This paper presents the first comprehensive synthesis of economic valuations of wetlands in developing countries. Meta-regression analysis (MRA) is applied to 1432 estimates of the economic value of 379 distinct wetlands from 50 countries. We find that wetlands are a normal good, wetland size has a negative effect on wetland values, and urban wetlands and marine wetlands are more valuable than other wetlands. Wetland values estimated by stated preferences are lower than those estimated by market price methods. The MRA benefit transfer function has a median transfer error of 17%. Overall, MRA appears to be useful for deriving the economic value of wetlands at policy sites in developing nations.

Freshwater wetlands provide a range of ecosystem services, one of which is climate regulation. They are known to contain large pools of carbon (C) that can be affected by land-use change. In New Zealand, only 10 % of the original freshwater wetlands remain due to conversion into agriculture. This study presents the first national estimation of C stocks in freshwater wetlands based on the compilation of soil carbon data from 126 sites across the country. We estimated C stocks for two soil sample types (mineral and organic) in different classes of wetlands (fen, bog, swamp, marsh, pakihi and ephemeral), and extrapolated C stocks to national level using GIS. Bogs had high C content and low bulk densities, while ephemeral wetlands were the reverse. A regression between bulk density and C content showed a high influence of the soil type. Average C densities (average ± standard error) were 1,348 ± 184 t C ha−1 at full peat depth (average of 3.9 m) and 102 ± 5 t C ha−1 (0.3 m depth) for organic soils, and 121 ± 24 t C ha−1 (0.3 m depth) for mineral soils. At national level, C stocks were estimated at 11 ± 1 Mt (0.3 m depth) and 144 ± 17 Mt (full peat depth) in organic soils, and 23 ± 1 Mt (0.3 m depth) in mineral soils. Since European settlement, 146,000 ha of organic soils have been converted to agriculture, which could release between 0.5 and 2 Mt CO2 year−1, equivalent to 1–6 % of New Zealand’s total agricultural greenhouse gas emissions.

The construction of evaporative ponds and wetlands for the disposal of waste water high in ionic concentrations is a waste disposal strategy currently considered by many industries. However, the design, construction and management of these ponds and wetlands are not straightforward as complex chemical interactions result in both spatial and temporal changes in water quality. The effects of evaporation and drainage on the water quality in two constructed ponds, an adjacent man-made wetland and local groundwater at Portland Aluminium were investigated. The minimum volume of water entering the ponds during the study period was 0.96±0.16 ML per month. The predicted theoretical evaporative capacity of the two ponds was calculated to be 0.30±0.07 ML per month. More water enters the ponds than it is theoretically possible to evaporate under the ambient weather conditions at Portland, yet the ponds do not overflow, suggesting percolation through the pond lining. No spatial differences in solute concentrations (fluoride, sulphate, bicarbonate, carbonate, sodium, potassium, calcium, and magnesium ions) were found within the waters of either pond, although temporal differences were apparent. The results support the conclusion that the ponds are not impermeable, and that much of the waste water entering the ponds is being lost through seepage. The impacts on local groundwater chemistry of this seepage are addressed. Significant correlations exist between solute presence within and between the ponds, wetland and groundwater. Fluoride and sulphate concentrations were significantly higher in pond waters throughout the duration of the experiment. Pond sediments revealed a high degree of spatial and temporal heterogeneity in the concentration of all monitored ions resulting from the chemical heterogeneity of the material making up the pond linings. Adsorption isotherms for fluoride indicate that the adsorption capacity of the pond linings remains high for this ion. Implications for the management of waste water by this strategy are discussed.

