Australia is one of the world’s most urbanised nations, with 74.92% of the population living in 17 major cities of 100,000 people or more. To improve the productivity, liveability and sustainability of Australia’s cities, there is an increasing emphasis in urban management policies on democratic stakeholder participation. In order to obtain a full picture of stakeholders’ concerns efficiently, and manage antagonism, prejudice and conflicts between stakeholders effectively, it is important for participatory decision-making in urban development to be able to select and integrate stakeholder analysis and engagement methods. This paper investigates the characteristics of stakeholder participation approaches in urban development, and proposes criteria for approach selection and integration. The outcome is a multi-criteria mechanism for selecting and integrating approaches to stakeholder participation. This could enable effective, efficient and democratic participation in decision-making process of urban development. Meanwhile, the capacity of Australian state, territory and local governments can be largely enhanced to understand and unpack the complex challenges of urban-ecological conditions, and generate a compromise solution that best represents the preferences of stakeholders.

This paper proposes a neuro-immune model for Myalgic Encephalomyelitis/Chronic fatigue syndrome (ME/CFS). A wide range of immunological and neurological abnormalities have been reported in people suffering from ME/CFS. They include abnormalities in proinflammatory cytokines, raised production of nuclear factor-κB, mitochondrial dysfunctions, autoimmune responses, autonomic disturbances and brain pathology. Raised levels of oxidative and nitrosative stress (O&NS), together with reduced levels of antioxidants are indicative of an immuno-inflammatory pathology. A number of different pathogens have been reported either as triggering or maintaining factors. Our model proposes that initial infection and immune activation caused by a number of possible pathogens leads to a state of chronic peripheral immune activation driven by activated O&NS pathways that lead to progressive damage of self epitopes even when the initial infection has been cleared. Subsequent activation of autoreactive T cells conspiring with O&NS pathways cause further damage and provoke chronic activation of immuno-inflammatory pathways. The subsequent upregulation of proinflammatory compounds may activate microglia via the vagus nerve. Elevated proinflammatory cytokines together with raised O&NS conspire to produce mitochondrial damage. The subsequent ATP deficit together with inflammation and O&NS are responsible for the landmark symptoms of ME/CFS, including post-exertional malaise. Raised levels of O&NS subsequently cause progressive elevation of autoimmune activity facilitated by molecular mimicry, bystander activation or epitope spreading. These processes provoke central nervous system (CNS) activation in an attempt to restore immune homeostatsis. This model proposes that the antagonistic activities of the CNS response to peripheral inflammation, O&NS and chronic immune activation are responsible for the remitting-relapsing nature of ME/CFS. Leads for future research are suggested based on this neuro-immune model.

Verbal-textual hostility (VTH) plays a significant role in victims’ subjective perceptions of hatred and police officers’ assessment of a prejudice-related violence. Yet, to date, the role of VTH in ‘hate’ crime has been under-researched. The aim of this research has been to assess and evaluate the forensic possibilities contained in a closer reading of the words used in these crimes. Through a content analysis of incident characteristics and officers’ narratives of incidents, this report maps out how key speech-text indicators may assist to better evaluate the force and effects of prejudice-related violence. It is expected that this type of contextual analysis will lead to the development of more sophisticated risk assessment tools for use in frontline policing, and more targeted service enhancements for victims.

In Australia and New Zealand, the strategies employed by governments to remedy prejudice, intolerance and hatred occur on a continuum; ranging from global mission statements about multiculturalism/ biculturalism, through to the enactment of civil anti-discrimination and anti-vilification legislation. In some jurisdictions, these civil remedies have been extended to criminal codes and sentencing legislation, and enshrined in human rights charters. In the place of a comprehensive outline of each of the nine jurisdictions, case studies from throughout the region are presented as exemplars of the strategies employed and barriers faced in reducing prejudice-related violence.

The differences between the Australian and New Zealand jurisdictions belies a common theme that frames the delay in developing legislative responses to hate crime and the paucity of cases to reach the point at which they begin to establish an agreed set of norms and values about the abhorrence of prejudice and hatred. At most turns—whether political or public rhetoric, or legislative and policy development - there is a frontier denial, minimisation and negation of prejudice and hatred.

