The psychological impact of extended temporary protection

Against the background of the recent international trend of a greater reliance on deterrence measures in managing the flow of asylum seekers, this paper discusses the implementation of the temporary protection visa (TPV) in Australia. It focuses on the psychological impact of the TPV policy on individual asylum seekers and how this unlimited temporary status affects the overall process of settlement. This study is based on personal narratives constructed by individual asylum seekers during one-on-one interviews aimed at sketching the mental and psychological manifestations of stressful events in their lives as TPV holders. What is particularly revealing among many of these TPV holders is the fact that their pre-migration traumatic experiences are compounded by a post-migration condition of being in indefinite "temporary" protection. This is further exacerbated by a prevalence of racialized discourses and exclusionary policies advocated by the host government. Past trauma and persecution, combined with present family separation and social exclusion, and further compounded by uncertainty about the future, had resulted in almost chronic states of anxiety and depression among a significant number of TPV holders.

Globally privileged citizenship

Educators interested in social change have been using an analysis of privilege in their gender and anti-racist work for some time. Through working with adult Australians in a community education programme on asylum seekers, the applicability of an analysis of privilege to the exclusionary discourses concerning asylum seekers and refugees became clear. This paper argues that possessing citizenship of a safe, stable and materially comfortable country (globally privileged citizenship) provides similar unearned assets as does Whiteness, maleness and other characteristics of dominant groups. Through an analysis of citizenship we reverse the gaze that sees refugees and asylum seekers as the problem and place it on those of us who occupy the privileged position. Alternative approaches to exclusionary discourses of citizenship, asylum seekers and refugees are canvassed.

Unravelling Woomera : lip sewing, morphology and dystopia

Presents a gendered interpretation of reports of protests in 2000-2002 among asylum seekers held at Australia’s recently closed Woomera Detention Centre, discussing instances of lip sewing that evoked strong reaction from the Australian Government, people and press. Suggests that an Irigarayan gendered reading of lip sewing assists in understanding these examples of self-harm, supplementing feminist readings of craft, and calling attention to local enactments of gender in both refugee studies and in organizational development and change.

The perceived employability of ex-prisoners and offenders

A large-scale study was conducted to examine the perceived employability of ex-prisoners and offenders. Four participant groups comprising 596 (50.4%) employers, 234 (19.8%) employment service workers, 176 (14.9%) corrections workers, and 175 (14.8%) prisoners and offenders completed a questionnaire assessing the likelihood of a hypothetical job seeker's both obtaining and maintaining employment; the importance of specific skills and characteristics to employability; and the likelihood that ex-prisoners, offenders, and the general workforce exhibit these skills and characteristics. Apart from people with an intellectual or psychiatric disability, those with a criminal background were rated as being less likely than other disadvantaged groups to obtain and maintain employment. In addition, ex-prisoners were rated as being less likely than offenders and the general workforce to exhibit the skills and characteristics relevant to employability. Implications for the preparation and support of ex-prisoners and offenders into employment are discussed, together with broader community-wide initiatives to promote reintegration.

Round the bend : a brief history of mental health nursing in Victoria, Australia 1848 to 1950's

This paper presents a history of mental health nursing in Victoria, Australia from 1848 to the 1950's, or the asylum years to the era of the mental hospital. The research for this historical overview was conducted as part of a literature review for a mental health nursing doctoral thesis, which included an account of the evolution of the profession from asylum attendant to the present time. The literature reviewed for this project revealed a distinct lack of a coherent, chronological account of the historical development of mental health nursing in Victoria, and this paper seeks to address that knowledge gap.

Bare life in second life : Giorgio Agamben's politics in performance

This paper describes and analyzes the necessary misreadings of Giorgio Agamben’s account of ‘bare life’ in a recent performance in Melbourne, Australia. The ‘Bare Life’ project deals with Australia’s treatment of asylum seekers with reference to Agamben’s work on sovereign power and uses the on-line second life world as both a metaphor for the refugee’s desire for a new life, and a literal site of performance. The development showing explored the interactions between live performance and second life avatars in real time. This paper deals with the philosophical, ethical and practical problems that emerged during the development, and argues that the ‘misreading’ is an inevitable, but useful part of finding ways to embody philosophical and political ideas in performance.

Deficient "disadvantage students" or media-savvy new meaning makers?: engaging new metaphors for redesigning classrooms and pedagogies.

Words work in powerful ways in the world. We work from and with an understanding that the ways we talk about people, places and practices matter. If this was ever in doubt, witness recent media reports of the 'attacks on America' and the aftermath of the 'war on terrorism': the world's people have been re-divided both metaphorically and materially in these phrases. Meaning is constructed in and through language as categories, metaphors, rationales, stories, and tropes (Game & Metcalfe, 1996) and, while these are just representations of ideas, practices and material events and circumstances (Hall, 1997), we nevertheless act on those meanings (Fairclough, 1989; Gee, 1999). For example, whether people are described as 'border crossers,' 'invaders,' 'nomads,' 'gypsies,' 'asylum seekers' or 'refugees' affects how they treated, what they can be and what they can do. And in education, whether it's the 'literacy hour' or 'catching children in the net' or reading 'recovery,' words are inevitably tied to programs and proposals for solutions. How the problems are described and defined are crucial in how decisions are made.