The establishment of a system of protected areas that samples all ecosystems, including freshwater environments, in a comprehensive, adequate and representative (CAR) manner is regarded as a cornerstone for the conservation of biodiversity. There have been few quantitative assessments of the comprehensiveness, adequacy and representativeness of freshwater reserves in Australia. This paper reviews and quantifies the effect of classification of freshwater ecosystems for conservation planning, the importance of reservation status and protection measures for developing a CAR reserve system, and aspects of reserve design for freshwater ecosystems. We propose a strategic and iterative process that incorporates these measures to assist in the efficient and effective development of freshwater reserve systems worldwide. However, the provision of suitable water regimes for freshwater reserves presents further ecological and political challenges, and even adequate reservation of freshwater ecosystems may not conserve constituent biodiversity without effective management.

The depletion and reservation levels of wetlands varied significantly both across the Murray Fans and Victorian Riverina bioregions and in the study area of the Victorian Environmental Assessments Council's River Red Gum Forests Investigation. The proportion of Freshwater Meadows in protected areas was substantially lower than for other wetland types. Furthermore, of the wetlands that are reserved, many were only partially within a protected area. A variety of reserve categories are used to protect wetlands across the three regions, ranging from reserves with high legal protection and a strong focus on biodiversity conservation to reserves with a lower level of protection and emphasis on biodiversity
conservation. The findings highlight that many wetlands are incompletely reserved in Victoria's northern plains and riverine forests. The current review of public land use in the River Red Gum Forests, which includes Barmah Forest, should recognise these issues to ensure the effective reservation of wetland ecosystems.

It is generally accepted that institutional problems have severely constrained development in many countries regardless of significant achievements in technology and other reforms. Both the Old and New Institutional Economics have relevance in understanding the lack of progress in many countries in Asia and Africa. Institutions generally refer to the "framework within which human interactions take place. Two major strands of NIE are the transaction costs and the collective action approach. The NIE implies that traditional rural institutions such as user groups, rotating credit and irrigation associations, interlinked credit etc. are institutions that have emerged in place of the market due to lower transactions costs. The successful management of common property resources such as water, forests, wetlands etc using local arrangements imply that institutions need to be interpreted in broader terms and the simple dichotomy of market or the government is too limited to understand the development process. New thinking is required in developing institutions that are structurally suited for management at the local level. Such an approach will have better chance to succeed compared to a process based upon the market.

Wastewater reuse is being widely promulgated to help address the global freshwater resource crisis. It can assist in reducing extraction of freshwater from the environment, and reuse of wastewater lessens the need for environmental discharge, which is clearly beneficial to receiving waters. But the practice itself also has the potential to be detrimental to natural and human environments: soil structure can become degraded, aquifers may be polluted, and human health may be threatened. The challenge facing natural resource managers is to identify the potential benefits and risks, and to achieve an appropriate balance. This paper describes environmental benefits and threats concomitant with the reuse of wastewater. We frequently draw upon examples from China and Australia-two countries that face particularly daunting water resource
challenges-but the principles can be.extended far beyond these geographical bounds and are applicable to
many parts of the world.

Wetlands in Australia provide considerable ecological, economic, environmental and social benefits. However, the use of wetlands has been indiscriminate and significant damage to many Australian wetlands has occurred. During the last 150 years one third of the wetlands in Victoria have been lost. A conspicuous problem in wetland management is the paucity of involvement by stakeholders. This paper uses the Analytic Hierarchy Process (AHP) to incorporate stakeholder objectives in the ‘Wonga Wetlands’ on the Murray River. The study shows that the AHP can explicitly incorporate stakeholder preferences and multiple objectives to evaluate management options. The AHP also provides several approaches for policy makers to arrive at policy decisions.

The diets of four highly-abundant, dominant fish species within the Surrey River, a small intermittently open estuary in south-east Australia, were examined from specimens collected between July 2004 and June 2005. These four, similar-sized species (Atherinosoma microstoma, Galaxias maculatus, Philypnodon grandiceps and Pseudogobius olorum) have limited ability to spatially segregate along the length of the estuary owing to its small size relative to other estuarine habitats. All four species fed on a variety of prey items including crustaceans, insects and detritus. Despite this parity, the four species were demonstrated to occupy differing dietary niches that were concluded to be responsible for reducing interspecific feeding competition. Seasonal variations in the diets were observed for A. microstoma and Philypnodon grandiceps, with these species also exhibiting contrasting diel feeding behaviours. The closure of the estuary mouth led to the flooding of its margins, resulting in an increase in the size of the estuary and providing alternative food resources for the fish to exploit. It appears the inundation of the flood-zone facilitated further significant divergence in the diets of the fish and is likely to be of high ecological value to the estuary.