Racial discrimination is increasingly recognised as a determinant of racial and ethnic health inequalities, with growing evidence of strong associations between racial discrimination and adult health outcomes. There is a growing body of literature that considers the effects of racial discrimination on child and youth health. The aim of this paper is to provide a systematic review of studies that examine relationships between reported racial discrimination and child and youth health. We describe the characteristics of 121 studies identified by a comprehensive search strategy, including definitions and measurements of racial discrimination and the nature of reported associations. Most studies were published in the last seven years, used cross-sectional designs and were conducted in the United States with young people aged 12–18 years. African American, Latino/a, and Asian populations were most frequently included in these studies. Of the 461 associations examined in these studies, mental health outcomes (e.g. depression, anxiety) were most commonly reported, with statistically significant associations with racial discrimination found in 76% of outcomes examined. Statistically significant associations were also found for over 50% of associations between racial discrimination and positive mental health (e.g. self esteem, resilience), behaviour problems, wellbeing, and pregnancy/birth outcomes. The field is currently limited by a lack of longitudinal studies, limited psychometrically validated exposure instruments and poor conceptualisation and definition of racial discrimination. There is also a need to investigate the complex and varying pathways by which reported racial discrimination affect child and youth health. Ensuring study quality in this field will allow future research to reveal the complex role that racial discrimination plays as a determinant of child and youth health.

In this essay we consider the construction of cultural identity, motherhood and the family in ABCD, a film of the Indian diaspora that had its world premiere at the 2001 London Film Festival. This film reads family, apparently within familiar narrative structures such as the U.S.-immigrant story, as portrayed in films like Goodbye, Columbus and My Big Fat Greek Wedding, and the "leaving home" story, as classically portrayed in Pride and Prejudice, where a young person needs to escape from her clueless family. The irritating presence of the mother in the film, and the quickness with which her two children appear to make life-determining decisions following her death, seem to invite discussions of plot and character organized around ideas of individual development, self-improvement and understanding. This is the territory of the desire plot, an account of family history captured for the twentieth century by Freudian-Lacanian readings which position sexual desire within the unconscious history of familial fantasies, understood as vertical and Oedipal. In this territory, mothers and old ladies become, as Mary Jacobus memorably phrased it, little more than "the waste products" of a system in which marriageable women are objects of exchange between men (142) and a mother's death would be expected to grease the wheels of narrative. Identity and narrative are inextricably linked here: a certain understanding of narrative as developmental and teleological paves the way for an understanding of identity as either/or. There are problems, however, in trying to read ABCD as a bildüngsroman structured by what Susan Freidman calls "the temporal plots of the family romance, its repetitions and discontents" (137), rendering the "Indian" characteristics of the plot unreadable, and the apparently self-defeating nature of the characters' choices and behavior, rather pointless. A central [End Page 16] difficulty is that the film both responds to and resists readings based on the Oedipal model of the bildüngsroman with its focus on linear development through time.

While studies investigating the health effects of racial discrimination for children and youth have examined a range of effect modifiers, to date, relationships between experiences of racial discrimination, student attitudes, and health outcomes remain unexplored. This study uniquely demonstrates the moderating effects of vicarious racism and motivated fairness on the association between direct experiences of racism and mental health outcomes, specifically depressive symptoms and loneliness, among primary and secondary school students. Across seven schools, 263 students (54.4% female), ranging from 8 to 17 years old (M = 11.2, SD = 2.2) reported attitudes about other racial/ethnic groups and experiences of racism. Students from minority ethnic groups (determined by country of birth) reported higher levels of loneliness and more racist experiences relative to the majority group students. Students from the majority racial/ethnic group reported higher levels of loneliness and depressive symptoms if they had more friends from different racial/ethnic groups, whereas the number of friends from different groups had no effect on minority students' loneliness or depressive symptoms. Direct experiences of racism were robustly related to higher loneliness and depressive symptoms in multivariate regression models. However, the association with depressive symptoms was reduced to marginal significance when students reported low motivated fairness. Elaborating on the negative health effects of racism in primary and secondary school students provides an impetus for future research and the development of appropriate interventions.

Although the relationship between an individual's racist attitudes and discriminatory behaviours has been widely studied, the association between racist attitudes among perpetrators and experiences of racism among targets has been under-examined. Based on data from the 2001-8 Australian Challenging Racism Project survey, this paper details a novel method to investigate the link between racist attitudes and experiences of discrimination utilising two separate models linked by nomination of cultural or ethnic groups who do not fit into Australian society (i.e., out-groups). Those identified as out-groups were more likely to report experiences of discrimination than those who were not nominated as out-groups. Overall, out-group nomination by those with racist attitudes strongly predict experiences of discrimination among these same target out-groups, OR=2.2, F(6, 12,348)=78.61, p<.001. Racist attitudes are related to racist behaviours among perpetrators that are, in turn, related to experiences of racial discrimination among targets. This study demonstrates that attitudes not only affect majority group behaviour but also drive the resulting experiences of discrimination for minority group members.

