Data protection and privacy: the Australian legislation and its implications for IT professionals

The notion of privacy takes on a completely different meaning when viewed from the perspective of an IT professional, an organisation using technology to support strategic directions or a member of the public. This paper looks past the technical issues involved in data protection and examines some of the business, social and regulatory aspects that have become important to those involved in the management, storage and dissemination of electronic information. The paper documents some of the legislative developments in privacy and data protection and examines what these developments mean for IT professionals for whom the link between data captured, stored and processed into information and the resulting effect on privacy is important. The Commonwealth Privacy Act 1988 based on work done by the Council of Europe, the OECD and the European Union provides some general guidelines but only for the public sector. However, new legislation imminent. Thus, IT professionals need to be aware of the changing situation and examine their organisation’s current practices to ensure compliance with future laws.

Technical efficiency in Australian textile and clothing firms: evidence from the business longitudinal survey

This paper estimates technical efficiency of Australian textile and clothing firms based on the data obtained from the Business Longitudinal Survey (BLS) conducted by the Australian Bureau of Statistics (ABS). Using a Cobb Douglas stochastic production frontier the paper examines firm level technical efficiency in the time varying inefficiency effect model with technical inefficiency effects assumed as an independently distributed truncated normal variable. Estimates of the production frontier revealed significant but small elasticities of labour and capital for textile and clothing firms, respectively, and a negative (but insignificant) Hicks neutral technical change for both. Estimated coefficients of the explanatory variables for inefficiency effects indicated that technical efficiency varied significantly according to firms’ age, size, capital intensity, proportion of non-production to total workers and type of legal status. Predicted firm specific efficiency varied from 16 per cent to 95 per cent and mean efficiency ranged between 30 to 70 per cent. In view of these results policies have been suggested to improve technical efficiency of the firms as well as productivity growth of the sub sectors.

Australian hackers and ethics

The aim of the paper is to look at the way hackers act and ways in which society can protect itself. The paper will show the current views and attitudes of hackers in an Australian context. The paper will also include a case study to show how a hacking incident can develop and how technology can be used to protect against hacking.

Quality methods in Australian small and medium sized enterprises: a research framework

Quality methods in Australian industry gained much attention in the late 1980s and for most of the 1990s. In particular, quality methods such as quality systems and quality system certification had prominence, as Governments and large private sector firms attempted to improve their supply-chains. The aim of this paper is to demonstrate a rigorous and holistic approach to investigating the applicability of quality methods in Australian small and medium sized enterprises (SMEs). It describes the research framework developed to further investigate the impact of quality methods on Australian SMEs, and illustrates how the framework leads to a broader exploratory study.

Putting the power in power, politics, and MIS implementation : a reworking of Markus (1983) 20 years on

This paper examines Markus' (1983) paper, using literature from the sociological and philosophical disciplines to provide an updated view of power and its influence on politics and Information Systems (IS). Using these different literature sources, which are becoming more accepted in the IS discipline, provides a richer understanding of power and politics in Information Systems. An alternative research methodology, critical ethnography, has also been described in the context of Markus' study and a case study has been provided which adopts this alternate approach.

Australian SMES and e-security guides on trusting the internet

There have been many standards and guides written for the implementation of computer security and information security concentrating on appropriate implementation of procedures for effective information security management. Such guides are limited when dealing with e-business and its implementation by Small and Medium Business Enterprises (SMEs). In Australia the National Office for the Information Economy (NOIE) has released a small business guide for e-security for performing such services while fulfilling the necessary security requirements. This paper presents an overview of this current small business guide to e-security with special reference to deriving a common set of criteria for implementing security measures in the SME e-business environment.

Power, politics and legitimacy in information systems implementation : an ethnographic study

Systems implementation is inherently a political process. However, the majority of the literature in the area of systems implementation takes a simplistic look at factors attributed to success. These studies provide empirical evidence that “human factors” such as “top management support” contribute to a successful implementation. Rather than accept this, we challenge this view and explore two “human” issues – power and legitimacy inside systems implementation. By exploring the implementation of a learning management system at the University of New Zealand, issues such as power and legitimacy affect the way an implementation team collaborates. Systems implementation is a complex and messy process and we need to understand the implementation process, acknowledging that top management support is not always necessary to “successfully” implement a system.

Characteristics and underpricing of Australian mining and energy IPOs from 1994 to 2001

This paper follows How (2000) who examined 130 Australian mining and energy initial public offerings (IPOs) from 1979 to 1990 to report an average 107.18 % underpricing return by those IPOs. This study updates that report by investigating 127 Australian mining and energy IPOs from 1994 to 2001 to find a substantially lower 17.93 % average first day return. These updated findings have implications for both new companies seeking to float and also for the subscribers wishing to invest in these new listings.

Jogging all the way to choir: changes in Australian leisure and culture

This paper presents definitions of leisure in Australian society, discusses various forms of leisure and its importance to the individual, community and nation. Recent observed changes to the nature of leisure are presented. It appears as though a shift from individual consumption to collective production of leisure is occurring; for example, "jogging all the way to choir".