In many lowland floodplains around the world, upriver interferences to flows (weirs, dams, off-takes) have led to much reduced frequency and duration of flooding. As a result, many floodplain wetlands are now inundated relatively rarely if at all. Given regulation of most lowland rivers in southeastern Australia, we assessed use of wetlands by birds in the essentially unregulated Ovens River in northeastern Victoria. Twelve sites (0.4-1.2 ha) were studied after flooding. Four sites were 'permanent billabongs', four were temporary wetlands and the other four were randomly selected woodland sites >60 m from the nearest water body (including the river) acting as 'control' or 'reference' sites. Aquatic birds were not recorded using woodland sites, but many species were differentially associated with either billabongs or temporary wetlands. A surprising number of non-aquatic birds either exclusively or differentially were associated with wetland sites compared with woodland sites. We concluded that heterogeneous macrohabitat will increase local avian biodiversity on lowland floodplains. Moreover, densities and diversity of non-aquatic, woodland species also increased with the presence of wetlands. Temporary wetlands were used differently from permanent billabongs by birds, especially in foraging methods. This suggests that the reinstatement of major flooding on heavily regulated floodplains would be ecologically advantageous for birds by providing foraging and breeding opportunities.

Wetland buffers separate wetlands from surrounding land uses that are incompatible with wetland values. Buffers are established to fulfil a variety of needs. However, not all functions which are attributed to buffers are mutually compatible. In particular, their use as major recreational zones is not necessarily compatible with reducing disturbance to wetland wildlife, such as birds. This paper examines the buffer around an urban wetland at Altona, Victoria, which is extensively used by recreationists. The presence of a bicycle trail within the buffer might effectively reduce its size and effectiveness, and cause ‘buffer creep’ whereby the effective separation distance between people and birds is reduced. It might also unintentionally facilitate unauthorised access into an otherwise ‘off-limits’ wetland. While social support is critical for wetland conservation, the existence of recreation in buffers does not automatically confer high awareness of local wetlands. The success of buffers as a conservation tool will depend upon setting a clear objective for buffers, careful design and management, and evaluation of effectiveness to optimise the potential benefits for wetlands and their fauna.

In 2005, the Victorian government asked the Victorian Environmental Assessment Council (VEAC) to 1) identify and evaluate the extent, condition, values, management, resources and uses of riverine red gum forests and associated fauna, wetlands, floodplain ecosystems and vegetation communities in northern Victoria; and 2) make recommendations relating to the conservation, protection and ecological sustainable use of public land. The design of a comprehensive, adequate and representative (CAR) reserve system was a key part of the recommendations made by VEAC. In order to assist in the decision-making for environmental water allocation for protected areas and other public land, a process for identifying flood-dependent natural values on the Victorian floodplains of the River Murray and its tributaries was developed.

Although some areas such as the Barmah forest are very well known, there have been few comprehensive inventories of important natural values along the Murray floodplains. For this project, VEAC sought out and compiled data on flood requirements (natural flood frequency, critical interval between floods, minimum duration of floods) for all flood-dependent ecological vegetation classes (EVCs) and threatened species along the Goulburn, Ovens, King and Murray Rivers in Victoria. The project did not include the Kerang Lakes and floodplains of the Avoca, Loddon and Campaspe Rivers. 186 threatened species and 110 EVCs (covering 224,247 ha) were identified as flood-dependent and therefore at risk from insufficient flooding.