Should a single mother of four young children who commits theft be sentenced to a lesser sanction than a woman who commits the same crime but has no dependents? Should a billionaire philanthropist be sentenced to a lesser penalty than the average citizen for assaulting a random bystander? Should a first-time thief receive a lighter sanction than a career thief for the same theft? The relevance of an offender’s profile to sentencing is unclear and is one of the most under-researched and least coherent areas of sentencing law. Intuitively, there is some appeal in treating offenders without a criminal record, those who have made a positive contribution to society, or who have dependents more leniently than other offenders. However, to allow these considerations to mitigate penalty potentially licenses offenders to commit crime and decouples the sanction from the severity of the offense, thereby undermining the proportionality principle. This article analyzes the relevance that an offender’s profile should have in sentencing. We conclude that a lack of prior convictions should generally reduce penalty because the empirical data shows that, in relation to most offenses, first-time offenders are less likely to reoffend than recidivist offenders. The situation is more complex in relation to offenders who have made worthy social contributions. They should not be given sentencing credit for past achievements given that past good acts have no relevance to the proper objectives of sentencing and it is normally not tenable, even in a crude sense, to make an informed assessment of an individual’s overall societal contribution. However, offenders should be accorded a sentencing reduction if they have financial or physical dependents and if imprisoning them is likely to cause harm to their dependents. Conferring asentencing discount to first-time offenders and those withdependents does not license them to commit crime or unjustifiablyencroach on the proportionality principle. Rather, it recognizes thedifferent layers of the legal system and the reality that sentencinglaw should not reflexively overwhelm broader maxims of justice,including the principle that innocent people should not suffer. Thisarticle argues that fundamental legislative reform is necessary toproperly reflect the role that the profile of offenders should have inthe sentencing regime.

This study is the first to test Allport's (1954) contact hypothesis from the perspective of a minority group in China. Employing a sample of off-farm migrant workers in urban China, results indicate a positive effect on self-reported attitudes of intergroup friendship contact between migrant and local workers; and positive effects on self-reported behavioral interaction between migrants and urban locals of both intergroup friendship and intergroup nonfriendship contact. © 2011 Urban Affairs Association.

A survey of 168 White Australian community members examined whether ambivalence toward certain social groups by some religious individuals constituted a suppression effect in which authoritarian motivated prejudice suppressed more pro-social attitudes toward asylum seekers. Using mediation analysis, it was found that Christian religious identity was not significantly associated with prejudice at a bivariate level. However, when Right-Wing Authoritarianism (RWA) was taken into account, Christians (compared with non-Christians) were less likely to hold negative attitudes toward asylum seekers in Australia. Inclusion of acculturation ideologies (assimilation, multiculturalism, and color-blindness) in the models indicated that the suppression effect was specific to RWA rather than due to other intergroup attitudes. However, findings suggest that multiculturalism may be one proximal indicator of Christian pro-sociality.

This article examines the lived experiences of women in Ethiopian higher education (HE) as a counterpoint to understandings of gender equity informed only by data on admission, progression and completions rates. Drawing on a critical qualitative inquiry approach, we analyse and interpret data drawn from focus group discussions with female students and academic women in two public universities in Ethiopia. Individual accounts and shared experiences of women in HE revealed that despite affirmative action policies that slightly benefit females at entry point, gender inequality persists in qualitative forms. Prejudice against women and sexual violence are highlighted as key expressions of qualitative gender inequalities in the two universities. It is argued that HE institutions in Ethiopia are male-dominated, hierarchical and hostile to women. Furthermore, taken-for-granted gender assumptions and beliefs at institutional, social relational and individual levels operate to make women conform to structures of disadvantage and in effect sustain the repressive gender relations.

The OECD’s Programme for International Student Assessment (PISA) is increasingly depended upon by education policy makers to provide reliable measures of their country’s education system against international benchmarks. PISA attempts to provide efficient, scientific and technical means to develop educational policies which achieve optimal outcomes (Berg &Timmermans, 2000, p. 31). This kind of scientific evidence is seen by policy makers as being free of prejudice and ideology. Science is expected to represent the truth, state universal facts and make predictions.Thus PISA seeks to rank countries’ performances, work out future scenarios and offer policy direction. By what means does PISA gain knowledge and speak with confidence about diverse cultures and distant nations? How does it acquire a ‘voice from nowhere’ (Haraway, 1988; Suchman, 2000), and become a modern-day Oracle that countries might consult for policy advice? Modelled on early actor-network accounts of laboratory life, this ethnography traces how PISA knowledge comes to be made, guided by interview data with two ‘insiders’ in the ‘PISA laboratory’. It traces the translations and the circulating reference that turn PISA into a ‘centre of calculation’. It highlights how human and non-human entities are imbricated in the assembling of scientific facts and argues for a suspension of the divide between ‘science’ and ‘politics’. In the process, the paper offers an empirical instantiation of how some concepts from actor-network theory may be applied in the field of education policy, and ponders the implications of such an understanding for evidence based policy making.
