linkages among the three cultural contexts and ensure young people's on-going engagement with music. These proposals, which call on the education sector to assume leadership for action, have implications for policy makers, school personnel, as well as parents, individual artists and community arts organisations.

Hanoi promotes itself both as a place for foreign investment in urban development and as the 'cradle of Vietnamese civilisation'. Special status is given to places of national heritage significance, and policy makers and planners face challenges of balancing heritage conservation and modern development. By contrast, the former capital, Hue, continues to decline economically relative to other Vietnamese cities and is discovering value in its imperial heritage as a 'vector for development'. These Vietnamese capital cities demonstrate that heritage conservation is a key consideration in government efforts to improve the position of their constituencies in the newly-shaping global and national economic systems.

This paper outlines an approach for collecting and integrating data useful for evidence based planning and decision making in the not-for-profit sector, in particular for local government policy and planning. Given the methodological advances in multi-level analysis and the nature of rigorous policy analysis, leading academics and practitioners are advocating that policy driven research to be undertaken at a number of levels of analysis. Recent years have brought an explosion of public domain data in many aspects of social, economic and cultural aspects of society (cites and examples) and with this comes the opportunity, as outlined here, to integrate relevant public domain data in order to construct community profiles for local government areas in Victoria.

It has been argued that the Australian Association of Social Workers (AASW) not only has a mandate, but also an important role to play in influencing social debates for the benefit of the users of social services and, further, that as a professional association, it is ideally positioned to do so. However, the AASW has been criticised for failing to meet this mandate and have any lasting impact on the formulation of social policy. In the present article, the author considers the process by which the AASW engages in social policy debates and speculates on the historical, cultural, and structural factors that may impede its ability to do so. From this analysis, strategies are suggested for the AASW to increase its impact on the formulation of social policy.