Past environmental water allocations have targeted a variety of different natural assets (e.g. stressed red gum trees, colonial nesting waterbirds, various fish species), but consideration of the water requirements of the full suite of floodplain ecosystems and significant species has been limited. By considering the water requirements of the full range of natural assets, the effectiveness of water delivery for biodiversity can be maximised. This approach highlights the species and ecosystems most in need of water and builds on the icon sites approach to view the Murray floodplains as an interconnected system. This project also identified for the first time the flood-frequency and duration requirements for the full suite of floodplain ecosystems and significant species.

This project is the most comprehensive identification of water requirements for natural values on the floodplain to date, and is able to be used immediately to guide prioritisation of environmental watering. As more information on floodplain EVCs and species becomes available, the water requirements and distribution of values can be refined by ecologists and land and water managers. That is, the project is intended as the start of an adaptive process allowing for the incorporation of monitoring and feedback over time. The project makes it possible to transparently and easily communicate the extent to which manipulated or natural flows benefit various natural values. 1. The Grampians National Park in Victoria is a 'hot spot' for freshwater crayfish diversity, with seven species from six genera occurring in sympatry. Few studies have examined how multiple species of freshwater crayfish co-exist across landscapes consisting of a mosaic of perennial and seasonal habitats. Despite their endemicity and likely key role in freshwaters, the ecology and biology of these crayfish remains unknown.

2. This study determined the distribution and habitat use of five crayfish species (Euastacus bispinosus, Cherax destructor, Geocharax falcata, Gramastacus insolitus and Engaeus lyelli). Seasonal sampling surveys ascertained whether crayfish distribution was related to habitat type, environmental or physicochemical variables, catchment or season.

3. Distribution was directly related to habitat type and the environmental and physicochemical variables that characterised habitats. Engaeus lyelli, G. falcata and G. insolitus occurred predominantly in floodplain wetlands and flooded vegetation habitats, E. bispinosus occurred only in flowing soft-sediment channels and C. destructor was found in all catchments and habitat types studied. Gramastacus insolitus co-occurred with G. falcata at all sites except two, so no distinct habitat separations were apparent for these two species.

4. A high percentage cover of boulders was the best indicator of crayfish absence, and discriminated between habitat types and crayfish species: it was probably a surrogate for a larger range of environmental and physicochemical variables. Catchment and season did not affect crayfish distribution.

5. These crayfish species varied in their degree of habitat specialisation from strongly generalist (C. destructor) to occupying only a specific habitat type (E. bispinosus). Some species appeared specialised for seasonal wetlands (G. insolitus and G. falcata). Overlap in site occupancy also varied: G. insolitus and G. falcata distributions were strongly associated, whereas C. destructor appeared to occur opportunistically across habitats, both alone and co-occurring with all the other species.

6. Management strategies to conserve multiple species of crayfish co-existing within landscapes will need to incorporate a range of perennial and seasonal habitat types to ensure sufficient space is available for species to maintain different occupancy patterns. Given that water resources are under increasing pressure and are strongly regulated within the Grampians National Park, this may present a conservation challenge to water managers in this location.

In contrast to northern temperate environments, where day length and temperature changes are obvious proximate cues for movement to resource-rich breeding habitats, the cues for movement used by birds in an often resource-poor, stochastic environment are less obvious. We recorded long-distance movements of 23 Grey Teal Anas gracilis using satellite telemetry for up to 879 days and examined the relationship between those movements and environmental factors, such as heavy rainfall and flooding, at the destination site. We identified 32 long-distance [> 150 km) movements that met our criterion for minimally interrupted flight between origin and destination. Thirteen of these flights coincided with rainfall and/or flooding events up to 1050 km from the origin. However, some ducks moved without any clear beneficial conditions at the destination onto small wetlands in regions with little surface water. The data suggest that there are two types of long-distance movement - ranging and directed. These flights occurred over distances up to 1200 km across the arid inland. The rates and distances of movement suggest that long-distance movements of Grey Teal entail high energy costs as in waterfowl elsewhere.
